1 INTRODUCTION Rationale for the study After over 30 years of renovation, the development of a socialistoriented market economy has enhanced Vietnam's strength and power, contributing to consolidating its position in the international arena Along with economic growth and development, hunger eradication and poverty reduction programs (HE, PR); the assistance for disadvantaged people in society has been conducted in the whole country The income per capita has been increased, people’s material and spiritual life have been significantly improved, and the appearance of localities has changed positively Notably, Vietnam is ranked among the countries with the fastest rate of poverty reduction in the world However, due to the low starting point, the impact of the market economy, international economic integration and other causes, a variety of problems have arisen such as: the gap between the rich and the poor, the income differences, the risk of job loss, illness, sickness among workers, especially unskilled workers Therefore, the construction of an appropriate social security (SS), contributing to the implementation of social progress and social justice is an urgent issue presently Since the re-establishment of the province (1997) up to now, Bac Giang province has both achieved the goal of building an industrial province, as well as comprehensive socio-economic development, maintaining political security and social order and safety , in which SS is always identified as an important task Many projects to support production development, housing support, vocational training, job creation, etc help disadvantaged people in the province to stabilize their lives However, according to an objective assessment, the implementation of SS for people still has many limitations that need to be overcome: the poverty and hunger rate in the province is still high compared to the national average, especially a set of ethnic minorities in Son Dong and Luc Ngan districts In the highlands, the economy is underdeveloped, the intellectual level and the production are selfsufficient and self-sufficient Although the infrastructure has been strengthened, the risk of losing jobs or being hurt due to inadequate or irregular jobs of each population increases due to arable land shrinking or loss due to urbanization and industrial park development The quality of jobs is not high, not stable, not guaranteed income The coverage of SS (SS), HI (HI) is still low, the number of people participating in HI reaches 64% (in 2012), and the situation of arrears and evasion of SS and HI is increasing The number of medical examination and treatment with HI in some places is not high, causing many difficulties with the settlement of policies and benefits for employees The above situation has been hindering the socio-economic development of the province, directly affecting the implementation of SS in the province From the above practice, it is required to have a comprehensive research project, to properly evaluate achievements and limitations, based on which to draw experience and contribute to policy advice to improve the quality of SS implementation in the time next time However, up to now, there has been no systematic and intensive research on this field From the above basis and current situation, the author decides to select the issue: "The leadership of Bac Giang province’s Party Committee in implementation social security from 2005 to 2015" to be the doctoral thesis of History, specialized in History of the Communist Party of Vietnam Purposes and tasks of the study Purposes Clarifying the process of Bac Giang's Party Committee leading the implementation of SS from 2005 to 2015, thereby giving comments and summarizing some experiences for reference to apply today Tasks Giving an overview of research situation related to the thesis topic Analysing the factors affecting the process of Bac Giang provincial Party Committee in implementing SS from 2005 to 2015 Generalizing and clarifying the guidelines and direction of the Bac Giang Provincial Party Committee on implementation of SS from 2005 to 2015 Assessing the achievements, limitations, clarifying the causes and drawing some experiences from the process of Bac Giang's Party Committee leading the implementation of SS (2005 - 2015) Object and scope of the time: The dissertation researches the Party Committee of Bac Giang province leading the implementation of SS from 2005 to 2015 The statistics and analysis are mainly for 10 years (2005 - 2015) However, the thesis also addresses a number of issues before 2005 and after 2015 Theoretical, practical basis and methodology Theoretical basis The thesis is based on Marxist - Leninist theory, Ho Chi Minh ideology and the views of the Communist Party of Vietnam on SS Practical basis The thesis is presented on the basis of the leadership practice of Bac Giang Provincial Party Committee on implementation of SS from 2005 to 2015 Simultaneously, it inherits some works related to the published dissertation topic, reports and summary data on SS implementation in Bac Giang province Methodology In order to accomplish the purpose and task of the research, the thesis is done mainly by historical method, logical method and the combination of two main methods In addition, the methods of statistics, analysis, synthesis, comparison, interviews and sociological surveys are also used to ensure that it is suitable for studying specific issues in each content of the thesis New contributions of the study The thesis contributes to clarify