thơng hàng hóa dịch vụ mà cịn hỗ trợ ngược trở lại q trình sản xuất để tạo nên chuỗi cung ứng giá trị bền vững Bên cạnh đó, thương mại phân phối cịn góp phần mở rộng quan hệ thương mại quốc tế, tăng cường xuất hàng hóa Như vậy, hoạt động thương mại phân phối nịng cốt cho phát triển kinh tế - xã hội quốc gia Giai đoạn vừa qua, cách mạng công nghiệp 4.0 minh chứng tác động quan trọng đến hoạt động kinh tế - xã hội nói chung đến hoạt động doanh nghiệp nói riêng Đặc biệt, khủng hoảng chuỗi cung ứng toàn cầu đại dịch Covid-19 gây cho thấy tầm quan trọng việc ứng dụng công nghệ 4.0 nhằm kết nối doanh nghiệp với khách hàng Tuy nhiên, nhiều doanh nghiệp Việt Nam cịn gặp nhiều khó khăn “lúng túng” việc ứng dụng công nghệ 4.0 để ứng phó hiệu trước đại dịch Covid-19 Với mong muốn tạo lập diễn đàn trao đổi học thuật, chia sẻ tri thức từ nghiên cứu học giả nước quốc tế vấn đề thương mại phân phối bối cảnh hội nhập quốc tế cách mạng công nghiệp 4.0, Trường Đại học Thương mại phối hợp với Phân hiệu Đại học Đà Nẵng Kon Tum, Trường Đại học Quy Nhơn Đại học Quốc gia Chung Nam – Hàn Quốc đồng tổ chức Hội thảo khoa học quốc tế thường niên “Thương mại Phân phối” lần thứ Mục đích Hội thảo nhằm làm rõ sở khoa học hoạt động thương mại phân phối bối cảnh hội nhập quốc tế cách mạng công nghiệp 4.0; mô tả khái quát thực trạng hoạt động thương mại phân phối Việt Nam lĩnh vực, ngành hàng doanh nghiệp vai trò logistics hoạt động xuất khẩu; triển vọng thách thức ngành logistics ngược Việt Nam;… Từ đó, nghiên cứu đưa hàm ý giải pháp cho doanh nghiệp Việt Nam, là: Doanh nghiệp cần thực số giải pháp nâng cao chất lượng nguồn nhân lực, khuyến khích người mua tốn trực tuyến,…; quan quản lý nhà nước cần cải thiện môi trường logistics tăng cường đầu tư kết cấu hạ tầng, tiếp tục giám sát hoạt động duration of the model subtract to those of the actual deliveries As a result, negative values show how much the model saved in comparison to the actual groupings while the positive values show how much the model performed less than the actual groupings However, the significant figures are total values of differences in distance and trip duration where both of the values are negative, showing that considering all groupings as a delivery task, the model results still outperform the actual deliveries Conclusion In comparison with previous studies on the VRP in Logistics, the paper shares similarities in methodology of approaching the problem following a heuristics model and considering some constraints However, this research has focused on the order distribution scenario and using Google-OR Tools which have not been done previously Based on that foundation, there are several recommendations that could be exposed for Vietnam’s companies in acquiring AA solutions in solving the VRP with constraints Firstly, from the positive results of the model, the process of conducting the solution model itself could be a suggestion for small logistics companies who are dealing with the VRP manually and looking for an automated and optimized method with a small investment Secondly, small companies should utilize the open-source tools such as Google-OR Tools for the first small is driving the growing adoption of open source software by businesses Advances in open source software will provide new capabilities for small and medium sized businesses in terms of their operations and the products and services they provide to clients Finally, data inputs are one of the most important factors to be mindful of building a clean and structured database with a high level of accuracy is advisable for any future AA applications Regarding the VRP, necessary inputs include: customer coordinates, product weights, vehicle loading capacity, multiple time windows relating to delivery, vehicle speed, order attributes and so on The more inputs and attributes can be added to the model, the more practical the outcomes The convincing evidence presented in the case study of solving the VRP with constraints shows a prominent possibility of AA in shortening the distance and trip time compared to the current practice The methodology discussed showcases real world applications exclusive to Vietnam’s logistic ecosystem Nevertheless, the paper approach may face some limitations when being applied in reality One specific issue is the flexibility of re-calculation when there are changes to orders/addresses or not considering the urgency of some specific orders However, the research offers some suggestions for review and reflection based on the available data and current situation of PhD Hyuksoo CHO - Chungnam National University, Korea Abstract: Since Korea handles most of its export and import volumes at a small number of seaports and airports, competitiveness of logistics industry may have a direct impact on the national economy and security This study is designed to investigate determinants of competitiveness in logistics industry In particular, we focus on the enlargement of transportation as a central theme Size matter and economy of scale have been important issues in various areas Many previous studies have discussed how important the enlargement to improve performance in the marine and air transportations This study has a different approach to the enlargement of transportation We intend to carry out this study in view of the fact that the large scale of transportation means such as container ships and cargo planes may not necessarily be positive for the competitiveness of the logistics industry We believe the enlargement is a double-edged sword Negative aspects behind the economy of scale can be possible This study analyzes transportation size matter for competitiveness in logistics industry In addition, this study discusses other determinants of logistics performance such as ICT capability and green transportation According to findings, infrastructure of marine transportation, connectivity of marine / air transportations and ICT capability are critical regarding logistics performance However, we could not find a specific relationship between large scale of marine transportation and logistics performance Moreover, a negative influence behind the enlargement in the air transportation could be discussed In addition, this