teacher’s occupational development means his goal and a content in the school’s strategies for development, in which this force’s competence development is especially highlighted Management of applied pedagogical scientific research activities at schools helps teachers gain the systematic thinking and competence for their occupational troubleshooting; enhance their competence for troubleshooting, and make decisions in teaching as applied pedagogical scientific researches create a steadfasst foundation for decision-making; stimulate teachers to practice methods as well as look back at the entire process and their self-evaluation; making direct impacts on the teaching, learning, and management reality; boosting up teachers’ occupational development when they have already made applied pedagogical scientific researches, they won’t easily accept theoretical deeds The management of applied pedagogical scientific research activities by teachers at high schools in lao cai province has still shown pressing issues Some Rectors haven’t clearly understood about roles and importance of the activities at schools Therefore, they haven’t closely guided them or managed them rightly in line with the process; there have remained teachers who disregard the activity of applied pedagogical scientific researches They haven’t applied it to enhancing their teaching quality or the quality of learners’ competence-based educational activities Research outcomes haven’t been proportional to the schools’ educational potentials and scales while some teachers haven’t participated in applied pedagogical scientific researches Thus, the number of qualified theses hasn’t been high High schools in Lao Cai Province have constantly improved their quality and efficiency of applied pedagogical scientific research activities Thence, they have imporvied their teaching and educational quality That requests those high schools in Lao Cai Province to make overall considerations for the applied pedagogical scientific research activities The very above mentioned objective reasons in the management of applied pedagogical scientific research activities at high schools and the Postgraduate’s subjective expectations, the Post-graduate has chosen the theme “Management of competence-based applied pedagogical scientific research activities by teachers at high shool in Lao Cai Province” Purposes of thesis research To systematize the theoretical foundation, survey to make evaluation on the actual state of the applied pedagogical scientific research activities, management of teachers’ competence-based applied pedagogical scientific research activities at high schools in Lao Cai Province; to enhance competence for applied pedagogical scientific researches to improve teaching quality at high schools in Lao Cai Province Research objects and subjects 3.1 Research object High school teachers’ applied pedagogical scientific research activities 3.2 Research subject The management by Department of Education & Training and high school Rectors for high school teachers’ competence-based applied pedagogical scientific research activities in Lao Cai Province Scientific assumption Applied pedagogical scientific researches mean one of high school teachers’ crucial tasks In order to fulfill that task, it is very essential to make applied pedagogical scientific researches to meet changes toward the positivity of teaching, educational, checking, and evaluation activities toward high school students’ competence Nevertheless, the quality of applied pedagogical scientific research activities by high school teachers in Lao Cai Province hasn’t been effectively gained yet If thoroughly researching theories, surveying, and rightly evaluating the management actual state of competence-based applied pedagogical scientific research activities for the cadre and teacher forces at high schools in Lao Cai Province, it will be possible to propose relevant management measures to improve the quality and efficiency of applied pedagogical scientific research activities by high school teachers in Lao Cai Province Research tasks 5.1 To identify theoretical foundations for management of applied pedagogical scientific research activities by teachers at high schools toward competence approaches 5.2 To analyze and evaluate the actual state of applied pedagogical scientific research activities by teachers at high schools in Lao Cai Province to find out reasons & experience lessons learned in management 5.3 To propose management measures for applied pedagogical scientific research activities by teachers at high schools in Lao Cai Province 5.4 To organize tests for cultivation measures for applied pedagogical scientific researches at high schools in Lao Cai Province Research scopes and limitations 6.1 Field of actions: The thesis limits researches at high schools in Lao Cai Province (Including specialized school, boarding schools for ethnic minorities, schools in advantageous, highlands, and disadvantageous areas) 6.2 Survey objects: - Group 1: Experts and specialists from Department of Education & Training, and school managers - Group 2: Teachers at high schools 6.3 Contents: The research theme on management of applied pedagogical scientific research activities by high school teachers in Lao Cai provice during the period from 2015 until 2020, in which, management measures had been focused for researches based on the accomplishment of mechanisms and policies for applied pedagogical scientific researches and that of specific processes between management subjects and other subjects when realizing the theme at high schools Research methods 7.1 Research methodologies The research is based on the scientific methodological