In the tendency of the globalization and internationalintegration, impacts by the Fourth Industrial Revolution (the Industry4.0); many rapid, complex, and unpredictable happenings take place
in the world and regions; hostile forces’ law violations and tricksagainst the country get more and more cunning The People's Police,
as the state’s core force for the people, with the task of ensuring orderand peace in society and preserving national security, needs toimprove professional skills, practice moral qualities, manners,lifestyle, resist plots and tricks of hostile forces
At present, Ministry of Public Security is deploying the build-up
of a revolutionary, elite, and modern People's Police in line with theResolution of the XIII Party Congress Because of specific occupationaltraits of the People's Police, it is necessary to gain proper cares for theprofessional ethics education and strict management of the professionalethics education for learners during the process of professional training
at People's Police Vocational Schools The reality shows manygenerations of learners and graduates with sufficient political &professional virtues during the build-up and development of People'sPolice Vocational Schools They are really not only professionallytalented but cadres and policemen with pure revolutionary ethics,loves for their jobs, and standard behaviors expressed whileperforming tasks and leading the daily lives as well Nevertheless,there remain some limitations and pressing issues in the management
of professional ethics education for learners This is specificallyshown in the fact that some cadres, teachers, and learners haven'tgained proper awareness of professional ethics education for thelearners yet Contents, programs, methods, and modes of professionalethics education for the learners have remained limited and pressing.The results from the practical survey show: The build-up of schools’training plans and program toward enhancement for orientedprofessional ethics education for learners hasn’t been clearly shown;the educational method has remained general but not specific foreach learner The occupational tendency of some learners hasn’t gotclear, stable or firm The management of professional ethicseducation for learners hasn’t got connected with features of thetraining mode or there haven't been any overall plans for the

There have been many research works into professional ethicseducation and management of professional ethics education forlearners in general Many researchers have got interested in andinterpreted these in many different angles However, there haven'tappeared research works related to the management of professionalethics education for learners at People's Police Vocational Schools With such above-mentioned reasons, the author of the thesis selects

doctoral thesis majoring in the educational management with boththeoretical and practical meanings in the current stage

- Scope of content: The thesis focuses on researching the
management of professional ethics education for learners at People'sPolice Vocational Schools based on approaching management byfeatures, researching professional ethics education based on thecomplexity (both processes and activities) and values - personality;the management entity is the management team at People's PoliceVocational Schools
- Scope of survey/research object: The Thesis only focuses on surveyingmanagers, teachers, and learners at People's Police Vocational Schools
- Scope of timing: The survey was conducted in 2022 and early2023; the figures and materials used by the post-graduate duringstudying the thesis have been collected from 2017 until the present time
4 Scientific assumptions
In the current context, there appear many impacts of theeconomic, political, and cultural situations in the world, region, andcountry on all aspects of the social life as well as the sabotage by hostileforces using the tricks of "peaceful evolution", "self-evolution", "self-transformation"; the degeneration and degeneration of some officers,including those in People's Police In that situation, the management ofprofessional ethics education for learners at People's Police VocationalSchools gets more important than ever, contributes to building anofficial regular, elite, and modern People's Police force to meet

Theoretical foundation: The process of researching the thesis
theme is based on the dialectical and historical materialistmethodology of Marxism-Leninism, Ho Chi Minh's ideology, theCommunist Party of Vietnam's viewpoints on ethics, professionalethics, education, and management of professional ethics education.Simultaneously, during the research process, the theme appliesapproaches in line with the following perspectives: System -structure; history - logics; practicality; values - personality; access tofunctions; access to process complexity, and activities to clarifytheoretical and practical issues of the research problem
Practical foundation: The theme researches documents, preliminary
and final reports, and evaluates the current status of professional ethicseducation as well as its management by People's Police Vocational Schoolsand management agencies directly under Ministry of Public Security.Simultaneously, it selectively inherits and develops research results fromsome scientific works directly related to the thesis theme to interpret andexplain based on a practical foundation At the same time, opinions on fromscientists inside and outside the force on a number of topics within theresearch contents are collected
