1 INTRODUCTION Rationale for the study Pedagogical cultural environment keeps a role of paramount importance in creating a living environment and improving a healthy cultural and spiritual life; it helps learners develop their personality and behaviour, thereby improving the quality of their learning and training Pedagogical cultural environment is also a place to nurture, nurture and develop cultural values and standards for learners to perfect themselves towards the true, friendly and beautiful values Simultaneously, it is a "filter", "barrier" to prevent the impacts from the negative side of the market economy The Party have indicated: “Associate building the cultural environment with developing people; initially forming new human values with the qualities of social responsibility, civic consciousness, democracy, initiative, creativity, and aspiration” In recent years, being fully aware of the role and importance of the pedagogical cultural environment, military develop learners' personality In addition, the perception of some subjects about the role of the cultural and pedagogical environment at military officer schools is not comprehensive and deep, and the important role for cadets’ overall development Accordingly, this leads to the implementation of some subjects that are not really commensurate with the role of the pedagogical cultural environment and the need to develop and perfect learners' personality currently Along with it, the enthusiasm, responsibility, activeness and self-consciousness of some practitioners in self-development are still limited These are considered as obstacles in improving the quality of education and training at military officers' schools currently At present, the internationalization and globalization trend is happening faster and faster; the fourth industrial revolution is taking place strongly, affecting all aspects of social life These impacts have both positive and negative sides on ideology, morality and lifestyle of all classes of people, including military cadres and soldiers; especially young cadets who not have much experience in military activities On the other hand, the rebellion of hostile forces on the field of cultural thought; through many malicious tricks, promoting the deviant and reactionary tendency to corrupt the personality of the young generation, especially the future officers - the core of military construction; The intention to "de-politicize" the military has always been an obstacle in the formation and development of cadets’ personality at the Vietnam People's Army officers schools currently Therefore, the PhD student decides to choose the topic entitled: "Pedagogical cultural environment for development of cadets’ personality at military officer schools of the Vietnam People's Army today” as his doctoral thesis with urgent theatrical and practical significance Aims and objectives of the study Aims The thesis aims at clarifying some theoretical issues and the current situation of the role of pedagogical culture environment with development of cadets’ personality at the Vietnam People's Army's officer schools; accordingly, the thesis proposes the basic solutions to promoting the role of pedagogical cultural environment for development of cadets’ personality at the current Vietnam People's Army officer schools 3 Objectives Giving an overview of the thesis-related research situation Interpreting the essence and some basic factors determining the role of pedagogical culture environment with development of cadets’ personality at the Vietnam People's Army's officer schools Analysing the current situation of the role of pedagogical cultural environment for development of cadets’ personality at the officers of the Vietnam People's Army; the causes of the current situation and some issues on promoting the role of pedagogical cultural environment for development of cadets’ personality at the current Vietnam People's Army officer schools Proposing some basic solutions to promoting the role of pedagogical cultural environment for development of cadets’ personality at the current Vietnam People's Army officer schools Object and scope of thesis is based on the results of investigations and actual surveys of the PhD student on the role of pedagogical cultural environment and cadets’ personality development at the Vietnam People's Army's officer schools Methodology: The thesis is carried out on the basis of dialectical materialistic methodology; it also uses specific research methods such as: Analysis and synthesis, logic and history, systems and structures, sociological investigation, and expert’s consultancy New contributions of the study Clarifying the conception of the role of pedagogical cultural environment and developing cadets’ personality at the Vietnam People's Army officer schools Analysing some basic factors defining the role of pedagogical culture environment with development of cadets’ personality at the Vietnam People's Army's officer schools Indicating some issues about promoting the role of pedagogical cultural environment for development of cadets’ personality in the current Vietnam People's the issues need further addressing in the thesis 1.2.1 An overview of the results of the published works related to the thesis Firstly, these works have clearly defined the conception, the structure and the role of cultural environment, pedagogical culture environment; analyse the cultural environment structure, clarify the cultural environment of pedagogy at the school of officers; point out the requirement and the elements of cultural environment as well as pedagogical cultural environment Secondly, these works share a common point that is to show the structure, nature and characteristics of the personality; the inevitable to form and develop personality; generalizing and pointing out the necessity to foster and develop the soldier's personality in the Vietnam People's Army for the cause CULTURAL ENVIRONMENT FOR PERSONAL DEVELOPMENT OF CADETS AT MILITARY OFFICER SCHOOLS OF THE VIETNAM PEOPLE’S ARMY 2.1 The essence of the role of pedagogical cultural environment for cadets’ personal development at military officer schools of the Vietnam People's Army 2.1.1 The conception of pedagogical cultural environment and cadets’ personal development at military officer schools of the Vietnam People's Army * The conception of pedagogical cultural environment at military officer schools of the Vietnam People's Army Pedagogical cultural environment at military officer schools of the Vietnam People's Army is all material and spiritual elements that form a whole in defined space and time, often affecting the process of forming, nurturing and perfecting the character of cadres, lecturers, cadets, employees, non-commissioned officers and soldiers in terms of the truth, the goodness, and the beauty The factors making up pedagogical cultural environment at military officer schools include: People with pedagogical background, as the constituent element of the pedagogical culture environment in military officer schools, include cadres, lecturers, and cadets with certain posters, message boards, slogans, materials and equipment for spiritual life The system of pedagogical cultural landscape in military officer schools includes lecture halls, halls, sports, training tasks and every task assigned Practical capacity is shown in the ability to define organizational