process of assisting people with disabilities Finding a suitable social work method for people with disabilities will help a lot in supporting activities for people with disabilities in our country Case Management is a method in social work practice, known in English as Case Management, this method is widely applied in social work around the world to help disadvantaged people, but this is a new problem for Vietnam, both in theory and in practice Theoretically, there have not been many studies in our country on this issue on a large scale such as theses or projects at ministerial or state level, but only in narrow scope such as Case Management at a center, in practice, the implementation of Case Management has not really taken place in the locality, at any agency in a systematic manner and carries the true nature of Case Management, Case Management for people with disabilities also in the same situation Therefore, clarifying the theoretical issues of Case Management such as purpose, philosophy, process is an urgent requirement of the social work industry On the other hand, practical issues of Case Management such as organizational methods, implementation techniques, the role of social workers in this work when assisting disadvantaged people, especially especially how people with disabilities in Vietnam is a problem that needs to be studied and understood Within the framework of the Project to develop the social work profession in Vietnam for the period 2010-2020, on January 6, 2015, the Ministry of Labour, Invalids and Social Affairs issued Circular No 01/2015/TT-BLĐTBXH Guidelines on Case Management for people with disabilities and took effect from February 25, 2015 The Circular provides quite specific guidelines on issues related to Case Management for people with disabilities such as definitions, processes, tasks as well as organization and responsibilities of agencies and services in Case Management for people with disabilities This is a circular of great significance in helping people with disabilities in our country, if done well, on the one hand, it will help people with disabilities receive comprehensive and systematic assistance, get provide the best possible support services; on the other hand, the implementation of this circular will also ensure a unified coordination mechanism between the units responsible for supporting people with disabilities in sectors such as health, education, labor and other institutions in society However, what is the actual implementation of Case Management for people with disabilities in each locality, what are the advantages, difficulties or obstacles, the services, human resources implemented and support how the Case Management for people with disabilities responds also requires an overall assessment to make reasonable adjustments Da Nang is a leading locality in the country in a number of fields, especially in the fields of society, the issue of social work development and assistance for people with disabilities has also been focused and interested, initially achieved remarkable achievements Since the beginning of 2014, Da Nang city has established a Case Management/supervision network to assist people with disabilities in 56 communes and wards with the participation of nearly 200 officials from branches of Labor Invalids and Social Affairs, Health, Education and Training Up to now, this system has been put into operation relatively well, case managers have basically performed the main steps of the Case Management process such as comprehensive needs assessment, open Case Management file, develop an individualized support, referral or connection plan Currently, the whole city has opened records and put into Case Management for more than 1,680 people with disabilities, this is a very positive initial result, helping to improve the quality of service delivery for social groups improve the practice skills of social work of local social workers, and at the same time create a premise for well implementation of subject management according to the Case Management model under the orientation of the Ministry of Labor, War Invalids and Social Affairs in the coming time Therefore, studying the implementation of Case Management with People with Disabilities in Da Nang city will provide an overall picture of this activity, considering the achievements as well as the difficulties and limitations in the process implementation process…, how does the services, human resources implement and support the Case Management for people with disabilities work…so as to propose an optimal Case Management for people with disabilities process in the near future in Da Nang and localities throughout the country Deriving from the above reasons, the title: "The tasks of Case Management for people with disabilities from the practice of Danang city" will delve into the study of theoretical issues of Case Management in social work, especially Case Management for people with disabilities, study the actual situation of implementing Case Management tasks for people with disabilities in Da Nang city and experiment with appropriate implementation measures in here as well as a few other places in the country Research goals and tasks 2.1 Research purposes The purpose of the thesis is to study the theoretical issues of Case Management for people with disabilities, studying the current situation and factors affecting the process of carrying out Case Manager's Case Management tasks for people with disabilities in Da Nang city, then propose and apply a number of measures theory of people with disabilities, Case management for people with disabilities, factors such as Case Manager's knowledge, skills, attitudes, policies to assist people with disabilities and Case Manager and how local designer assistance resources and services impact the local Case Management mission for people with disabilities to serve as a basis for developing support measures to improve the effectiveness of Case Management tasks for people with disabilities 4.3 Research Method 4.3.1 Method of studying texts and documents Analyze, synthesize, systematize and generalize theories as well as research works of domestic and foreign authors published in books, magazines, newspapers, titles on issues related to Case Management and Case Management for people with disabilities to processing results are used in addition to other research results in the investigation 4.3.6 Experimental method Deriving from the results of practical research on case management methods, the topic conducts an experiment on training measures and case studies to improve the performance of Case Manager's case management tasks on 30 subjects who are Case Managers of Da Nang city The results obtained from the field survey are processed by the program SPSS version 21.0 in Windows environment The parameters and statistical operations used in this study are descriptive statistical analysis of people with disabilities 