1 INTRODUCTION Rationale for the study In the process of leading the Vietnamese revolution, President Ho Chi Minh always considered Individualism as a "mother" disease that caused hundreds of other diseases, damaging the revolutionary career Because Individualism is an enemy who does not reveal his true identity, it lurks in the thoughts, thinking’s and behaviours of each individual, preventing us from fighting for a revolutionary career, regardless of the circumstances, it is necessary to fight against all manifestations and harmful effects of Individualism, revolutionaries must destroy it Therefore, fighting against Individualism is a basic and regular task to improve the revolutionary ethics among the Party's cadres and party members The reality of construction and adjustment of the Party still has limitations, resulting in a large number of cadres and party members, including some high-ranking cadres showing signs of recession, and the main source of this is from Individualism Our Party points out: “Everything bad and corrupt is born because of this disease If we not defeat and wipe out the Individualism, our Party cannot be clean and strong and cannot be a true revolutionary Party wholeheartedly for the sake of the country and the people” [45] On the other hand, the development of a socialist-oriented market economy, the trend of globalization and deeper international integration have had a positive impact on all areas of social life and the lives of officials, party members and people Besides, the negative impact of the market economy still creates "land" for Individualism arising, developing and causing harm in social life Therefore, the urgent issue is to fight against and prevent all signs and harmful effects of Individualism among cadres and party members of the Party today The Vietnam People's Army is a key force in the cause of protecting the Socialist Republic of Vietnam In the process of building, fighting, and maturing of the military, logistics is a very important aspect of the work Strong logistics, ensuring to be adequate and in time is the basic factor for the army to successfully complete all tasks, in all circumstances and situations In the structure and organization of the VPA, the regiment level is the base unit, the basic tactical level; logistics at the regimental level is a fundamental part of the strategic logistics and campaign-level logistics In particular, logistics officers are the "root" of logistics The logistics officers at the regimental level have a position and role as the direct leader of the work of organizing, creating assurance sources and managing, conducting logistics assurance to better serve the lives of the army and ensure logistics in Training missions, combating readiness and the combat of regiments With a specific nature of work, the logistics officers at the regimental level regularly manage directly and conduct the preservation and use of finance, facilities and equipment of the army This is an environment prone to the negative due to the temptation of material benefits, is a "land" for Individualism to have the opportunity to arise, develop and cause harms Therefore, preventing and fighting against Individualism among the logistics officers at the regimental level must be really proactive and conducted regularly Over the past years, the work of preventing and fighting against Individualism among the logistics officers has been paid attention and guidance by the Central Military Commission, the Ministry of Defense, the General Department of Politics, and the General Department of Logistics The leaders and commanders of the units have regularly propagated, educated, managed, inspected, checked and supervised the logistics assurance at the regimental level The work of preventing and fighting against Individualism among the logistics officers at regimental level has achieved certain results However, the manifestations and harmful effects of Individualism still exist in a part of the logistics officers at regimental level such as: lack of cultivation and training of the revolutionary ethics; failing to maintain the quality of "Industry, Thrift, Honesty, Righteousness" of the military logistics officers, gradually falling into opportunism, materialism, peculation and waste; arbitrary in implementing the principles and provisions of the Regulation on Military logistics, taking advantage of positions and powers to look after ones ‘own interests, leading to the violations of the State law, military discipline in different ways; lack of initiative, creativity, responsibility in advising and proposing undertakings and measures to ensure regimental logistics; take advantage of opportunities to advise and propose benefits to the interest groups At present, the task of building a revolutionary, regular, and elite army, step by step being modern; the cause of protecting the Socialist Republic of Vietnam; building a strong and comprehensive military logistics industry, following Uncle Ho's instructions, are setting new requirements which are higher and more difficult Therefore, the topic "Preventing and fighting against Individualism among logistics officers at the regimental level of the Vietnam People's Army at present" the author chooses is an urgent issue with great theoretical and practical significance 3 Purposes and tasks of the research Purposes of the research The dissertation clarifies a number of practical and theoretical issues on prevention and fighting against Individualism in logistics officers at the regimental level in the VPA Accordingly, it proposes some basic solutions and requirements to effectively fight against Individualism in logistics officers at the regimental level in the VPA Tasks