1 INTRODUCTION Rationale for the study Communication plays a very important role in every area of social life It is considered as "nerves", "blood vessels" in the human body In military, the latest scientific and technological achievements are always applied in the construction of military communication system of many countries in order to constantly improve the quality of information and at the same time limit and disable the communication activities of the enemy to take the initiative on the battlefield Therefore, the issue of building a military communication system capable of ensuring strong and smooth information in all situations is an urgent requirement for every army Information command and staff officers are very important in building the military communication system acting as the commander, manager, organizers, operators and users of the system in information unit in the whole army The operational characteristics require human factors to be constantly promoted and enhanced Therefore, promotion of human factor of command and staff officers is very important to confirm their active, positive and creative role in improving the quality of building military information system, better meeting the requirements of the Fatherland's construction and defense missions During the past few years, promotion of human factor of command and staff officers in information units has achieved positive results As a result, the quality of constructing military communication system has been constantly improved, contributing to "timely, accurate, confidential, safe" communications for missions However, promotion of human factor of command and staff officers in building military communication system still reveals some limitations and inadequacies, reflected by the lack of initiative, active and creative awareness in the task of constructing military communication system The above limitations and inadequacies are due to many reasons, in which the main reason is that the human factor of command and staff officers has not been properly promoted Today, the strong impacts of information globalization and the fourth industrial revolution together with the explosive development of information technology have brought about new forms of war and new modes of operation, including information warfare The reality of recent wars using high-tech weapons and vehicles, cyber-information warfare shows that communication not only guarantees combat service, but also works as a direct force in the battlefield of information warfare In this circumstance, information command and staff officers are the core force, playing a very important role Therefore, promotion of human factor of command and staff officers in building military communication system becomes even more urgent The issue of human factors has been studied in many scientific works from different approaches However, there has not been any scientific works directly studying the issue of promotion of human factor of command and staff officers in building military communication system from a philosophical perspective From the above reasons, the topic of “Promotion of human factor of command and staff officers in building military communication system at the present” was chosen for this thesis Purposes and tasks of the research Purposes of the research Analysing and interpreting some practical and theoretical issues and proposing some basic solutions to promoting human factor of command and staff officers in building military communication system at the present Tasks of the research Giving an overview of the thesis-related research situation Clarifying the reality and the decisive factor to promote human factor of command and staff officers in building military communication system Assessing the current situation, anticipating the affecting factors and defining the requirements for promoting human factor of command and staff officers in building military communication system at the present Proposing basic solutions to promoting human factor of command and staff officers in building military communication system at the present Object and scope of the focuses on some practical and theoretical issues on promoting human factor of information command and staff officers at division level in building military communication system at local units of the Arm of Information and Communication (Brigade 205, Brigade 132, Brigade 134, Brigade 139, Brigade 596 and the Telecommunication Officers College); Investigation, surveys and sufficient numbers survey data from 2011 to present Theoretical, practical basis and methodology Theoretical basis: The dissertation is based on the viewpoint of Marxism-Leninism, Ho Chi Minh's thoughts, the lines and views of the Communist Party of Vietnam on human, human factors, promoting human factors, building the modern telecommunication force and some previous works’ achievements related to the study Practical basis: The dissertation is based on the results and data of different departments of the Arm of Information and Communication combined with results of survey sociology and practical surveys made by the author on the current situation of promoting human factor command and staff officers at different offices and units in the Arm of Information and Communication at the present Methodology: The dissertation uses the methodology of dialectical materialism and historical materialism, combined with the use of methods of analysis and synthesis; history and logic; generalization and abstraction; sociological investigation methods, etc to fulfil the purposes and tasks of the dissertation New contributions of the research The concept of human factor and promotion of human factor of command and staff officers at division level in building military communication system The factors deciding the promotion of human factor of command and staff officers at division level in building military communication system Some solutions to promoting human factor of command and staff officers at division level in building military communication system at the present 4 Theoretical and practical significance of the research The dissertation contributes to generalize, add and develop some theoretical issues on human factor and promotion of human factor of command and staff officers at division level in building military communication system The dissertation’s findings help to provide the scientific foundations to meet the urgent demands of promoting human factor of command and staff officers at division level in building military communication system in the new period In addition, the dissertation can