The project Director will take the full responsibility to the law and PMU Project Director appointed by the client for the consultant activities. He should be project manager for Package 2 and 3.

Capacity requirements:

1. Should be a professional engineer with having at least twenty five (25) years experience since graduation.

2. Shall have management experience for at least 3 project of the compatible size and nature.

Main duties include, but are not limited to, the following:

1. Ensure implementation of the consultant contract terms and mobilize measure to make the project to be undertaken in time and with required quality.

2. Coordinate closely with PMU quality assurance unit and relevant government authorities to conform construction quality assurance procedures stipulated by the Government.

3. Take the full responsibility for all failure, damage, default occurred to any construction item due to the consultant’s negligence or wrong acceptance.

4. Manage and supervise supervision team to ensure construction quality.

5. Provide support to PMU in all technical aspects and matters arising out of the Government and JBIC requirements.

6. Organize training work for the client staff.

10.2 Project Manager

The Project Manager will be fully responsible for supervision activities and quality management for package under his management and responsible to the Project Director and PMU Director.

Capacity requirements:

1. Must be a professional engineer with having at least eighteen (18) years experience since graduation.

2. Should have successful experience in a capacity of Project manager for minimum three project of compatible size and nature.

Main duties include, but are not limited the following:

1. Ensure implementation of the consultant contract term mobilize measures to make the package to be executed in time and with required quality.

2. Check and conduct necessary corrections to quality assurance plan submitted by the Contractor and manage all the consultant resources to conform quality assurance, to ensure construction quality and progress of the Package.

3. Review and correct, if required, working drawing submitted by the contractor to conform specifications for each item.

4. Coordinate closely with PMU quality assurance unit and relevant government authorities to conform construction quality assurance procedures stipulated by the government for the Package.

5. Take the full responsibility for all time, damage, default occurred to any construction item to the Consultant’s negligence wrong acceptance.

6. Manage and supervise supervision team to ensure construction quality.

10.3 Senior Tunnel Engineer

The Tunnel Engineer must be a qualified design and supervisor Capacity requirements:

1. Should have at least fifteen (15) years experience since graduation.

2. Should have experience of design and supervision of least three (3) immersed tunnels of compatible size and nature including as senior supervisor of least one (1) project of the immersed tunnel construction.

Main duties include, but are not limited to, the following:

1. Review working drawing of immersed tunnel construction items submitted by the Contractor, conduct the necessary correction to conform to specifications.

2. Assist the project Manager in reviewing and conducting the necessary corrections to quality assurance plan for construction of immersed tunnel items including construction of easting basin, immersed tunnel unit fabrication, cut and cover, retaining walls, ventilation tower and other auxiliary items.

3. Inspect the final arrangement for materials, equipment, from work, labor safety and other prior construction of each items.

4. Inspect together with Material Engineer quality of material to be incorporated to construction in conformity to specifications.

5. Manage supervision team, conduct permanent, continuous supervision to construction duration of all tunnel items to conform to specifications.

6. Inspect quality of the complete immersed tunnel construction items, advise the project manager and the Client on acceptability for the Contractor to continue construction or reject and obtain rectification for unqualified items.

Inspect and supervise the contractor finishing work of immersed tunnel items in conformity to specifications, progress and quality prior the final inspection to put the project into operation.

10.4 Senior Maritime Engineer.

The Senior Maritime Engineer, who is responsible for all marine works, must be a qualified engineer.

Capacity requirements:

1. Should have at least twelve (12) years experience since graduation.

2. Should have experience of design and supervision of least three (3) immersed tunnels of compatible size and nature including as senior supervisor of at least one (1) project of the immersed tunnel construction.

Main duties include, but are not limited to, the following:

1. Review together with Tunnel engineer temporary works proposed by the Contractor for installation of outfitting equipment, dragging and towing.

