Criminal Investigation (CI) is one of the important professional tasks of the PPS force
in the struggle to prevent crime, ensure social order and safety of the country This is notonly a heavy, difficult and complicated task but also a science and art in the process ofsolving the case It has diverse and multi-dimensional relationships and impacts withnational policies and laws; at the same time, it directly affects people's political lives.Therefore, the capacity and qualifications of the person working in the criminalinvestigation work is always a matter of top concern, the investigating officer needs to haveenough qualifications and capacity to find out the essence of the matter, conclude the rightperson, the right crime, to both punish the offender but also has the effect of educating,deterring and preventing crime from occurring
Training, improving the qualifications and capacity of the team in charge of criminalproceedings and investigation is an issue that the Party and the State always pay attention to,this is reflected in Resolution No 96/2015/QH13 dated June 26, 2015 on strengtheningmeasures to prevent and combat unjust and wrongful acts and ensuring compensation forvictims in criminal proceedings including the content that requires relevant agencies totake measures to improve professional qualifications, professional skills and publicresponsibilities for the team of investigators [39] PPS academies and universities are theonly institutions assigned to train in the field of education, playing a key role in training acontingent of investigators with knowledge and capacity, meeting the assigned requirementsand tasks This sets a requirement for PPS academies and universities to constantly strive toimprove the quality of training in the field of education to meet the practical requirements ofthe crime prevention struggle
Training in the field of education in academies and universities in particular, educationand training in the PPS in general have both the common characteristics of the Vietnameseeducation system and the unique characteristics dominated by the task of protecting nationalsecurity and ensuring social order and safety Therefore, in order to improve the quality oftraining in the field of education in academies and universities, it is essential to improve theefficiency of training management of all levels of management in the university Therefore,the management of training in the field of education in academies and universities requires
an appropriate approach, creating initiative for management subjects in coordinating andapplying measures to achieve management efficiency
Theoretically, there are many theoretical models of research on quality managementsuch as the ISO 9000 Model, the EFQM Model, the SEAMEO Model (OrganizationalElements Model of the Organization of Ministers of Education of Southeast AsianCountries) and the CIPO Model, each model has its own strengths, but the combination ofthe CIPO model and the approach to the quality management function ensures thecomprehensiveness of aspects in training management is placed in the specific context ofthe environment This approach proves to be particularly suitable for the trainingmanagement of the training sector in the field of education, which is a discipline that is
Trang 6greatly affected by intertwined domestic and international factors such as economy, politics,society, defense and security.
In practice, statistical reports show that the number of investigators of investigatingagencies at all levels in the PPS is currently not enough to meet the requirements, there is anoverload in work, making the quality of investigation and settlement of criminal cases nothigh; the number of outstanding judgments is large [1] Therefore, in the coming time, theCriminal Investigation sector is one of the priority disciplines for training in the CriminalInvestigation Force to promptly supplement the contingent of officers in charge ofinvestigation, meeting the goal of building a "regular, elite and modern" investigationagency [11] Although in recent years, the training and training management of the field ofeducation in academies and universities have always been interested in leading, directingand organizing the implementation with many positive changes However, facing the currentcontext with new developments in the situation of national defense and security andeconomic, political and social affairs, the prominent is the increase in types of crimes,especially crimes using high technology, the management of training in the field ofeducation in academies, PPS University still reveals difficulties and inadequacies, from theenrollment stage; development of e-commerce; developing teachers and management staff
to organizing teaching and learning activities; examining and evaluating learning results This fact shows that the management of training in the field of education in academies anduniversities in the coming time needs to be studied in an in-depth and methodical way toimprove the quality of training in the field of training to meet practical requirements
Although it is a traditional and spearhead training discipline of the PPS force, so farthere has been no scientific work that has conducted direct, complete, systematic, scientificand in-depth research on training management in the field of training in CAND academies
and universities Therefore, the topic Training Management in Criminal Investigation in
academies and universities of the People's Public Security in the current context is a
research topic of scientific significance and high practical value in the current context
2 Thesis purpose
Research to clarify the theoretical basis for training and training management in thefield of CI at PPS academies and universities; assess the current status of training andtraining management in the field of CI in academies and universities in the current context,
on that basis, propose management measures to improve the quality of training in the field
of CI in academies and universities to meet the practical requirements of the team ofinvestigators in the current context

