Trang 3In the developing periods of our country, Vietnam has successfully applied the achievements of Science and Technology of Telecommunications (IT) in particular,
as well as Information Communication Technologies (ICT) to have contributed greatly to the value added In recent years, the field of successful application of IT
in Business and Management processes, such as: Communications; Telecommunications; Marketing; Communications; Health Care and Education, etc
However, the developing level of IT, ICT developments, systems and facilities in Vietnam is affected by geographical area and limited infrastructure areas with uneven developments In the field of Education and Training of Vietnam, applications and deploys of advanced IT in managements and teaching methods of Foreign Language is still limited In this research report, we outlined the situation; Solutions to improve the quality of teaching foreign languages in Vietnam, especially in rural areas, in general education programs
PART 1 ORGANIZATION, AN OVERVIEW
1 Education Methods of Studying & Teaching Foreign Languages (English Studying and Teaching Methods, specially)
Vietnam Education Reform in knowledge transferring methods, and quality management is a State grant project, which requires a lot of strategic and innovative methods, in order to improve the quality of training
Especially, the Foreign Language Education in Vietnam has not really developed building area Quality of foreign language teaching programs have been limited by geographic regions, due to its remote geographical areas of Central, Regional topography, infrastructure and local policies Moreover, the application of IT and not take advantage of file systems and focuses also increase the limits

1 Facts
Researching about the general condition of the education sector in Vietnam, we have found that: weak status of English Public Education Methods Because current social crisis of Educational wrong methods and without State strategies Therefore, the Ministry of Education and Reforming Education Methods of Education are subject to attract focus and most controversial With the subject of IT applications and file system development in foreign language education, first, let's look at the weaknesses of Methods of Foreign Language Education, as follows:
a Weakeness: In general, the Vietnam Education Foundation is poor in the areas,
specially mountainous and rural areas That is reflected in the quality of labor resources Furthermore, outdated teaching methods Teaching of Foreign Languages become the ordinary status
- At the local level, there is no standard conditions environmental quality Foreign Language Education, teaching methods and educational equipment limitations In fact, there estimated that more than 80% of the labor force graduates can not communicate in English
- Equipments of Information Technology, Telecommunications and Media applications not developed evenly across the country, good to catch up with the development of the country Moreover, restrictions on the acceptance of new knowledge in Education and Training with visions
b Inconsistent and uneven: This shows the differences in geographical area.
Urban and Rural, Mountainous areas or Plains Hanoi Center or Cuu Long River region If the quality in the big city is the Regional level, in rural areas is limited