study is trying to establish theoretical foundations for logistics performance We incorporate theoretical foundations into empirical findings Specifically, this study is designed to investigate the impact of transportation enlargement on logistics performance based on the RBV, the TCA, and the Institutional Theory Keywords: Korea; Logistics; competitiveness; transportation QUY MÔ VẬN TẢI CÓ TÁC ĐỘNG TỚI NĂNG LỰC CẠNH TRANH CỦA NGÀNH LOGISTICS KHƠNG? and industrial territories Many scholars and firm managers involved in seaport operation and marine transportation have discussed how important economy of scale to improve performance Air transportation is not an exception Economy of scale is closely associated with competitive advantage and performance of air transportation There are various factors and indexes to measure the performance of logistics industry Among them, ‘Logistics Performance Index (LPI)’ has been widely used According to statistics of the World Bank1, LPI is a tool to measure and understand challenges and opportunities of trade logistics In specific, the World Bank provides LPI score over 160 countries around the global This study is designed to analyze determinants of performance in marine and air transportations Among them, we are going to investigate ‘transportation size’ in more detail Many academic scholars and firm managers emphasized how the size of container ship and aircraft is Competitiveness in the Logistics Industry’ In the logistics industry, many prior studies analyzed competitiveness through efficiency analysis such as DEA (Data Envelopment Analysis) In addition, cooperation between government and private sectors can be important to improve the competitiveness Over the past decades, the Korean government could lead the expansion of logistics infrastructure as planned However, the expansion of civilian-led logistics infrastructure has not been successful (Kim and Park, 2009) For instance, government-led infrastructures such as seaports and airports keep competitive advantage, while the level of private-sector led infrastructures such as warehouses are not competitive enough in Korea Logistics industry is growing rapidly via globalization and vertical integration There have been active Mergers and acquisitions (M&A) among global logistics companies Various factors have accelerated globalization around the world Among them, advancement of communication and transportation are important drivers of globalization In addition, transportations are taking up an increasing proportion in the national competitiveness (Joo et al., 2017) Determinants of Performance in the Logistics Industry 3.1 Variables of Logistics Performance Theoretically, there is a close relationship among strategy, competitive advantage and performance According to Porter (1996), organizations cannot survive and compete in the dynamic market environment without effective strategy Therefore, understanding concept of the strategy has been regarded as the first step in strategic management In logistics industry, performance is the objective of strategy, which can be achieved through increasing competitive advantage (Narver and Slater, 1990) Diverse variables of logistics performance have already been discussed in previous studies According to the World Bank statistics, the Logistics Performance Index (LPI) overall score represents awareness of country's logistics based on efficiency of customs clearance process, quality of trade- and transport-related infrastructures, ease of arranging competitively priced shipments, quality of logistics services, ability to track and trace consignments and frequency with which shipments reach the consignee within the scheduled time.2 According to the definition, infrastructure and system relevant to customs and seaport / transportation operations are important components to measure logistics performance in individual countries According to the Resource-Based View (RBV), the components can be regarded as resources of logistics industry We can be aware easily tangible resources such as Infrastructure easily However, intangible resources such as service and system are not visible Based on the RBV, we can explain theoretically how resources important to increase competitive advantage and improve performance in the logistics industry Intangible resources can be much crucial than tangible Construction Co and Daewoo Shipbuilding & Marine Engineering Co could achieve big success with orders and deliveries of container ships over 20,000 TEU Nevertheless, researchers and policy makers argue that it will be difficult to keep expanding container ship sizes According to related studies, it is not easy to exceed 25,000 TEUs due to infrastructure issues such as cargo demand and dock depth With the recent completion of a project to expand the Suez Canal in 2017, favorable transportation environment to container ships has been created Even now only container ships with a capacity of 12,600 TEUs or less are allowed to use the Suez Canal, which was expanded and reopened in August 2017 There is another concern relevant to large scale in marine transportation According to previous research, an enlargement of container ships can be negative regarding cost efficiency The OECD report argues that maximizing mega container ships can decrease cost efficiency in terms of size In specific, it is claimed that next-generation container ships could be less effective rather than previous large-sized ships in terms of cost saving Supersizing ships such as ULCV can incur additional costs associated with port infrastructure, dredging, hinterland, etc Mega container ships may cause the increased risk of supply chains According to OECD data, there is an inverse relationship between ship size and freight rate per TEU, but other related costs can be increased proportionally to the size of ships.4 In addition, large scale in marine transportation can be a threat regarding fares Index In specific, supersizing ship is becoming a burden to Asian countries such as China Alphaliner data shows that mega container ships may be a major cause for the lowest container freight rate (CCFI, China Containerized Freight Index) in China The competition for super-sized