2. Liaise with Saigon port authority for towing and sinking immersed tunnel units.

3. Supervise bathymetric survey for access route leading to sinking locations.

4. Supervise dredging works for embankment fill, disposal sites, safety and environment control.

5. Supervise marine traffic during construction period.

6. Inspect and supervise the Contractor finishing work to conform to specifications, progress and required quality prior the partial acceptance.

10.5 Senior bridge engineer.

Bridge engineer (s) must be qualified engineer (s)

1. Should have at least fifteen (15) years experience since graduation covering bridge construction.

2. Should have experience of construction supervision of at least three (3) bridges of compatible size and nature and successful experience at least of three (3) long bridge with the length of 300m each, of which at least one (1) urban bridge..

Main duties include, but are not limited to, the following:

1. Assist the project manager in reviewing and conducting the necessary corrections to quality assurance plan for construction of bridge and interchanges including construction coordination with related contractors undertaking work on the same construction site. Monitor the contractor implementation of quality assurance plan.

2. Review working drawing submitted by the contractor for construction items of bridge and interchanges. Conduct necessary corrections including advise the conform to specifications and required quality for each construction item.

3. Inspect the final arrangement for materials, equipment, form work, labor safety and others prior construction of each items.

4. Inspect together with material engineer quality of materials to be incorporated in construction for conformity to specifications.

5. Carry out with assistance of local engineers permanent and continuous supervision of the contractor construction of foundations, piers, abutments, girder launching, paving... to conform to specifications and progress of bridge and interchange items.

6. Inspect quality of the completed bridge/interchange construction items, advise the project manager and the client on acceptability foe the contractor to continue construction or reject and obtain rectification for unqualified items.

Inspect and supervise the contractor finishing work of bridge/ interchange items in conformity to specifications, progress and quality prior the final inspection to put the project into operation.

10.6 Senior Highway Engineer

The Highway Engineer must be a qualified senior Engineer.

Capacity requirements:

1. Should have at least twelve (12) years experience since graduation

2. Should have experience of successful supervision of at least three (3) urban highway with over 6 lanes and length of over 5km.

3. Should have experience of at least one (1) project of soil treatment using sand drain, plastic vertical drain (PVD) or other modern treatment method.

Main duties include, but are not limited to, the following:

1. Assist the project manager in reviewing and conducting the necessary corrections to quality assurance plan for construction of roads including construction of roadbed, pavement drainage, canal slope protection road sign/post, signaling... Monitor the contractor implementation of quality assurance plan.

2. Review working drawing submitted by the contractor for construction items of roads. Conduct necessary corrections to conform to specifications and required quality for each construction item.

3. Inspect the final arrangement for materials, equipment, form work, labor safety and others prior construction of each items.

4. Inspect together with material engineer quality of materials to be incorporated in construction for conformity to specifications.

5. Carry out with assistance of local permanent engineers and continuous supervision of the contractor construction to conform to specifications and progress of bridge and interchange items.

6. Inspect quality of the completed road construction items, advise the project manager and the client on acceptability for the contractor to continue construction or reject and obtain rectification for unqualified items. Inspect and supervise the contractor finishing work roads items in conformity to specifications, progress and quality prior the final inspection to put the project into operation.

10.7 Senior Quantity Surveyor

Engineer in charge of Quantity survey should be a qualified senior quantity engineer.

Capacity requirements:

1. Should have at least twelve (12) years experience since graduation

2. Should have experience of successful supervision of at least three (3) project of the compatible size and nature, of which at least one (1) tunnel.

Main duties include, but are not limited to, the following:

1. Assist the project manager in reviewing and conducting the necessary corrections to quality assurance plan for construction of all items. Monitor the contractor implementation of quality assurance plan.

2. Measure the Contractor completed construction items to comply with drawings and required quality and accepted engineer. Inspect and submit the Project Manager and the Client invoice of accepted items for payment.

3. Set up database of quantities according to construction progress and quality assurance plan including accepted quantities, quantities to be done, to be used for progress and financial management. Prepare forms for acceptance and payment.

4. Advise the project Manager and the Client on financial management of completed quantities. Assist the Project Manager and the project Director in technical matters and reporting.