foundation of dialectical materialism, History materialism, and Ho Chi Minh Ideology, etc., During the research process, such viewpoints of: system – structure, reality; history – logics, modeling; and generalization, etc., have been applied and approached to clarify theoretical and practical issues of the research issue 7.2 Research methods 7.2.1 Theoretical research method group: To analyze, reckon up, and generalize documents on management theories and education management by local and foreign authors To analyze and reckon up the Party’s resolutions & directives, concerned documents by education & training sector on scientific research activities, especially teachers’ applied pedagogical scientific research activities as well as to reckon up Education & Training issues to serve for generalization and evaluation 7.2.2 Practical research method group: To apply talk show and interview; investigation; scientific observation; experience summarizing; expert; and pedagogical testing methods Defensive thesis 8.1 The improvement and enhancement of teaching & educational quality for students means the especially crucial task for high school teachers The management of applied pedagogical scientific research activities based on relevant, precise, and effective evaluation of contexts and factor management shall make contributions to achieving goals of the educational program at high schools 8.2 The management of applied pedagogical scientific research activities shall help management subjects to precisely manage and evaluate impacts by the context on the quality of applied pedagogical scientific research activities at high schools, based on which there will be measures to overcome those impacts and simultaneously managers will easily and clearly grasp the actual state of contents which need managing for applied pedagogical scientific research activities at high schools On that basis, there will be measures to adjust plans, organize, guide, and check applied pedagogical scientific research activities punctually and effectively 8.3 To apply management measures for applied pedagogical scientific research activities for achievement of put-forward goals and plans holistically and effectively, high school Rectors must change their management thinking, care, and invest more in applied pedagogical scientific research activities in synchronous and close collaboration among schools – family – society Thesis’s contributions 9.1 With respect of theories: To build-up some perceptions, identify theoretical foundations for management of competence-based applied pedagogical scientific research activities; clarify management subjects’ roles, responsibilities, and approach them based on their management functions 9.2 With respect of reality: To survey, analyze, and evaluate the management of applied pedagogical scientific research activities, propose specific management processes for research theses on applied pedagogical scientific researches; to make contributions to enhancing the management efficiency of applied pedagogical scientific research activities and orienting applied pedagogical scientific researches theses 10 Place to realize the school teachers in Lao Cai Province Chapter THEORETICAL FOUNDATION FOR MANAGEMENT OF COMPETENCE-BASED APPLIED PEDAGOGICAL SCIENTIFIC RESEARCH ACTIVITIES BY HIGH SCHOOL TEACHRES 1.1 Overview on issue researches 1.1.1 Research works on competence approach: The competence approach in education and training has been made in developed nations in the world since the 1970s of XX Century The definition of the teacher competence approach turned up in our country in 1990s of XX Century with many research works on this SREM project by Ministry of Education and Training in 2007 studied and built up the competence map of high school Rectors 1.1.2 Research works on applied pedagogical sciences and their management: applied pedagogical scientific researches are also regarded as researches into impacts to find out measures to overcome shortcoming and restrictions of teaching & educational activities like subjects, classes, lessons, schools, vocational orientation, and extra curriculum In the world, applied pedagogical scientific researches had been made from the XIX Century and remarkably developed in early of XX Century while in Vietnam, applied pedagogical scientific researches had been applied sine the early years of XXI Century and in 2007, under the leadership of Ministry of Education and Training, Vietnam – Belgium project organized for approaches and disseminated performance methods for applied pedagogical scientific researches deserved for high school teachers in Northern mountainous provinces and deployed at high schools since the School year of 2012-2013 until the present time 1.1.3 Generalization of research works and put-forward issues that need further addressing in the thesis 1.1.4.1 Generalization of research works: In the practical requirements for current education & training innovation, leading to continuous occupational development, the performance of applied pedagogical scientific researches becomes a regulation for high school teachers 1.1.4.2 Put-forward issues that need further addressing in the thesis: To evaluate the actual state of competence-based applied pedagogical scientific research activities and their management by high school teachers in Lao Cai Province when realizing programs and using new textbooks 1.2 Theoretical issues on competence-based applied pedagogical scientific research activities by high school teachers 1.2.1 Competence and its approaches 1.2.2 Definition of high school teachers: High school teachers are those teachers trained with pedagogical activities and they are teaching