be used as references researching and teaching in the related fields Structure (individual, community) to fully exploit their creativity in the working process for the sake of happiness and social advance 1.1.2 Typical works related to human factor and human factor promotion in building the army Typically: Improving the quality of human factor in the fighting power of the Vietnam People’s Army presently by Hoang Quang Dat; Human factor activation of the army officers in building the Vietnam People’s Army presently by Nguyen Van Tai; Human factor promotion of Vietnam artillery soldiers in realizing the task of Fatherland protection at present by Nguyen Duc Khang; The link between people and weapons in the modern war by Vu Quang Tao; Human factor promotion of Border Guard officials in protecting the national border security at present by Nguyen Dinh Hung; Building a revolutionary, regular, elite, gradually modern Vietnam People’s Army in the new period by Nguyen Quoc Khanh; Human factor promotion of army forces Military Zone in realizing the task of Fatherland protection at present by Tran Huynh Hoang Vu These above works affirm the role of human factor and human factor protection in defining the quality and efficiency of building the army; helping to complete the characteristics and personality of the revolutionary army officers; contributing to improve the quality of building the army of “revolutionary, regular, elite, gradually modern” Therefore, the following things should be taken into consideration: paying attention to the interests; improving the quality of education - training; well implementing the mechanism and social policy; creating favourable social environment 6 1.1.3 Typical works related to promoting human factor of command and staff officers at division level in building military communication system Typical works: telecommunication technical specialization in the current period by Nguyen Dinh Hau; Improving the quality of party work and political work in managing, protecting and using the technical equipment at Informatics Regiments and Brigades of the Vietnam People’s Army at present by Ha Sy Chien; An investigation into renewing the training program for command and staff officers at division level in the orientation of promoting learners’ competence by Nguyen Hoang Tuyen; “Promoting human resource of military telecommunication to meet the requirements of Fatherland protection in the new situation” by Ngo Kim Dong; An investigation into improving the quality of education - training for command and staff officers at division level in the orientation of promoting competence and the article “Improving the requirements in the new situation” by Nguyen Nhu Thang These typical works clarify the position and the role of military telecommunication; command and staff officers and education - training improvement to meet the requirement of building modern telecommunication system 1.2 Generalizing the main results of the previous works and the issues need further addressing in this thesis 1.2.1 Generalizing the main results of the previous works Firstly, the scientific works related to this study have interpreted some issues of the concept, structure and role of human factor, the reality and the factor deciding the promotion of human factor These works show that some theoretical issues on human factor are interpreted from a variety of angles, levels and methods Of which, the main method is the way of approaching activity - value - personality, which allows approaching people in a complicated structure in the process of development Accordingly, these works seek to build up the concept, the structure and the content of human factor of each specific subject; providing the concept of human factor promotion with different traits of meanings; defining thoroughly the way related to the factors deciding the promotion of human factor Secondly, the thesis-related works have assessed quite thoroughly some current situations of human factor and human factor promotion in the social life and in the army These works give a complete assessment on both negative and positive sides of human factor, human factor promotion and the causes of the current situation Accordingly, these works discover the inefficiency needs overcoming in order to further promote human factor Thirdly, the thesis-related works have proposed complete solutions to promoting human factor in the social life and in the army They affirm the important role of human factor and propose different solutions with an aim to promoting human factor in accordance with specific subject These solutions are proposed and interpreted by approaching the regularity, the factors deciding the promotion of human factor or the structure of human factor of each certain subject 1.2.2 The issues need further addressing in this thesis Firstly, in terms of theory, the dissertation seeks to add and develop the concept of human factor and promoting human factor of command and staff officers in building military communication system Simultaneously, it seeks to interpret the factor deciding the promotion of human factor of command and staff officers in building military communication system The issue needs addressing in this thesis is to fill in the gap of the research into human factor promotion of command and staff officers in building military communication system under the perspective of philosophy Secondly, in terms of practice, the dissertation seeks to assess the current situation of human factor promotion of command and staff officers in building military communication system, and anticipates the affecting factors and identifies the requirements for the promotion process in the time to come Regarding this area, the issue needs dealing with in this thesis is to investigate and assess the current situation, the affecting factors and the requirements for promoting human factor of command and staff officers in building military communication system at the present under the perspective of philosophy Thirdly, in terms of solutions, the dissertation interprets and proposes some basic scientific and feasible solutions to promoting human factor of command and staff officers in building military communication system Accordingly, the issue needs solving here is to propose basic solutions to promoting human factor of command and staff officers in building military communication system at the present under the perspective of philosophy Conclusion of chapter An overview of the thesis-related situation shows that some theoretical issues, the current situation, solutions related to human factor