1 INTRODUCTION Rationale for the study The Vietnam Fatherland Front of communes, wards and towns in Hanoi City is seen as the political bases of the people's administration, representing and protecting legitimate rights and interests of all strata of people, combining and promoting the strength of national solidarity, implementing democracy, negotiating and unifying actions of members so as to strengthen social consensus and supervision Taking part in building the Party is one of the key tasks of the Vietnam Fatherland Front of communes, wards and towns The quality of the Vietnam Fatherland Front's Party building participation in communes, wards and towns plays a very important role in mobilizing and gathering socio-political organizations, cadres, members, union members, typical individuals in social classes, ethnic groups, religions and overseas Vietnamese strictly abide by the Party's lines and the State's policies; promoting the spirit of democracy, the strength of the unity all the people, participating in building a clean, strong party committee, having leadership capacity, high fighting strength and improving the quality of cadres and party members, contributing to the successful implementation of the economic, cultural and social development, national consolidation and security of communes, wards and towns in Hanoi city In the past recent years, thoroughly grasping and implementing the Party's views and guidelines on building and regulating the Party, the Party committees and party organizations at all levels of the Vietnam Fatherland Front, communes, wards and towns in Hanoi have actively participated in Party building The content, the form, and the method of participating in the party building of the Vietnam Fatherland Front of communes, wards and towns in Hanoi city have been gradually renovated, recognized and evaluated by the Party Committees at all levels However, in practice, the quality of building the Vietnam Fatherland Front's Party in communes, wards and towns in Hanoi remains some certain limitations and shortcomings Some party organizations, officials and party members, including the Fatherland Front Committee officials at all levels, have inadequate awareness of the role, functions, duties and powers of building the Vietnam Fatherland Front's Party The quality of performing the functions and the tasks of supervision and social criticism of the Vietnam Fatherland Front of communes, wards and towns and the content, form and methods of participating in planning the Party's policies and policies, the country, after 35 years of renewal, the country's position and power, the country's general strength and the country's international reputation have been promoted significantly Besides the opportunities and advantages, our country also faces several difficulties and challenges The tasks of economic, cultural and social development, consolidation of national defence and security of Hanoi city; the task of building the Party, improving the leadership capacity and the fighting strength of grassroots party organizations; building a healthy, powerful and effective political system at all levels; promoting the fight against corruption, bureaucracy, negativity, wastefulness, group benefits has been posing an objective requirement to further improve the quality of building the Party in the Vietnam Fatherland Front at all levels From the above-mentioned reasons, the PhD student decides to choose the topic entitled "The quality of participation in building the Party of the Vietnam Fatherland Front of communes, wards and towns in Hanoi city presently" as his doctoral thesis, specialized in Party Building and State Government Aims and objectives of the study Aims: By clarifying the theoretical and practical issues on the quality of building the Party of the Vietnam Fatherland Front of communes, wards and towns, the thesis proposes the feasible solutions to improving the quality of participation in building the Party of the Vietnam Fatherland Front of communes, wards and towns in Hanoi city presently Objectives: Giving an overview of the thesis-related research situation and identifying the issues need further addressing in the thesis Clarifying the theoretical issues on the quality of building the Party of the Vietnam Fatherland Front of communes, wards and towns in Hanoi Assessing the quality of building the Party of the Vietnam Fatherland Front of communes, wards and towns; indicating the causes and drawing some experiences to improve the quality of Theoretical, practical basis and methodology Theoretical basis: The thesis is conducted basing on Marxist-Leninist theoretical system, Ho Chi Minh's thought, the views and lines of the Vietnamese Communist Party on the masses and the role of the masses; on building and promoting great national solidarity; on building and reorganizing the Party, improving leadership capacity and fighting strength of grassroots party organizations; and promoting the role of the Vietnam Fatherland Front Practical basis: The thesis is carried out on the basis of the whole reality of leadership and direction of the party committee, party organization and the practice of participating in party building of the Vietnam Fatherland Front of communes, wards and towns in Hanoi; the directives, and regulations of the Party building, and the Party Committees at all levels in Hanoi city; the results of investigations and surveys conducted by the author at different party committees of communes, wards and towns in Hanoi Simultaneously, the thesis also inherits the thesis-related scientific works published previously Methodology The is conducted on the basis of methodology of MarxismLeninism and it uses a combination of different methods of specialized and interdisciplinary science, with the focus on logical, historical, analytical methods, synthesis, statistics, comparison, theoretical research, sociological investigation and expert consultancy New contributions of the study Introducing and clarifying the connotation of the conception of the quality of participating in building the
