1 PREFACE Rationale Information and communications technology (ICT) development has been powerfully affecting various fields of the social life, in which it is education and training In the time of industrialization and modernization, development in education and training is highlighted by the Party and the State and The strengthened powerful application of ICT to teaching and learning is considered as important factor for reform and enhancement of education quality In fact, managing the application of ICT in teaching in general and in teaching engineering at universities in particular has become an urgent and indispensable need in improving the quality of education and training in universities The proper direction of university administrators in order to effectively apply ICT in teaching to meet the demand of fundamental and comprehensive innovation in education and training in current and next year For this reason, I decided to carry a study entitled: “Management of Information and communications technology (ICT) application in teaching engineering majors at universities in Hanoi city’s current” is a matter of theoretical and practical significance Objectives and tasks of study * Objectives of study It aims at clarifying fundamentals of theory and practice of ICT application in teaching engineering majors, contributing to enhancement of satisfactory teaching quality to meet current demand of universities in Hanoi city’s current * Tasks of study Interpretation of theoretical fundamentals for teaching management and management of Information and communications technology (ICT) applications in teaching engineering majors at universities in Hanoi city’s current 2 Surveying, analyzing and assessing the current situation of management of ICT application in teaching engineering majors at universities in Hanoi city’s current Proposing measures to manage ICT application in teaching engineering majors at universities in Hanoi city’s current Conducting tests of necessity, feasibility and some proposed measures Objects, subjects, scope of study and scientific hypothesis Objects of study ICT application in teaching engineering majors at universities in Hanoi city’s current Subjects of study ICT application in teaching engineering majors at universities in Hanoi city’s current Scope of study Scope of content: In the dissertation it focuses on the ICT application in teaching engineering majors at universities in Hanoi city’s current from the point of view of scientific education, education management Scope of survey subjects: The study covers 03 universities represent universities with technical training in Hanoi city University board, management officials at universities: 60 people Lecture at universities: 240 people Student at universities: 600 people Scope of time: Conduct survey and use of some data for analyzing reality from 2016 to now Scientific hypothesis The application of ICT at universities in general and in teaching should be derived from strategic goals of universities development, towards improving teaching quality If universities with technical training in Hanoi city apply change management theory to enhance the application of ICT in teaching, it will contribute to innovating methods, organizational systems teaching and qualitative changes in the teaching quality of university in the context of digital transformation Methodology and research method Methodology The dissertation is studied basing on dialectical materialist methodology and historical materialism of Marxism-Leninism, Ho Chi Minh Ideology, views, policies of education and training reform and the education management of the Party At the same time, the dissertation applies the concepts of system approach - structure, historical and logic perspective, practical viewpoints and development perspectives in the dissertation study Research methods The dissertation uses the following research methods: Analytical method; synthesis method, observational method; questionnaire survey method; expert - in-depth interview method; testing and experiment methods; mathematical statistics, Excel and SPSS software Building a theoretical framework on ICT application in teaching engineering at universities in Hanoi city’s current New findings of the dissertation Develop theoretical frameworks for ICT application in teaching engineering majors at universities in Hanoi city’s current Through the survey, it is to analyze the actual situation, contributing to providing practical arguments and demonstrations for the management officials to assess ICT application in teaching engineering majors at universities in Hanoi city’s current It is also to orient and propose ICT application in teaching engineering majors at universities in First, most studies suggest that ICT application plays an important role in educational activities; ICT has a great impact on management, teaching and learning to meet the trend of the times Second, some studies indicate the development and potential of ICT; method of ICT applications in teaching, the factors affecting management officials, lectures and students with regard to such application Third, some studies have shown that every management officials, lectures or student needs attitude and belief; they should be trained in ICT knowledge and skills, understand the development levels of ICT in teaching to come up with measures to apply ICT Fourth, ICT applications in teaching in schools remains restricted, incomplete and difficult; It is recommended to provide a measure for ICT applications in teaching in universities 1.3.2 Problems to be addressed in the dissertation It is to focus on theoretical issues in ICT application to teaching and its management in teaching at universities according to the viewpoint of educational reform; Analyze the factors affecting the management of ICT application in teaching engineering majors at universities in Hanoi city Assess the current status of ICT applications in teaching engineering majors at universities in Hanoi city; analyze the causes to provide a practical basis for proposing relevant measures Resolve the Competence and qualification of management officials, lectures and students are decisive