EDUCATION ON BOARD I Personal life-saving appliances Lifejackets - An adult lifejacket shall be so constructed that: At least 75% of persons who are completely unfamiliar with the lifejacket can correctly don it within a period of within assistance, guidance or prior demonstration After demonstration, all persons can correctly don it within a period of without assistance (According to LSA code Chapter II / Reg 2.2.1.5) Immersion Suit - Burn with a bright red color - Have a burning period of not less than and continue to burn after having been immersed for a period of 10 second under 100 mm of water (According to LSA code Chapter III / Reg 3.2.2) Buoyant Smoke Signals - Emit smoke of a highly visible color at a uniform rate for a period of not less than when floating in calm water - Not be swamped in a seaway - Continue to emit smoke when submerged in water for a period of 10 second under 100 mm of water (According to LSA code Chapter III / Reg 3.3.2) III Other Life Saving Appliances Line Throwing Appliances - Every line throwing appliance shall: Include not less than four projectiles, each capable of carrying the line at least 230 m in calm weather Include not less than four lines, each having a breaking strength or not less than kN (According to LSA code Chapter VII / Reg 7.1.1) IV Emergency Escape Breathing Devices (EEBD) - The EEBD shall have a service duration of at least 10 - EEBD shall not be used for fighting fires, entering oxygen deficient voids or tanks, or worn by firefighters (According to FSA code Chapter III / Reg 2.2.3.1 & Reg 2.2.1.2) V On Board Training and Instructions - On board training in the use of the ship’s life-saving appliances, including survival craft equipment, and in use of the ship’s fire extinguisher appliances shall be given as soon as possible but not later than two weeks after a crew member joins the ship - - However, if the crew member is on a regularly scheduled rotating assignment to the ship Instructions in the use of the ship’s fire extinguishing appliances, life saving appliance, and in survival at sea shall be given at the same interval as the drills Instruction may cover different parts of the ship’s life saving appliances and fire extinguishing appliances shall be covered within any period of two months Every Crew member shall be given instructions which shall include but not necessarily be limited to: Operation and use of the ship’s inflatable life-rafts Problems of hypothermia, first aid treatment for hypothermia and other appropriate first aid procedures Special instructions necessary for use of the ship’s life saving appliances in severe weather and severe sea conditions, and Operation and use of fire extinguishing appliances On board training in the use of davit launched life-rafts shall take place at intervals of not more than four months on every ship fitted with such appliances (According to SOLAS Chapter III / Reg 19 / 4) VI - Free Fall Lifeboat The carrying capacity of a free fall lifeboat is the number of persons having an average mass of 82.5 kg that can be provided with a seat without interfering with the means of propulsion or the operation of any of the lifeboat’s equipment (According to LSA code Chapter IV / Reg 4.7.2.1) - Each free fall lifeboat shall make positive headway immediately after water entry and shall not come into contact with the ship after a free fall launching against a trim of up to 10o and a list of up to 20o either way from the certification height when fully equipped and loaded with: Its full complement of persons Occupants so as to cause the center of gravity to be in the most forward position Occupants so as to cause the center of gravity to be in the most aft position; and It’s operating crew only (According to LSA code Chapter IV / Reg 4.7.3.1) - A Launching and Retrieval System This launching and retrieval system is installed in the stern area of the ship to use freefall lifeboat as follows Freefall launching of freefall lifeboat is possible up to 20o list and 10o trim of the ship from certified height Launching operation is possible at the max number of persons inside with the up to 5o list and 2o trim of the ship Recovery of lifeboat is possible with the crew of max persons inside at the speed of 5m/min of winch for up to 5o list and 2o trim of the ship Boat is launching and retrieval by A-frame, called as davit arm Two fall wires controlled by winches installed on the davit arms will hoist or lower the boat - - - B Launching and recovery by davit a Freefall launching Untie the boat lashing on the platform and enter the boat The launching procedure should check a boat maker’s operation manual b Launching by davit The system is ready to use by connecting a plug for push button box and a receptacle Untie the lashing at davit arm Untie the jumping stopper Remove the fall wire from lashing eye and put the hook on the boat Make the fall wire tensed by operating