the concept and pillars of SS in Vietnam presently The thesis systematizes analyses and clarifies the policy of the Bac Giang Provincial Party Committee on SS implementation in 10 years (2005 - 2015) At the same time, it objectively restores the process of Bac Giang Provincial Party Committee directing the implementation of SS in two stages (2005-2010 and 2010-2015) in main areas: poverty reduction; SI and HI; Social assistance and social special treatment The thesis contributes some experiences of the leadership of Bac Giang Provincial Party Committee in implementing SS based on achievements, limitations and causes during 10 years of implementation of SS (2005 - 2015) Theoretical and practical significance of the study The thesis contributes to summarizing the process of leading the Party to implement SS from 2005 to 2015 through practice in Bac Giang province The thesis provides arguments for supplementing, developing guidelines and policies to solve SS issues in the coming time The thesis can be used as a reference in researching and teaching the history of the Communist Party of Vietnam at academies performing its employment goals and ensuring SS" by Thu Hang (2015) Thus, up to now, there has not been any research work on "The leadership of Bac Giang province’s Party Committee in the implementation of SS from 2005 to 2015" from the perspective of the History of the Communist Party of Vietnam Therefore, it can be confirmed that the thesis does not overlap with any works published previously 1.2 An overview of the results of the published works and the issues need addressing in this thesis 1.2.1 An overview of the results of the published works Regarding materials: through researches on SS, it shows that SS issues are studied at different levels both at home and abroad, from the central to local levels; types of research works are diverse and varied from books, scientific topics, and seminars, conferences to articles or dissertations Regarding the way of approach and research method: SS research approach is approached in many different angles and aspects depending on the purpose, tasks and expertise, different research fields such as: Economics, sociology, Politics, Philosophy Regarding content: the contents have been studied quite clearly: Concept, structure, role of SS Although there are different approaches, but overall SS is understood in two meanings: In a broad sense, SS is all measures of the State, individual community towards ensuring life for people; In a narrow sense, SS aims to ensure at least the subsistence goals of vulnerable or disadvantaged populations in the society However, there are still some issues that have not been thoroughly studied and clarified such as: The concept and structure of SS have not been unified, since then; some new concepts have appeared in the pillars of SS in several scientific works The researched works have not fully assessed the reality of the process of Party leadership in implementing SS for people in each province in Vietnam in under the perspective of history of the Party The works on SS and policy implementation process for people in Bac Giang province are very few Published researches mainly focus on one of the pillars of the SS pillars such as: poverty reduction, job creation for people, and social protection policies for people with disabilities Through the overview of the research works related to the thesis topic, the student realized that no scientific work has approached under the perspective of Party History science for direct and comprehensive research , systematic, in-depth about the process of Bac Giang's Party Committee leading the implementation of SS from 2005 to 2015 Thereby summing up comments on advantages, limitations, drawing experience in master planning and directing valuable practice reference in the coming time This is the "gap" that the History of the Party needs to study and clarify 1.2.2 The issues need further addressing in the thesis By approaching from the perspective of Party History science, the thesis’s author will focus on studying the following basic issues: First, clarify the impact factors creating difficulties and advantages in implementing SS in Bac Giang Second, on the basis of collecting and systematizing, analysing and clarifying the guidelines and direction of the Bac Giang Provincial Party Committee to implement SS from 2005 to 2015 Third, give comments on the achievements and limitations; clarifying the cause; drawing experience from the process of Bac Giang provincial Party leader in implementing SS in the years 2005 - 2015, initially suggesting the direction of applying experiences to improve the effectiveness of the leadership to promote SS in the coming time Conclusion of chapter The works on SS are various and diverse with their great theoretical and practical significance However, the issue of the leadership of Bac Giang province’s Party Committee in implementing SS from 2005 to 2015 is a "gap" of the Party History Science that the thesis will focus on researching and interpreting the following points: The inevitable objective of leading the implementation of SS; generalizing, analysing and clarifying the guidelines and direction of Bac Giang province’s Party Committee in implementing SS; giving comments on achievements, limitations and drawing experiences from the process of the leadership of the provincial Party Committee in implementing SS (2006-2015) Chapter POLICY AND LEADERSHIP OF BAC GIANG PROVINCE’S PARTY COMMITTEE IN IMPLEMENTING SOCIAL SECURITY (2005 - 