at high Schools in the national education system 1.2.3 Definition of applied pedagogical scientific researches: Applied pedagogical scientific researches mean a research type which applies scientific and technological achievements to the pedagogical field 1.2.4 Competence-based applied pedagogical scientific research activities by high school teachers: High school teachers’ applied pedagogical scientific research activities mean the combination of ways and methods that teachers utilize to affect research objects so that their natures and rules will be revealed, upon which solutions and measures to control subjects’ pedagogical activities in line with the detected rules will be proposed 1.2.5 Pedagogical competence and criteria to evaluate high school teachers’ applied pedagogical scientific researches 1.2.5.1 High school teachers’ pedagogical competence: Competence for self-improvement; That for communication and behavior; That for adaption; That for organization and management; That for political – social activities; That for cooperation and competition; That for pedagogical occupation; That for scientific researches; and That for management 1.2.5.2 Criteria to evaluate high school teachers’ competence for applied pedagogical scientific research activities - General competence: Competence for creative thinking; that for critical thinking; that for logical thinking; that for pedagogical communication; and that for pedagogical presentation - Competence for research methods: Competence to apply methodologies to educational science researches; that to fluently utilize scientific research methods; that to organize scientific research activities - Specialized competence for applied pedagogical scientific researches (11 types of competence): Competence to prepare for applied pedagogical scientific researches; that to carry out applied pedagogical scientific researches; and that to deply applied pedagogical scientific researches 1.3 Theoretical issues on management of high school teachers’ competence-based applied pedagogical scientific research activities 1.3.1 Definition of management of high school teachers’ competence-based applied pedagogical scientific research activities: Management of high school teachers’ competence based applied pedagogical scientific research activities means impacts by management subjects on teachers’ applied pedagogical scientific research activities by building up plans and organizing for conducting such tasks of researches, evaluation, and teachers’ application of research outcomes to teaching, and schools’ education to develop the combination of general & specialized teachers’ competence for research activities, which makes contributions to realizing innovation goals and enhancing high schools’ current quality of education 1.3.2 Management contents of high school teachers’ applied pedagogical scientific research activities 1.3.2.1 Plan build-up for competence based applied pedagogical scientific research activities at high schools 1.3.2.2 Content, method, organization process management of competence based applied pedagogical scientific research activities at high scientific research activities Based on high school teachers’ occupational standards and the Circular number 32/2018/TT-BGDĐT dated 26th December 2018 by Ministry of Education & Training on promulgation of the new general education program; the Circular number 32/2020/TT-BGDĐT dated 15th September 2020 by Ministry of Education & Training on promulgation of secondary, high schools’ Charters, and Charters for any schools with many educational levels The management of applied pedagogical scientific research activities plays a decisive role in realizing the goal of enhancing the force quality at high schools Chapter ACTUAL STATE OF MANAGEMENT OF HIGH SCHOOL TEACHERS’ COMPETENCE-BASED APPLIED PEDAGOGICAL SCIENTIFIC RESEARCH ACTIVITIES IN LAO CAI Province 2.1 Overview on Lao Cai Province’s cultural and educational reality 2.1.1 Overview on culture: Lao Cai is a border highland Province located right in the middle of Vietnam’s Northeast and Northwest regions Lao Cai Province’s total population is at 730,420 people (the data of 2019) Ethnic groups: there are 25 ethnic groups living together in harmony, in which the ethnic minority groups account for 64.09% of the entire Province’s population The ethnic minorities reside in 9/9 suburban districts and cities of the Province 2.1.2 Overview on education: In the entire Province, there are over 160 thousand of high school students, almost 12 thousand management cadres, teachers, staffs, 409 high school facilities, over 500 schools, and educational facilities in hamlets & villages, 2/3 of educational facilities, students, and teachers are in the highland area; almost 70% of the students are the ethnic minority people; 09 boarding high schools for ethnic minorities with over 4,400 students, 136 semi boarding schools for ethnic minorities, and 105 high schools with semi boarding students and over 35 thousand students, accounting for 22% compared to the number of high school students; 71.2% of the cadres and teachers are females 2.1.3 Overview on educational reality of high school education in Lao Cai Province Scale of high school education system: According to the statistic data, at present, there are 36 high schools with 542 classes; 18,620 students; and 1,210 teachers in the entire Province 11 of places in the hierarchy chart điểm đánh giá giáo viên 2,22 điểm; đánh giá cán quản lý 2,21 điểm Factor 6: Influences by management cadres and teachers’ competence at high schools are ranked at the 1st place out of with teachers’ evaluation scores of 3.01 points but 2.95 points by management cadres 2.6 