the winch Untie the holding device in boat Swing out the davit arm to the max position Lower the boat Fall wire to be disconnected when the boat is at waterborne c Recovery of the boat (max persons on board) Swing out the davit to the max outreach and lower the fall wire to the boat Make sure the lashing at the sliding ramps are to be disconnected Manoeuvring the boat astern under the fall wire and connect the hoisting sling After hoisting the boat, place the boat onto the sliding ramp Pull up the boat along the siding ramp by winch and bring the boat to the stowage position Attach the holding device and store a boat Attach the jumping stopper Disconnect the hoisting slings from the fall wire Hook the fall wire to lashing eye and make it tensed by operating the winch Put the lashing to boat and davit arm Hook the fall wire to lashing eye and make it tensed by operating the winch - C Launching Simulation Launching simulation of freefall lifeboats are carried out only when the freefall launching of lifeboat is not allowed 1) Untie the lashing at davit arm 2) Untie the jumping stopper 3) Connect the fall wire hook of the davit by their hooks to the long link of the hoisting slings 4) Swing out the davit arm until the fall wire, counter weight, and the long link of the hoisting sling are all vertical “in line” (just before hoisting slings to be tightened) Maybe you have to “winch up” the fall wire a little bit Importance: not allow slack on the fall wire, otherwise the running distance on the sliding ramp will be too long 5) Embarking crews in the lifeboat should follow the instruction of supervisor and fasten their seatbelts 6) All crews, except the assigned operators (max.3 persons) Disembark the lifeboat The assigned operators fully prepare the lifeboat for freefall launch and secure themselves in their seats for releasing operation 7) The assigned operator starts releasing according to the instruction by the supervisor 8) Recovery the lifeboat to its stowage position by using davit and winch (pay close attention to the sliding ramp) and ensure the freefall release mechanism is fully and correctly engaged 9) Repeat procedures from No above by using the back-up release mechanism if it works at emergency VII Rescue Boat Preparation for launching - Check if hoisting slings are tightly connected to davit system If yes, remove boat lashings - Check the fuel line, check content of tank - Check if painter is fitted to painter hook - Man the boat with 2-3 persons, if necessary compensate the trim by changing seat position - Outboard engine down to operating position - Check emergency stop rope is correctly fitted to outboard engine Retrieval of rescue boat - Return to ship in the davit area Be sure that skate fenders are fitted to the ship side - The painter line should be brought out from a person on the ship to the rescue boat and attached to the painter release hook - After the boat is secured with painter in the right position the rescue boat davit wire should be lowered until the lifting slings can be attached the hoisting ring - The boat can be hoisted with the full approved numbers of persons - During hoisting the boat and all persons should sit in the boat and hold themselves - During hoisting it is recommended that the painter line is always hold tight by a person on the ship to prevent turning or swinging of the rescue boat during hoisting - When the rescue boat hoisted until deck level persons can get out of the boat - Return boat to boat cradle and lash it into the cradle Pay attention grip line fitting of bottom not to hit cradle - Flush engine with fresh water according to engine manufacturer’s instructions - Clean and dry the boat and check if all fittings are ready for immediate use - Fill up fuel tank VIII Life-raft I Operating Procedure of davit launched Inflatable Life-raft - Hoist the life-raft together with its container from the cradle connecting the suspension link to the sling hook of the launching appliance Pull out the automatic inflation rope and the painter removed from the cradle, and hold the ends by hand Pay out the painter and the automatic inflation rope until the raft is fully swung out with the ends of both lines held by hand - Draw the automatic inflation rope further with the painter held in one hand The give the inflates rope a strong pull This actuates the topping up pump, and inflates the inflated the raft Fix the apron to the boarding deck, and make sure the raft is suspended horizontally When boarding preparation are completed, everybody embarks one by one from the boarding deck - How to handle the raft near their bow IX - - Carrying the raft to the throwing side Examination before throwing Throwing embarkation Leaving the ship Search And Rescue Transponder ( SART) Activating Tron SART20 Break seal at switch Pull locking pin and make sure that the switch enters the “ON” position An audible “BEEP” will be heard