2010) 2.1 The affecting factors and the policy of Bac Giang province’s Party Committee on implementing social security 2.1.1 The factors affecting the leadership of Bac Giang Provincial Party Committee 2.1.1.1 SS and its role and functions * The concept and the pillars of social security In the world as well as in Vietnam, there exist many concepts about SS Basically, it is understood in two shades of meanings: In a broad sense, SS is a guarantee for the implementation of human rights in peace, security and safety in society In a narrow sense, SS is a guarantee of income and living conditions for individuals and families when they face risks, uncertainties in life, and have income reductions due to loss of working capacity or job Also, it is a guarantee for the disadvantaged in society Appropriate to the world’s general concept and Vietnam’s characteristics, SS system in the country is built in a multi-layered, comprehensive direction with five main pillars: First, the system of policies, solutions and programs to develop the labour market, with a focus on vocational training support, job creation for disadvantaged and unemployed people in the labour market; vocational training allowances for redundant labourers due to the process of restructuring enterprises, equitizing state enterprises Vocational training and job creation associated with the development of socio-economic development programs This pillar is preventive, primarily supporting workers who lose their jobs or become unemployed through active or passive labour market policies to stabilize their lives to a minimum and help they soon returned to the labour market (employed) Second, promote a diversified insurance system such as SI, HI (towards universal insurance), unemployment insurance, labour accident and occupational disease insurance, agricultural production insurance and other forms of insurance Other appropriate insurance forms Develop both compulsory and voluntary insurance forms This is one of the most important pillars of the SS system to overcome risks for all people, first of all workers, in the case of illness, accident, occupational disease, unemployment loss of working capacity in old age and death, etc Third, perfect flexible social assistance policies and systems, effectively coping with events and risks (irregular and regular assistance) Enhancing the role of the State along with promoting the development of forms of social assistance, voluntary and humanitarian, community-based social relief; focus on vulnerable population groups, social protection beneficiaries To formulate and well implement preferential policies for people with meritorious services, war invalids and martyrs' families This is a special pillar floor to realize the noble goal of giving gratitude to the sacrifices, special merits and great contributions of those who have contributed to the revolution and to the country; It is the responsibility of the State and the society to take care of and ensure people with Party and the State in the process of promoting industrialization and modernization of the country, an important criterion contributing to the development of sustainable development of each country Poverty reduction has a close relationship with job creation for workers, subsidies, social assistance, payment and participation in SI and HI for people Fifth, develop social service systems and social welfare systems, to improve access to social services, primarily basic and essential public services such as housing, electricity, clean water, health care, education, culture and information for all people, especially for the poor and poor areas This is the layer to ensure at least the minimum living standards for vulnerable social groups that need social assistance to have a stable life and better integration into the community In fact, SS in Vietnam has created great development and complexity during the transition to socialism Therefore, SS policy system must meet three basic functions: Risk prevention, risk mitigation and risk mitigation With policies, programs to prevent, mitigate and overcome risks for people and not let anyone fall into distress without assistance This confirms the great role of SS for socio-economic development and stability From the concept, pillar and role, the function of SS requires the Party Committee of Bac Giang province to be aware and know 2.1.1.2 Characteristics of natural, socio-economic conditions of Bac Giang province The factors of natural and socio-economic conditions affecting the leadership of SS implementation of Bac Giang Provincial Party Committee in both positive, favourable and difficult directions and challenges require Bac Giang Provincial Party Committee to awareness of practical situation, appropriate planning and direction to exploit advantages and overcome difficulties to implement SS: In terms of advantages: Bac Giang is a province with a very important geopolitical position in the North-eastern region of the country, along with the advantages of weather, climate, soil, hydrology bestowed by nature , Bac Giang also has a convenient transportation system not far from the country's major economic centre, quite developed economic infrastructure; these are great potentials for the provincial Party Committee to develop models Agro-forestry economy, trade, services, industry handicraft contribute positively to ensure effective implementation of SS programs in the province, etc On the other hand, the province has a population structure Ethnic diversity, each ethnic group