1 INTRODUCTION Rationale for the study Family is seen as the cell of society, the place where people are born, grown up and nurtured regarding intelligence, qualities and personality in order to integrate into community and society Family is also the environment which the first education happening It plays a decisive role in forming citizen personality, preserving and promoting traditional cultural and ethical values, contributing to the development of the human beings as well as the society During history, the traditional values of the Vietnamese family have been crystallized in the performance of family functions, always moving, transforming and handed down in families, clans and communities, contributing to the creation of cultural identity of the nation Traditional values of Vietnamese families are endogenous resources and great spiritual motivation to build a prosperous, happy, progressive and civilized Vietnamese family in the new conditions Family of young officers in the Vietnam People's Army is considered as a part of the military officer's family that has all the characteristics of a Vietnamese family, and simultaneously it reflects the characteristics of the requirements, tasks, and military work Most of the young officers work away from home and spend most of their time with the unit, only 15 to 20 days of leave yearly Thus, taking care of their wives and children and building a family in all aspects rests on the shoulders of the wife The young wife has to take care of all the household chores, take care of the children's upbringing and education, take care of aging parents, and deal with the family line, the community as well as the society That has made the building of family relationships as well as the performance of family functions of young officers arise many problems that need to be addressed That is why it is necessary to promote the traditional values of the Vietnamese family in building a family of young military officers in order to create a solid spiritual foundation for building a cultural family, creating resources and motivation for the whole family All of these contribute to preserving and promoting the traditional values of the nation and the quality of "Uncle Ho's army" in the new period In the past recent years, the promotion of traditional values of the Vietnamese family to build a family of young military officers has attracted the attention of the subjects, with many effective solutions Each young officer's family has emphasized the role and responsibility in preserving, inheriting and adapting the traditional values of the Vietnamese family, absorbing the values of the modern family to build a family according to the standards of cultural family Yet, the promotion of traditional values of Vietnamese families in building a young officer's family still has certain limitations Some subjects in the army, localities and young officers' families have not properly understood the content and role of traditional values, so they have not really paid attention to arousing and promoting traditional values of Vietnamese families to build a family home for a young officer's family Furthermore, in the face of the negative effects of the market mechanism, culture, alien lifestyle and the negatives of society, the difficulties, challenges and pressures of the mission for young officers, some young officers' families not meet the standards of cultural family The situation of divorce, separation, conflict, and distorted relationships among members are contrary to traditional Vietnamese family standards in a subset of young officers' families This is seen as an obstacle to building a team of young officers, building military families as well as cultural communities At present, under the strong and multi-dimensional impact of the development of the market economy, international integration, the development of the Fourth Industrial Revolution, together with the requirements and tasks of the army, the Building a young officer's family is posing many new problems that need to be solved The document of the 13th National Congress of our Party defines: "Implement breakthrough solutions to effectively prevent moral degradation, lifestyle, and repel social negativity and social evils Protect and promote good and sustainable values in Vietnamese cultural traditions Of which, "building a national value system, cultural value system and human standards in association with preserving and developing the Vietnamese family value system in the new period" is paid special attention Accordingly, it is required to preserve and promote the traditional values of the Vietnamese family in building the family in general, and that of young military officers in particular From the aforementioned arguments, the author decides to choose the issue "Promotion of traditional values of Vietnamese family in building the family of young military officers today" as his doctoral thesis with its practical and theoretical significance 3 Aims and objectives of the study Aims By clarifying theoretical and practical issues, promoting the traditional values of Vietnamese families in building a family of young military officers, the thesis proposes basic directions and solutions to promote traditional values of Vietnamese family in building the family of young military officers today Objectives Giving overview of the research situation related to the topic and the problems need dealing with in the study Clarifying basic theoretical issues on promoting traditional values of Vietnamese families in building the family of young military officers today Assessing the current situation of promoting traditional values of Vietnamese families in building a family of young military officers, pointing out the causes and some problems need dealing with today Proposing basic directions and solutions to promote the traditional values of Vietnamese families in building the family of young military officers today Object and scope of the study Object Promotion of traditional values of Vietnamese family in building the family of young military officers today Scope In terms of content: Promoting traditional values of Vietnamese families in building a family of young military officers, focusing on studying spiritual values such as traditional values of morality, Community of Vietnamese families, the characteristics of a young officer's family whose husband