ships in Asia and Europe is causing a market downturn Especially, as ocean carriers participating in the competition place orders for mega container ships, there is an oversupply in the market Lower customer service can be another problem of the enlargement The large scale of transportation (container vessels) is causing negative effects in terms of customer service (i.e., services for consignors and consignees) As the number of mega container ships increases, the choice of customers related to shipping ports scale 3.3 Large Scale of Air Transportation and Logistics Performance A380 is being operated by various Airlines However, operational performance of A380 has not been competitive Korean Air has an average occupancy rate of 50% for its operational A380 As the result, Korean Air is focusing on operating new cargo planes such as B777F rather than using large aircraft.7 Another flagship airline in Korea, Asiana Airlines is also under heavy burden for fuel cost inefficiency related to its A380 operation With the emergence of a variety of competitive mid-range aircraft, the status of A380 aircraft is declining rapidly In recent years, trade wars have been worse including the U.S.-China trade war The trade wars may increase protectionism among countries Air cargo growth has also been slowing due to the increased protectionism and trade wars.9 Considering the internal and external environment of the airfreight market, it is expected that the medium-sized aircrafts rather than large-sized aircrafts will gain popularity In other words, large scale of transportation cannot play an important role to improve competitiveness in the air transportation 3.4 ICT Capability and Logistics Performance Logistics industry is associated with various complex systems It is required for participants to use efficient IT-support system and improved logistics control software (Chew et al., 2011) Previous studies emphasized how ICT (Information and Communication Technology) is important and how firms increase competitiveness by using advanced ICT in the logistic industry ICT activities regarding logistics industry can be classified into the following areas such as identification, data communications and data acquisition technologies (Azevedo et al., 2007) Process of cargo shipment must be smooth and economical so as to continue in attracting foreign investments to the country, which exerts substantial pressures to its transport The efficient shipment process cannot be capability can play an important role to improve competitiveness in the transportation According to the RBV, ICT capability can be considered a resource of a specific company, industry or country to increase competitiveness Some of them can be tangible resources (i.e., IT infrastructure) Various systems (i.e., container management system) can be regarded as intangibles resources to increase competitive advantage and improve performance in the logistics industry Based on theoretical foundations and literature reviews, this study hypothesizes a positive relationship between ICT capability and logistics performance 3.5 Green Transportation and Logistics Performance Sustainability has been a key issue in many areas In logistics industry, studies are arguing a sustainable balance among environmental, economic and social objectives (Dekker et al., 2012) Logistics is relevant to various areas such as transportation, warehousing and inventories Among them, transportation is closely associated with the environmental aspects such as emissions of greenhouse gases, use of scarce resources, accidents, etc There are various modes of transportation such as plane, ship, truck, rail, barge or pipelines Each mode has different characteristics in terms of costs, transit time, accessibility, and different environmental outcome (Dekker et al., 2012) Cost minimization has been a key issue in the research of transportation However, there is also a variety of studies discussing green transportation going on Miroshnychenko et al (2017) argues that green practices such as pollution prevention and green supply chain management are the major environmental drivers of financial performance In addition, promoting environmental practices may lead to sustainable economic growth (Miroshnychenko et al., 2017) Lun(2011) argues that green management practices can be positively associated with firm performance regarding container terminal operations In specific, environmentally friendly operation can improve firm performance including improvement in terminal throughput, profitability, and efficient and cost-effective operation (Lun, 2011) Discussion and Conclusion With the bankruptcy of Hanjin Shipping in 2017, interest in enhancing competitiveness of the logistics industry is growing in Korea Since Korea handles most of its export and import volumes at a small number of seaports and airports, competitiveness of logistics industry may have a direct impact on the national economy and security This study is designed to investigate determinants of competitiveness in logistics industry In particular, we focus on the enlargement of transportation as a central theme Size matter and economy of scale have been important issues in various areas Many previous studies industry We believe the enlargement is a double-edged sword Negative aspects behind the economy of scale can be possible This study analyzed transportation size matter for competitiveness in logistics industry In addition, this study discussed other determinants of logistics performance such as ICT capability and green transportation Despite its contributions, there are certain limitations We could not find all possible determinants of logistics performance It is required for future research so as to find comprehensive determinates and effects Additionally, combining country-level and industry-level data to investigate logistic performance can be an interesting topic for future research To conclude, we aim at gaining a better understanding of the enlargement in marine and air transportations Relying on the RBV, the TCA and the Institutional Theory, we could show which determinants have a positive influence on the degree of logistics industry in a given country Overall, we
