I Situation of payment activity and technology application of State Treasury in Hai Duong Introduction From 1993 to the present, application of Information Technology (IT) has changed dramatically Due to the attention of the Ministry of Finance and the Central State Treasury, State Treasury of Hai Duong has invested in modern IT equipments and applied IT applications Information system in the State Treasury of Hai Duong was put into operation stably and kept in pace with other State Treasuries all over the country Summation of IT applications in the State Treasury of Hai Duong is followed: - About IT staff: Up to now, though the number of IT personnel working at the State Treasury of Hai Duong with a graduate degree is small, they are able to their assigned tasks well due to short-term courses issued by the Central State Treasury Specific training courses are: + Basic computing : 10 people + Network administration : 04 people ( Microsoft Certificate ) + CSDL administration : 04 people (Oracle Certificate) + Network expertise : 01 people (CCNA Certificate) Though the trained personnel were not enough in both quality and quantity, they contributed much to the development of IT system of State Treasury in Hai Duong - About equipments: The number of computer increased from in 1995 to 500 in 2011 and units of State Treasury were connected into a wide network all over the country The situation of taking IT applications into payment activities at the State Treasury of Hai Duong In the first years of operation, the storage and processing of information were done by manual methods with bulky books LKB payments were faced up with the same difficulties IT applications had changed the activities of the State Treasury much 2.1 Payments provided to customers Due to special features of state budget management, providing most favourable conditions for customers who have relationship from the state budget revenues and expenditures is very important In inter-treasury activities, payments in and out of the provinces are all for the customers, so the customers not have to bear any charges However, the organization of services in the inter-treasury payment is not overlooked Customers’ needs are investigated and applied through inter-treasury payments: - Allow payments for customers who open an account in the state treasury with other state treasuries, or a customer with an account at commercial banks - Allow payments for customers who have the demands to pay indirect tax to other state treasuries - Switch the capital to the units which have distribution functions to subordinate units and have accounts in the State Treasury 2.2 Inter-Treasury payment activities To have better understanding about the inter-treasury payment system being implemented in the State Treasury as well as the more specific consideration of activities in the State Treasury in Hai Duong This section will focus on the following issues: 2.2.1 Inter-treasury payments out of province Application software (LKB/VST) + The software is built for a long time by Central State Treasury (1996) and have been adjusted for many times with high stability + LKB/VST is an application wrote on the background of CSDL on DOS, running independently in single computer + The functions include: Program Administration; Inter-Treasury Tabulation; Calculation and Check secret codes; Comparison with Payment Center; Transferring inter-treasury tables + LKB/VST allow decentralized usage with titles: Chief Accountant, Payment Register and Computing expert 2.2.2 Inter-Treasury payment in the province Inter-treasury payment is a Module which is integrated in Treasury Accounting Program ( KTKB-ORACLE ) At this stage, this activity is considered one of the most modern applications in the IT system used in State treasuries + Operating environment of inter-treasury in-province bases on WAN between 10 state treasuries of district and state treasury of province The connection between 11 LAN networks creates a WAN via ROUTER with dial-ups connecting the central province in a computer lab to 11 payments units which are Accounting Office and subordinate state treasury Thus, this is called direct inter-treasury payments (Type 8) + Database of Inter-treasury payment in-province is built on the most advanced database, it is ORACLE with tables created database of inter-treasury payment very closely, very high security, special processing speeds and accuracy + The right to use the built-in classification table offers users the ORACLE program For example, Chief accountant often has the right of payment officer if the operation consists of using of inter-treasury payment account, then vouchers will be taken to inter-treasury Payment Account (680 – Inter-treasury payment in main province) will be automatically converted to inter-treasury statement I SWOT analysis Advantages From professional rules, the State Treasury has specified at each stage of inter-treasury payments to bring informatics to solve difficulties of payments, which opens a correct direction for reforming management processes and business modernization Through many years, IT applications in the system of state treasury transactions in general and of inter-treasury payment in particular have achieved a lot of success The achievements can be reviewed as the following: - For business processes: to transform a process done by hand and to convert bulky books papers into computer management is really necessary However, the compatibility of the manipulation on computers is not absolute, this does not exclude inter-treasury payments Errors occured when operating are quite rare, but it is often difficult to handle - Scope of application programs: The inter-treasury payments in province has been applied on wide networks with direct debit payment process Out-of-province payments are not still done by this process, so the scope of payments is small and the ability to meet payments not high - Media solutions not meet the right ability to make payments in congested parts, the prolonged delay in payment and communication costs increase - For application software: out-of-province payment software has not been changed, still operating via CSDL management system with low-speed processing and low security, which are not appropriate with high-speed processing devices as today's Thus, the delay is inevitable - The security level of the system is not high, so it is easy for hackers to attack - IT qualification of officials have not met the needs of the industry, which is also a major challenge for the application of information technology for the entire system III Some measures to enhance the IT application into inter-treasury payments in State treasury in Hai Duong Direction of IT development in State Treasury in Hai Duong 1.1 Implementation of application programs - Continue to exploit application programs which have been developed in recent years Applications which are not implemented to all subordinate state treasuries will be completed in the shortest possible time - Taking IT to all activities in the system of the State Treasury in general and the state treasury in Hai Duong in particular, exploiting effectively the role of information technology - Step by step, transmit the process and implementation plan to the subsidiary treasures, speeding up the implementation and helping units use programs with the applications received and exploited 1.2 Organization of using and managing facilities - Basing on regulations of using and managing facilities of Central State Treasury and Hai Duong State Treasury, enhacing the administration and maintaining current equipments - Develop a plan of supplementing needed facilities, timely supporting to the operation - Enhance the qualified staff who has expertise on hardware early to be more proactive in dealing with the problem of hardware, quickly put the devices into operation across the province 1.3 Research and develop applications - Continue to study new technologies provided by the Central State Treasury and complete special applications for the using of local areas - Research to build applications of providing data and services for related financial units and customers Enhance the role of IT in the system of state treasury for the society 1.4 Human resources development - Enhance the IT staff who is in charge in state treasuries in districts Improve the specific qualification and supplement knowledge of network administration - Exploit the support of Central state treasury to give deep training courses to IT staff of the IT departments of the state treasuries in the districts - Complete the process of providing basic IT knowledge to all the staff working in the payment process of state treasury, contributing to the efficiency of IT applications 1.5 Target of applying IT for inter-treasury activities - Enhance the knowledge and expertise about internet, communication and data base to overcome incidents relating to data and transmission… - Promote the professional degree about accounting, especially in accounting and handling mistakes on inter-treasury payments 2.2 Security mode - Strengthen and promote the duties and responsibilities of staff taking part into the payment processes - Select solutions and modern technologies with high security Then, expand the payment scale safely and accurately 2.3 Communication environment - Equip and upgrade facilities having interations with communication activities to establish a computerizing system which can connect to modern communication services, creating the foundation for the payment activities among state treasuries - High-speed communication environment needs to be developed more in the future to provide better services on inter-treasury payments In particular, investment in broadband transmission serving for inter-treasury payments needs to be taken to creat a wide and close network, estalishing a favorable environment for inter-treasury payment activities 2.4 Facilities -