promotion of command and staff officers in building military communication system have been touched upon and interpreted from different perspectives However, there have been no works researching on human factor promotion of command and staff officers in building military communication system under the perspective of psychology This is considered as a gap for this dissertation to fill in, address and clarify Chapter THE REALITYAND FATORS DECIDING THE PROMOTION OF HUMAN FACTOR OF COMMAND AND STAFF OFFICERS IN BUILDING MILITARY COMMUNICATION SYSTEM 2.1 The reality of promoting human factor of command and staff officers in building military communication system 2.1.1 Building military communication system Military communication system The military communication system is a close-knit structure between people, technology and organization of the military communication force, created to ensure communication in operations and daily military activities The birth of military communication system is an indispensable phenomenon when information equipment and the corresponding modes of communication in military come into existence in the field of military In which, people are a central factor playing a decisive role in the quality and performance of military communication system Human factor is the creative subject of the organization and operation of military communication system Building military communication system Building military communication system is the overall operation of the subjects in building people with full quality and capacity; equipped with modern and synchronous techniques; organizes scientifically and systematically to meet the requirements of ensuring "timely, accurate, confidential and safe" communications for the cause of national construction and defense in each certain historical period Building military communication system is defined on three basic contents: Firstly, to build communications and information soldiers with full qualifications to master techniques, tactics and organizations in communication Secondly, to build information weapons and technical equipment with sufficient quantity and good quality Thirdly, to build and organize optimal communication system, suitable with modern information technology and equipment, with new military art and combat methods In which, human factor in building a military communication system is a crucial and decisive issue 2.1.2 Concept of human factor of command and staff officers in building military communication system Information command and staff officers Information command and staff officers (division level) are those officers in charge of military works; directly involved in management, combat training, combat readiness; organization, operation and exploitation of communication system at the information divisions to ensure "timely, accurate, confidential and safe" information for leaders, commanders, combat companions and other duties with titles such as: platoon 10 leader, company commander, battalion commander and equivalent titles Command and staff officers are those who are responsible for building up a military force; directly grasping and organizing the implementation of political and military guidelines and tasks of the Communist Party, the Army and Arms in the grassroots units; playing an important role in educating and training soldiers with disciplines They directly take charge of management, combat training and combat readiness; organizing, operating and exploiting the communication system in information divisions to ensure "timely, accurate, confidential and safe" information for leaders and commanders at all levels in the army, direct, command, fight and other missions Concept of human factor The human factor is a combination of operational characteristics with the qualities and capabilities of people defining their active and creative role in a certain operation process Structurally, the human factor has two basic aspects Firstly, only human activities including cognitive activities and practical activities; physical activities and mental activities This is the characteristic of the person with the personality of the subject who works in improving the object to accomplish a specific purpose Secondly, only the combination of human qualities and capacities in the whole In particular, activities are the basis for forming and developing the qualities and capacities of people On the contrary, the qualities and capacities of people are the basis for quality and efficiency of human activities Human factor of command and staff officers in building military communication system Human factor of command and staff officers in building military communication system both has general characteristics of command and staff officers of Vietnamese People’s Army and typical features According to the author, human factor of command and staff officers in building military communication system is the harmony of typical factors in 11 operations with capacities and qualities to define their active and creative roles in building military communication system Structurally, the human factor of command and staff officers is a unified wholeness between the two sides: activities and the harmony of their characteristics in commanding and managing qualities and capacities Operationally, command and staff officers who perform the functions of the commanders, managers, organizers, and operators of all activities of the information unit, affiliated officers, employees and soldiers to ensure smooth communication system have the following characteristics: Firstly, the activities of command and staff officers are to ensure communication for the operations and daily activities of the units and the army Secondly, the activities of command and staff officers are associated with the requirements of discipline, confidentiality and safety Thirdly, the activities of command and staff officers are closely linked to activities of the unit with high technical expertise Fourthly, the activities of command and staff officers are the activities of managing, commanding and organizing the operation of the communication system in the condition of decentralized units with requirement of high uniformity and concentration In terms of harmony of capacities and qualities of command and staff officers in building military communication system Firstly, qualities of command and staff officers include: political qualities, moral qualities and psychological qualities Secondly, capacities of command and staff officers include: the knowledge system; command and management capacity; professional and