of the research The dissertation gives an overview of the research related to the dissertation topic The dissertation clarifies some theoretical issues on prevention and fighting against Individualism in logistics officers at the regimental level in the VPA The dissertation assesses the current situation of prevention and fighting against Individualism in logistics officers at the regimental level in the VPA, indicating the causes and issues need addressing The dissertation proposes basic solutions and requirements to prevent and fight against Individualism in logistics officers at the regimental level in the VPA at present Object and scope of the research Object: Prevention and fighting against Individualism in logistics officers at the regimental level in the VPA Scope: In terms of content: The research concentrates on Individualism and prevention, fighting against Individualism in logistics officers at the regimental level in the VPA In terms of space: The research carries out surveys and investigations at infantry regiments with adequate numbers under training and fighting readiness: Division (Military zone 1), Division 316 (Military zone 2), Division 395 (Military zone 3), Division 312 (Army corps 1), Division 325 (Army corps 2), and logistics officers-training cadets at regiment and division level at Logistics Academy In terms of time: Sufficient data and documents are mainly from 2011 to present Theoretical, practical basis and methodology Theoretical basis: The dissertation is based on the viewpoint of Marxism-Leninism, Ho Chi Minh's thoughts, the lines and views of the Communist Party of Vietnam, the Party’s directives, documents and Ministry of Defence on building revolutionary army and military officials, promoting human resources, fighting against Individualism, building logistics officers in particular in the 2013 - 2020 period and the coming time Practical basis: The dissertation is based on the reality of the struggle against Individualism in logistics officers at the regimental level in the VPA in the recent years Besides, the dissertation consults the State and Party’s summarizing reports related to ideology and theory and practical surveys made by the author Methodology: The dissertation uses the methodology of dialectical materialism and historical materialism, combined with the use of methods of analysis and synthesis; history and logic; generalization and abstraction; sociological investigation methods, etc to fulfil the purposes and tasks of the dissertation New contributions of the research The dissertation generalizes and interprets conception and features of preventing and fighting against Individualism in logistics officers at the regimental level in the VPA The dissertation assesses the achievements, shortcomings in preventing and fighting against Individualism in logistics officers at the regimental level in the VPA and issues need addressing The dissertation proposes some basic solutions to fight against Individualism in logistics officers at the regimental level in the VPA at present Theoretical and practical significance of the research Theoretical significance: The findings of the dissertation contribute to sufficiently provide the theoretical issues on Individualism and the prevention and fight against Individualism in logistics officers at the regimental level in the VPA at present Practical significance: The dissertation provides a practical system of V.I.Lenin’s view, content, ideology to the prevention fight against Individualism, which directly help party committee, authority and different departments to apply in fighting against Individualism’s thoughts At the same time, the dissertation can be used as references for researching and teaching the related topics at Academies and Schools in the army Structure of the thesis The thesis includes: Introduction, chapters (10 periods), Conclusions, list of scientific works of the author related to the dissertation, list of references and Appendices 5 Chapter OVERVIEW OF RESEARCH SITUATION RELATED TO THE THESIS TITLE 1.1 The foreign works related to the thesis 1.1.1 The works on Individualism Typically: “To be a disciple of Individualism or to be a loyal fighter for collectivism” [116] by Ton Dat Thanh, Tang Tap Tam These authors define the term Individualism and confirm that the ideology of Individualism and that of collectivism are of sharp contrast We highly appreciate collectivism doesn’t mean that we deny personality, but personality should go along with the community so as to be fully promoted Accordingly, these authors concluded “the task of sweeping away the proletariat’s Individualism and nurturing the working class’s collective thought in each individual … is a great revolutionary mission” [116, tr.12] In the book “What is the future of Individualism” [111 Kieu Manh Son points out: the root of Individualism; its manifestations; its danger; how to overcome and its thought should be strongly criticised in the socialist regime He states some of its obvious manifestations: arrogance, self-satisfaction, personal hero; liberty without principle and different attitudes toward personal belongings and public property Its danger is to discourage people’s revolutionary spirit and people are easy to be made use of by the hostile forces When Individualism reaches to its peak, it will fight against the Party and affect the cause of socialist construction It is vital to make Individualism’s followers understand the relationship between individual and the collective; they should be under strict supervision of the Party and make effort to learn Marxism-Leninism 1.1.2 The works on preventing and fighting against Individualism Here are typical works: “Ethics of the proletariat and communism ethics” [141] by Xunicop; “Positive living style, aim and method of educating ethics” [110] by A.Skrulnich; “Soviet’s lifestyle, today and tomorrow” [49] by V.I.