has its own nuances in production methods; nuances in ethnic culture are favourable bases for the provincial Party Committee to promote the synergy of both the political system and social resources to implement SS In terms of difficulties: As a province with a strongly divided terrain, the socio-economic development of ethnic minorities still faces many difficulties The scale and level of socio-economic development between ethnic groups and between ethnic minorities in mountainous areas compared to the plains are still much different Especially, in ethnic minority districts of Bac Giang province, the economy is mainly agricultural, although the economic infrastructure has been upgraded and 10 upgraded, but it has not met the requirements of economic and living development people; The results of poverty reduction are not really sustainable, the risk of re-poverty is high, causing significant difficulties for the implementation of socio-economic development goals as well as the implementation of SS in the province The cultural level of the people remains low, some ethnic minorities live mainly on natural conditions, not yet adapting to modern science and technology, a small number of ethnic groups still tend to practice shifting cultivation directly affects the effectiveness of SS implementation in the province Bac Giang is a province with a lot of people with meritorious services to the revolution By the end of 2005, the province was managing 38.6 thousand policy beneficiaries, nearly 15,000 wounded, sick soldiers, 312 Vietnamese Heroic mothers, over 1.7 thousand people participated in the resistance and their offspring were contaminated with toxic chemicals and a number of other people with meritorious services This is one of the obstacles in managing and implementing social policies 2.1.1.3 The situation of implementing SS in Bac Giang province before 2005 Before 2005, SS work in the province initially achieved some good results but there are still many limitations that need to be overcome: The poverty reduction results are not solid; many households have just escaped from poverty, so their life is still difficult Unstable income, high risk of falling back into poverty The number of people participating in SI is low; especially the labour force participating in unemployment insurance has not been implemented The source of social assistance is not really active; it is based on the central budget The facilities for nurturing social assistance beneficiaries have just been built, so there is a shortage of human, material and technical resources The advantages in the process of implementing SS before 2005 have a favourable impact, which is the basis for the Bac Giang Provincial Party Committee to continue implementing SS in an orderly, practical, effective manner, providing valuable experiences for process of implementing SS in the province in the following years The remaining limited issues require further strengthening of the leadership and direction of the Bac Giang Provincial Party Committee in implementing SS 2.1.1.4 The policy of the Communist Party of Vietnam on social security The Party's policy on SS directly impacts on and decides the formation of guidelines and direction for the implementation of SS of the Party Committee of Bac Giang province Through the Tenth National Congress (2006) and the 6th, 7th and 9th national conferences, the policy on SS is constantly being supplemented and developed The Party 14 guide the above tasks and widely launch the "Gratitude" movement in the province in order to attract a large solid; the number of households falling back into poverty is still high, concentrated in some highland districts (Son Dong, Luc Ngan, etc.) This not only directly affects the lives of the people, the socio-economic development of the province, but also sets a new requirement for further adjustment, addition and completion of the policy on implementing SS Chapter THE LEADERSHIP OF BAC GIANG PROVINCE’S PARTY COMMITTEE IN IMPLEMENTING SS (2010 - 2015) 3.1 The new, influential factors and policies of Bac Giang Provincial Party Committee on implementing social security (2010 - 2015) 3.1.1 New factors affecting the leadership of Bac Giang Provincial Party Committee on implementing SS During the years 2010 - 2015, Bac Giang Provincial Party Committee led the implementation of SS in the people with meritorious services to the revolution of the nation Tasks and solutions to SS implementation - Implementing poverty reduction in a sustainable manner: strengthening the leadership of the Party committees and authorities, promoting propaganda, to change and change awareness in poverty reduction on the contents Focus on mobilizing all resources for poverty reduction, socialization of poverty reduction - Implementing SI and HI: strengthening the leadership and direction of the Party committees and authorities on SI and HI in the province, strengthening the organization, renovating operation methods, improving quality and effectively in the implementation of SI and HI, implementing the roadmap for universal HI and improving the quality of medical examination and treatment with HI - Implementation of social assistance and social relief: First, promote humanitarian and charitable movements to pay attention to and care for and help social protection beneficiaries to have a Committee of Bac Giang province in implementing social security (2010 - 2015) 16 3.2.1 Direction to implement poverty reduction in a sustainable manner To promote poverty reduction in a sustainable
