229 CHAPTER POLICY IMPLICATIONS & TRADE-OFFS IN VARIOUS SCENARIOS Chapter presented an assessment of the diverse impacts, in terms of social, economic, and environmental outcomes, as well as energy, food, and water security – across the six scenarios The analysis suggests that energy-food-water nexus scenarios (SC5 and SC6) are the most desirable alternative pathways for Vietnam in the future, as these pathways will provide robust economic growth with minimum negative social and environmental impacts Meanwhile, other scenarios, focused on specific sector alone, will undoubtedly improve the outcome for that sector, but this will be achieved at the expense of generating negative outcomes for other sectors, and socio-economic and environmental outcomes This Chapter expands the discussion of the key findings of Chapter 6, with particular focus on identifying the advantages, disadvantages, and implicit trade-offs of all scenarios from a more comprehensive policy perspective This Chapter is organized as follows: Section 7.1 presents Energy-Food-Water Security Trade-offs; Section 7.2 presents Social, Economic, and Environmental Trade-offs; Section 7.3 presents Policy Trade-offs and Political Choices; while Section 7.4 presents major conclusions 7.1 Energy-Food-Water Security Trade-offs 7.1.1 SC1 BAU Scenario Figure 7-1: Trade-offs between Energy-Food-Water Securities: 2014-2030 (SC1) Source: Estimates are based on modelling developed in this research Values closer to origin describe adverse security outcomes