technical competence and working style The active and creative role of command and staff officers in building military communication system The command and staff officers, with the overall elements constituting human characteristics, create potential strength and put it into operation in order to implement the purpose of organization for affiliated officials, employees and soldiers 12 The power is also generated from the human factor in all affiliated officers, employees, soldiers and creates the transformation of the power of weapons, information technology equipment in the form of potentials into reality The active and creative role of command and staff officers is also shown in the bravery, the sensitivity, flexibility, decisiveness, and skills to handle the situations of command, management and protection in ensuring information 2.1.3 Concept of promotion of human factor of command and staff officers in building military communication system Promotion of human factor of command and staff officers in building military communication system is the process in which subjects use a combination of methods and modes to detect, arouse and foster typical features in activities, qualities, competence of officers in command and staff officers in building firm, smooth and good military communication system The purpose of promoting human factor of command and staff officers in building military communication system is to arouse and foster potential qualities, capabilities, strengths of command and staff officers to meet the task requirements of ensuring "timely, accurate, secret, safe" communications for the cause of national construction and defense in each given period The subjects of promoting human factor of command and staff officers in building military communication system is to include leading subject; commanding subject, managing subject and self-promoting subject command and staff officers Each subject has its own position and role together to promote human factor of command and staff officers in building military communication system, but ultimately, the command and staff officers are the main and direct decision makers The objects of promoting are the command and staff officers effectively uses the qualities and competencies of command and staff officers in the practical activities of building their communication system at the units The mode of promoting human factor of command and staff officers in building military communication system is the sum of active activities of the subjects in arousing, developing and spreading positivity in human factor of command and staff officers, including: Firstly, to train and foster necessary qualities and capabilities to constantly add values for human factor of command and staff officers Secondly, to be the mastery of weapons and information technology of command and staff officers and their affiliated officers and soldiers Thirdly, to create a favourable working environment for the maintenance and promotion of the active and creative activities of command and staff officers Conditions promoting human factor of command and staff officers in building military communication system are all necessary material and mental facilities for the promotion process, suitable to their functions, the duties of command and staff officers In addition to the objective conditions, the activeness, creativity, efforts, self-improvement, self-study and selfpractice to transform objective conditions of command and staff officers are crucial for the process of promoting human factor in building military communication system 2.2 Decisive factors to promoting human factors of command and staff officers in building military communication system 2.2.1 Training of command and staff officers at schools and fostering in units Promotion of human factor of command and staff officers in building military communication system is the result of the dialectical impact of objective and subjective factors during the process of learning, training and working Firstly, training is the basis and premise for fostering, forming and developing the necessary 14 qualities and capabilities of command and staff officers in building military communication system Secondly, fostering command and staff officers in information units is to inherit the results of training, updating, supplementing and developing the knowledge system, practical operational skills in promoting human factors in building military communication system Thirdly, the quality and effectiveness of coordination between school training and unit fostering system; at the same time is associated with the subjective efforts of command and staff officers In particular, the good cultural environment; material benefits and spiritual interests; broad democratic environment and strict discipline; practical activities of commanding, managing and organizing the operation of the communication system together with subjective efforts of command and staff officers to overcome difficulties and challenges in the process of building military communication system are the basic and indispensable factor Conclusion of chapter Building military communication system is the combined operation of the subjects in building people with full qualities and capacities; equipped with modern and synchronous techniques; being organized scientifically to meet the requirements of ensuring "timely, accurate, confidential and safe" communications for the cause of national construction and defense in each certain historical period Human factor of command and staff officers in building military communication system is the sum specific operational factors with the qualities and capabilities that define the active and creative role in building military communication system Promotion of human factor of command and staff officers in building military communication system is the process of using a combination of methods and modes for detecting, arousing, fostering, developing and using correctly and effectively in combination with active, positive and creative features in operation and qualities, capacities of command and staff officers in building military communication system smoothly and effectively Promotion of human factor of command and staff officers in building military communication system depends on the training in schools and fostering in units; depends on the ability to master weapons, information technology equipment of their affiliated officers, employees and soldiers; Depends on the working environment and subjective efforts of command and staff officers at the grassroots units Chapter THE CURRENT