The 2013 Constitution and the 2015 Law on Local Government Organization, along with the identification of our country's administrative units including three levels: Province, District, Commune and special administrative units, have stipulated the organization of government on those administrative units The centrally run city government is established on a centrally run city administrative unit This is an administrative unit equivalent to a provincial administrative unit, but
is a special administrative unit or type I (of the three remaining types of provincial administrative units I, II, III)
The centrally run city government, as its name suggests, is a level of government that is highly respected by the Central government because of its importance not only at the local level, spreading and influencing the surrounding area but also for the overall development of the country Therefore, it implies that the Central City government talks about the control, regime, and policies specific to it In essence, the Central City government is the level of government that was established in our country from Decree No 77-SL dated December 21, 1945, but is only officially regulated in the Law on Political Organization Local rights were approved by the National Assembly on April 29, 1958 Since then, in our State's constitutions, at different levels, the City level of government directly under the Central Government has been recognized

The above points lead to the continued improvement of the current central city government organization, both from a research perspective, from legal regulations and in practical implementation, which is still a topic of concern interested managers, scientists and practitioners The above reality shows that studying the organization of centrally run City governments is necessary, contributing to decoding a complex issue serving development at the local and national levels There have been many general research projects on local government and urban government