General evaluation on advantages, disadvantages, and reasons of the actual state 2.6.1 General evaluation Actual state The actual state of plan build-up for applied pedagogical scientific ranking at the 2nd place out of the actual states 2.5.2 Advantages and their reasons * Advantages Some certain achievements in applied pedagogical scientific research activities have been made All schools run a division in charge of applied pedagogical scientific research activities; their themes have initially been applied to innovate competence-based teaching modes, teaching methods, and checks for evaluation Products of high school teachers’ scientific research activities are diversified sources of materials to supplement for development of theories on education management at high schools * Reasons of the advantages Thanks to the right leadership and guidance by Lao Cai Province’s Department of Education and Training; direct and close management by high school Board of Administrators, and positive spirits of the cadre & teacher forces during the process of educational innovation and performance of scientific research activities 2.5.3 Disadvantages and their causes * Disadvantages The efficiency of applied pedagogical scientific research activities has remained much limited Applied pedagogical scientific research activities mainly meet for management cadres and teachers participating in competitions of excellent teachers at the school or provincial level or for the title of year-end emulation “soldiers” The consultation work for applied pedagogical scientific research activities has remained much limited, too Only until the school-year, will schools announce instructive information on this work for teachers’ references The build-up of plans for applied pedagogical scientific researches hasn't been specific while organization for plan performance and its guidance has remained inconsistent; checks for evaluation havent been regularly made and the reckon-up & experience learning haven't been taken care of, causing impacts on the efficiency of applied pedagogical scientific researches 13 The build-up of the force that will make applied pedagogical scientific research activities hasn't been good yet There hasn't been any responsiblity attachment among forces inside and outside schools for this activity Material infrastructure for applied pedagogical scientific research activities has remained lacking and backward * Causes of the disadvantages There has been a shortage of guidelines and policies which are powerful and synchronous enough to put the applied pedagogical scientific research activities in their right positions and roles Most of management cadre and teacher forces making applied pedagogical scientific researches haven't been systematically trained School cadres’ management competence for applied pedagogical scientific research activities has been still limited Conclusions in chapter Upon analysis, evaluation, and collected data, the author has clarified thse actual state of teachers’ applied pedagogical scientific research activities Most of them and management cadres have been rightly aware of the roles of applied pedagogical scientific research activities at high schools However, the efficiency of the applied pedagogical scientific research activities hasn't been proportionate with the current potentials of high schools in Lao Cai The application of research outcomes has remained limited while the organization for applied pedagogical scientific research activities has remained with many shortcomings Chapter MANAGEMENT REQUIREMENTS AND MEASURES FOR HIGH SCHOOL TEACHERS’ COMPETENCE BASED APPLIED PEDAGOGICAL SCIENTIFIC RESEARCH ACTIVITIES IN LAO CAI PROVINCE 3.1 Management requirements for high school teachers’ competence based applied pedagogical scientific research activities 3.1.1 To attach innovation of high school teachers’ applied pedagogical scientific research activities with the basic and holistic educational innovation process: Thesea are legal foundations to orient for the process of educational innovation in general and its management for high school teachers in Lao Cai Province toward the competence approach in particular, especially the competence for innovation 3.1.2 Attachment of applied pedagogical scientific research activities with the teaching process & high school teachers’ competence must be oriented and directed toward teachers’ competence development 14 3.1.3 Applied pedagogical scientific research activities must be close to features of high schools in Lao Cai Province: If high school teachers’ applied pedagogical scientific research activities are relevant to the reality, this also means schools’ plans for applied pedagogical scientific research activities must be feasible 3.2 Management measures for high school teachers’ competence based applied pedagogical scientific research activities in Lao Cai Province 3.2.1 Build-up and accomplishment of regulations and rules on high school teachers’ applied pedagogical scientific research activities to meet requirements for educational innovation - Goals of the measures: To accomplish the system of documents - Measure contents Firstly, to build up and accomplish compulsory management regulations in which cadres and teachers at high schools must participate in applied pedagogical scientific research activities Secondly, to build up regulations to encourage and motivate teachers to actively participate in applied pedagogical scientific research activities Thirdly, to build up and accomplish documents on school education management toward innovation and creation of pedagogical environment for high school teachers - Ways to organize for measure performance