Instruction diagram; Symbol; Logo (GPA of these material values ranges from 2.52 to 2.60) It is clear that although the value of the material culture of the Academy have been revised and built, they have not met the required practical requirements of the Academy Considering the evaluation of the research objects on the current situation of promoting appropriate material values was performed quite well by the Academy (GPA = 3.10; SD = 1.30) Thus, compared to the new revision and construction, the Academy has implemented the promotion of better approciate material values 3.4.2 Current situation of building spiritual cultural values at the National Academy of Public Administration Table 3.4: Evaluation of officials, lecturers and trainees, students on the current situation of building spiritual cultural values at the Academy Spiritual values 1 Mission, vision 2 Motto of work 3 Work process and procedures 4 Rites and rituals 5 Belief and expectations of members 6 The core values 7 Leadership and management culture 8 Communication, behavior Average Modifying, building new inappropriate spiritual values Promoting appropriate spiritual values GPA SD GPA SD 3,07 3,03 3,03 3,24 2,90 2,97 3,21 2,89 3,04 0,85 0,97 1,03 0,78 0,98 0,97 0,80 1,19 0,95 3,70 3,48 3,42 3,34 3,59 3,72 3,64 3,75 3,58 0,99 1,08 1,06 1,14 1,01 0,93 0,85 0,85 0,98 Through summarizing the survey results, most of the research objects believe that the National Academy of Public Administration has made efforts to edit and build new spiritual values including: mission, vision, work process & proceduces, rites, rituals, core values the revision and construction of these spiritual values are evaluated to be appropriate with the common objectives of the Academy in the current period (GPA = 3.04; SD = 0.95) In the 8 studied spiritual values, the surveyed objects appreciated the editing and building new values such as: Leadership and management culture; Rites and rituals; Mission, vision (GPA from 3.07 to 3.24) However, the research results also show that the spiritual value of "Belief and expectation of members" has the lowest GPA compared to the 8 studied values (GPA = 2.90; SD - 0.98) Thus, it can 14 be said that the timely revision and newly building of spiritual values to be more suitable to the development of the Academy in the new period is highly appreciated, but the belief and expectation issues of officials, lecturers and trainees, students for the Academy is not high, but building trust for officials, lecturers, trainees and students is an extremely important task for the development of the Academy This is an issue that needs to be built in the future 3.5 Current situation of management of school culture building at the National Academy of Public Administration 3.5.1 Current situation of planning school culture building at the Academy Table 3.5: Level of implementing planning for school culture building Currency: % Rate % Poor Relativ Averag Good ely e poor Planning activities Very good GPA SD Analyzing and assessing the current situation of school culture building 21,7 32,6 31,4 14,3 0 2,382 0,980 activities at the Academy Determining the goal of school 21,7 21,7 42,3 14,3 0 2,491 0,987 culture building at the Academy Determining the contents to be included in the school culture 21,7 21,7 42,3 14,3 0 2,491 0,987 building at the Academy Identifying specific activities to be conducted to build school culture at 21,7 21,7 41,1 15,4 0 2,502 0,999 the Academy Identifying the specific resources needed to build the school culture at 21,7 21,7 42,3 14,3 0 2,491 0,987 the Academy Determining measures to build school 21,7 21,7 42,3 14,3 0 2,491 0,987 culture at the Academy Average 2,462 0,948 The survey results show that the activity of planning the management of school culture building at the Academy has achieved the average level of "normal" (GPA = 2.46; SD = 0.98; normal level, 3/7); this result shows that the quality of the school culture building planning has not met the requirements because the stage of analyzing the situation of school culture building has not been properly concerned In theory, this is very important, if this period is not properly concerned, it will greatly affect the science and feasibility of the school culture building plan 3.5.2 Current situation of organization and implementation of building school culture at National Academy of Public Administration Table 3.6: Evaluation of officials and lecturers on organization and implementation of school culture building Rate % Poor Relatively Average Good poor Identifying units, departments and individuals in the Academy to participate in building school culture 33,7 20,6 Very GPA SD 2,160 0,945 good 41,7 4,0 0 15 Assigning specific tasks of units, departments and individuals in the Academy to participate in building school culture Organizing training and professional training for building school culture for units and individual departments in the Academy Establishing a coordination mechanism between the departments involved in managing school culture building at the Academy 33,7 10,9 29,7 25,7 0 2,474 1,202 12,0 42,3 31,4 14,3 0 2,480 0,883 33,7 10,9 29,7 25,7 0 2,474 1,202 2,397 1,023 Average The survey results show that most of the researched objects believe that the organization and management of school culture building at the Academy are at the average level of "average" (GPA = 2, 39;
