1 INTRODUCTION Rationale for the study Cadre evaluation has a particularly important role; is the basis and premise for the implementation of other stages and contents of cadre work The cadre evaluation is conducted scientifically, objectively and seriously, which will help the cadre to realize the advantages to promote, the shortcomings to overcome, contribute to planning, training, fostering, arranging, using, appointing, promote and implement policies for cadres In contrast, inadequate and inaccurate cadre evaluation will lead to incorrect placement and use, both failing to promote the capacity of cadres, and easily leading to suspicion and internal disunity Renovation of cadre evaluation is the first "breakthrough" that our Party determines to build a contingent of cadres at all levels, especially at the strategic level, with full quality, capacity and prestige, on par with tasks Although the party committees, organizations, levels and branches have been interested in leading, directing and organizing the implementation, in fact, the evaluation of cadres still has many limitations and shortcomings The 12th National Congress of the Communist Party of Vietnam stated that, "cadre evaluation is still the weakest stage over many terms, but there are no specific criteria and scientific solutions to overcome it"1 Resolution No 26-NQ/TW dated May 19, 2018 of The 12th Central Committee on focusing on building a contingent of cadres at all levels, especially on the strategic level, with sufficient quality, capacity and prestige, affirms, "cadre evaluation is still a weak stage, does not reflect the true nature, is not associated with specific results and products, in many cases are still sentimental, respectful, and permissive or prejudice”2 The 13th National Congress of the Party continued to emphasize, "The evaluation of cadres is still a weak stage, although there have been many innovations, there are still many cases that not reflect the true nature" Therefore, renewing cadre evaluation is a very urgent requirement today Communist Party of Vietnam (2016), Document of the 12th National Congress of Deputies, National Party Publishing House, Hanoi, p.194 The Central Committee (2018), Resolution No 26-NQ-TW dated May 19, 2018 on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient quality, capacity and prestige, on par with the task, Hanoi, p.2 Communist Party of Vietnam (2021), Document of the 13th National Congress of Deputies, National Program Publishing House, Hanoi, volume 2, p.196 Military academies and schools are centers of education-training, research, application, and scientific development of the army and the nation, playing a very important role in the training of military cadres of the Party, meeting the requirements of the cause of national construction and defense Grassroots cadres at military academies and schools are part of the contingent of military cadres; is the core and decisive force in the successful implementation of political tasks at military academies and schools Building a contingent of grassroots cadres at military academies and schools in sufficient quantity, reasonable in structure, and high in quality is a fundamental and practical issue contributing to the building of the party committees of military academies and schools, a typical clean and strong, a regular, exemplary and modern school; make a really solid change in the quality of education-training and scientific research to meet the requirements of the task In the past time, on the basis of thoroughly grasping the Party's directions and guidelines, directives and resolutions of all levels on cadres, cadre work and cadre evaluation, committees at all levels, party organizations, presiding officers and functional agencies at military academies and schools have paid special attention to leading, directing and organizing the evaluation of grassroots cadres and initially has obtained important results, contributing to improving the quality of cadre work and building a strong cadre However, besides the achieved results, the evaluation of grassroots cadres of the party committees at military academies and schools still has limitations and inadequacies: some party committees, political agencies, cadres are not deeply aware of the role and importance of cadre evaluation; implementing the principles, contents, methods and processes of evaluating the cadre present, at times it is not strict and serious, there are also emotional, subjective, respectful, avoidant and inconsistency in comments, evaluations, and ratings of cadres; The results of the evaluation of cadres at the grassroots level have not really created a solid change in cadre work and cadre building of the party committees at military academies and schools Therefore, renovating the evaluation of grassroots cadres of the party committees at military academies and schools is both a regular task and an objective and urgent requirement today Currently, the task of building and rectifying the Party is being carried out drastically with increasing requirements The task of the army, the task of education-training, scientific research, and the regular construction of military academies and schools had new developments Meanwhile, the situation in the world and in the region continues to be complicated and unpredictable The explosion of science and technology, the strong development of the digital economy, the knowledge economy and the trend of globalization and international integration are both opportunities and challenges Domestically, the doi moi process has deepened, and Vietnam's national synergy and international reputation have been increasingly enhanced, creating a premise for the country's rapid and sustainable development However, the revolutionary cause of our Party and people still faces many difficulties and challenges That situation strongly, comprehensively and profoundly affects cadre work and cadre building, which requires a renewal of the Party's cadre evaluation in general, of the party committees at military academies and schools in particular to meet mission, requirements in the new situation Up to now, there have been some scientific studies on cadre evaluation in different areas with different subjects However, the specific content of innovation and evaluation of grassroots cadres of the party committees at military academies and schools has not been studied comprehensively and systematically by any work Therefore, the author chooses the issue: "Renovating the evaluation of grassroots cadres of the party committees at military academies and schools today" as the topic of doctoral thesis in Political Science, majoring in Party Building and State Government Aims and objectives of the study Aims Clarifying the theoretical and practical issues of cadre evaluation and renewal of evaluation of grassroots cadres of the party committees at military academies and schools, thereby identifying requirements and proposing solutions for renovating the evaluation of grassroots cadres of the party committees at military academies and schools today Objectives Overview of the thesis-related research situation, overview of the research results and identification of the problems the thesis focuses on solving Clarifying the theoretical and practical issues of cadre evaluation and renewal of evaluation of grassroots cadres of the party committees at military academies and schools Accurately assess the current situation, find causes and draw some experience in evaluating grassroots cadres of the party committees at military academies and schools Define the requirements and propose innovative solutions to evaluate grassroots cadres of the party committees at military academies and schools today Object and scope of the study Object Armour Officer The data used in the thesis are mainly from 