2.1.1 The concept of people with disabilities Within the scope of this thesis, we use the definition of a person with a disability according to Clause 1, Article 2, Chapter 1, Law on People with Disabilities of Vietnam This is a fairly complete definition, which synthesizes different interpretations of disability and is suitable for Vietnamese conditions and circumstances: “Person with a disability is a person who has a defect in one or more body parts or a functional decline manifested in the form of a disability that makes working, living and studying difficult” [10, Page 2] 2.1.2 Classification of people with disabilities 2.1.3 Difficulties of people with disabilities People with disabilities in general with biological characteristics plus barriers brought by society face many difficulties in life and activities Biologically, they have difficulties in walking, locomotion, mobility, difficulty in hearing, speech, communication, vision difficulties, cognitive difficulties, etc From those problems come difficulties difficulties in learning, employment, marriage, family, and living difficulties are stigmatized and discriminated against These difficulties limit the participation and social integration of people with disabilities 2.2 General overview of Case Management and Case Management for people with disabilities 2.2.1 Case Management concept The book of Standards of Case Management of American Association of Social Workers (2013) emphasizes Case Management as "a process on behalf of the individual/family that plans, seeks, advocates, and supervises the services of different organizations/individuals providing social and health care services This process helps social workers in one organization or in different organizations work together to serve an individual/family through working with a specialized team, thereby expanding the scope of providing necessary services Case management minimizes problems arising from service fragmentation, staffing changes, and lack of coordination among service providers Case management can occur in a single, 11 large-scale organization or in a community program that requires coordination of services across different environments” [27] 2.2.2 Case Management for people with disabilities Deriving from the researches on people with disabilities, on Case Management and Case Management for people with disabilities by domestic and foreign authors, we provide an understanding of Case Management for people with disabilities are as follows: Case Management for people with disabilities is the process of comprehensively assisting case managers for people with disabilities and their families by performing tasks such as collecting information gathering, needs assessment, planning, implementation, follow-up, evaluation and case closure to address difficulties and meet the needs of persons with disabilities, enabling them to achieve their basic rights 2.3 Tasks of Case Management for people with disabilities Case Management for people with disabilities is a new field in both theory and practice in Vietnam, research on this issue is mainly exploited in terms of process implementation, in which, go into the analysis of the steps in the Case Management process for people with disabilities and study specifically on the Case Manager subject, but not on different aspects from the people with disabilities subject and support services, therefore, in the theoretical basis, we explore issues related to the Case Management implementation process Thereby, to guide the practical research, we build the theoretical basis through international studies on the implementation process and based on legal documents to come up with this process These steps in the process are what we call Case Manager tasks to make them more accessible Thus, the Case Management process includes steps corresponding to general and specific tasks of the case manager (1) Collecting initial information of people with disabilities; (2) Assess the needs of people with disabilities; (3) Develop a plan to assist people with disabilities; (4) Implement a plan to assist people with disabilities; (5) Evaluate and conclude Case Management for people with disabilities In addition to promulgating a guiding circular, Labour, Invalids and Social Affairs also agreed on forms for recording and keeping records on Case Management for people with disabilities [3] 2.4 Factors affecting the task of Case Management for people with disabilities 2.4.1 Case Manager’s knowledge, skills, and attitudes 12 Case Manager’s knowledge is critical to the success of help cases If the Case Manager does not have a professional background in Case Management for people with disabilities Those who implement Case Management need to be equipped with knowledge about Case Management in a systematic and systematic way The basic knowledge that a Case Manager needs is knowledge an event 2.4.2.3 Policy and Law for people with disabilities and Case Manager Legal policy is the foundation of implementing Case Management for people with disabilities, it has a great role in bringing about the effectiveness of this activity Legislation policy within the scope of the thesis includes two groups, legal policy towards people with disabilities and families, the second group is towards Case Manager 13 CHAPTER THE STATUS OF THE TASK OF MANAGING THE CASE OF PEOPLE WITH DISABILITIES IN DANANG CITY 3.1 Introduction of research area and situation of care and support for people with disabilities in Da Nang city 3.2 Situation of Case Manager's tasks of Case Management for people with disabilities 3.2.1 General assessment of Case Management tasks for people with disabilities The results of research on the current situation of Case Management tasks for people with disabilities and their families show that, when assessing Case Management tasks, Case Manager has relatively well assessed its case management tasks for people with disabilities and their families The highest average score is 5.0, out of scales for assessing Case Management tasks for people with disabilities, Case Managers who have assessed their skills the lowest is the task of implementing the plan: 2.58 points , the needs assessment task: 2.80 points, the planning task: 3.12, the case assessment and closing task: 3.28 and the highest information collection task is 3.86 points 3.2.2 Situation of Case Manager's information collection tasks Among the activities of the Case Manager information collection task group for people with disabilities, the activity of collecting basic information and the number of family members was rated the highest (mean score = ), followed by an activity group that collects information on occupations, education and professional qualifications, social assistance services and policies that people with disabilities are enjoying, ability to self-serve in activities of people with disabilities, the need for support in order of priority has the same high