Asia” để ám thất bại hay thụt lùi quốc gia trình phát triển kinh tế so sánh với quốc gia khác khu vực Tuy nhiên, từ sau KHTCCA đến nay, bất ổn giai đoạn đầu, song nhìn tổng thể, kinh tế Philippines dần phục hồi phát triển tương đối tốt Đặc biệt, năm gần đây, nói tới kinh tế Philippines, nhiều báo cáo nghiên cứu bắt đầu dùng thuật ngữ “có cánh” “Hổ châu Á” hay “sự thần kỳ châu Á” [176],… để thành tựu kinh tế bật Philippines Theo dự báo trung dài hạn, Philippines vươn lên trở thành kinh tế hàng đầu khu vực Đông Nam Á chí lọt vào vị trí 20 kinh tế lớn giới vào năm 2050 Sự thành công hay thất bại quốc gia trình phát triển kinh tế phụ thuộc vào nhiều yếu tố, có vai trò quan trọng chiến lược, sách phát triển kinh tế quốc gia Từ sau KHTCCA, phủ Philippines thời kỳ Tổng thống khác có điều chỉnh sách kinh tế vĩ mơ (cụ thể sách tài khóa tiền tệ) cải cách cấu (như sách thương mại đầu tư, sách phát triển ngành kinh tế, sách phát triển doanh nghiệp,…) nhằm cải thiện nâng tầm vị kinh tế Philippines khu vực Đặc biệt, giai đoạn gần sách phát triển kinh tế thời Tổng thống Aquino III đem lại kết đáng ý, giúp Philippines lên trở thành kinh tế động tăng trưởng nhanh khu vực Vì vậy, việc nhìn nhận đánh giá lại Từng kinh tế phát triển châu Á thập niên 50, 60 kỷ trước, Philippines dần đánh vị bị quốc gia khác khu vực Đông Á Đông Nam Á vượt xa trình độ phát triển Xem thêm: [174] Từ sau KHTCTC năm 2008, nhiều kinh tế lớn Mỹ, Nhật Bản, EU,…và nước khu vực tiếp tục gặp nhiều khó khăn để phục hồi, kinh tế Philippines lại lên trở thành điểm sáng tăng trưởng với tốc độ tăng GDP bình quân 6% giai đoạn 2010-2016 trở thành kinh tế động tăng trưởng nhanh châu Á Nhiều tổ chức quốc tế uy tín Moody, Fitch, Standard and Poor đưa đánh giá tích cực số đầu tư, tín dụng lực cạnh tranh Philippines Theo dự báo công ty kiểm tốn tồn cầu PricewaterhouseCoopers (PwC), Philippines vượt qua Thái Lan Malaysia trở thành kinh tế lớn thứ hai khu vực Đông Nam Á (chỉ đứng sau Indonesia) kinh tế lớn thứ 19 Cùng thành viên Cộng đồng Kinh tế ASEAN (AEC), Việt Nam Philippines lại có nhiều đặc điểm tương đồng quy mô dân số, cấu kinh tế xuất phát từ nơng nghiệp truyền thống, trình độ phát triển,…Mặc dù vậy, nghiên cứu Philippines nói chung sách kinh tế nước nói riêng Việt Nam thời gian qua hạn chế chưa quan tâm mức Ngoài ra, đề tài nghiên cứu mẻ, lẽ sách kinh tế thời Tổng thống Aquino III diễn cách chưa lâu nhiều nội dung sách tiếp tục kế thừa áp dụng thời Tổng thống đương nhiệm Duterte Do vậy, nói, việc nghiên cứu kinh nghiệm Philippines, khía cạnh thành cơng thất bại sách kinh tế thực cần thiết, có tính thời có giá trị tham khảo về mặt lý luận thực tiễn Việt Nam Với lý trên, vấn đề: “Chính sách kinh tế Philippines kể từ sau khủng hoảng tài tiền tệ châu Á đến nay” chọn làm đề tài nghiên cứu Mục tiêu nhiệm vụ nghiên cứu 2.1 Mục đích Luận án Luận án nghiên cứu sách kinh tế Philippines giai đoạn từ sau khủng hoảng tài tiền tệ châu Á đến cuối nhiệm kỳ Tổng thống Aquino III, tập trung làm rõ sách kinh tế bật đánh giá thành công hạn chế sách để rút học kinh nghiệm chung 2.2 Nhiệm vụ nghiên cứu cụ thể - Hệ thống hóa vấn đề lý luận sách kinh tế; - Cơ sở thực tiễn lựa chọn sách kinh tế Philippines từ sau khủng hoảng tài châu Á; - Nghiên cứu làm rõ nội dung sách kinh tế Philippines ba giai đoạn Tổng thống: Joseph Estrada (1998-2001), Gloria Macapagal Arroyo (2001-2010), Begnino Aquino III
