Science and technology have fundamentally changed all world’s activities, the way people live, communicate and work [23, 115] Integrated IT in teaching is strongly interested and developed as an inevitable trend to meet the requirements of the knowledge economy and is considered the "key" to continuously improving the quality of education [109] Possessing versatile utilities, IT is considered a tool and an effective means to make a breakthrough in teaching method innovation including the teaching of History and Geography (H&G) History and Geography teaching sessions with the use of IT contribute to creating an exciting learning atmosphere, helping students sharpen skills, developing independent and creative thinking, fueling passion, interest, and self-consciousness in studying and researching as well as forming a healthy and pure attitude with subject knowledge, and building students’ right awareness and actions in life However, for many years, the integration of IT in teaching in high schools and teacher training institutions still has many shortcomings and has not met practical requirements The Central Highlands region, home to 47 ethnic groups, is characterized with a lower economic and social situation than many other regions in the country, worsening that problem These limitations have significantly affected the quality of teaching in general, the teaching of H&G at primary schools in particular, as well as the training of primary school teachers The Party and State affirmed: "IT is one of the most important drivers of development"[9], “is the driving force for innovation in management, content, teaching and learning methods, testing and assessment in education and training.”[99], and at the same time set requirements for higher Manh Huong Nguyen, Thi regulated as one of the professional competencies that teachers, including primary teachers, are required to achieve according to the professional standards which were issued together with Circular No 20/2018/TT-BGDĐT dated August 22, 2018[17] In the new context where the teacher roles are changed, as an indispensable mission, teachers need to apply technological innovations to the teaching and learning process Thereby, teachers not only have to integrate IT but also need to build IT competence in teaching This requires universities with pedagogy faculty to equip students with the competence to integrate IT into teaching right in the training process to ensure that graduates would meet and perform well the functions and duties of teachers in the new era Tay Nguyen University (founded in 1977) is the earliest educational institution in the Central Highlands region to train undergraduate degrees in Primary Education (PE) Since 1997, the school has trained more than 2000 PE students who would work in most of the Central Highlands, South Central, and many regions of the country In the context of the industrial revolution 4.0, Tay Nguyen University is required to train students of all disciplines in general, and PE discipline in particular, to acquire IT competence to meet the requirements of educational development and innovation as well as the reality of teaching in the Central Highlands region The competence to integrate IT in teaching including H&G teaching is one of the essential professional competencies of primary teachers to meet the requirements of the industrial revolution 4.0 and the educational practice of Vietnam Therefore, it is very necessary to build the competence to integrate IT for PE students to teach H&G subjects in Manh Huong Nguyen, Thi Thuy An Le 10 consideration of Vietnam’s situation and the general trend of the world For the above reasons, we chose the problem of "Forming competence to integrate information technology into teaching of History and Geography in training primary school teachers at Tay Nguyen University” as our doctoral dissertation, majoring in Theory and Teaching Methods of History subject, code 62.14.01.11 Object and scope of research 2.1.The object of the study is the process of developing competence to integrate IT into teaching History and Geography subjects and pedagogical measures to form this competence in the training of primary school teachers 2.2.The scope of the study is related to the theory and methods of teaching H&G, the content of applied knowledge, and the survey and experimental areas In particular, the study focuses on surveying and experimenting mainly in the Central Highlands region and Tay Nguyen University - the only university in the Central Highlands region to train primary school teachers at university level (from 1997 to September 2018) Purpose and tasks of research 3.1 Purpose On the basis of affirming the role and significance of developing competence to integrate information technology into teaching H&G for PE students, the study identifies the content and the collection of evaluation criteria and proposes pedagogical measures to form the competence to integrate IT into teaching H&G in the training of primary school teachers at the Tay Nguyen University 3.2 Tasks To achieve the above research purpose, the thesis performs the following tasks: - competence need to be built to teach H&G in primary school teacher training Based on the analysis of the competence of integrating IT into teaching H&G, as the integration of elements of knowledge, professional skills, and technology, and at the same time based on the professional standards of primary teachers, the H&G curriculum at the primary school level, and requirements /output standards of the training program at Tay Nguyen University, the study identifies IT application competencies to teach H&G subject include 04 contents/components: (1) Awareness/understanding the integration of IT into teaching H&G; (2) Developing lesson plans for H&G with the support of IT; (3) Organizing teaching & learning activities of H&G with the support of IT; and (4) Professional training to teach H&G with the support of IT 2.1.5 The role and significance of the formation of IT application competence to teach H&G in primary school teacher training 2.1.5.1 Role Equipping the competence to integrate IT in teaching in general, and in teaching H&G in particular for PE students plays an important role: PE students are equipped with the competence Manh Huong Nguyen, Thi Thuy An Le 21 to integrate IT into teaching H&G, making a positive contribution to digital transformation in education The fact