average score (average score is 4.54, 4.60, 4.70, 4.22, and 4.58), respectively 3.2.3 Status of the task of assessing the needs of people with disabilities The survey results on the level of performance of the task of assessing the needs of people with disabilities and their families are not good, with lower scores than other groups of tasks The highest average score achieved by an activity in this task group is 3.7, which is the task of assessing the life skills of people with disabilities The task with the lowest level of performance is the assessment of livelihood needs with a score of 1.7, the second lowest is the assessment of psychological and emotional needs with a score of 2.2, followed by family and 14 social relationships society (Average score-2.5), the need to participate, integrate into the community (Average score-3.0) It has a slightly higher score is the task of assessing the needs of health care, health, education, vocational training, and employment with a score of 3.2 3.2.4 Status of intervention planning tasks The Case Manager's planning duties are not yet up to the mark There is no uniformity between the small tasks in this task, the average value has a large fluctuation from 2.2 to 3.6 This number shows that Case Manager planning needs to be done better to meet the requirements of Case Management for people with disabilities 3.2.5 Status of tasks to implement the plan The task of executing the plan is the central task of Case Management It includes a variety of sub-tasks from consulting, referral, referral, networking, advocacy, policy assurance, resource mobilization to reporting, monitoring, and progress recording Out of the seven tasks evaluated in this study, up to five new tasks are at an average level, namely Counseling, Referral (average score 2.10), Transition, connection (average score 2.26), Support for people with disabilities to access social assistance policies and programs (2.40), Resource mobilization (2.86), Review (2.04) The remaining two tasks are Monitoring, recording progress and Recording progress and summarizing and reporting results with good level with average scores of 3.19 and 3.26 respectively The level of performance of small tasks in this task has many differences and is uneven, the difference between the largest and the smallest mean value is 1.22 3.2.6 Status of the task of tracking, evaluating and closing case management Tracking evaluation and closing is a sequence of tasks that are performed immediately after the planned implementation task The case manager monitors and evaluates the implementation of the plan to assist the disabled according to such contents as the results of the implementation of the plan to assist the disabled; the extent to which the needs of people with disabilities are met; the ability to live independently and to integrate into the community of people with disabilities; the appropriateness of services provided to persons with disabilities; service connectivity 15 Overall assessment results show that the level of performing this skill in Case Manager is quite high compared to other task groups in Case Management for people with disabilities (average score of 3.28), reaching a good level The tasks of monitoring, evaluating and closing cases gave higher scores than other tasks in Case Management for people with disabilities, but still uneven between tasks, the difference in average value between the highest and lowest tasks is 1.33 3.3 Situation of some factors affecting Case Management tasks for people with disabilities in Da Nang city 3.3.1 Current status of Case Manager’s knowledge, skills, and attitudes Overall, Case Manager's training expertise is average with an average score of 3.59 Case Manager's skills are average overall with an average score of 3.82 Among the specific skills of Case Manager, the consulting skill has the highest average score (average score = 4.25) In general, the attitude of Case Manager in Case Management towards people with disabilities is quite good with a pretty good score of 4.37 In which the highest expression in the attitude of Case Manager is passion and enthusiasm with an average score of 4.55 3.3.3 Current status of policies for people with disabilities and Case Manager The survey results show that, among policies for people with disabilities, the policy of regular subsidies for people with disabilities has the highest rank and reaches the average level with an average score of 3.73 Health policy for people with disabilities is also highly rated with an average score of 3.47 The policy ranked third is the policy on labor and employment for people with disabilities (Average score=3.23), followed by the policy on education (Average score=3.23) and finally, the policy for families of people with disabilities was rated the lowest with a mean score of 2.06 Policy issues for Case Manager are rated low (mean score = 2.21) In which, the most appreciated policy was facilitated by the agency in the process of participating in Case Management with an average score of 2.33 3.3.4 Current status of local support services and resources 16 Evaluating resources and services in Da Nang, Case Managers greatly underestimated this issue, with an average score of only 1.87 Most of the performance of good resource and service system are below average 3.4 Evaluation of the impact of some factors on the task of Case Management for people with disabilities 3.4.1 Correlation between Case Management tasks and Case Manager’s knowledge, skills, and attitudes The correlation between the performance of Case Management tasks and the factors belonging to the Case Manager is positive and quite close In that correlation, the strongest, most impactful and influential connection is the correlation between the Case Management task and the case manager's professional knowledge and skills 3.4.2 Correlation between Case Management tasks and regimes and policies Statistical results reflect a statistically significant positive correlation of the performance of Case Management tasks with the factors that are policy regimes for people with disabilities and Case Manager The results show that there is a stronger correlation with Case Management tasks as policy for Case Manager, (r = 0.643 and p < 0.01) The performance of Case Manager's tasks of Case Management is also positively and negatively correlated with disability policy with r of 0.329 17 CHAPTER MEASURES TO ENHANCE THE EFFECTIVENESS OF CASE MANAGEMENT TASKS FOR PEOPLE WITH DISABILITIES 4.1 General measures 4.1.1 Policy measures Firstly, Circular 01/2015 has issued the process of carrying out Case Management for people with disabilities, but it is necessary to have specific guiding documents and to develop a training program for Case Manager to perform this task In addition, there should be a regular and periodic monitoring and guidance mechanism for the implementation of Case Management for people with disabilities