2010 to present Solutions to renovate the evaluation of grassroots cadres of the party committees at military academies and schools have practical application costs until 2030 Theoretical, practical basis and methodology Theoretical basis Based on Marxism - Leninism, Ho Chi Minh’s ideology, the Communist Party of Vietnam’s directions and guidelines on Party construction and rectification, on cadres, the personnel work and cadre evaluation Practical basis The entire current state of cadre work, cadre building and evaluation of grassroots cadres of the party committees at military academies and schools; resolutions, directives, and final reports on Party building work, cadre work and cadre building of the Military Central Party Committee, the Ministry of National Defense, the General Political Department, the party committees of the General Department, the military branches, armed forces, border guards and party committees of military academies and schools; results of investigations, surveys, practical summaries, and at the same time, the author references and inherits research results of relevant published scientific works Methodology On the basis of the methodology of Marxism - Leninism, the thesis uses a synthesis of specialized and interdisciplinary scientific research methods, focusing on the use of methods: logic, history; analysis, synthesis; statistics, comparison; surveys, practical summaries and expert methods New contributions of the study Forming and explaining the concepts and clarify the content, measures, and principles of innovation and evaluation of grassroots cadres of the party committees at military academies and schools Drawing some valuable experiences to evaluate grassroots cadres of the party committees at military academies and schools Proposing specific and feasible contents and measures in solutions to renew the evaluation of grassroots cadres of the party committees at military academies and schools today Theoretical and practical significance of the study The research results of the thesis contribute to deepening the theoretical and practical issues of cadre evaluation and renewal of evaluation of grassroots cadres of the party committees at military academies and schools Provide more scientific evidence to serve the Party committees, organizations, and schools in the new revolutionary period Secondly, the studies agree to affirm the important role of cadre work; some studies have explained the constitutive elements and criteria for assessing the quality of cadre work; assess the current situation, point out the causes, determine the requirements, propose overall and basic solutions to improve the quality of personnel work Some in-depth studies on the role of party committees, party organizations in party committees at military academies and schools, responsibilities of party secretaries, presiding officers in cadre work or focus on a specific stage and process in personnel work such as planning, training and fostering cadres Thirdly, all studies confirm the position, role and importance of cadre evaluation, affirming the urgency of the current issue of cadre evaluation innovation A number of studies have assessed the current situation and initially proposed general and basic solutions to renew the evaluation of staff, in which all emphasis is placed on raising awareness and responsibility of the conducting subject; strengthen the leadership and direction of Party committees, party organizations and functional agencies; thoroughly grasp and well implement the guiding viewpoints, principles, rules and regulations; complete and concretize evaluation criteria; innovate evaluation processes and methods; promote the synergy of organizations and forces in cadre evaluation innovation However, up to now, there has not been a comprehensive and systematic study on innovation and evaluation of grassroots cadres of the party committees at military academies and schools from the perspective of specialized Party Building and State Government Therefore, the thesis is an independent research, not overlapping with other published scientific works 1.3.2 The problems need addressing in the thesis Base on overview of the thesis-related research situation, starting from the identified objects and tasks, the thesis focuses on solving the following basic problems: Firstly, clarify theoretical and practical issues about the evaluation of grassroots cadres of the party committees at military academies and schools Secondly, explain theoretical and practical issues of innovation and evaluation of grassroots cadres of the party committees at military academies and schools Thirdly, assess the current situation and draw experience in evaluating grassroots cadres of the party committees at military academies and schools Fourthly, identify requirements and propose solutions to innovate and evaluate grassroots cadres of the party committees at military academies and schools today Conclusion of chapter Overview of the research situation related to the thesis topic shows that there have been many foreign and domestic scientific research to successfully solved problems including theory and practice about cadres, building cadres and improving the quality of cadre work in general, and evaluating cadres in particular Although there is a certain degree of interference in terms of objects, subjects, scope and content of research, but there has not been a work that delves into fundamental, systematic, specializes in the issue of "Renovating the evaluation of grassroots cadres of the party committees at military academies and schools today " Therefore, the thesis is an independent research, not overlapping with any published scientific works 10 Chapter SOME THEORY AND PRACTICE ON CADRE EVALUATION AND RENOVATING THE EVALUATION OF GRASSROOTS CADRES OF THE PARTY COMMITTEES AT MILITARY ACADEMIES AND SCHOOLS 2.1 Party committees of military academies and schools and basic issues on evaluation of grassroots cadres of the party committees at military academies and schools 2.1.1 Party committees of military academies and schools and grassroots cadres in military academies and schools 2.1.1.1 Party committees of military academies and schools * Military academies and schools Currently, the system of military academies and schools in the Vietnam People's Army consists of 21 military academies and schools, of which there are academies and officers schools affiliating the Ministry of National Defense, academies and officer schools directly affiliating services, arms, general departments and the Border Guard - Structure and organization of military academies and schools - Functions of military academies and schools - Basic mission of military academies and schools * Party committees of military academies and schools Currently, the Military Party Committee has 21 party committees of military academies and schools, of which there are 09 Party Committees of the Central Military Commission, and the Communist Party of Vietnam is a party organization directly under the Central Military Commission; The 12 Party Committees of military academies and schools are directly superior party organizations at the grassroots level and are subordinate to the Party Committees of the efficiency of performing their responsibilities and duties of grassroots cadres at military academies and schools Thirdly, the evaluation of grassroots cadres of the party committees at military academies and schools makes an important contribution to the protection of cadres, preventing and combating the deterioration of political ideology, morality, lifestyle, and other "self-evolution", "self-transformation" expressions and the resistance of hostile forces Fourthly, evaluate grassroots cadres of the party committees at military academies and schools, contributing to the successful