to efficiency and quality of all management and teaching activities 2.3.5 Effects from demand for educational reforms The demand for education reform has changed the management thinking and teaching process; It is required that ICT application and ICT application management need be flexible in terms of time, from the point of view of "Change Management" Chapter PRACTICAL BASES FOR IT APPLICATION AND MANAGEMENT IN TEACHING ENGINEERING MAJORS AT UNIVERSITIES IN HANOI’S CURRENT 3.1 Brief review on higher education in Hanoi city 3.1.1 Scale of education The whole city currently have 93 universities and higher education institutes (public, people-founded and private), of which there are 79 public universities, 14 people-founded and private universities with over 300,000 students 3.1.2 The development of engineering majors at universities in Hanoi city In Hanoi city, there are a number of universities focusing on technical training Within the scope of research, the thesis focuses on 03 universities including: Hanoi University of Science and Technology, Hanoi University of Industry, Academy of Cryptography Techniques 3.1.3 Brief review on ICT application in engineering majors at universities in Hanoi city today 12 In recent years, universities offering technical training have made significant investments in ICT facilities and equipment; The ICT level of management staff, lecturers and staff has been significantly improved 3.2 Organizing survey 3.2.1 Purpose of investigation and survey of the situation In order to accurately and comprehensively evaluate the management of ICT application in teaching engineering at universities, as a practical basis to propose applications of ICT in teaching as a necessary requirement and already know how to exploit the benefits of ICT in searching, storing and exploiting teaching materials 3.3.2 Current state of implementing the ICT of lectures in teaching engineering at universities in Ha Noi city’s current In general, the applications of ICT in teaching engineering at universities has been paid attention by the lecturers, implemented synchronously and initially achieved remarkable results 3.3.3 Current state of implementing the ICT in learning of students’ engineering majors The application of ICT by students has been interested in many different contents and forms 14 3.4 Current state of implementing the ICT in teaching engineering at universities in Ha Noi city’s current from the point of view of change 3.4.1 The current situation of change in the application of ICT in teaching 3.4.1.1 The current of chang The preparation for the change in management of ICT application in teaching education quality; focusing on material facilities and equipment, meeting the demand of ICT application to teaching; ICT training has been focused However, the ICT application to teaching has not been regular, synchronous, wide and lack of linkage; Some places are very difficult in term of material facilities 3.5.2 Cause of advantage The dissertation indicates cause of advantages and disadvantages in ICT application management in teaching engineering at universities in Ha Noi city 17 Sub-conclusion of Chapter ICT application to teaching engineering at universities in Ha Noi city takes place frequently The body of management officials and teacher has good awareness on the necessity of ICT application to teaching However, qualification and skills of ICT application of management officials and lectures remain restricted; ICT application by students is conducted without specific instructions; ICT infrastructure has not been invested consistently among areas Direction and management have not been strategic and consistent so having not met current demand of educational reform To bring into play advantages and overcome disadvantages, it is necessary to boost up ICT application to teaching engineering, also propose feasible measures for enhancing quality of ICT application management in teaching engineering at universities in Ha Noi city to meet current demand of educational reform Chapter MEASURES OF ICT APPLICATION AND MANAGEMENT IN TEACHING ENGINEERING AT UNIVERSITIES IN HANOI CITY AND TEST, EXPERIMENT 4.1 Mesures of ICT application and management in teaching engineering at universities in Hanoi city today 4.1.1 Accurately planning changes in the application of ICT in teaching engineering majors Planning the change of ICT application in teaching Making a plane to change of ICT application in teaching 4.1.2 Direction of ICT application for management officials and lectures to meet current demand of chaging Identify training needs Identify training Evaluate training results 4.1.3 Directiing the implementation of ICT activities in teaching according to the change management process Directing the close combination between organizing conferences, seminars at all levels and activities of professional groups with promoting the role of faculty/institute, staff Rectors of universities direct the review, analysis and evaluation of programme, teaching contents of engineering majors Directing lecturers to actively implement ICT application activities in teaching Rectors of universities direct the review and promulgation of documents about functions, tasks and coordination mechanism among agencies Rectors of universities need to direct the innovation, inspection and supervision of ICT application activities in universities Remove End of experiment 5.2.2 Processing and analyzing results after impact experiment The experiment group's average score on each item increases significantly for itself and control group, which means that 22 knowledge is improved, and teachers' ICT skills are more proficient and effective The standard deviation and variance of the experimental groups in both participating schools were lower than the control group itself and compared with the control group, which means less dispersion It is indicated that the improvement in ICT skills and competence of the management officials and teachers in the experimental group were more stable, focused and solider than the control group The experimented difference in average score with test dependence function (in pair) in all contents was less than
