INTRODUCTION1 Reasons for choosing the topic

The issue of managing capacity building activities for high school English teachers has been paid attention to and mentioned in a number of previous studies at the levels of scientific research topics, theses, dissertations, and has had an impact on practice, bringing positive results in improving and enhancing the quality of general English teachers However, these studies are only limited to one or a few specific localities, so the impact of the proposed solutions is limited Furthermore, the existing studies have only gone into training activities without doing anything else Deeply understand the management role in the process of fostering English teachers' competencies On the other hand, in the process of organizing training, each locality, each university, and each training organization has different management methods, lacking uniformity and consistency The roles of subjects and stakeholders (universities, Departments of Education and Training, high schools, administrators, teachers ) are not clear and even overlap, which has also impacted the The training effectiveness is not as expected.

Based on the above reasons, the author chose the issue "Managing

training activities for high school English teachers in the Red River Deltaaccording to the competency - based approach" as the thesis research topic.

2 Objectives of the study

Based on theoretical research on the management of high school English teacher training activities according to the competency approach and practice of managing and training this activity in the Red River Delta region, the thesis proposes management measures to develop professional and professional capacity for English teachers at this level to meet current educational innovation requirements.

3 Objects and subjects of research

4 Scientific hypothesis

Currently, the management of high school English teacher training activities has been carried out with the goal of developing professional competence for teachers and has had positive results; However, this activity still has certain limitations such as: The competency framework of English teachers has not been built systematically and scientifically; Developing and implementing ineffective training programs according to the competency framework; The process and coordination mechanism between subjects/forces is not clear; The decentralization of management of training activities is not consistent among training subjects, etc If having built a competency framework for high school English teachers, appling the PDCA model in managing each element of high school English teachers training activities according to the competency - based approach can propose measures to manage training activities for high school English teachers in a feasible and effective way, contributing to improving the quality of English teachers, meeting the current educational innovation requirements.

5 Research objectives

5.1 Building a theoretical basis for managing high school English teacher training activities according to the competency - based approach;

6 Research scope

6.1 Content limitation

The research is limited to the management of training activities for high school English teachers at public high schools in 10 provinces in the Red River Delta, including the following provinces: Hai Duong, Bac Ninh, Vinh Phuc, Hung Yen, Thai Binh , Nam Dinh, Ha Nam, Ninh Binh, Quang Ninh and Hai Phong.

6.3 Survey object limitation

- Leaders, managers and experts of specialized departments of Departments of Education and Training;

- Leaders, managers and lecturers of 03 universities participating in the project "Teaching and learning foreign languages in the national education system" are Hanoi University of Education, University of Foreign Languages - National University Hanoi, Hanoi University;

- Leaders, managers, English teachers at public high schools in the Red River Delta region (10 provinces mentioned above).

6.4 Limits on management subjects

There are many entities involved in managing training activities for high school English teachers according to CA, such as: University principals; high school principals; team leader/group leader of the English Department at high schools; high school English teacher This thesis researches and proposes a system of management measures for the main subjects, which is university leaders with the task of training high school English.

- Retrospective review of data from 2020 to 2024 - Survey the current situation in 2022, 2023 and 2024.

7 Research methodology and methods

7.1 Research methodology

7.1.1 Competency - based approach (CA)

Competency - based approaches create a methodological basis to explain a number of basic theoretical issues such as training concepts,

determining the Competency Framework for high school English teachers; Determine methods and forms of training organization, and propose content and impact methods of solutions to manage high school English teacher training activities in the Red River Delta according to the CA.

7.1.2 PDCA

The PDCA (Plan-Do-Check-Act) cycle approach is researched to apply it to the management of high school English teaching activities according to CA more effectively.

7.1.3 Operation approach

7.2.2 Practical research methods: questionnaire survey method, discussion method, interviews by topic, method of analyzing and summarizing educational experience, experimental method, Delphi expert method.

7.2.3 Data analysis methods: Use some mathematical tools and SPSS software to process data applied in educational research.

8 Arguments that need to be defended

8.1 Managing high school English teacher training activities according to a competency approach consistent with the goal of reforming general education is an important content and task to improve the quality of the current teaching staff.

8.2 Management of training activities for high school English teachers in the Red River Delta region according to the competency-based approach has achieved many significant achievements but there are still many limitations and problems that need to be overcome.

In general, books and researchs local and abroad are related (to different degrees) to the research topic of the thesis, which has partly provided the thesis author with documents, useful knowledge These are important foundations for the research focus of the thesis:

Researches by foreign authors have hardly mentioned the management and training activities of high school English teachers based on CA.

Local researches have focused on emphasizing and clearly affirming the important position and role of training competence for English teachers The researches also show us that English teacher training is very important in improving the quality of English teaching Thanks to that, schools can ensure the implementation of goals, plans, programs, content, teaching methods, and implement regulations on necessary conditions to ensure the quality of English teaching for students according to CA.

In-depth research on the management and training of high school English teachers in Vietnam according to CA have also been mentioned, but these studies are only limited to a few specific localities Furthermore, these studies only delve into the training and management role of high schools but have not yet deepened the management role of the training subject, the university, in its relationship with other students within this training process.

Therefore, facing the urgent requirement of managing the quality of English teaching in accordance with "integration" requirements, it is necessary to have in-depth research on the management and training of high school English teachers through CA.

1.3.2 Research direction of the thesis

Affirming the need for complete, methodical, scientific and multi-dimensional research on high school English teacher competencies and training high school English teachers according to these competencies, especially in context of widespread implementation of the 2018 General Education Program and deep international integration.

Applying modern theories on teacher training in appropriate approaches,

building a competency framework (general competencies and specific competencies) to propose solutions for managing and training middle English teachers Competency - based general education is very necessary, especially in the context of educational innovation in the 4.0 era The content of managing and training high school English teachers according to the competence approach seems to be an area that has not been explored much and has not been mentioned by scientists in internal and external research water.

school English teachers, the topic "Managing training activities for high

school English teachers in the Red River Delta according to thecompetency - based approach" ” was researched in the context of

educational innovation (the 2018 General Education Program) and the current deep international integration, which is completely appropriate, meeting the urgent requirements of developing the competence of English teachers and teachers contributing to improving the quality of teachers in general to meet the requirements of reforming the 2018 general education program and the current basic and comprehensive reform of education and international integration.

Based on that overview, the thesis has made general comments on the reviewed research, discovering gaps that need further research to manage training activities for high school English teachers and development of high school English teachers in the context of current educational innovation.