The project of conducting a survey for management staff, teachers, students, andalumni of 04 academies and universities of PPS to carry out the main training process at theundergraduate level in the field of CI In addition, the topic of conducting a survey forleaders and police officers of units and localities of the employer

There are many subjects participating in the management of training in the field of CI
in academies and universities However, the thesis identifies the main subjects as the Board
of Directors of the Academy, the Board of Directors of PPS universities, and other subjects
as coordinating subjects

The research was carried out at 04 academies, PPS universities that carry out the maintraining process at the undergraduate level, granting bachelor's degrees in education,namely: People's Security Academy, People's Security University, People's PoliceAcademy, People's Police University
6.5 Regarding the duration of the study

7 Research methodology and methodology
7.1 Methodology
The thesis is researched and approached on the basis of the scientific methodology ofMarxism-Leninism, Ho Chi Minh Thought; views, lines, guidelines and policies of theParty, the State, and the Ministry of Public Security on education and training and theassessment of the National Security Council At the same time, The thesis uses thefollowing approaches: CIPO approach combining management functions, training processapproaches, competency approaches, output standard approaches, systems approaches,practical approaches, and interdisciplinary scientific approaches to clarify the theoreticaland practical problems of the research problem

8 Defense thesis
- The current context sets new requirements for training in the field of CI in academiesand universities Training in the field of CI at academies and universities is basically carriedout seriously, in accordance with regulations, with quality, but there are still certainlimitations that do not meet the requirements in the current context such as inadequacies inenrollment, training, teaching and learning activities, etc
- The training quality of training in training academies and universities has beenclosely organized, but in the face of the requirements of the current context, there are stillsome limitations and inadequacies, leading to limitations in the quality of training intraining There are many factors affecting this management activity, in which the awarenessand quality capacity of teachers and management staff; the proactivity of students and theregulations on education and training in the PPS along with the directives of ministry ofpublic security leaders are the most strongly influencing factors

Scott H Belshaw (2019) through the article "Next Generation of Evidence Collecting: The Need for Digital Forensics in Criminal Justice Education" said that training in the field of evidence in the coming time needs to equip learners with the knowledge, skills in the
collection and processing of electronic evidence (digital criminal techniques) According tothe author, the education sector is currently in very high demand for officials who can collect