Đôbrưnina; “Measures to fight against corruption in China” [134] by Hong VI; the specialised book “Corruption and measures to prevent and fight against corruption in China” [109] These above-mentioned works affirm that the task of preventing, fighting against Individualism and building revolutionary ethics is an issue with two sides, which is closely linked The task of preventing and fighting against Individualism is both a long-term mission and of urgent significance today 1.2 The works in the country related to the thesis 1.2.1 The works determination and help to damage the “peaceful happening” strategy of the hostile forces 1.2.2 The works on Individualism and the prevention and fight against Individualism in the Vietnam People’s military logistics officers and emphasize the necessity to build military logistics officers with stable political quality, meeting the logistics needs in the new situation They are considered as foundations for the author to build up the key conceptions on logistics officers, logistics officers at the regimental level and Individualism among logistics officers at the regimental level 1.3 Generalization of the findings of the previously published works and issues need addressing in this thesis 1.3.1 Generalization of the findings of the previously published works Firstly, despite different approaches, these works all thoroughly research into Individualism and preventing and fighting against Individualism in general and in different departments in the army in particular However, the issue of preventing and fighting against Individualism in the army in general and within military logistics officers has not been systematically and thoroughly touched upon, especially that issue at military local units Secondly, these above works have different ways of approaching Individualism, indicating its signs, impacts and they state that it is vital to prevent and fight against Individualism In addition, the works on logistics officers have been discussed along with the Directive N214-CT/BQP dated 14/3/1995 on “Military Logistics following Uncle Ho’s teachings”, notably pointing out it is crucial to nurture and promote revolutionary ethics in accordance with preventing and fighting against Individualism of logistics officers However, there have been no works researching this issue at the regimental level Therefore, Individualism and preventing, fighting against Individualism within logistics officers at the regimental level is a gap need filling and researching systematically, contributing to provide the theoretical basis for effectively preventing, fighting against Individualism within logistics officers at the regimental level Third, these works have assessed the current situation of Individualism and preventing, fighting against Individualism and defined its causes Yet, these surveys and investigations only concentrate on one specific method or one area of preventing, fighting against Individualism within logistics officers but not on the complete and harmonious scale Thus, it is urgent to fully and completely assess the current situation of preventing, fighting against Individualism within logistics officers at the regimental level in the VPA It is an issue of great significance Fourth, these works have proposed solutions to improving the quality of preventing, fighting against Individualism within logistics officers; promoting revolutionary ethics; building socialist lifestyle, fighting against corruption, “self-happening”, “self-transforming” among officials and party members These solutions provide the scientific arguments for the Party and the Military to promote the effectiveness of preventing, fighting against Individualism among officials in general and within logistics officers in particular Overall, the previous works are of great value for this thesis’s author to inherit and carry out his study, finding “the gap” needs filling in and the issue need addressing in his own way 1.3.2 Issues need further addressing in this thesis First, by generalizing Marxism-Leninism’s ideology, Vietnam Communist Party’s views on Individualism, the thesis concentrates on the origin, essence, sign and harmful effect of Individualism among party members in general and those in the army in particular It indicates features of military logistics officers, logistics officers at the regimental level and Individualism within logistics officers at the regimental level Second, the thesis systematically clarifies the concepts of Individualism and Individualism within logistics officers at the regimental level Accordingly, the thesis provides the central term of preventing, fighting against Individualism within logistics officers at the regimental level in the VPA; analysing the concept of preventing, fighting against Individualism within logistics officers at the regimental level in the VPA at present Third, the thesis analyses and clarifies the central concept, combined with the reports of different related branches in order to assess the current situation of preventing, fighting against Individualism and Individualism within logistics officers at the regimental level presently It indicates the causes of the current situation and the issues need addressing during the process of preventing, fighting against Individualism within logistics officers at the regimental level in the VPA in the coming time Fourth, it defines requirements and proposes practical and feasible solutions to effectively promoting the prevention and fighting against Individualism within logistics