2017p: Khối lượng vốn FDI dự báo theo tính tốn IMF năm 2017 81 - Chưa có thống kê khối lượng vốn ODA năm 2017 82 PHỤ LỤC LƢỢNG KIỀU HỐI CHUYỂN VỀ VIỆT NAM GIAI ĐOẠN 2000 – 2017 Năm Nguồn: World Bank, 2000 – 2017 Ghi chú: 2017p: Lượng kiều hối dự báo theo tính tốn World Bank năm 2017 PHỤ LỤC TỶ LỆ TĂNG TRƢỞNG GDP VIỆT NAM VÀ THẾ GIỚI GIAI ĐOẠN 2000 – 2017 84 PHỤ LỤC TỔNG DỰ TRỮ NGOẠI HỐI TẠI VIỆT NAM GIAI ĐOẠN 2000 – 2017 Nguồn: IMF, 2000 – 2017 85 PHỤ LỤC TỶ LỆ TIỀN MẶT LƢU THÔNG TRONG CƠ CẤU THANH KHOẢN TẠI VIỆT NAM GIAI ĐOẠN 2007 – 2016 Nguồn: NHNN Việt Nam, 2007 – 2016 86 ABSTRACT The study examines dollarization situation in Vietnam’s economy Based on empirical review, this study presents theoretical framework about dollarization phenomenon Also, the author revisits dollarization research from different countries in the world in order to gain experience in solving dollarization Based on these studies, the author analyzes dollarization situation in Vietnam’s economy in the period from 2000 to 2017 The author analyzed and determined that the level of dollarization in Vietnam is at the average which caused by the US dollar However, this foreign currency is not recognized as an official currency, hence, Vietnam can be seen as an unofficial dollarization country According previous studies and the reality of dollarization in Vietnam as well as the direction of management in controlling dollarization, the author suggests some appropriate solutions in order to control the dollarization phenomenon This study applies qualitative approach including four chapters as (i) Theoretical framework of dollarization; (ii) Empirical review and experience for Vietnam; (iii) Dollarization situation in Vietnam’s economy; (iv) Recommendations The findings of study show that in order to control dollarization, Vietnam should (i) complete the legal framework, (ii) stabilize exchange rate of VND/USD, (iii) regulating the flow of foreign capital in the free market, (iv) control deposit interest rate of VND and USD, (v) improve the convertibility of local currency, (vi) reduce cash in circulation 87 INTRODUCTION Rationale research Dollarization is not a new phenomenon in the economy of countries In terms of theory, dollarization plays an important role in the economy Dollarization has been a topic of many researchers in the world since the global economy was formed and developed According to Connie Mack (1999, page 352), the term “dollarization” describes a phenomenon which people in a country use foreign currency widely or replace local currency The reason causing dollarization in countries is different because of different features and conditions in each country Therefore, dollarization has different impacts on the economy such as positively and negatively or both in different levels In reality, the US dollar appeared in Vietnam in 1954 In the 90s, this currency played a certain role in Vietnam’s economy Nowadays, in commercial trade, investment and foreign trade, the US dollar is used widely and along with local currency However, the government and the State bank does not recognize the US dollar as the official currency in economic activities Hence, Vietnam has been classified as an unofficial dollarization country Based on the rate of foreign currency deposits on broad money (FCD/M2), dollarization in Vietnam is in average level Vietnam’s dollarization is caused by many reasons such as (i) inflation, (ii) exchange rate, (iii) deposit interest rate, (iv) the flow of foreign capital Dollarization facilitates Vietnam’s economy to integration global economy as well as stimulate the development, however it also increases the dependence on the US dollar and reduce the value of Vietnam dong Because of negative impact of dollarization, the government and the State Bank found solutions to regulating macroeconomic conditions in order to control and decrease dollarization Currently, although the rate of dollarization deposit declined, the use of US dollar in the free market is wide and uncontrolled This is a great challenge for management in the economy 88 In conclusion, in terms of theory and reality, dollarization is a serious concern in countries including Vietnam Controlling dollarization is essential for economic situation of the world in general and Vietnam in particular Hence, the author decides to choose the topic “Dollarization in Vietnam’s economy” as an undergraduate thesis Empirical review Dollarization is not a new research topic so there was a lot of research on this issue In relation to the dollar economy, most of the world's research focuses on the status of dollarization in the developing countries as following: - The research "Currency Substitution in Developing Countries: An Introduction" (Guillermo Calvo and Carlos Vegh, 1992) used qualitative method to describe the principal policies and analytical issues related to alternative currency in developing countries - The study "Dollarization in Cambodia: Causes and Policy Implications" (Nombulelo Duma, 2011) combined qualitative and quantitative method and found that dollarization in Cambodia continued increasing despite the stable macro economy and policies in the 2000s - The research "Dollarization in North Korea: Evidence from a Survey of North Korean Refugees" (Sung Min Mun and Seung Ho Jung, 2017) applied quantitative method to measure the level of dollarization in North Korea by using result from the investigation of 231 North Korean refugees moved to South Korea from 20077 to 2015 The domestic studies focus on dollarization situation and analyze solutions to control dollarization in Vietnam as following: - The study “Đánh giá giải pháp hạn chế mức độ la hóa” (Nguyễn Thiện Cƣờng, 2011) introduced dollarization in general and dollarization in Vietnam in particular between 2005 and 2011 as well as analyzed polices implementing in order to reduce the level of dollarization - The research paper “Đơ la hóa điều hành sách tiền tệ Việt Nam” (Nguyễn Thị Hồng, 2011) analyzed the trend of dollarization by different approaches, assessed the impact of dollarization on regulating monetary policy and suggested some policies Overall: - Research subject is the level of dollarization in the economy and the indicators of causes and impacts; - Research objective is to investigate the dollarization situation in countries which have the high level of dollarization and developing countries; - The time of study is different and uncontinuous; - Research method is mainly qualitative method combining statistical analysis There are some studies applied quantitative approach in order to estimate the impacts of explanatory variables - Data in studies is not updated frequently Research objectives The main purpose of research is to investigate the dollarization in Vietnam’s economy in the period from 2000 to 2017 and suggest some solutions in order to control dollarization According to the fundamental of this research, there are some certain objectives as following: 90 - The author revisits the dollarization in the world to gain experience for Vietnam; - The author investigates dollarization in Vietnam from 2000 to 2017 to have an overview of dollarization, causes and impacts on the economy; - The author suggests some solutions to control dollarization in Vietnam Research questions The fundamental questions which the study attempts to answer are as follows: - Which experience does Vietnam gain from dollarization situation in the world? - How did Vietnam’s dollarization develop in the period from 2000 to 2017? - What are causes of dollarization in Vietnam? What are impacts of dollarization on Vietnam’s economy? - Which are solutions to control dollarization in Vietnam?