is an officer working in a key unit; promote the traditional values of the Vietnamese family in building the family of young military officers today Assessing the current situation and indicating the reasons for promoting the traditional values of Vietnamese families in building a family of young military officers today Proposing some basic solutions to promote the traditional values of Vietnamese families in building a family of young military officers today Theoretical and practical significance of the study The results of the thesis contribute to theoretical development of family, traditional values of family and promote traditional values of Vietnamese family in building the family of young military officers today The thesis contributes to providing a scientific basis to help leaders and commanders at all levels in the army, party committees, authorities, local mass organizations where young officers' families reside to properly identify guidelines and solutions to promote traditional values of Vietnamese families in building a family of young military officers according to the criteria of cultural family suitable to the characteristics, nature, and missions of young officers The results of the thesis can be used as references in teaching relevant subjects, political and studies and the problems need further addressing in the thesis 1.3.1 The value of the related previous studies Firstly, these studies have clarified a number of theoretical issues about the family, traditional values of the family and promoted traditional values of the family These works have clarified the concept of family; position, role and function of the family; family relationships; point of view of Marxism - Leninism, Ho Chi Minh's thought on family, family work; the Party's viewpoints and policies, and the State's laws on family and family building Some works have studied the process of formation and development of the Vietnamese family, the basic characteristics and traditions of the Vietnamese family Notably, a number of works have studied the traditional values of Vietnamese families, pointing out the typical and sustainable traditional values of the family There are also a number of works mentioning the importance, content, form and methods of preserving and promoting traditional values of Vietnamese families Most of the works affirm that building a Vietnamese family "warm, happy, progressive and civilized" is a cross-cutting point in the leadership and direction of the Communist Party of Vietnam during the renovation period In which, the Party emphasized, inheriting and promoting traditional family values in building Vietnamese family cultural standards as one of the main and important orientations and solutions These serve as important documents for the thesis author to inherit in conducting his doctoral thesis Secondly, the works on the actual situation of building a family, preserving and promoting traditional values in the family in our country in general, military family, and young officer's family in particular Several works have studied the practice of family building as well as promoting the traditional values of the family on a national scale or in a number of specific subjects and localities; the changes of the Vietnamese family value system, the changes of traditional values in the innovative process From there, point out the causes and assess the impact of objective and subjective factors on the preservation and promotion of traditional values of Vietnamese families The authors emphasize the importance of traditional family values in the cause of industrialization, modernization and integration, the role of women in the family Some studies have clarified that under the influence of the market economy, industrialization, modernization and international integration, the size, fertility, age at marriage, family care, children's education, family relationships, lineages in families with changes There are some studies on military families emphasizing the specificity of this type of family; status of building military families In particular, some articles have mentioned the preservation and promotion of traditional values in military families and some of the problems in building a military family currently Thirdly, the works on directions and solutions to build a family and promote traditional values in the family in our country in general, military family, and young officer's family in particular On the basis of the actual situation, the works have proposed views, directions, requirements and solutions for building Vietnamese families as well as promoting traditional values of Vietnamese families in new conditions These works have proposed solutions on awareness, policies and laws to build a prosperous, happy, progressive and civilized family Some works have provided solutions to build families and promote traditional values in the soldiers in general and families of young officers in particular 9 Generally, so far, there have been several scientific works related to promoting the traditional values of Vietnamese families in building a young officer's family; however, there has not been any systematic, comprehensive and in-depth study on this issue This is one of the gaps that need to be studied in order to clarify and supplement theoretical and practical issues, thereby contributing to promoting the traditional values of the Vietnamese family in the family of young officers 1.3.2 The problems need further addressing in the thesis Firstly, the thesis clarifies the traditional values of the Vietnamese family This is an issue that has been mentioned in a number of scientific works with different content, scope and approaches, however, the works mainly refer to family traditions or values of the family On the basis of inheriting the results of relevant scientific works, the author of the thesis will systematize, generalize and focus on clarifying typical traditional values of Vietnamese families This is an important theoretical contribution of the thesis, contributing to affirming that the sustainable traditional values of Vietnamese families need to continue to be preserved and promoted in new conditions Secondly, the thesis clarifies the characteristics of young officers' families The family of a young officer has its own peculiarity; however, there has not been any work that delves deeply into the characteristics