that students are equipped with the competence to integrate IT in teaching H&G contributes to the innovation of teaching methods, and teaching formats and improves teaching quality Developing competence to integrate IT in teaching H&G for teachers will also influence the formation and development of IT and Informatics skills for students 2.1.5.2 Significance The formation of the students’ integrated IT in teaching H&G has great significance in terms of knowledge, skills, and attitudes 2.2 Practical basis 2.2.1 Overview of the study area 2.2.2 Competence to integrate IT in teaching H&G at primary schools in the Central Highlands in practice 2.2.3 The practice of developing competence in integrating IT in teaching H&G in training primary school teachers at Tay Nguyen University The study surveyed 20 teachers in the Faculty of Primary Education and Education; 240 PE students - Tay Nguyen University; 36 teachers of grades and of primary schools which host students of Tay Nguyen University during their practicum and 223 teachers working mainly at primary schools in 05 Central Highlands provinces on the situation of integrating IT in teaching H&G (i) The integration of IT in teaching in general, and teaching H&G in particular by primary school teachers in the Central Highlands, besides some positive results, are still quite limited Facility conditions are the biggest barrier to integrating technology in the classroom Physical and economic conditions are also one of the factors affecting the experience with technology of PE students This is a fact that needs attention to consider the competence components suitable to the specific Manh Huong Nguyen, Thi Thuy An Le 22 conditions of PE in general and of the Central Highlands region in particular (ii) Primary school teachers all highly appreciate the necessity and high demand for developing competence to integrate IT in teaching H&G in the training of primary teachers (iii) Schools - Training institutions, instructors (lecturers, practicum instructors), and learners themselves all have a great influence on the competence to integrate IT in teaching H&G In particular, the human factor has the greatest influence on the process of developing competence for students (iv) The university has made many innovations in the training process, defining goals and missions, but facing the requirements of the new situation in the industrial revolution 4.0, innovating general education, activities, training courses for teachers and students on IT application are still fragmented and lack of system (v) PE training program at Tay Nguyen University is regularly updated, reviewed, and adjusted, but the structure of the content of the training program is still not reasonable between general knowledge and basic scientific knowledge, professional scientific knowledge, lacking practice in teaching method modules, including H&G The content of the training program on IT application for students has not been updated in time to cover online teaching skills, especially in the context of Covid-19 (vi) Lecturers, including lecturers of the modules of IT application, H&G for PE students, lack of initiative and active innovation in content, teaching methods, and student assessment, including assessment of students’ use of IT to fulfill tasks Lecturers have not combined various forms of teaching: Face to face, Blended learning, E-learning, etc in the teaching process Many lecturers have not applied IT in teaching, so it will be very difficult for students to "teach the way they are taught" Also, many lecturers have not paid attention to supporting students to equip IT competence specific to the Manh Huong Nguyen, Thi Thuy An Le 23 subject, including the ability to integrate IT into teaching H&G This is, however, the factor considered to have the greatest influence on students' IT application competence (vii) PE students at Tay Nguyen University have high input quality, and a positive spirit, but lack facilities, and technical means (personal computers, etc.) to serve their learning activities In addition, there are students still unaware of the importance of integrating IT into teaching H&G, so they have not focused on equipping themselves with competence 3.1 Requirements/output standards of the primary school teacher training program at Tay Nguyen University 3.1.1 Requirements/output standards of the primary school teacher training program 3.1.2 Primary school teacher training program at several pedagogical schools in the country and Tay Nguyen University In response to the requirements of the 4.0 industrial revolution, Tay Nguyen University has focused on investing in equipment and putting informatics contents into the training program to ensure that PE students have the basic qualifications and technical skills to exploit the online resources and know how to use common software tools and teaching software for primary schools 3.2 Determining the competency framework for integrating IT into teaching H&G in primary school teacher training at Tay Nguyen University 3.2.1 Some requirements when building a competency framework for integrating IT into teaching H&G in primary school teacher training * Scientific * Objective * requirements when determining measures to form competence to integrate IT into teaching H&G in primary school teacher training When proposing measures to build PE students’ competence to integrate IT into teaching H&G at Tay Nguyen University, it is necessary to ensure the following requirements: (1)Ensure requirements/output standards according to the Manh Huong Nguyen, Thi Thuy An Le 27 established program framework; (2) Ensure TPACK model and close relationship between competence elements; (3) Flexible combination of forms, methods, and measures to build competence; (4) Ensure feasibility and popularity 4.3 Measures to build competence to integrate IT into teaching H&G in primary school teacher training at Tay Nguyen University 4.3.1 Group of measures to build motivation and interest in equipping the competence to integrate IT into teaching H&G at primary schools Orientation of learning and training goals to equip IT competence to teach H&G at primary school; Building the image of a future primary school teacher; Creating interest in the integration of IT into teaching H&G at primary schools 4.3.2 Group of measures to equip knowledge about integrating IT into teaching H&G at primary schools 4.3.2.1 Developing