Ở nước phát triển, nghề thẩmđịnhgiá đời 200 năm Khái niệm thẩmđịnhgiá xuất từ thập niên thứ kỷ XV “Thẩm định giá” có nguồn gốc từ chữ tiếng Pháp “évaluation” “valuation” Ở Anh thuật ngữ “ Valuation” xuất vào năm 1529 “Appraisal” năm 1871 Hai thuật ngữ có chung ý nghĩa, ước tính, đánh giá có hàm ý là, ý kiến nhà chuyên môn giá trị vật phẩm, tài sản định Giới nghiên cứu giới đưa nhiều định nghĩa: - Theo từ điển Oxford: “ Thẩmđịnhgiá ước tính giá trị tiền vật, tài sản”; “Là ước tính giá trị hành tài sản kinh doanh” - Theo giáo sư W.Seabrooke- đạihọc Sportsmouth Anh quốc: “ Thẩmđịnhgiá ước tính giá trị quyền sở hữu tài sản cụ thể hình thái tiềntệ cho mục đích xác định rõ” - Theo Fred Peter Marrone - giám đốc Marketing cho AVO Darvvin: “Thẩm địnhgiáviệc xác địnhgiá trị bất động sản thời điểm có tính đến chất bất động sản mục đích thẩmđịnhgiá Do vậy, thẩmđịnhgiá áp dụng liệu thị trường so sánh mà thẩmđịnh viên thu thập phân tích chúng, sau so sánh với tài sản yêu cầu thẩmđịnhgiá để hình thànhgiá trị chúng - Giáo sư Lim Lan Yuan- Trường Xây dựng bất động sản- Đạihọc quốc gia Singapore, Singapore: “Thẩm địnhgiá nghệ thuật hay khoahọc ước tính giá trị cho mục đích cụ thể tài sản cụ thể thời điểm, có cân nhắc đến tất đặc điểm tài sản, xem xét tất yếu tốkinh tế thị trường bao gồm loại đầu tư lựa chọn” Ở Việt Nam, hoàn cảnh lịch sử, hoạt động thẩmđịnhgiá nước ta bắt đầu phát triển kể từ Nhà nước địnhchuyển vận hành kinhtế từ chế kế hoạch hóa tập trung sang chế thị trườngđịnh hướng xã hội chủ nghĩa Chính thay đổi kéo theo thay đổi toàn chế quản lý nhà nước giáThẩmđịnh giá, nội dung quan trọng đổi chế quản lý nhà nước giá, mà bao gồm việc hình thành phát triển ngành nghề, thị trường dịch vụ mới, xây dựng doanh nghiệp hoạt động kinh doanh lĩnh vực Vì năm gần đây, vai trò thẩmđịnhgiá ngày khẳng định, thể Pháp lệnh giá ban hành ngày 08/05/2002 nghị định, thông tư hướng dẫn pháp lệnh Khái niệm thẩmđịnhgiá đưa theo Điều - Pháp lệnh giá Việt Nam công bố ngày 8/5/2002 là: “Thẩm địnhgiáviệc đánh giá đánh giá lại giá trị tài sản phù hợp với thị trường địa điểm, thời điểm định theo tiêu chuẩn Việt Nam thông lệ quốc tế” Theo TS Phạm Thị Ngọc Mỹ, khái niệm Thẩmđịnhgiá khái quát sau: “Thẩm địnhgiá nghệ thuật hay khoahọc ước tính giá trị tài sản phù hợp với thị trường địa điểm, thời điểm định, cho mục đích định theo chuẩn mực công nhận thông lệ quốc tế quốc gia” Như vậy, từ nguồn gốc từ ngữ, từ quan điểm học giả, nhà nghiên cứu thẩmđịnhgiá nước cho thấy, thuật ngữ “thẩm địnhgiá ” có nội dung sau: Thẩmđịnhgiá ước tính giá trị tài sản Sự ước tính có đặc điểm: - Phải tương ứng với địa điểm, thời điểm cụ thể, cho mục đích định phải phù hợp với thị trường - Phải thực từ chuyêngia hay nhóm chuyêngiaỞ nhân mạnh thẩmđịnhgiá ước tính giá trị Vì mức giá hay tổng số tiền - kết cuối sốước tính gần sát với giá trị tài sản khẳng địnhgiá trị xác Ở nhấn mạnh giá trị tài sản thẩmđịnh tương ứng với thời điểm cụ thể (thời điểm thẩmđịnh giá) Vì thị trường điều kiện thị trường thay đổi theo thời gian giá trị thẩmđịnh không xác Do thẩmđịnhgiá phản ảnh thực trạng thị trường thời điểm thẩmđịnh không phản ảnh thị trường vào trước hay saụ thời điểm thẩmđịnh Tính tiền Có nghĩa giá trị thể tiền (thông thường tiền địa phương) Giá trị thựctế tồn mà ước định mức giá có khả nhiều toán cho hàng hóa hay dịch vụ thời điểm định Do đó, nói theo cách khác thẩmđịnhgiá ước tính mức giá tài sản mà mữc giá thể khả lớn đến thỏa thuận mua bán bên mua bên bán Về tài sản quyền sở hữu tài sản Ở nhiều quốc gia giới đối tượng thẩmđịnhgiá gói gọn tài sản, nhiên số quan điểm khác lại tách biệt hai khái niệm tài sản quyền sở hữu tài sản Trên phương diện chung, nhà thẩmđịnhgiá giới thống đốì tượng thẩmđịnhgiá tài sản khái niệm tài sản đưa sau Tài sản (property) khái niệm pháp lý bao gồm tất quyền, quyền lợi lợi nhuận có liên quan đến quyền sở hữu, bao gồm quyền sở hữu cá nhân, nghĩa chủ sở hữu hưởng số quyền lợi, lợi ích định làm chủ tài sản đó”(Theo tiêu chuẩn thẩmđịnhgiá quốc tế - 2005) Điều hàm ý đối tượng thẩmđịnhgiáthực thể vật chất chungchung mà thực thể vật chất phải gắn với quyền sở hữu (hoặc số quyền khác theo quy định pháp luật) Và vậy, khái niệm tài sản gắn liền với quyền sở hữu tài sản Cho mục đích định Có nhiều tình