pháp lu t; trình chu n b , trình, ban hành quy n hành g n li n v i vi c c i cách th t c hành chính; Th c hi n phân công, phân c p rõ ràng; quy m ch ch m v , quy n h n c a m i c p qu n lý, kh c ph c tình tr ng ch ng chéo, b tr ng ho ng qu n lý; Hoàn thi n th c hi nhi m gi i trình c a cán b , cơng ch c, nh mi n nhi m, bãi nhi m, cho t ch c, t x nh c th , rành ch i v i cán b v trách o, qu ch c v c
