1 Reasons for choosing the topic

The issue of managing capacity building activities for high schoolEnglish teachers has been paid attention to and mentioned in a number ofprevious studies at the levels of scientific research topics, theses,dissertations, and has had an impact on practice, bringing positive results

in improving and enhancing the quality of general English teachers.However, these studies are only limited to one or a few specific localities,

so the impact of the proposed solutions is limited Furthermore, theexisting studies have only gone into training activities without doinganything else Deeply understand the management role in the process offostering English teachers' competencies On the other hand, in the process

of organizing training, each locality, each university, and each trainingorganization has different management methods, lacking uniformity andconsistency The roles of subjects and stakeholders (universities,Departments of Education and Training, high schools, administrators,teachers ) are not clear and even overlap, which has also impacted theThe training effectiveness is not as expected

Based on the above reasons, the author chose the issue "Managing

training activities for high school English teachers in the Red River Delta according to the competency - based approach" as the thesis research topic.

2 Objectives of the study

Based on theoretical research on the management of high schoolEnglish teacher training activities according to the competency approachand practice of managing and training this activity in the Red River Deltaregion, the thesis proposes management measures to develop professionaland professional capacity for English teachers at this level to meet currenteducational innovation requirements

4 Scientific hypothesis

Currently, the management of high school English teacher trainingactivities has been carried out with the goal of developing professionalcompetence for teachers and has had positive results; However, thisactivity still has certain limitations such as: The competency framework ofEnglish teachers has not been built systematically and scientifically;Developing and implementing ineffective training programs according tothe competency framework; The process and coordination mechanismbetween subjects/forces is not clear; The decentralization of management

of training activities is not consistent among training subjects, etc Ifhaving built a competency framework for high school English teachers,appling the PDCA model in managing each element of high schoolEnglish teachers training activities according to the competency - basedapproach can propose measures to manage training activities for highschool English teachers in a feasible and effective way, contributing toimproving the quality of English teachers, meeting the current educationalinnovation requirements

- Leaders, managers and experts of specialized departments ofDepartments of Education and Training;

- Leaders, managers and lecturers of 03 universities participating inthe project "Teaching and learning foreign languages in the nationaleducation system" are Hanoi University of Education, University ofForeign Languages - National University Hanoi, Hanoi University;

- Leaders, managers, English teachers at public high schools in theRed River Delta region (10 provinces mentioned above)

6.4 Limits on management subjects

7 Research methodology and methods

7.1 Research methodology

7.1.1 Competency - based approach (CA)

school English teachers and managing training activities for high schoolEnglish teachers according to the competency-based approach basing onthe PDCA model This is an updated approach, consistent with therequirements for developing the professional capacity of high schoolEnglish teachers in the context of educational innovation according to theapproach of developing students' qualities and abilities The thesis hasdeveloped tool concepts on managing high school English teacher trainingactivities according to the competency - based approach, analyzing highschool English teacher training activities according to the competency-based approach to allow individualization of teaching Based on thecompetency model, English teachers will be trained to supplement andcomplete missing competencies to meet the requirements of currenteducational innovation Based on the competency framework of highschool English teachers and applying the PDCA model in managing eachelement of high school English teacher training activities, the thesis hasdeveloped a theory on managing high school English teacher training.According to the competency-based approach, there are 4 main contents:Plan (Plan) for training high school English teachers; Implement (Do)training for high school English teachers; Check (Check) and evaluate thetraining activities for high school English teachers and adjust andsupplement (Act) the training plan for high school English teachers Thethesis contributes to clarifying the characteristics of multi-subject andmulti-level management, building a coordination mechanism and thenecessary requirement for smooth and effective coordination betweensubjects/forces in the training organization Nurturing high school Englishteachers according to the competency approach The above contributionswill contribute to solving theoretical gaps in teacher training andmanagement in general, and high school English teachers in particular inthe current context.

The thesis contributes to helping management levels identify strengthsand weaknesses through surveying and analyzing training practices andmanaging high school English teacher training activities in the Red RiverDelta according to CA From there, there are directions to overcome andimprove the process of managing this training activity

The thesis's proposed measures on managing training activities for highschool English teachers in the Red River Delta according to CA are built tosuit the target audience, contributing to changing thinking and awareness inchoosing the content, how to organize training activities and manage trainingactivities of management levels and current training organizing units Theresearch results are a necessary reference for leaders and managers ofuniversities, departments of education and training, high schools and highschool English teachers in organizing training and self-training activities

Local researches have focused on emphasizing and clearly affirmingthe important position and role of training competence for Englishteachers The researches also show us that English teacher training is veryimportant in improving the quality of English teaching Thanks to that,schools can ensure the implementation of goals, plans, programs, content,teaching methods, and implement regulations on necessary conditions toensure the quality of English teaching for students according to CA

In-depth research on the management and training of high schoolEnglish teachers in Vietnam according to CA have also been mentioned, butthese studies are only limited to a few specific localities Furthermore, thesestudies only delve into the training and management role of high schools buthave not yet deepened the management role of the training subject, theuniversity, in its relationship with other students within this training process.Therefore, facing the urgent requirement of managing the quality ofEnglish teaching in accordance with "integration" requirements, it isnecessary to have in-depth research on the management and training ofhigh school English teachers through CA
