including The National Target Program on new rural development to gradually improve the material and spiritual life of the farmers The National Target Program on new rural development was initiated in Resolution No.26-NQ/TW of August 5th, 2008, on agriculture, farmers and rural areas of the Seventh Conference, Central Executive Committee of the 10th Party Committee on Agriculture, farmers, rural areas, which set goals " Building new rural development with modern socio-economic infrastructure; economic structure and forms of rational production organization, combining agriculture with rapid development of industry, services and urban planning; stable rural society rich in national cultural identities; intellectual standard is improved, ecological environment is protected; The rural conducted to assess the status of promoting new rural development in Thai Nguyen Province, thereby proposing solutions to continue promoting to complete the commercial construction in Thai Nguyen development in Thai Nguyen province Subject and scope of the study 3.1 Research subjects The dissertation studies theoretical and practical issues on The National Target Program on new rural development and promoting it in Thai Nguyen province 3.2 Scope Time range: The dissertation studies policy documents, reports on the process and results of the implementation of The National Target the local citizens and the participation of the local govermantal agencies in the program promotion That is because the local citizens are the subject of the program, so their participation is the most important factor that determines the success of the process of the program promotion Besides, the local authorities are the ones who create the legal basis to mobilize the participation of all stakeholders, employ all the resources needed and are the organizers of the making, directing the implementation of the new rural development plans in the localities The new scientific findings In CHAPTER In Chapter 3, the dissertation has presented the basic contents include: (i) Methods of collection: Data used in the study include primary and secondary data Primary data was collected through in-depth interviews and questionnaire survey methods In-depth interviews were conducted with 30 participants who were provincial, district, commune leaders and typical people who had a good understanding of the process and results of promoting new rural development In-depth interviews aimed at understanding the factors that influence new rural promotion, and data collected from in-depth interviews also provide 15 information on the factors that may influence the opinion of people coming to promote new rural development (ii) The sample was selected using Simple random sampling method, with a sample size of 384 observations in districts representing geographical areas of Thai Nguyen province (iii) Data analysis method: The dissertation uses descriptive statistical method to describe the reality of promoting new rural development in Thai Nguyen province and assess the farmer's opinion about the results of implementing the criteria of new rural development, the dissertation uses the exploratory factor analysis (EFA) method to implement, and the dissertation uses the binary logistic regression method to influence the factors on farmer's satisfaction about the process and results of promoting new rural development (iv) Scale and Research scale and research hypotheses about the impact of variables on people's satisfaction have been statistically described with the basis transparent 4.2.3 Overall assessment of results of promoting new rural development 4.2.3.1 Results Citizen's awareness, the Program has made a strong change in the awareness of officials and rural income per capita in rural areas will reach 38.63 million VND/person/year (an increase of 3.53 times compared with 2010); 7.6% higher than the national average (35.9 million VND) and 38% higher than the regional average of 14 provinces in Northern mountainous Medical, educational and cultural conditions have been improved; Rural environmental landscape has many clear changes Grassroots democracy has been enhanced, thereby promoting many good and creative ways, contributing to mobilizing many resources for doing The new rural development The innovation and development of production promoting new rural program, the period 2010-2019 has achieved many criteria compared to the starting point (comparing 2019-2010) the process of promoting new rural program in Thai Nguyen province has made good progress, the number of achieved criteria has increased sharply, with many criteria increasing by more than 100% As criteria of culture, education, labor, rural infrastructure, irrigation, transportation, planning The result of the new rural program in 2019 has 101 communes meeting the standards, the goal is year earlier than the target Resolution of the 19th Thai Nguyen Provincial Party Congress The average number of standardized criteria is 16.5 criteria/commune, an increase of 11.65 criteria compared with the starting point (2010) There are no communes meeting less than 06 criteria, while the starting point (2010) in Thai Nguyen province has 85 communes meeting less than 06 criteria 4.2.3.2 Limitations Some targets have not been achieved compared to the provincial targets, the situation of some criteria meeting standards but not sustainable still being, leading to fluctuations in the number of criteria reached over the years The countryside is unevenly developed; the gap in biodiversity between regions is still quite large While the number of communes meeting new rural standards in cities and towns is 100%; Phu Binh district is 73.68%, Phu Luong is 69.2%, more difficult districts such as Dinh Hoa and Vo Nhai have only reached 26% and 21.4% respectively Human resources for the program are lacking and weak The communes mainly focus on infrastructure development, especially making rural roads, irrigation, building and upgrading schools, markets, cultural houses the contents of production development, income raising, raising the citizens have not really participated as the subject of the program, the program to consult is also formal SUMMARY OF CHAPTER In Chapter 4, the dissertation presents: the situation of new rural development in Thai Nguyen province, the results of the citizen's evaluation with the new rural development program Regarding the reality of new rural development, some issues were found such as: (i) The rate of communes reaching 19/19 new rural criteria in Thai Nguyen province now reaches 72.66%, the percentage of communes not meeting is over 27% (ii) Rural development is uneven among regions, the gap in new ẻual development is quite large (iii) The communes mainly focus on developing infrastructure, the content of production development, raising incomes, raising awareness of environmental protection have not been paid due attention, so there has been no change enough (iv) Citizens are not really involved as the subjects of the program (v) Survey results show that 75% of the respondents are satisfied with the new rural development Program, and the remaining 25% are not satisfied with the Program The estimation results from the probit probability regression model showed that factors that positively affect citizen's satisfaction are: (i) citizen's income; (ii) citizens participate in socio-political organizations; (iii) citizens are allowed to participate in discussions; (iv)
