bối cảnh vấn đề nhân đạo quốc tế ngày đóng vai trị quan trọng quan hệ quốc tế, hợp tác quốc tế nhằm kết hợp phát huy tốt nguồn lực bên với nguồn lực nước để phát triển điều cần thiết Bản chất hoạt động nhân đạo mang tính nhân loại nguyên tắc toàn cầu nguyên tắc đề cao, nhằm gắn bó Hội chữ thập đỏ quốc gia với phong trào quốc tế Hiện nay, Ủy ban Chữ thập đỏ quốc tế (ICRC) có mạng lưới trải rộng 80 quốc gia, phân chia hoạt động khu vực Châu Phi, Châu Mỹ, Châu Á-Thái Bình Dương, Châu Âu Trung Á, Trung Đơng với tình nguyện viên tổ chức ln liên kết chặt chẽ với nhằm giải vấn đề nhân đạo quốc tế ICRC có 194 thành viên mong muốn mở rộng mạng lưới Đông Nam Á Đối với Việt Nam, Hội Chữ thập đỏ Việt Nam phối hợp với nhiều tổ chức nhân đạo giới thực hoạt động nhân đạo Việt Nam Trong đó, Hội Chữ thập đỏ Việt Nam có mối quan hệ hợp tác với ICRC từ năm 1946, hiệu hợp tác chưa cao Tháng năm 2015, ICRC mở văn phòng đại diện Hà Nội Nhằm nâng cao hiệu hoạt động nhân đạo, tiếp tục đưa mối quan hệ hợp tác vào chiều sâu, nâng cao chất lượng, hiệu hoạt động nhân đạo, đẩy mạnh vị Việt Nam trường quốc tế thông qua hợp tác quốc tế, đề tài hoạt động nhân đạo ICRC tác động trị từ 1991 đến lựa chọn nghiên cứu Hoạt động nhân đạo Đảng Nhà nước quan tâm chủ trương chiến lược đắn, kịp thời, sách cụ thể Ngay giai đoạn đầu công đổi mới, Chỉ thị số 14-CT/TW, ngày tháng năm 1987 Ban Chấp hành Trung ương Đảng (khóa VI) khẳng định nhiệm vụ chủ yếu cơng tác nhân đạo nhằm góp phần thực tốt nhiệm vụ chăm sóc sức khỏe ban đầu cho nhân dân, góp phần thực sách xã hội [23] Những quan điểm, nhận thức hoạt động nhân đạo tiếp tục thể Chỉ thị 254/CTTTg, ngày 16 tháng năm 1994, Thủ tướng Chính phủ việc cấp quyền hỗ trợ tạo điều kiện để nâng cao hiệu hoạt động Hội Chữ thập đỏ Việt Nam: “Hoạt động nhân đạo góp phần thiết thực giúp đỡ người có hồn cảnh khó khăn, Nhà nước thực sách xã hội phát huy lịng nhân tầng lớp nhân dân.”[33] Đặc biệt, để đáp ứng yêu cầu nhiệm vụ công tác nhân đạo tình hình mới, Chỉ thị số 43-CT/TW, ngày 08 tháng năm 2010 Ban Chấp hành Trung ương Đảng (khóa X) tăng cường lãnh đạo Đảng công tác nhân đạo khẳng định “ Công tác nhân đạo phận quan trọng công tác dân vận Đảng, nhiệm vụ cấp ủy Đảng, cán bộ, đảng viên tổ chức hệ thống trị, nâng cao nhận thức trách nhiệm cán bộ, đảng viên tầng lớp nhân dân hoạt động nhân đạo”[24] Trong năm qua, Việt Nam thực tốt tiêu giảm nghèo, bước nâng cao đời sống nhân dân Như vậy, việc lựa chọn đề tài nghiên cứu phù hợp với chủ trương đường lối Đảng Nhà nước Việt Nam Việt Nam dân tộc văn hiến, hệ người Việt Nam tạo nên nhiều truyền thống quý báu, bật truyền thống u chuộng hịa bình, nhân đạo khoan dung Q trình phát triển hoạt động nhân đạo nước ta q trình phát triển bền vững, đó, hạnh phúc người mục tiêu q trình xã hội Trong q trình phát triển đó, định hướng nhân văn xác định tất hạnh phúc nhân dân góp phần quan trọng vào ổn định xã hội, phát huy nhiều tiềm lực vật chất tinh thần nhân dân nước Đặc biệt, tư tưởng Hồ Chí Minh vấn đề nhân đạo định hướng nhân văn cho sách Đảng Nhà nước: “ Mỗi người có thiện ác lịng Ta phải biết làm phần tốt người nảy nở hoa mùa xuân phần xấu bị dần đi, thái độ người cách mạng Lấy gương tốt, việc tốt để hàng ngày giáo dục lẫn cách tốt để xây dựng đảng, xây dựng tổ chức cách mạng, xây dựng người mới, sống mới”[18, tr.558] Định hướng nhân đạo, tiếp tục phát huy truyền thống nhân dân tộc, xây dựng người Việt Nam phát triển toàn diện thể việc thành lập Hội Chữ thập đỏ Việt Nam Hội Chữ thập đỏ Việt Nam tổ chức xã hội quần chúng, hoạt động mục tiêu dân giàu, nước mạnh, xã hội công bằng, dân chủ, văn minh, hạnh phúc nhân dân Các hoạt động nhân đạo Hội Chữ thập đỏ Việt Nam thu số kết quan trọng lĩnh vực phịng chống thiên tai, biến đổi khí hậu, nhiễm mơi trường giúp đỡ người có hồn cảnh khó khăn Tuy nhiên, hoạt động nhân đạo quốc tế Việt Nam chưa nghiên cứu đầy đủ, toàn diện Vì vậy, việc lựa chọn đề tài nghiên cứu giúp khắc phục khoảng trống hoạt động nhân đạo quốc tế ICRC Việt Nam Luận án hệ thống hóa hoạt động nhân đạo ICRC khơng trong, sau chiến tranh, mà lĩnh vực thiên tai, dịch bệnh, đói nghèo Xuất phát từ ý nghĩa khoa học giá trị thực tiễn phân tích trên, nghiên cứu sinh lựa chọn chủ đề “Hoạt động nhân đạo quốc tế ICRC tác động trị từ 1991 đến nay” làm chủ đề nghiên cứu tiến sĩ Việc nghiên cứu chủ đề giúp hiểu sâu sắc hoạt động nhân đạo ICRC, đặc biệt góp phần nâng cao hiệu hoạt
