1 INTRODUCTION Rationale for the study High-quality human resources are a constitutive part of the country's human resources, the core force that determines the level of socio-economic development of each country Developing high-quality human resources has become a regular issue, a top priority in the development strategies of many countries around the world In Vietnam, the development of high-quality human resources has been identified by our Party as a breakthrough and a key factor in ensuring the country's rapid and sustainable development The 13th National Congress of the Party affirmed: "Promote the development of human resources, especially high-quality human resources, to meet the requirements of the Fourth Industrial Revolution and international integration." [38, p.231] To realize the Party's viewpoint, all levels, branches and fields must pay attention and promote the development of high-quality human resources to meet the requirements of industrialization and modernization of the country including the agricultural sector Agriculture, farmers and rural areas are strategic issues and the most important task in the revolutionary cause of our country Currently, globalization, international integration and especially the development of the Fourth Industrial Revolution; the process of industrialization, modernization and urbanization in the country takes place on a large scale; The complicated situation of climate change, natural disasters and epidemics is having a strong impact and poses many difficulties and challenges for the agricultural sector In the face of such impacts, our Party's views on agricultural development, farmers and rural areas also make adjustments to suit the new context, according to which it is necessary to: " restructure agriculture, develop agriculture, rural economy associated with building new rural areas in the direction of ecological agriculture, modern rural areas and civilized farmers” [38, p.124] Therefore, developing highquality human resources in agriculture in Vietnam is an objective and urgent requirement This is the core force, which plays a decisive role in the success of the restructuring of the agricultural sector in association with the construction of new rural areas and the development of Vietnam's agriculture towards modernity and sustainability With its position as the capital, the national politicaladministrative center, a major center of culture, science, education, economy and international transactions, Hanoi must deserve to become one of the localities in the world Leading the way in many fields, including spearheading the development of high-quality human resources in general, and the development of high-quality human resources in agriculture in particular After expanding the administrative boundaries, Hanoi capital now includes 30 districtlevel administrative units, of which, the suburbs of Hanoi include 17 districts and 01 town, accounting for about 90.84% of the area nature and 50% of the city's population Although the production value of the agricultural sector accounts for a small proportion in the economic structure industrialization and modernization of agriculture and rural areas in the new period, high-quality human resources in agriculture in the suburbs of Hanoi still reveal some limitations disadvantage The overlapping with the scientific works that have been published published and in accordance with the nature of the doctoral thesis in philosophy, majoring in Scientific Socialism Chapter SOME THEORETICAL ISSUES ABOUT HUMAN RESOURCES HIGH QUALITY IN AGRICULTURE OUTSIDE OF HANOI 2.1 High-quality human resources and high-quality human resources in agriculture 2.1.1 The concept of human resources, high-quality human resources The concept of human resources: Human resource is the sum total of quantity, quality and structure of the labor force, both existing and potential, forming a with high productivity, quality and efficiency, directly contributing to agricultural development, as well as socio-economic development of the locality and the country From the above concept, the author analyzed the position and role of high-quality human resources in agriculture; specify the elements constituting this high-quality human resource in terms of quantity, quality and structure; at the same time, identify the main 11 parts of high-quality human resources in agriculture in Vietnam today, that is: the team of leaders and managers in agriculture; scientific and technological staff in agriculture; a team of entrepreneurs and a team of skilled workers in agriculture 2.2 Concepts, roles and determining factors of high-quality human resources in agriculture in the suburbs of Hanoi 2.2.1 The concept of high-quality human resources in agriculture in the suburbs of Hanoi Hanoi suburb is a concept that refers to the area outside the center of the capital, associated with the associated with the characteristics and requirements of agricultural development in the suburbs of Hanoi today, the author conceives: High-quality human resources in agriculture in the suburbs of Hanoi are a part of high-quality human resources of the capital and the country, a combination of the constitutive factors in people with political, moral, and ethical qualities good life; high level of education and technical expertise in agriculture; have good labor skills, creativity, quick adaptation, mastery of modern agricultural science and technology; physically able to meet the agriculture in the suburbs of Hanoi Therefore, in addition to common characteristics with high-quality human resources, highquality human resources in agriculture in the suburbs of Hanoi also have their own characteristics, reflecting the specific nature of labor in the agricultural sector in the suburbs of Hanoi The structure of high-quality human resources in agriculture in the suburbs of Hanoi includes: Quantity is the fundamental material factor, creating the basis and premise for the existence and development of high-quality human resources in agriculture in the suburbs of Hanoi In general, the quantity of high-quality human resources in agriculture in the suburbs of Hanoi refers to the total number of high-quality human resources available in agriculture in the suburbs of Hanoi methods and measures of legal influence of subjects to qualitatively transform the elements constituting high-quality human resources in agriculture in the direction of improving, contributing to increasing productivity and efficiency of agricultural production in the suburbs of Hanoi today The content of the above concept clearly reflects the purpose, subject, content and method of developing high-quality human resources in agriculture in the suburbs of Hanoi today Conclusion of chapter High-quality human resources in agriculture in the suburbs of Hanoi are the combination of the