learning materials for the module "Integration of IT into teaching H&G at primary schools" for PE students at Tay Nguyen University 4.3.2.2 Applying blended learning model to equip knowledge about Integration of IT into teaching H&G at primary schools 4.3.3 Group of measures to build skills in integrating IT into teaching H&G at primary schools student In addition, to implement the above measures well, lecturers have to update and change teaching methods in an innovative direction to build competence for learners; Universities also need to equip the necessary facilities and equipment for training, and at the same time closely and actively cooperate with primary schools so that students have more opportunities to practice and experience 4.4 Pedagogical experiment 4.4.1 Purpose and tasks of pedagogical experiment Purpose: Pedagogical experiment was conducted to confirm the correctness of the scientific hypothesis and evaluate the feasibility and effectiveness of measures to build competence in integrating IT into teaching H&G to PE students based on result analysis 4.4.2 Subjects and areas of pedagogical experiment The selected subjects are 50 PE students in the 20182022 class of Tay Nguyen University Subjects are rd-year students because 3rd-year students have been equipped with professional background knowledge (History, Geography), teaching methods/pedagogy In the course of the experiment, the dissertation is based on the assessment scale of competence to integrate IT into teaching H&G in primary school teacher training and tools designed to assess students' competence 4.4.3 Pedagogical experimental content Based on the analysis of the training program, the conditions of the university’s teaching facilities, and the learning conditions of the students, among the four competence elements with 10 criteria, we selected the competency element of "Organizing H&G lesson with the support of IT" to conduct a pedagogical experiment of module "History & Geography and Teaching methods" To organize the lesson, students must apply all their professional knowledge and skills, pedagogical knowledge, and IT skills when designing lessons and must be able to combine elements in teaching in the mock classroom 4.4.4 Method of pedagogical experiment Manh Huong Nguyen, Thi Thuy An Le 29 The study uses the following 02 experimental methods in parallel: - Assessment before and after the impact with the equivalent groups: Different lecturers, equivalent in size and quality between the experimental group and the control group - Assessment before and after impact for the only group with the same lecturer, and at the same time evaluate the progress of students in the experimental group 4.4.5 Organization of pedagogical experiment The research team made an impact to develop the competence to integrate IT for students through the content of Organizing H&G lesson with the support of IT in the module "History & Geography and Teaching Methods" with Primary Education Class K18 - Faculty of Pedagogy, Tay Nguyen University in the 2nd semester of the academic year 2020-202 4.4.6 Results of pedagogical experiments The research team conducted an experiment in the course/module "Integration of IT into teaching H&G in primary school" with Primary Education Class K18 - Faculty of Pedagogy, Tay Nguyen University in the 2nd semester of the academic year 2020-202 Through the measures to build competence to integrate IT into teaching H&G in the training of primary teachers at the Tay Nguyen University and analyzing the experimental qualitative and quantitative results, the feasibility, stability, practicality, and effectiveness of the proposed measure are proven Manh Huong Nguyen, Thi Thuy An Le 30 CONCLUSIONS AND RECOMMENDATIONS Conclusion With the continuous development of IT, primary school teachers are not only pioneers in the application of IT but also have to master IT competence in the management and organization of teaching and educational activities This competence should be equipped for students of pedagogical disciplines right in the training process Equipping the competence to integrate IT into teaching in general, and teaching H&G in particular, for PE students helps future teachers to gain knowledge, skills, positive attitude, and know how to apply integrated technology in teaching in an appropriate manner to the subject, contributing to improving the quality of teaching At the same time, teachers themselves, when possessing the competence of IT application, actively contribute to the formation and development of the IT application skills in students' learning, being prepared to be citizens in the digital age Based on reviewing, systematizing, and clarifying some conceptions of domestic and foreign authors on issues related to competence and developing competence to integrate IT for teachers/students in general, for PE teachers/students into teaching H&G in particular, Competence to integrate IT into teaching History and Geography is defined as the ability to carry out the tasks of teaching H&G effectively in other levels of education; based on the goals, curriculum of H&G, and the competencies, the qualities that need to be built and developed for students according to the general education program 2018 and the practical competence to integrate IT into teaching H&G of PE teachers and students, competence to integrate IT into teaching H&G training primary teachers at Tay Nguyen University is identified as consisting of 04 components: awareness/understanding of IT in teaching H&G, developing lesson plans for H&G with the support of IT, organizes teaching & learning activities to teach H&G with the support of IT, and professional training to teach H&G with the support of IT Each element includes many criteria and behavioral indicators The process of developing competence to integrate IT into teaching H&G must be a scientific process from consciousness to the action, with 03 groups of measures” (1) Group of measures to build motivation and interest in equipping the competence to integrate IT into teaching H&G at primary schools; (2) Group of measures to equip knowledge about integrating IT into teaching H&G at primary schools, and (3) Group of measures to equip knowledge about integrating IT into teaching H&G at primary schools The results of pedagogical experiments with measures to develop competence to integrate IT into teaching H&G in the training of primary school