officers at the regimental level in the VPA at present Thus, it follows Marxism-Leninism’s ideology, the Party’s views, the State’s policy and law; under the perspective of scientific socialism and thorough research into “Preventing and fighting against Individualism among logistics officers at the regimental level of the Vietnam People's Army” Conclusion of chapter It is of great significance to generalize the thesis-related works and identify the issues need further addressing in this thesis This thesis’s author clearly sees that these works have clarified practical and 10 theoretical issues on Individualism; preventing and fighting against Individualism in the Party, party organizations, officials, party members in general and in the army in particular Therefore, the findings of the previous works help the author to indicate “the gap” and identify the issues need further addressing under the social – political perspective specialized in scientific socialism, no coincidence with any other published works Chapter THEORIES ON PREVENTING AND FIGHTING AGAINST INDIVIDUALISM AMONG THE LOGISTICS OFFICERS AT THE REGIMENTAL LEVEL OF THE VIETNAM PEOPLE'S ARMY 2.1 Overview on Individualism and the harmful effects of Individualism among the logistics officers at the regiment level of the Vietnam People's Army 2.1.1 Overview on Individualism The views of Marxism - Leninism, Ho Chi Minh ideology and the Communist Party of Vietnam on Individualism The classics of Marxism-Leninism have laid the methodological basis for the study of Individualism, as a philosophical-ethical category in the form of social consciousness, reflecting a corresponding social existence At first Individualism only appear in a number of individuals, it is the bad side, they are mainly wealthy people, exploiting classes When Individualism is localized to a group of people, it is multiplied and gradually becomes a social trend It is an extreme personal tendency, always separating the community and society and distorting the face of human personality and social life In the work, "The Holy Family," C Marx refers to the selfish person as members of society, but they are closed individuals, all their thoughts and actions are introverted - on their egos, for their own benefits, at the same time they require society and others to act in response to their individual needs Therefore, they are people separating from the whole of society In the work "The origin of the family, of the private and the state", Ph.Angghen pointed out: "it is the lowest benefits - mediocre greed, the desire for gross pleasure, filthy stinginess, selfish desire to steal from the public - signalling the birth of a new civilized society, a class society; it was the most infamous tactics - theft, violence, cunning, betrayal - that weakened the classless gentile society and brought it to ruin” [3, p 150] At the III-Russia Congress of the Russian Communist Youth Union, when talking about the mission of the Youth Union, V.I.Lenin pointed out 11 that the old society was built on the principle of plundering, so those trained in that society, right from the time of being breastfed, were infected with a mentality, a habit which was to only worry about their own and not care about others In his work "Left-wing Childish Disease in the Communist Movement" [72], V.I Lenin pointed out the origins and conditions of the existence of Individualism among cadres and communist party members: “If the bourgeoisie has not been overthrown, it is outside as well as in the worker movement, bourgeois atmosphere, private practices, bourgeois practices will also harm the work of the proletariat, not only in an operating industry , but certainly in all areas of social life, in all cultural and political activities without any exception ” Thus, Marxism - Leninism explains Individualism arises in the condition of class-divided society associated with the concept of wanting to resolve those relationships in a tendency increasingly emphasizing on the position, the role of self-interest, overlooking the role and interests of the community and society Inheriting the views of Marxism-Leninism, President Ho Chi Minh generalized Individualism on basic issues such as: Firstly, the view on Individualism "is to put our own interests, the interests of our family first, before the common interests of the nation" [89, p.156]; or “Individualism is everything that only concerns its own interests, not the common interests of the collective “As long as we are fat, wearing thin people" "[91, p.90], is used to refer to those who absolutism their personal interests, personal desires, all their thoughts and actions are for personal rights and interests, one's family, one’s group’s interests; putting the interests of the individual first, before the interests of the collective, the revolution and the nation Secondly, the nature of Individualism is expressed through solving practical relationships of individuals such as: Firstly, for revolutionary ideals, Individualism is putting our own interests and our family's interests on top of all, before the common interests of the nation, "everything we we only think of ourselves, our family, we rarely think of the big family as the nation" [87, p.54] Secondly, for the people, Individualism is being contrary to the interests of the people, away from the people, is to put our interests ahead of the people's interests Thirdly, for revolutionary tasks, Individualism is being afraid of hardship, fear of suffering; liberalism, always "putting our own interests ahead of the common interests, then born undisciplined, disorganized, greedy, famous, sectarian, corrupt, wasteful, bureaucratic" [88 , p.100] Fourthly, for ourselves: self-interest, 