of a young officer's family and its impact on the process of building a family according to cultural standards The thesis will delve deeply into clarifying the main characteristics of the young officer's family, serving as a basis for distinguishing the similarities and differences of young families with today's young officers' families, creating a premise to clarify present theoretical and practical problems of the topic Thirdly, the thesis clarifies a number of theoretical issues about promoting the traditional values of the Vietnamese family in building a family of young military officers today This is the central category of the thesis and also an important contribution to the theory of the thesis Up to now, among the research works on the family, there are only a few works that refer to the military family and the military relationship, but there are no works that go into depth to clarify the promotion of traditional values of Vietnamese families in building a family of young officers from a theoretical perspective 10 The thesis topic will build and clarify the concept, identify the subject, content, method, role and main factors affecting this activity This is a great contribution of the thesis on theory as well as a theoretical framework for the author of the thesis to research and evaluate the current situation of promoting traditional values in building a young officer's family today Fourthly, the thesis assesses the current situation of promoting traditional values of Vietnamese families in building a family of young military officers today So far, there are a few works referring to the actual situation of military families, but there is no comprehensive study on young officers' families as well as promoting traditional values in building young officers' families The thesis will deeply analyse and evaluate the achievements and limitations of this activity; clarify the causes and some problems that need to be solved This is a big problem, a very important contribution to the practice of the thesis Fifthly, the thesis proposes basic directions and solutions to promote the traditional values of Vietnamese families in building a family of young military officers today On the basis of theory and practice, the author proposes a direction to promote the traditional values of the Vietnamese family on the basis of Marxism-Leninism, Ho Chi Minh's thought on building a family, and Points and policies of our Party and State towards the development of Vietnamese families today At the same time, propose a system of solutions in terms of awareness, policy and law to the organization implementing the policy along with practical activities and movements associated with the characteristics of the young officer's family to promote Traditional values of the Vietnamese family in building the family of young military officers at present Conclusion of chapter The aforementioned studies have mentioned many theoretical issues about the family, family traditions, traditional values of the family, promoting traditional values of the family Some works have thoroughly researched on military families, building military families in general, and young officers' families in particular However, up to now, there has not been any comprehensive and profound research on promoting the traditional values of Vietnamese families in building a family of young military officers By inheriting the published research 11 results, the thesis clarifies the theoretical issues of promoting the traditional values of the Vietnamese family in building a family of young officers today Accordingly, the thesis assesses the current situation and indicates the causes and some problems; proposing basic directions and solutions to promoting the traditional values of Vietnamese families in building families of young officers presently Chapter THEORETICAL ISSUES ABOUT PROMOTION OF TRADITIONAL VALUES OF VIETNAMESE FAMILY IN BUILDING THE FAMILY OF YOUNG MILITARY OFFICERS TODAY 2.1 Traditional values of Vietnamese family and characteristics of the family of young military officers 2.1.1 Traditional values of Vietnamese family * Conception of family and Vietnamese family traditions Nowadays, there are a variety of different conceptions of family According to the Vietnamese Dictionary: “Family is defined as the collection of people living together into a smallest unit in society, bound together by marriage and blood ties, usually consisting of husband and wife, parents and children" In Clause 2, Article of the Law on Marriage and Family (2014), the concept that: “Family is a collection of people bound together by marriage, blood relation or nurturing relationship, giving rise to rights and obligations between them” Thus, the family is defined as a special form of social community formed and developed on the basis of marriage, blood, and nurturing relationships, and at the same time with economic material cohesion, giving rise to obligations and rights among members of family Tradition of the Vietnamese family is a seen as collection of habits in moral standards, education, customs, practices, psychology, emotions and behavioural relations of the family with the community and society formed and developed over the course of history, handed down from generation to generation * Conception of traditional values of Vietnamese family According to the Vietnamese Dictionary: "value is something that is useful and effective in material and spiritual life" In society, there are many values and value systems, including material and spiritual values, tradition and modernity, nation and humanity, nation 12 and community in which traditional values are an important part constituting the spiritual values of society, always recognized, preserved and directed by the community These are standards, patterns, and codes of conduct that regulate and standardize human behaviour In essence, they are ethical standards, education, habits, customs, standards of behaviour, lifestyle and behaviour, which are followed by all members of society, preserved and handed down from generation to generation as spiritual product of previous generations left to the coming generation Traditional values of the Vietnamese family are the standards of morality, education, customs, practices, psychology, emotions, and behaviour in the family and society, which are handed down from generation to generation