the criteria and conditions for the State President candidates, the election procedure, the contents of the oath, the organizational structure of the institution; 2) Many tasks and powers of the State President in domestic and foreign affairs are unclear and unreasonable; 3) Regulations are scattered in many different legal documents, thus lacking stability, system and consistency Some solutionsto improvingthe law on the State President in the coming time: I) In term of formality, it is necessary to conduct study for the adopting of the Law on the State President 2) In terms of content, there should be (i) specific regulation on standardsof State President candidate, electionprocedure, content of the President's oath; (ii) amendment of regulations on the role of the State President is representative of the unity of the whole nation; (iii) specify regulation on some tasks, powers of the State President in relation to the legislature, the executive, the judiciary bodies, in' foreign affairs, armed forces; (iv) clearly defming of the position, role, function and duty of the Vice President,especiallyin the absence or absence of the President;;(iv) clearly defining the position,role, functionsand duties of the Deputy State President, especiallyin the case of holds the powers of State President;