5. Check the contractor work plan and progress through management of completed quantities. Assist the project Manager and the project Director in technical matters and reporting.

10.8 Senior Materials Engineer.

This position requires as qualified engineer.

Capacity requirements:

1. Should have at least twelve (12) years experience since graduation covering materials engineering

2. Should have successful experience of material supervision of at least three (3) project of the compatible size and nature, of which at least one (1) tunnel project.

Main duties include, but are not limited to, the following:

1. Assist the project manager in reviewing and conducting the necessary corrections to plan survey, testing, transporting, acceptance, load testing, material testing in quality assurance plan.

2. Inspect the contractor testing laboratory proposal on equipment, personnel, testing specifications to ensure testing requirements.

3. Control of all materials to be incorporated into construction.

4. Control all materials brought to the construction side to conform to test sources, conduct inspection testing, if required. Control storage of materials on side to conform requires quality.

5. Inspect together with related engineer all materials prior to be used for any item.

6. Final checking of compliance of used material for each compliance of used materials in As-built document. Advise the project manager and the Client on acceptance or rejection payment for materials.

10.9 Senior Electrical engineer.

The senior Electrical must be a qualified engineer.

1. Should have at least twelve (12) years experience since graduation.

2. Should have experience of successful design and supervision of at least three (3) project of the compatible size and nature including at least one (1) immersed tunnel project with the length of not less than 1km in 05 recent years...

Main duties include, but are not limited to, the following:

1. Assist the project manager in reviewing and conducting the necessary corrections to quality assurance plan for construction of lighting system, ventilation, safety, signaling and surveillance for tunnel, electric system for toll plaza and the traffic signaling the contractor implementation of quality assurance plan.

2. Review working drawings submitted by the contractor for construction items of electricity. Conduct necessary correction on conform to specification and required quality for each construction electric item.

3. Inspect the final arrangement for materials, equipment, labor safety/traffic safety and others prior construction of each item.

4. Inspect quality of all electrical materials brought to construction site to conform to specifications.

5. Train local electric engineer and conduct permanent and continuos supervision of the contractor construction of electric items in tunnel, toll plaza, lighting and signaling to conform to specifications and progress of electric items.

6. Inspect quality of the completed electric construction items, advise the project Manager and the Client on acceptability for the Contractor to continues construction or reject and obtain rectification for unqualified items. Inspect and supervise the contractor finishing work of electric items in conformity to specifications, progress and quality prior the final inspection to put the project into operation.

10.10 Senior Mechanical Engineer.

The senior Mechanical Engineer must be a qualified engineer.

1. Should have at least twelve (12) years experience since graduation.

2. Should have experience of successful design and supervision of at least three (3) project of the compatible size and nature of which at least one (1) tunnel electro-mechanic system installation for tunnel project with the length of not less then 1km.

Main duties include, but are not limited to, the following:

1. Assist the project management in reviewing and conducting the necessary corrections to quality assurance plan for construction of ventilation system, safety system in tunnel. Monitor the contractor implementation of quality assurance plan.

2. Review working drawings submitted by the contractor for mechanic construction items. Conduct necessary correction to conform to specifications and required quality for each construction electric item.

3. Inspect the final arrangement for materials, equipment, labor safety and others prior construction of each item.

4. Inspect quality of all mechanical materials brought to construction site to conform to specifications.

5. Train local electric engineer and conduct permanent and continues supervision of the contractor construction of mechanical items in tunnel conform to specifications and progress of electric items.

6. Inspect quality of the completed mechanical construction items, advise the project Manager and the Client on acceptability for the Contractor to continue construction or reject and obtain rectification for unqualified items. Inspect and supervise the contractor finishing work of mechanical items in conformity to specifications, progress and quality prior the final inspection to put the project into operation.