and the indicator led will start to flash every second Place (or hold) the transponder in a vertical position as high as possible When the Tron SART20 is within range of an active cm radar X-band, the internal loudspeaker will be activated A handheld VHF radio should now be used to establish contract with the approaching boat or helicopter Deactivating Tron SART20 Move the switch to the “OFF” position Replace the locking pin Test of Tron SART20 Test of the Tron SART20 is done using the ship own cm X-band radar The radar display will show different patterns depending on the range to the transponder Hold the switch on the Tron SART20 in the “TEST” position Simultaneously a person should observe the radar display to check for correct pattern The radar should be set for a 10 nm range The test should preferably be done in open sea to avoid interference on the radar display from land echoes Alternatively, a radar of a nearby ship can be used to test the transponder A ship to ship VHF channel should then be used to confirm operation Typical display when Tron SART20 is located near ( nm) from the radar Radar range is 10 nm Rings are nm X - Voyage Data Recorder This equipment records the navigation data and the hull data of the vessel, as required by international standards If a maritime accident occurred, this equipment helps investigators to investigate the cause and prevent the recurrence in the future - - - XI - - - To investigate the cause of maritime accident, the VDR records the navigation data and hull data of the vessel If a maritime accident occurred, preserve the recorded data immediately The VDR erases old data that has been stored for a certain period of time and overwrites new data If a maritime accident occurred, please take appropriate actions Otherwise, the recorded data at the time of accident will be erased automatically The recorded data is stored for the following period of time The fixed protective capsule unit: 48 hours (2days) The float-free capsule unit: 48 hours (2days) The international storage: 720 hours (30 days) EPIRB The selector switch of this unit has following three positions READY: used to automatic activation Distress signals are emitted immediately when the conductive switch senses water after the satellite EPIRB main unit is released from the automatic release bracket That is, the Satellite EPIRB main unit must float on the water surface to be able to emit distress signal TEST: used to check the functions of the satellite EPIRB main unit ON: used to manual activation Distress signals are emitted when turning the selector switch ON At activation When you activate the satellite EPIRB manual, open the hatch of automatic release bracket, release the stopper by breaking the stopper pin, and set the selector switch to “ON” If the selector switch is set to “ON”, the satellite EPIRB is activated, and it sends distress signals 50 seconds later regardless of its status If the ship sank as the selector switch is set to the READY position, the automatic release bracket releases the Satellite EPIRB main unit within unit water depth m the released Satellite EPIRB floats and senses the fact that it is floating on the water surface The power is turned on automatically on the water, and the Satellite EPIRB starts to send distress signals 50 seconds later 10 “The status when Selector switch is turned to ON” To Stop Activation To stop activation, set the selector switch to “READY”, and take the satellite EPIRB out of water if it in the water - XIII - Caution: Do not point the tip at anyone Do not pull out the safety pin before completing firing preparation Hold the tube tightly with both hands with its tip directed right up, and ensure there are no obstacles Hand Red Flares Flare time shall be 60 seconds or more Flare color shall be red Brightness shall be 15,000 cd or more How to use hand red flare 12 - Remove a launched cover and an inner lid Narrow the distance of two legs of a rocket and insert the rocket into the launcher along the guide rail - Ensure wire ropes placed below the rocket and igniter cables placed above the rocket, Fixing and connection of line - Pull out the end of a line and fix it to a rigid fixture Connect a hook of a line covered with glass tube to the end of the rocket wire rope Operation for igniter - Remove a rubber cap of the igniter, and get out completely a tin foil wrapping an ignition plug of the wire rope and connect the ignition plug into a jack of the igniter 15 Preparation - Pull up a ring of the igniter about 9mm upward, and check the pointer of the indicator moving rightward, and the turn the ring forward - Don’t stop pulling half-way Pull it up completely about 9mm upward - Grasp grip firmly, keep its upper surface horizontally so that the launcher is directed at an elevation angle of 20 degrees Firing - Squeeze the base of the ring by a thumb, then the rocket is fired with delay of 0.5 seconds -