thẩmđịnhgiá tương ứng với mục đích khác : mua bán; cho thuê; chấp cho vay; cầm cố; lý; đầu tư; bảo hiểm; đánh thuế; bồi thường; báo cáo tài chính; cổ phần hóa Việc xác định rõ mục đích thẩmđịnh điều quan trọng thực trước hết mục đích thẩmđịnh với tình thẩmđịnh (điều kiện thị trường) tiêu chí để lựa chọn sở lậpluận (cơ sở giá trị) lựa chọn phương pháp vận dụng suốt trình thẩmđịnhgiá Trên sở sử dụng liệu, yếu tô' thị trường Điều có ý nghĩa liệu, thông tin thị trường đầu vào cho công tác thẩmđịnhgiá Trong trường hợp thông tin thị trường đầy đủ, rõ ràng khách quan giá trị ước tính giá trị thị trường, trường hợp ngược lại giá trị ước tính giá trị thị trường hay gọi giá trị phi thị trường 1.2 Mục dích chức thẩmđịnhgiá tài sản Ngày nay, phát triển tài quốc tế toàn cầu hóa kinhtế thị trường đến giai đoạn thống hóa tiêu chuẩn thẩmđịnhgiá Đối với xã hội, chức ngànhthẩmđịnhgiá ước tính giá trị tài sản phục vụ cho hoạt động kinh doanh chủ yếu Nhưng đồng thời giúp tư vấn cho Chính Phủ việc soạn thảo sách có liên quan đến giá Đối với ngànhThẩmĐịnhGiátrườngĐạiHọcKinhTế chức giúp đào tạo nguồn nhân lực phục vụ cho ngànhThẩmĐịnhGiá với chất lượng ehuyên môn cao có cấp đạihọc công nhận nước quốc tế 1.3 Mục tiêu thẩmđịnh giá: Khi có yêu cầu ước tính giá trị, loại giá trị cần tìm phải xác định từ ban đầu Giá trị xác địnhgiá trị thị trường, (3) Micro Foundations of Real Estate Economics This course introduces the basic principles of microeconomics and applies these concepts to current real estate issues Topics covered include opportunity costs/ supply and demandr elasticity/ market equilibrium/ efficiency and equityr the role of the government/ factor markets public goodsr externalities/ and imperfect competition [WTI WTII] BUSI 101 {3) Capital Markets and Real Estate This course examines the impact of current monetary and fiscal policies on real estate investment decisions A focus is placed on the goals of high employment, price stability, and growth [WTI, WTII] BUSI 111 {3) Real Property Law and Real Estate Ethics This course examines questions such as; what is real property and how are assets and interests in real property created and traded BUSI 111 also examines a broad range of legal topics, including: contracts, agency, mortgages, residential and commercial tenancies, and registration of real property Students will also receive an overview of tort law, condominium law and the legislation which affects real property transactions The role of professionalism and ethical standards will also be dealt with in a general context as well as in the specific context of the real estate industry [WTI, WTII, STI] BUSI 121 (3) Foundations of Real Estate Mathematics This course introduces the techniques of investment and statistical analysis in a real estate context Topics include: statistical techniques, cash flow analysis, discounting, compounding, and the mathematics of real estate finance and investment analysis There is also a brief overview of graphing and surveying A personal computer with spreadsheet software is required [WTI, WTII, STI] BUSI 221 {3) Real Estate Finance in a Canadian Context The supply of and demand for mortgage funds in the Canadian mortgage market is examined Students will apply the principles of real estate financial analysis to a variety of topics, including: residential and commercial loan underwriting, loan refinancing, and creative real estate financing methods Students will learn the evolution of financing techniques in light of both the inherent risks in mortgage lending and the external influences of inflation and government policy (Prerequisite BUSI 121) [WTI, WTII] BUSI 300 {3) Urban and Real Estate Economics This course examines urban and real estate economics, illustrating how economic principles affect the demand for real estate, the operation of real estate markets, and the relationship between land use, land value, and location The overall objective of the course is to introduce the most important issues and topics in the study of cities and real estate markets, and to show how microeconomic principles can be used to critically analyze these problems Students must have access to a Microsoft Windows-compatible personal computer (Prerequisite