10.11 Senior Utility Engineer

This position requires a qualified engineer Capacity requirements:

1. Should have at least twelve (12) years experience since graduation covering the utilities engineering

2. Should have experience of successful supervision of at least three (3) project of the compatible size and nature, of including at least one (1) urban road project with the length of not less than 6km with over 6 lanes in recent years...

Main duties include, but are not limited to, the following:

1. Assist the project manager and related management agencies in reviewing and conducting the necessary corrections to quality assurance plan for public utilities items such as underground power line, water supply, lighting, telecommunications, vehicle detector, computerized toll collector and signaling. Monitor the contractor implementation of quality assurance plan.

2. Review working drawings submitted by the contractor for public utilities items. Conduct necessary correction to conform to specifications and required quality for each construction item.

3. Inspect the final arrangement for materials, equipment, labor safety and others prior construction of each mechanical item.

4. Inspect together with related management agencies, quality of all public utilities such as electric, water supply, lighting, telecom materials brought to construction site to conform to specifications.

5. Train local utilities engineer and conduct permanent and continues supervision of the contractor construction of public utilities items to conform to specifications and progress of public utilities items.

6. Coordinate with management agencies of public utilities related to the project to conduct necessary corrections or modification in accordance with related management agencies requirement to conform to required specifications.

7. Inspect together with related management agencies, quality of the completed public utilities items, advise construction or reject and obtain rectification for unqualified items. Inspect and supervise the contractor finishing work of public utilities items in conformity to specifications, progress and quality prior the final inspection to put the project into operation.

10.12 Deputy Project Manager.

The Deputy Project Manage is responsible for assisting the Project Manager to comply with Vietnam relevant rules and regulations concerning with quality and management.

Capacity requirements:

1. Must be a qualified engineer with than twelve (12) years experience

2. Should have successful experience as Project Manager of at least one (1) projects of Category A or B funded by domestic found and as Deputy Project Manager of ODA funded transport project with contract value not less than 30% of Package contract value.

Main duties include, but are not limited to, the following:

1. Assist the project manager to comply with the contract terms and conditions to be conducted in conformity to the current rules/regulations of Vietnam on construction quality management.

2. Coordinate with Quality Assurance unit of MPU and other Government authorities to implement progress quality management procedures stipulated by the Government.

3. Assist Project Manager to receive all requirement of Government and local authorities related to the project and advise the Project Manager and Client on dealing with these requirements in conformity to rules and regulations of Vietnam.

4. Manage and supervise the local supervision engineer to conform to rules, regulations and specifications.

10.13 Local engineers.

The Local engineers must be a respective qualified engineer.

Capacity requirements:

1. Should have more than six (6) years experience since graduation covering design and construction supervision.

2. Should have successful experience as respective supervision of a project with contract value lot less than 30% of Package contract value

3. Should have passed the supervision courses and obtained the supervision consultant certificates of respective profession.

Main duties include, but are not limited to, the following:

1. study carefully technical specifications and of the assigned respective discipline, receive instruction of senior. Familiar relevant specifications concerning with construction item.

2. Assist the senior engineer in conducting the final inspection of the contractor arrangement for materials, equipment, labor safety, traffic and others prior to construction of each item.

3. Assist the senior in inspecting quality of materials incorporated into construction to conform to specifications.

4. Conduct permanent and continues supervision of the contractor construction to conform to specifications and the senior engineer instruction. Report to the senior engineer on all defaults of the Contract on site and obtain rectification.

5. Make detail record of the contractor construction works, maintain on site construction diary. Catalog the daily construction diary to make it easy for relevant agencies to quickly identify a default reason when it happens.

6. Assist the senior engineer in inspecting completed construction items for acceptance.

10.15Other Requirements.

1. All expatriates assigned for the project should be good at English to enable them directly communicate. The English of expatriates should be at a level of being able to express themselves on technical items, matters and prepare reports.

2. The local engineers should have English knowledge of Level C and to be able to communicate on technical matters.

3. All expatriates and local engineer should have a good health and in working age limit. A good health certificate suitable with conditions working on site issued by the authorized health agencies is a must for all supervision consultant.