purposes, arrange the implementation of learning and training at schools Developing personality of cadets at officer’s schools of the Vietnam People's Army is the process of statutory impact of subjects transforming the quality and capacity of learners in the direction of progress and humanity and training to meet the objectives and requirements of training army officers The subjects of cadets’ personal development at military officer schools of the Vietnam People's Army include all forces, organizations and individuals at military officer schools The features of the process of developing cadets’ personality at military officer schools include: 11 Firstly, developing cadets’ personality in military officer schools is an objective process Secondly, developing cadets’ personality is always associated with deliberate impacts The method of developing cadets’ personality at military pedagogical environment in military officers’ schools is always reflected and subject to the specific system of laws of the military 12 Secondly, pedagogical environment in military officers’ schools CURRENT SITUATION AND SOME ISSUES ON PROMOTING THE ROLE OF PEDAGOGICAL CULTURAL ENVIRONMENT FOR PERSONAL DEVELOPMENT OF CADETS AT MILITARY OFFICERS SCHOOLS OF THE VIETNAM PEOPLE’S ARMY 3.1 The current situation of the role of pedagogical cultural environment for personal development of cadets at military officer schools of the Vietnam People Army today 3.1.1 Some main advantages First, the cultural and pedagogical environment in military officer schools has shown the role as a condition and premise for building, forming and transforming learners' personality It is a particular environment where military pedagogic activities take place, cultural and pedagogical environment at schools plays an important role in creating a healthy living environment and 14 improving a cultural and spiritual life, especially in the educational environment, it can stimulate each cadet’s positivity, self-awareness, passion and interest in learning Second, the cultural and pedagogical environment in military environment is the foundation to have a positive impact on orienting cadets according to ethical standards, constantly reinforcing good relationships, through which they accumulate positive factors, the right ones, the humanities, and the value of truth - goodness - beauty At the same time, it creates a strong motivation for cadets to experience, assert, and devote their wisdom, promptly detect and overcome their limitations and shortcomings in both awareness and in their deeds 3.1.2 Some major limitations Firstly, the cultural and pedagogical environment at military officer schools still has contents that have not clearly shown the role 15 of conditions and prerequisites for building, forming and transforming learners' personality In fact, the cultural and pedagogical environment in a few military officers schools are authorized by the Party Committee, commanders at all levels to realize just superficial activities, such as strengthening barracks, remodelling gardens, and in culture and arts school; The role and great potential of pedagogical cultural environment have not been fully seen, affecting the quality and efficiency in performing the tasks of education and training Secondly, the pedagogical culture environment at the Vietnam People's Army's officer schools has the content that does not meet the legitimate cultural needs and cadets’ collective activities relationships, communication and behaviour of cadets at military officer schools; the determination of the content, form, and measures to organize pedagogical cultural activities at military officer schools is sometimes not comprehensive; the system of cultural and pedagogical institutions in some officer schools is not really comprehensive and inadequate Thirdly, the content of the cultural and pedagogical environment in military officer schools has not clearly shown the orientation and adjustment of cadets’ personal development towards humanitarian progress In practice, there is a time when the cultural and pedagogical environment in some officer schools has not clearly shown the role in orienting and adjusting cadets' personal development towards humanistic progress Thus, some cadets are not really self-conscious in learning and training; hesitate to acquire knowledge to develop quality and capacity for themselves; there are also signs of dodge, lack of self-awareness to fulfil their assigned tasks and some of them are unwilling to work hard 3.1.3 The causes of these advantages and limitations * Causes of advantages: 16 Firstly, military officer schools always receive the attention, leadership, timely direction and guidance of the Central Military Commission, the Ministry of Defence, and the General Political Bureau Secondly, the party committees, party organizations leadership, direction and guidance of their superiors, based on the conditions of each agency and unit, to promote well the synergy of the organizations into a unified whole system of elements of the cultural and pedagogical environment in military officer schools Fourthly, cadres, lecturers and cadets have a high sense of responsibility in building a pedagogical culture environment * Causes of limitations Firstly, leaders and direction of the party committees, party organizations and leaders at all levels have not paid due attention; the difficulties and problems arising in the construction of cultural and pedagogical environment are not yet expected and timely planned Secondly, some cadres, lecturers and cadets are not active enough to have active initiative; qualifications and capacity to build cultural and pedagogical activities Thirdly, the funding for building a pedagogical cultural environment in the current military officers does not meet the requirements; the investment in bravery, ethical qualities and practical capacity Therefore, synchronous elements of the cultural and pedagogical environment in military officer schools are the basis, conditions and capabilities for cadets’ personality development This is a basic principle for identifying cadets’ personal development relevant to the new situation 3.2.3 The issues about the cohesion between pedagogical cultural environment and cadets’ efforts to self-develop their personalities at military officer schools of the Vietnam People's Army Pedagogical cultural environment at military officer schools is a development at military officer schools of the Vietnam People’s Army today Chapter BASIC SOLUTIONS TO PROMOTING THE ROLE OF PEDAGOGICAL CULTURAL ENVIRONMENT FOR PERSONAL DEVELOPMENT OF CADETS AT MILITARY OFFICER SCHOOLS OF THE VIETNAM PEOPLE'S ARMY TODAY 4.1 Raising the related subjects’ awareness and responsibilities for pedagogical cultural environment at military officer schools of the Vietnam People's Army 4.1.1 Raising awareness and responsibility of the party committees, party organizations and commanders at military officer schools The subjects' awareness and responsibility to perfect the specific model of pedagogical cultural environment into the target, the officer training program at military officer schools is associated 19 with the cadets’ personal development Through the orientation, research, addition and completion of a specific model of pedagogical cultural environment, the officer training program at military officer schools will create a synchronous change at
