the awareness and responsibility of the party committees, commanders, political agencies on developing creative minds of political commissars have many positive changes However, the reality shows that the development of creative thinking of politicians still has limitations which are manifested in the training and retraining of political commissars, the awareness and responsibilities of the party committees, commanders, political agencies, A part of political commissars are still not flexible and creative in presiding over politics, in conducting activities of party and political work in the unit They are passive, stereotyped, dependent on the direction and guidance of superiors leads to limited quality of work 2 Now and in the coming years, before the rapid development of the science-technology revolution, especially the fourth industrial revolution of globalization and the knowledge economy, human creative thinking increasingly become criteria and extremely important requirements for all social sectors The effects of the world situation, the region, the fierce anti-destructive forces the impact of artificial intelligence technology on the military field, the of political commissar in the Vietnam People's Army today 3.1.1 Advantages and limitations of developement of creative thinking of political commissar The advantages and limitations of developement of creative thinking of political commissar are now approached by the dissertation 15 in the direction of the survey, evaluation of a number of basic contents, including: Training work towards private
