Trang 4Cat Lai Port is one of the most important seaports in Ho Chi Minh City, Vietnam It is located on the eastern bank of the Saigon River and serves as a significant regional gateway for international trade Cat Lai Port, Vietnam's largest container port, is critical in easing the country's import and export activity.
The port is strategically positioned near the southern economic hub of Ho Chi Minh City, which is a key industrial and commercial center in Vietnam Its proximity to major industrial zones and manufacturing facilities makes it a preferred choice for shipping and logistics operations.
Cat Lai Port spans over an extensive area of approximately 60 hectares and consists of various terminals, warehouses, and facilities to handle diverse cargo types The port primarily focuses on containerized cargo, and it has modern infrastructure and equipment to efficiently handle large volumes of containers.
The port's container terminals are equipped with advanced container handling technologies, including modern cranes, yard management systems, and electronic data interchange systems This enables efficient cargo handling, storage, and retrieval, ensuring smooth operations and minimizing turnaround time for vessels.
Cat Lai Port has a deepwater channel that allows access to vessels with substantial carrying capacities It can accommodate vessels of up to 50,000 deadweight tonnage (DWT) and offers berthing facilities for multiple ships simultaneously This capacity makes it capable of handling large-scale container vessels, contributing to the port's significance as a regional trade hub.
Efforts have been made to continuously improve the infrastructure and services at Cat Lai Port Expansion projects have been undertaken to increase its handling capacity and accommodate the growing demands of international trade These developments include the construction of additional container terminals, installation of advanced cargo-handling equipment, and enhancement of logistics services.
Cat Lai Port serves as a vital link in Vietnam's trade network, facilitating the import and export of various commodities such as electronics, textiles, machinery, and agricultural products It connects with numerous global shipping routes, allowing efficient access to international markets.
In conclusion, Cat Lai Port in Ho Chi Minh City is a crucial seaport that contributes significantly to Vietnam's trade and economic growth Its strategic location, modern infrastructure, and capacity to handle large volumes of containers make it an important gateway for international trade in the region.

Customs Inspections: The goods inspections area plays a crucial role in customs clearance processes Customs officials inspect cargo to verify the accuracy of declared information, assess customs duties, and enforce import and export regulations This helps prevent illegal activities such as smuggling and tax evasion.
Quality Control: Inspectors in this area carry out quality control inspections to ensure that imported and exported goods meet the required standards and specifications They may examine products for conformity with safety regulations, product labeling, packaging integrity, and other quality parameters to protect consumers and uphold product quality.
Sanitary and Phytosanitary Inspections: Certain goods, especially perishable food items and agricultural products, are subject to sanitary and phytosanitary inspections to prevent the introduction and spread of pests, diseases, and contaminants Inspectors check for compliance with health and safety regulations, proper handling, and storage conditions to protect public health and agricultural industries.
Documentation Verification: Inspectors in this area verify the accuracy and completeness of accompanying documentation, such as shipping manifests, invoices, certificates of origin, and other required trade documents This helps ensure transparency, traceability, and compliance with international trade regulations.
Risk Assessment: The goods inspections area conducts risk assessments on selected shipments to identify high-risk cargo for further scrutiny This proactive approach enables the authorities to focus their inspection resources on potential threats, such as counterfeit goods, hazardous materials, or goods associated with illegal activities.
Collaboration with Other Agencies: The goods inspections area collaborates with various government agencies, such as customs, health departments, agriculture departments, and other relevant authorities, to enforce trade regulations effectively This collaboration facilitates the exchange of information, coordination of inspections, and efficient handling of specific goods or situations that require specialized expertise.

1.2 Good inspections area in Cat Lai Port
The centralised inspection house is managed by the Ministry of Finance, while Cat Lai port is under the management of Saigon Newport Corporation The function of the centralised inspection house is where the enterprise fulfils its responsibility to present all kinds of goods for inspection by the customs authority upon request This is also the place where the customs authority supervises goods, inspects them directly with the naked eye to determine the origin, and regulates import and export goods, and prevents smuggling Collect import and export taxes and pay to the state budget, ensuring the development of the domestic market.
Before bringing goods out and into the port, they must declare to the Customs, then they will receive the results of channelling:
Green Stream: Goods can be cleared immediately without further inspection.
Yellow channel: Enterprises need to submit invoice documents, goods documents to compare with the customs declaration to see if it is correct or not before being granted customs clearance.
Red stream: check documents combined with actual inspection of goods The inspection of goods is divided into two ways: direct inspection by scanners or manual inspection, or a combination of the two above methods In the way of visual inspection, there are two small ways: proportional inspection and total inspection Proportional inspection is a way to inspect goods at the rate of 30-40%, depending on the goods to be inspected 60-70%, while 100% inspection is a full inspection.