12 arrogance, complacency, contending with other for merits; passing the buck to others; claiming enjoyment, compensation, greed, laziness, filial piety, narrow-minded, materialistic Thirdly, the origin of Individualism is: Objectively, it is the backward habits and traditions arising from wet rice agriculture that still exist in the way of thinking of a part of officials, party members and people, and it is not easy to change immediately Subjectively, due to individual cadres and party members lacking of cultivation, training, decreasing the will to fight, and forgetting responsibilities and duties for the Party and the people Fourthly, content, form of expression of Individualism are very diverse, always transforming "all shapes and states" However, no matter how transformations happen, the origin, nature, content, and expression forms of Individualism can still be identified Fifthly, the harmful effects of Individualism, as long as there is industrialism, it will "hinder" the cadres and party members striving for the goals and ideals of the Party and the nation Specific expression: In terms of political ideology, Individualism adversely affects the leading role of the Party and the management of the State, the inevitable consequence is to reduce the people's confidence in the Party and the regime – one of the threats to the political stability and the survival of the regime Economically, Individualism leads to the consequence that the money of the State and people will not only be turned into private property of individuals but even be wasted and lost in a great amount In terms of morality, lifestyle, Individualism corrupts the contingent of cadres and party members, changes, overturns, and breaks social ethical standards The Vietnam Communist Party’s view on Individualism Firstly, the cause of Individualism Objectively, the impacts of the negative side of the socialist-oriented market economy; social stratification, rich and poor division, is a direct cause leading to the development of Individualism Subjectively, Individualism appears in a part of cadres, party members, masses who come mainly from farmers and different social classes; feudal ideologies such as authoritarian, autocratic, greedy for fame, profiteering; opportunist ideology, materialism of the bourgeoisie class Secondly, the content and expression of Individualism are clearly shown by our Party: Bureaucracy, mass separation, reality separation, being bossy; being thirsty for money, willing to "occupy the private sector", gouge the wealth of the people; not self-criticizing and criticizing on the basis of comradeship, or being easy, respectful or taking advantage of the situation to lash out at each other, creating different groups that cause serious disunity 13 Thirdly, the harmful effects of Individualism are very dangerous, it lies within each human being and it is very difficult to fight against and eliminate; it is an invisible enemy; very harmful to each cadre, party member and every party organization Therefore, promoting the work of building and regulating the Party is a regular job for our Party today Some other ideas of scientists about Individualism Philosophy Dictionary (Vietnamese translated version); Simplified Philosophy Dictionary (edited by Huu Ngoc); Vietnamese dictionary (edited by Hoang Phe); Vietnamese dictionary of Institute of Linguistics; Vietnam Encyclopaedia (volume 1) and some authors agree that Individualism is that we everything for our own interests, we wish everyone to be for ourselves but we not want ourselves to be for everyone Inheriting the values of the above ideas, the author thinks that: Individualism is the sum of opinions, conceptions and a social tendency of individuals who are always absolutely personal, self-interest, putting personal interests ahead, separating from the community, opposing the community, harming the interests of the social community and seeking ways to realize their own interests 2.1.2 Overview on Individualism among the logistics officers at the regimental level of the Vietnam People’s Army Logistics officers are a part of the staff of the Vietnam People’s Army selected to operate tasks in the logistics organization system Logistics officers are the "root" of military logistics, are the leaders, organizers, commanders and managers of logistics in the units; are the subject directly carrying out logistics work in the units to meet the material needs necessary for the army to successfully perform all tasks The Regiment of the Vietnam People’s Army is the basic unit, the basic tactical level of the army that can operate independently on the main attack direction or combat in the division formation The general quality and combat power of the regiment depend greatly on the logistics assurance and the regiment logistics staff in ensuring, maintaining the combat strength and taking care of the lives of officers and soldiers in the regiment Based on the above, the author conceives: Logistics officers at the regiment level of the Vietnam People's Army are officers and professional military personnel’s with an educational level and logistic professionalism from a college and above, appointed the commanders (heads and vice heads of regiment logistics) and logistic assistants at the regimental level, directly advising and organizing the implementation of logistics security 14 tasks in the regiments within the scope of their assigned functions and duties From the above concept, it shows that the logistics officers at the regimental level have different characteristics from the military and political officers in the regiment as follows: Firstly, the logistics officers at the regimental level are mainly trained and fostered from