Firstly, deeply and thoroughly grasp the current mechanism and policies of the State & Ministry of Education and Training to accomplish school regulations and rules related to their teachers’ applied pedagogical scientific research activities Secondly, to agree to promulgate regulations to attach scientific research outcomes with evaluation on emulation achievements and teaching outcomes in schools’ scientific educational and research regulations Thirdly, to organize for schools’ cadres and teachers to participate in discussions to contribute their opinions and enforce regulations & rules on applied pedagogical scientific research activities - Conditions to organize measure performance 3.2.2 Build-up and organization for plan performance for competence-based apsra - Goals of the measure: To assure for applied pedagogical scientific research activities’ relevance to requirements for educational innovation and competence development - Contents of the measure Firstly, to build up plans for teachers’ applied pedagogical scientific researches to meet requirements for educational innovation 15 Secondly, to organize for plan performance of applied pedagogical scientific research activities in line with teachers’ personal competence - Ways to organize for measure performance To analyze objective, subjective conditions, identify resources and foundations to make plans for teachers’ applied pedagogical scientific research activities School Boards of Administrators organize to work out plans for teachers’ applied pedagogical scientific research activities and issue accompanying documents Chief specialists will deploy the plan performance for teachers’ applied pedagogical scientific research activities in their subject teams or groups School Boards of Administrators check the plan performance by teachers’ applied pedagogical scientific research activities in various grade blocks - Conditions to perform the measure 3.2.3 Organization for process performance of occupational competence-based applied pedagogical scientific researches - Goals of the measure: It is crucial to identify research issues, choose theses, and build up a process for programs of applied pedagogical scientific research activities at high schools must be structured into a theme system of all levels, including the school level, that of Department of Education and Training, that of Department of Sciences and Technologies; and that of Ministerial themes - Ways to organize for measure performance 3.2.4 Organization to cultivate and enhance high school teachers’ competence for applied pedagogical scientific research activities - Goals of the measure: The cultivation will help teachers get right cognition on applied pedagogical scientific research activities - Contents of the measure: Firstly, to identify cultivation purposes for teachers’ applied pedagogical scientific research activities Secondly, to identify contents for teachers’ applied pedagogical scientific research activities 16 Thirdly, to identify organization methods and forms for teachers’ applied pedagogical scientific research activities - Ways to organize for measure performance: To cultivate general issues on high school teachers’ applied pedagogical scientific researches and the program of applied pedagogical scientific research activities of each specialized branches - Conditions to organize measure performance: Consistent cultivation contents and programs in the entire Province 3.2.5 Resource development of information, documents, material infrastructure, and Generalization of testing organization methods - Testing purpose: To collect information on the necessity and feasibility of management methods for applied pedagogical scientific research activities - Testing objects: The total number of survey subjects is 267 people, 67 of them are educational management cadres (21 of them are cadres from Department of Education & Training; 46 Rectors, and Deputy Rectors); 200 high school teachers in Lao Cai Province - Testing contents The necessity and feasibility of management measures for high school teachers’ competence-based applied pedagogical scientific research activities in Lao Cai Province will be tested The correlation between the necessity and feasibility of the management measures for high school teachers’ competence-based applied pedagogical scientific research activities in Lao Cai Province will be tested - Data investigation and processing methods: To work out questionnaires for polls based on the two criteria: the necessity and feasibility of each measure in line with levels from high to low ones quantified in the following point scales: Very necessary (3 points); Necessary (2 points); Unnecessary (1 point) & Very feasible (3 points); Feasible (2 points); Infeasible (1 point) After receiving gained outcomes, the Post-graduate deploys to analyze, process data in the statistic chart, and calculate the mean point ( x ) of it with the reality, and simultaneously, evaluate the efficiency of the management measures for high school teachers’ applied pedagogical scientific research activities in Lao Cai Province * Test contents Testing the 4th measure, “To organize for cultivation to enhance high school teachers’ competence for applied pedagogical scientific research activities” Contents of cultivation documents are built up into one theme titled “Methods of applied pedagogical scientific researches at high schools in Lao Cai Province” The thematic contents have been compiled by the Postgraduate based on the documents of Ministry of Education & Training, Vietnam Belgium project, 2009 (having its own document appendices) *Test assumption: The quality of high school teachers‘ applied pedagogical scientific
