MỞ ĐẦU Lý lựa chọn đề tài Sau kết thúc chiến tranh Lạnh giới chuyển tiếp sang trật tự khơng cịn hai cực đối đầu mà thay vào đơn cực với siêu cường Mỹ Tuy nhiên, bối cảnh ảnh hưởng Mỹ bị cạnh tranh mạnh mẽ vươn lên cường quốc khác cụ thể Trung Quốc, Ấn Độ… xu hướng phát triển trật tự giới tương lai tiến tới hệ thống đa cực, lẽ nhìn bình diện toàn cầu, quốc gia, dù siêu cường khơng có khả kiểm sốt thực tế toàn lĩnh vực đời sống quốc tế Kinh tế trở thành nhân tố tảng định sức mạnh tổng hợp quốc gia trở thành động lực xu khu vực hố tồn cầu hố Trong bối cảnh phát triển vũ bão cách mạng khoa học - công nghệ, quốc gia nhận thấy vấn đề cấp bách hàng đầu phải sức tận dụng nguồn lực bên bên để phát triển kinh tế Với tiềm sức hấp dẫn nguồn tài nguyên thiên nhiên phong phú, thị trường tiêu thụ tiềm nguồn lao động dồi châu Phi lựa chọn ưu tiên nhiều cường quốc giới, bao gồm cường quốc Chính quan tâm cường quốc phần khiến Mỹ lo ngại cho lợi ích ảnh hưởng Mỹ châu Phi bị chia sẻ Chính mà năm gần đây, sách đối ngoại Mỹ dành nhiều quan tâm đến châu Phi Có thể thấy năm đầu sau kết thúc chiến tranh Lạnh, hình ảnh châu Phi phần mờ nhạt sách đối ngoại Mỹ Tuy nhiên bước sang đầu kỷ XXI, Mỹ bắt đầu tăng cường trở lại quan hệ với châu Phi thông qua sách mục tiêu cụ thể Từ năm 2001, Mỹ xây dựng 16 khu đại sứ qn châu Phi sau lên kế hoạch cho 21 đại sứ quán khởi cơng vịng năm Song song với hoạt động việc phủ Mỹ thực dẫn đầu việc giảm nợ, thúc đẩy hỗ trợ phát triển, đẩy mạnh thương mại đầu tư cho châu Phi, đưa Sáng kiến giảm nợ đa thể, Mỹ bắt đầu đào tạo 39.000 lính gìn giữ hồ bình 20 nước châu Phi từ năm 2005, đồng thời hỗ trợ châu Phi việc truyền bá tự dân chủ củng cố dân chủ non trẻ, chấm dứt xung đột hỗ trợ việc gìn giữ hồ bình khu vực Sự đổi hướng sách đối ngoại Mỹ châu Phi cho thấy quan tâm lớn Mỹ lục địa Đen Bên cạnh với chủ trương theo đuổi “Chính sách tồn cầu” nhằm gây ảnh hưởng đến tất khu vực giới việc Mỹ hướng ý đến châu Phi điều tất yếu Mỹ muốn thể vai trị ý định kiểm sốt nhận thấy thời điểm lục địa rơi vào vịng ý cạnh tranh địa- trị cường quốc giới Thiết nghĩ, việc nghiên cứu sách đối ngoại Mỹ nói chung sách đối ngoại Mỹ với châu Phi nói riêng cần thiết hữu ích cho nhận thức đánh giá mối quan hệ quốc tế đương đại Tuy nhiên, Việt Nam việc nghiên cứu sách đối ngoại Mỹ châu Phi chưa nhận nhiều quan tâm cơng trình nghiên cứu vấn đề cịn hạn chế Vì lý mà em chọn đề tài “Chính sách đối ngoại Mỹ châu Phi từ sau chiến tranh Lạnh đến nay” cho luận văn Tình hình nghiên cứu Trên thực tế có nhiều cơng trình nghiên cứu ngồi nước có liên quan đến sách đối ngoại Mỹ Đây nguồn tài liệu phong phú, đa dạng hữu ích cho cơng việc nghiên cứu em Tuy nhiên, phạm vi luận văn đề cập chủ yếu đến sách đối ngoại Mỹ từ engagement will reach beyond elites and extend beyond capitals, cultivating reformist voices both inside and outside government We will engage with and listen to those that will shape the future, particularly young people and women Across the region, we will provide assistance to legitimate and independent groups, including some not officially recognized by governments And we will expand and deepen our ties with entrepreneurs, and our cooperation on science and technology We will engage, too, with all groups that reject violence, support democratic practices, and respect the rights of minorities, even if we don’t agree with them Using the same connective technologies that helped power the protests, we will connect and listen to the people of the region and factor the concerns of all these individuals and groups into our policy choices Making this strategic shift in our own approach will not always be easy It demands that we renew and reshape our partnerships with governments in the region, and forge a deeper connection to a new generation that is desperate for a new beginning President Obama will issue a Presidential Directive in the coming weeks to direct his Cabinet and national security team to put this new approach into action The United States is already putting this approach into practice across the region: • Bahrain: The United States is committed to Bahrain’s security However, we believe that reform is the only path to enduring stability in Bahrain and that both sides must compromise to forge a just future for all Bahrainis The only way forward is for the government and opposition to engage in a dialogue The government must create the conditions for dialogue, and the opposition must participate to forge a just future for all Bahrainis • Egypt: The United States supports an orderly, peaceful, and legitimate transition to a representative and responsive government committed to democratic principles 122