Another, positive, progressive system that promotes the development of the Vietnamese family throughout history and at present * Traditional values of Vietnamese family First, traditional moral values of the Vietnamese family This is the most prominent traditional value that permeates all relationships in the family, creating the order, hierarchy, and warmth of the Vietnamese family This value includes traditional ethical standards that have been governing relationships in the family: husband and wife friendship, loyalty, harmony; benevolent parents, filial children; exemplary grandparents, filial descendants; brothers and sisters in harmony, love and care for each other Second, traditional values of sense of community of Vietnamese family Sense of community of the Vietnamese family is expressed in the tradition of loving the homeland and the country; there is always solidarity and community cohesion, creating great strength for the nation in the cause of nation building and defense; every family values gratitude, attachment, sharing and mutual support; uphold responsibilities and obligations towards the community and society Third, traditional educational values of Vietnamese family Vietnamese family always attach great importance to family education, considering it the first, continuous, regular and long-term foundation that affects the formation and development of human personality In every family always attach importance to education "family religion", "family style" and "family ritual"; tradition of 13 studiousness, respect for teachers; virtues of diligence, hard work in labour and the will to overcome difficulties in their life Fourth, traditional psychological and emotional values of the Vietnamese family Family is a loving nest, where each person receives care, protection, support, support and sharing from birth to death Love and sharing are prominent traditional values that have made family members responsible for each other, caring, relying on each other, helping each other in every situation Thus, traditional values of the Vietnamese family are the crystallization of family culture and national culture It is formed, constantly fostered, handed down, permeated and spread into each family, influencing the perception and behaviour of family members, laying the foundation for the family's development now and in the future In modern society, the family has changed a lot, but the traditional values of the Vietnamese family have remained stable over time, being an endogenous factor that contributes to building a family 2.1.2 Conceptions and characteristics of young officers' families and building the family of young military officers today * Young officers of the Vietnam People's Army today Young officers of the Vietnam People's Army are seen as the cadre of the Communist Party of Vietnam and the State of the Socialist Republic of Vietnam, trained and conferred the rank of officer from second lieutenant to major, currently serving in the army, working in agencies and units in the whole army, having an age of no more than 35 years, holding positions at the divisional level and its equivalent * Family of young military officers today Family of young military officers is a type of nuclear family with a husband or wife or both husband and wife who are young officers working in military agencies and units and whose families have both husband and wife working in the army, but only one is a young officer and the other is a professional soldier or defense worker According to the aforementioned conception, the family of young officers today has types: family of young officers whose husband is a young officer, and his wife works outside the army; young officers' families whose wives are young officers and their husbands work outside the army; the young officer's family has both husband and wife who are young officers working in agencies and units throughout the army; The young officer's family has both husband and wife working in the army, but only one is a young 14 officer and the other is a professional soldier or defense worker Among the four types of young officer families mentioned above, the family with a husband who is a young officer, while the wife working outside the army accounts for the majority, while other types of young officer families account for only a small percentage Therefore, within the research scope of the thesis, we only study families of young officers whose husbands are young officers, working in key grassroots units and their wives working outside the army With this type of family, there are some of the following main characteristics: First, most families of young military officers belong to the nuclear family type Second, most families of young military officers often lack a husband, so the wife directly organizes all daily activities of the family Third, the family of young military officers has a high level of knowledge and socio-political activity Fourth, the young officer's family is greatly influenced and influenced by the military environment and military operations * Building the family of young military officers Building a family of young military officers is the process by which the subjects determine the contents, use methods and measures to influence the family and each member in order to achieve the goal of a prosperous and happy family is really a healthy cell of society, the nest of every human being The Vietnamese family in building a family of young military officers today 2.2.1 Conceptions of promoting traditional values of Vietnamese family in building a family of young military officers 15 and characteristics of family of young officers In fact, this is the process of influence of the actors in the positivity of traditional values of the Vietnamese family, so that the positive and good elements are transmitted, inherited, transformed and spread in the process of building a family of young officers according to the criteria of cultural family Goals of promoting the traditional values of Vietnamese family in building a family of young military officers is to arouse, inherit, transform and spread the traditional values of Vietnamese family in building family of young officers according to the standards of family culture Subjects of promoting the traditional values of Vietnamese family in building a family of young military officers are members of the young officer's