In addition, this area is also known as the "funeral house" area Because when entering this area, it will take a lot of money to inventory the goods Including the costs of transporting containers from the yard to the inventory area, the cost of turning around, the cost of loading and unloading, the cost of storage, other costs,
Therefore, enterprises must obey the orders of the customs officer, at any position in the container, if the goods are cleared after inspection, they will be packed back into the container and moved to the opposite position if the goods are not cleared customs clearance After the inspection, if the business fails to meet the requirements, the goods will be confiscated and destroyed or handled according to regulations All customs clearance papers and documents are kept for a period of 5 years from the date of customs clearance as prescribed Because the customs inspection process consists of 3 times: Before customs clearance, during customs clearance and after customs clearance.
Trang 8During your trip, we visited the CFS warehouse (Less Than Container Load) CFS stands for Container Freight Station CFS warehouse is a system of warehouses and yards used to collect and separate retail goods, also known as LCL (Less than container load).
Main tasks in CFS, including:
Packing, repacking, arranging, rearranging goods awaiting export.
Receiving goods in transit, transshipped goods are brought to retail collection points in the port to separate, pack together export containers or combine with Vietnamese exports.
Support shippers, transporters to split import shipments waiting for customs clearance or to pack containers for export to 3rd countries.
Change of ownership of goods during storage Characteristics of goods stored in CFS:
Goods in CFS are odd (LCL), each shipper has a small amount of goods, not enough to pack into a full container, so the goods have to be put into CFS to exploit and pack different items of different owners into the warehouse containers.
Goods stored in CFS warehouses will be diversified However, it is not allowed to store imitation goods, counterfeit goods, banned goods, goods of dangerous nature, and must comply with Vietnamese law.
Clause 3, Article 61 of the Customs Law 2014 stipulates that items stored in CFS will usually fall into the following cases:
Imported goods that have not been cleared from customs
Exported goods that have completed customs procedures or have completed customs declaration registration are put into CFS warehouses for physical inspection.
Trang 9The process of receiving and loading goods into a warehouse at Cat Lai Port using a forklift generally follows these steps:
• Goods Arrival: Upon the arrival of the goods at Cat Lai Port, the shipping documents and relevant information are checked by the port's personnel to ensure the accurate identification of the shipment • Unloading at the Port: The goods are unloaded from the arriving vessel using port cranes or other
specialized equipment The unloading process is typically carried out by the port's stevedores • Transfer to the Warehouse: After unloading from the vessel, the goods are transferred to a designated
area within the port premises This area may serve as a temporary storage space before the goods are further transported to the warehouse.
• Goods Inspection: Before the goods are loaded onto the forklift for transfer to the warehouse, they may undergo inspection by relevant authorities or inspection agencies to ensure compliance with regulatory requirements, quality standards, and safety protocols.
• Loading onto the Forklift:
A forklift operator stationed at the port is responsible for loading the goods onto the forklift for transportation to the warehouse
The operator positions the forklift near the goods, lifts the pallets or containers using the forklift's forks, and secures them to ensure stability during transportation.
• Transfer to the Warehouse:
Trang 10The forklift operator carefully maneuvers the forklift through the port area, following designated routes, and transports the goods to the warehouse.
The forklift operator maintains caution and observes safety protocols to prevent accidents, collisions, or damage to the goods or the warehouse infrastructure.
• Unloading at the Warehouse:
Upon arrival at the warehouse, the forklift operator unloads the goods from the forklift and places them in the designated receiving area.
The receiving personnel at the warehouse may conduct a visual inspection to verify the condition and quantity of the received goods, comparing them against the accompanying documentation.
• Storage Allocation:
Once the goods have been received and inspected, the warehouse staff determines the appropriate storage location within the warehouse.
Based on factors such as product type, size, and storage requirements, the staff assigns the goods to specific racks, shelves, or storage areas.
• Documentation and Inventory Management: Throughout the process, relevant information, including product details, quantities, and storage locations, is recorded in the warehouse management system or related documentation This documentation helps track inventory, facilitate stock management, and provide necessary information for future retrieval or shipment.
3 CARGO SHIPS FROM CAT LAI’S MARITIME ROUTE
Cat Lai port located on Dong Nai river is one of the key ports of the port system in Ho Chi Minh City, under the management of Saigon Newport Corporation, Ministry of National Defense (Vietnam) Cat Lai port is 43 miles from Vung Tau pilot station and has a depth of 12.5m in front of the wharf Cat Lai Port is currently the largest and most modern international container port in Vietnam in Thu Duc City, Ho Chi Minh City, in the Top 25 of the world's leading ports with a market share of import and export containers accounting for over 90% of the western region South and nearly 50% of the national market share Cat Lai belongs to port cluster No 4, Southeast region Cat Lai is a seaport located on the river Cat Lai provides routes to Asia Most of Cat Lai welcomes market ships.
Cat Lai Port is operated by Dispatch Center - Saigon Newport Company The area in the port is divided into 3 terminals A, B and C with a separate area for refrigerated containers and a separate wharf dedicated to receiving barges and packing rice Inside Cat Lai Port, there are 3 empty container management depots, the outside area has 4 linked depots.
