lại với Hành động xem tiến lớn nhân loại tạo thách thức mang tính chất “toàn cầu” Một mối quan tâm liên quan đến hoạt động công ty đa quốc gia việc số thuế cần phải nộp phải tương đương với hoạt động công ty nơi công ty hoạt động.1 Có thể xem thất bại phủ nước vấn đề quản lý nguồn thu không theo kịp tốc độ phát triển kinh tế mang tính toàn cầu khởi nguồn Một thiết sót quản lý thuế mang tính quốc tế xem nguyên nhân làm công ty đa quốc gia nhiều thời gian việc xác định tổng trách nhiệm thuế Thông qua “OECD/G20 Base Erosion and Profit Shifting project - BEPS”2 với 62 nước làm việc theo tổ chức cam kết thiết kế sách phân phối công công tác thu thuế Khi làm vậy, phủ nước có trách nhiệm cải tiến quy định thuế theo chiều hướng tốt phù hợp với kinh tế mang tính chất toàn cầu Tuy nhiên, vai trò phủ “một mặt đồng tiền”5 Mặt khác phụ thuộc vào doanh nghiệp “cuộc chơi”, họ phải đảm bảo việc phân bổ trách nhiệm nộp thuế công cho tất nước mà họ hoạt động kinh doanh.6 Các công ty luôn có xu hướng