BUSI 100 & 121) [WTI, WTII] BUSI 330 (3) Foundations of Real Estate Appraisal Introdution to concepts and techniques for appraising the value of real estate This course begins with an introduction to the appraisal profession and organization in Canada and summarizes the appraisal process The three classic approaches to value are presented and analyzed as they may be applied to single family and small, multi-family residential properties (Recommend BUSI 111, BUSI 121 & BUSI 300) [WTI, WTII, STI] BUSI 331 (3} Real Estate Investment Analysis and Advanced Income Appraisal Valuation techniques for income real estate, including income method of appraisal, tax consequences of real property ownership, and portfolio analysis methodology A personal computer with spreadsheet software is required for this course (Prerequisite BUSI 121 & BUSI 330) [WTI, WTII] BUSI 400 (3) Residential Property Analysis This course is designed to give real estate professionals, particularly appraisers, a working knowledge of the physical aspects or real estate development The course covers how houses are sited, designed, and constructed in Canada, as well as how factors such as design, material selection, and construction type affect their value The identification and assessment of problems due to design, construction, or deterioration, their effect on value, and how they should be reported will also be covered [WTI, WTII, STI] BUSI 401 (3) Commercial Property analysis This course covers the underlying theory and techniques used in the design, construction, and inspection of commercial properties The course will examine office, retail, apartment, industrial, and agricultural properties, as well as environmental issues and space measurement [WTI, WTII, STI] BUSI 425 (3) Land Use Regulation: Local Government Law and Planning This course provides a general understanding of the land use regulatory process and the IC'Iws that govern that process [Soon to be developed] BUSI 441 (3) Real Estate Management I This course is devoted to topics relevant to real estate management at a senior level The fundamentals of accounting, property management, leasing, development, planning and building audit are taught (Prerequisites BUSI 330 & BUS! 331) [WTI, WTII] BUSI 442 C3l Case Studies in Appraisal This course illustrates the practical application of techniques or real estate appraisal Students will employ appraisal principles learned in previous courses in completing a wide range of case studies, including: multiple unit residential buildings, industrial uses, office buildings, shopping centres, and other properties Investment decisions will be analyzed from various perspectives (Prerequisites BUS! 330 & BUS! 331) [WTI, WTII] BUSI 443 (6) Real Property Assessment Administration This course consists of core topics directly related to the real property taxation system and its administration (Recommend BUSI 330 & BUSI 331) [WTI, WTII] BUSI 444 (6) Computer Assisted Mass Appraisal This course is unique in that it presents a hands-on approach to computer-assisted mass appraisal techniques Students use a personal computer and statistical software to develop models designed to improve consistency and quality of real property assessments (Recommend BUSI 443) [WTI, WTII] BUSI 445 (3) Real Estate Development I This course examines the factors and processes that influence real estate development and considers how different types of real estate projects are evaluated from economic, social, political, and legal perspectives The role of governments and institutions will be discussed including procedures dealing with planners, landscapes architects, urban designers, engineers and design architects The course provides an overview of development from the project idea to the cursory feasibility, land acquisition, construction and Ethics with Applications to Real Estate This course explores ethical issues on business including such topics as corporate social responsibility, ethical dilemmas and ethical performance in business, socially responsive management, managing in a changing world, consumer protection, corporate governance, women's changing role in the workplace, business and the media, business and technology,