to be updated with the latest techniques and software related to the training force, the newgeneration of the training force needs to be deeply aware of continuous and lifelong learningbecause the developments in digital criminal technology in the world are day by day andconstantly changing
In addition, authors Perry Stanislas (2014), Isabelle Barkowiak-Théron (2019),Paterson Craig (2011), and Rick D Giovengo (2017) also offer different views on policetraining in general and training in the field of public service in particular
1.1.2 Studies on training management in Criminal Investigation
1.1.2.1 Studies in the world
Sahney et al (2004) proposed an input-process-output-output (outcome) model of the
training process This model sees education as a process, "whereby resources are used to convert inputs into outputs." Niedermeier (2017) proposes a context-input-process-output
model In this model, the context serves as both a source of supply for inputs and an impact
on outputs The book Educational administration: theory, research and practice by WayneHoy and Cecil Miskel (2012) puts forward the view that schools are open social systems.The author emphasizes that school activities are inseparable from the context environment;competition, resources and political pressure from the context environment directly affectthe internal functioning of the school
With the view of considering training as a process with inputs, processes, and outputsand placing it in the consideration and evaluation of the impact of contextual factors, manyauthors have applied the CIPO (Context – Input- Process – Outcome) model in theirresearch The CIPO model was introduced by Scheerens (1990, 1995) with the originalpurpose of designing a model to evaluate the effectiveness of activities in a school or of aneducation system The components of the CIPO model are divided into 4 groups: inputs,processes, outputs, and contexts Since its introduction until now, the CIPO model isconsidered an appropriate model for use in environmental management and is used by manyresearchers in this field Moelands and Ouborg (1998); ODEAD (2011); Zhang, Yang,
Trang 11Chang and Chang (2016) used the CIPO model to evaluate schools in the Netherlands,Belgium and China, respectively Chang and Lin (2018) used the Context-Input-Process-Output factors as aspects of internationalization to develop a set of indicators to evaluatehigher education in Taiwan In addition to evaluating traditional performance measures, theCIPO model is also used to measure the effectiveness of schools in terms of well-being forlearners (Petegem, Aelterman, Keer, and Yves, 2007).
1.1.2.2 Domestic studies
In Vietnam, many authors have also applied the CIPO model in research on trainingmanagement such as Nguyen Ngoc Trang (2018), Nguyen Quang Uan, Nguyen Thu Muoi(2016), Nguyen Huu Van (2020), Dao Duy Phong (2020) In particular, some authors usethe CIPO model to study the management and training of a specific profession such as DoThi Thanh Toan (2019), Nguyen Tan Dang (2020), Le Minh Hien (2021), Dang Van Duy(2023) However, regarding the management of labor management in the field of CI atacademies and universities of the Armed Forces, there is currently no direct, complete andsystematic, scientific and in-depth research on this topic
1.1.3 General evaluation and further research directions
Thus, from the overview of the domestic and world research on labor management in thefield of CI at academies and universities, it can be seen that research on labor management ineducational institutions is a topic of interest to many domestic and foreign scientists Over time,more and more research works with different research scopes and angles have appeared,including monographs, scientific research topics at all levels, doctoral theses, scientific articles,etc The works have raised the key issues in labor management in schools, many works havedelved into the research of some specific training management models to improve the quality oftraining in higher education institutions In general, the authors agree that training is a processthat in order to manage the training process well, it is necessary to manage the inputs, processes,outputs as well as consider and evaluate the impact of the context on the entire training process.Discussing labor management in the armed forces in Vietnam, there are many authors who arelecturers and experts in the armed forces writing on this topic The works have affirmed theposition, role and necessity of labor management in the armed forces, considering this as a keyissue, decisive for the quality and effectiveness of training in PPS schools Many works delve intothe study of each specific content in labor management or apply the management model to thepractice of labor management in PPS schools Research works from many different angles ofeducation management science with many different approaches such as quality assuranceapproach, output standard meeting approach, CIPO model approach, etc showing the diversity inthe research directions of the authors However, regarding the management of labor management
in the field of CI at academies and universities of the Armed Forces, there is currently no direct,complete and systematic, scientific and in-depth research on this topic
Therefore, the thesis will continue to solve problems in both theoretical and practicalaspects that have not been mentioned or inadequately mentioned in previous scientific works.Specifically, on the following issues:
Firstly, on the basis of the results of previous relevant research works, the thesis continues
to supplement and clarify concepts related to training and labor management in the field of CI and

Secondly, of all the research works that have been published, there has not been a specificassessment of the current status of training and training management in the field of CI in PPSacademies and universities Therefore, on the basis of practical research, the thesis will research,clarify and properly evaluate the reality of training and training management in the field of CI inPPS academies and universities in recent years From the analysis of the current situation,pointing out the advantages and limitations in the labor management of the training sector, thethesis explores the causes of those limitations as a basis for proposing measures
Thirdly, the thesis proposes, analyzes, and clarifies the measures for labor management inthe field of CI in academies and universities in the current context that are close to reality, theright subjects, training objectives and ensure that they are highly practical and feasible This isconsidered a core issue, not only contributing to ensuring the quality of training in the field of CI
in schools that meet well with the training objectives, but also contributing to providing thesociety with a contingent of cadres and soldiers of the Armed Forces in charge of protectingnational security and ensuring social order and safety with high professional qualifications wellmeet the requirements of the fight against crime in the new situation