SITUATION, FORECAST OFAFFECTING FACTORS AND REQUIREMENTS FOR PROMOTING HUMAN FACTOR OF 16 COMMAND AND STAFF OFFICERS IN BUILDING MILITARY COMMUNICATION SYSTEM 3.1 The current situation of promoting human factor of command and staff officers in building military communication system 3.1.1 Advantages of promoting human factor of command and staff officers in building military communication system Firstly, the subjects have actively fostered and developed the necessary qualities and capabilities of command and staff officers to meet the requirements of building military communication system Secondly, the active, positive and creative attitude of command and staff officers is oriented, promoted and realized in building military communication system Thirdly, the subjects have created favourable conditions for command and staff officers to promote their human factors in the practice of commanding and managing units to successfully complete the task of building military communication system 3.1.2 Some limitations of promoting human factor of command and staf officers in building military communication system at the present Firstly, some subjects have not actively fostered and developed the necessary qualities and capabilities of command and staff officers to meet the requirements of building military communication system Secondly, the active, positive and creative attitude of a small part of command and staff officers have not been directed, promoted and actualized in building military communication system Thirdly, a number of subjects have not paid much attention, created favourable conditions for command and staff officers to promote their human factor in commanding and managing units to complete the task of building military communication system 3.1.3 Reasons of advantages and limitations of promoting human factor of command and staff officers in building military communication system at the present Causes of advantages 17 Firstly, achievements in the cause of national innovation; the attention and care of the Communist Party, the State and the Army towards the military communication force; the effective and positive impacts of the subjects in training at schools and fostering in units have motivated command and staff officers to make more efforts in the performance of tasks Secondly, most of command and staff officers and their affiliated officers, employees and soldiers have actively studied, researched and mastered information weapons and equipment Thirdly, most of command and staff officers have received and promoted values of operational environment along with the subjective efforts at the grassroots information units that have motivated the promotion of human factors Causes of limitations Firstly, quality of training and fostering command and staff officers is partly low with slow innovation, not ensuring the inheritance and continuity between training at schools and fostering in units Secondly, a number of command and staff officers and their affiliated officers, employees and soldiers have not been proactive, actively learning, researching and mastering information weapons and technology equipment Thirdly, the reception and promotion of values of operational environment along with the subjective efforts of a number of command and staff officers at the grassroots information units are still weak and inadequate 3.2 Forecast of affecting factors and requirements of promoting human factor of command and staff officers in building military communication system 3.2.1 Forecast of factors affecting promotion of human factor of command and staff officers in building military communication system Firstly, the transformation of the world and regional situation; Information globalization and international integration 18 Secondly, the development of communications in the condition of the fourth industrial revolution Thirdly, the country's socio-economic and political changes and the need to protect the Fatherland in the new situation Fourthly, the task of building a revolutionary, regular, elite and modern military communication force 3.2.2 Requirement of promoting human factor of command and staff officers in building military communication system Firstly, to ensure the comprehensive in promoting human factor of command and staff officers in building military communication system, focusing on improving the quality of training and fostering quality and capacity for command and staff officers Secondly, promotion of human factor of command and staff officers in building military communication system is suitable to the development and modernization of weapons in the conditions of high technology war Thirdly, ensure the uniformity and mobilize the combined strengths of the subjects and forces, creating a favourable working environment for promoting the human factor of command and staff officers in building military communication system Conclusion of chapter Promotion of human factor of command and staff officers in building military communication system has gained basic advantages The subjects have actively fostered and developed the necessary qualities and capabilities of command and staff officers Their activeness and creativity are driven, motivated and realized Creations of favourable conditions for command and staff officers to promote their human factor are focused These advantages and limitations have many causes, both objectively and subjectively, of which the subjective cause are the main causes In the coming years, the process of promoting human factor of command and staff officers in building military communication system continues to be comprehensively affected by changes of 19 the world and regional situation, information globalization and international integration; economic and socio-political changes of the country and the task of defending the Fatherland in a new situation This process poses a number of requirements, namely ensuring comprehensiveness with focus on improving the quality of training and fostering command and staff officers; being suitable with the development and modernization of information weapons and equipment and military art in the conditions of hightech war; ensuring the uniformity and mobilizing combined strengths of subjects and forces to create a favourable working environment for promoting human factor of command and staff officers in building military communication system at the present Chapter BASIC SOLUTIONS TO PROMOTING HUMAN FACTOR OF COMMAND AND STAFF OFFICERS IN BUILDING MILITARY COMMUNICATION SYSTEM 4.1 Improve quality of training and foresting command and staff officers as
