1 Rationale

Resolution No 29-NQ/TW of the Central Steering Committee Course

XI on fundamental and comprehensive innovation in education andtraining, serving industrialization and modernization in the socialist-oriented market economy during international integration states:

“Education is the top priority, the cause of the Communist Party, theGovernment and the people Investment in education means investment

in development, and therefore put at the top in socio-economicdevelopment plans” The tasks and solutions of Resolution No 29-NQ

TW also emphasize: “Formulate plans for training educators andadministrative officers in association with socio-economic developmentand international integration” (the Central Steering Committee, 2013, 4).Primary schooling is the foundation level, laying an initial base forthe formation and comprehensive development of human personality,laying a solid foundation for the general education and for the entirenational education system Professional groups (PGs) are the grassrootsunits, which directly develop and operate professional activities toinnovate education Each PG works under the direction of a leader TheLeader of a professional group (PGL) is the head of the group, whodirectly manages activities of both teachers and the grade, who shall beresponsible before the Principal for the teaching quality of teachers in thegroup and learning results of students PGLs play a role to help thePrincipal to manage educational activities, and directly takeresponsibilities for the education quality in the field which they are incharge

Innovation of the primary education management must focus on therenovation of schools Innovation of the management of PGL team(PGLTM) is the innovation from the single unit, which is the key stepand the root to improve the education quality

However, in fact, the PGLT and the PGLTM at primary schools inMekong Delta still have some shortcomings This has formed therationale in the study of the PGLTM at primary schools in MekongDelta

Deriving from the above reasons, I chose the topic “Management of team of the professional group leaders at primary schools in Mekong Delta” as my research topic for my doctoral thesis in Education

2 Aims of the research

Based on the theoretical research on the PGLTM at primary schoolsand the determination of the current status of the PGLTM at primaryschools in Mekong Delta, the thesis seeks to build measures of thePGLTM at primary schools with the aim to improve the quality of PGLs

of primary schools

3 Research population and subject

3.1 Research population: the PGLTM at primary schools.

3.2 Research subject: the PGLTM at primary schools in Mekong Delta.

4. Scientific Hypothesis

Over the past years, the PGLTM at primary schools in Mekong Deltahas initially achieved some results on the planning, selection,appointment, training and evaluation of the PGLT Nevertheless,compared to the requirements of renovation of primary education, thiswork has had many shortcomings If the scientific theoretical backgroundcan be determined and the survey and assessment of the current status ofthe PGLTM at primary schools in Mekong Delta can be properlyconducted, it is able to recommend necessary and feasible scientificmeasures with HR management approach to improve the efficiency ofthe PGLTM at primary schools in Mekong Delta

5 Objectives of the research

5.1 Systematizing the theoretical background of the PGLTM at primaryschools

5.2 Surveying and assessing the current status of the PGLTM at primaryschools in Mekong Delta

5.3 Proposing measures of the PGLTM at primary schools in MekongDelta

5.4 Testing and experimenting the measures of the PGLTM at primaryschools in Mekong Delta

6 Scope of the study

6.1 Contents:

- Surveying and assessing the current status of the PGLTM at primaryschools and proposing the measures of the PGLTM at public primaryschools in Mekong Delta

- The subjects of the PGLTM is the Principals of primary schools inMekong Delta

- Organizing the experiment of measures for “Training of capacities for thePGLT of primary schools in accordance with requirements of the quality ofthe PGLT”

6.2 Study Area and Survey Population

- Study Area: Dong Thap, Ca Mau, Tien Giang, Long An and Ben Tre

- Survey Population: Educational managers, PGLs, and teachers of primaryschools

- Data in 03 academic years (2015-2016, 2016-2017, 2017-2018)

7 Methodology and Research Methods

7.1 Methodology

The author approaches the methodology of Dialectical and HistoricalMaterialism, views, guidelines and strategies of the Communist Party ofVietnam Based on the methodology, the thesis is studies according tothe perspective approaches: system - structure; history - logic; practice;and human resource management

7.2 Research Methods

7.2.1 Group of theoretical research methods

7.2.2 Group of practical research methods: Questionnaire method;

Expert opinion method; Interview method; Experiment method

7.2.3 Mathematical statistics method: Use SPSS software version 22.0.

8 Theoretical points of view

8.1 The PGLT of primary schools are the core of the schools, playing animportant role in improving the education quality of primary schools.The PGLT of primary schools are assessed on 3 aspects: quantity,structure and quality The contents of the PGLTM at primary schoolswith HR management approach include: (1) Planning; (2) Selection andappointment; (3) Use; (4) Training and improvement; (5) Evaluation and(6) Implementing remuneration regime, building environment fordevelopment of capacities and creating working motivation for the PGLT

of primary schools

8.2 The current status of the PGLTM in Mekong Delta has had manyshortcomings in management, which should be investigated, assessedobjectively and scientifically to be as a practical basis for proposingmeasures for the PGLTM at primary schools in Mekong Delta to matchthe requirements of educational renovation

8.3 From the scientific theoretical background, the shortcomings of thecurrent status of the PGLTM at primary schools in Mekong Delta, and

the measures for the PGLTM at primary schools in Mekong Delta shall

be scientifically and practically proposed

9 The scientific and practical significance

9.1 Scientific significance: Supplementing and developing the theories

of the PGLT and the PGLTM at primary schools, especially determiningthe requirements about the quality of the PGLT of primary schools with

an approach that the PGLT could perform well the functions as the role

of both a teacher and a manager Supplementing and developing thetheoretical background for the contents of the PGLTM at primary schoolswith HR management approach, matching with the functions and duties

of the PGLT and the environment of primary schools

9.2 Practical significance: Surveying and assessing the current status of

the PGLTM at primary schools in Mekong Delta, pointing out the resultsand shortcomings, thereby proposing measures for management of thisactivity with the aim to give contribution to the improvement of thePGLTM effectiveness in the current context, thereby, ensuring thePGLT’s capacities to raise their dedication to the schools’ goals, whilemeeting their aspirations of job position and satisfying their personalcareer demand at primary schools

10 Structure of the thesis

In addition to the introduction, conclusion and recommendation, theauthor’s research portfolio, references and appendices, the thesis isstructured into 3 chapters:

CHAPTER 1 THEORETICAL BACKGROUND FOR THE MANAGEMENT OF TEAM OF THE PROFESSIONAL GROUP LEADERS AT PRIMARY SCHOOLS 1.1 Literature Review

By learning history of the domestic and foreign studies relating tothe topic, the following conclusions can be drawn:

- Such studies focused on the development of standards forprimary teachers but the development of standards for the PGLT ofprimary schools has not been mentioned

- Staff management in schools, including the PGLTM at primaryschools with HR management approach is a popular trend today;basically, the activities of HR management are quite consistent,including such major activities as: planning, recruitment, use, trainingand improvement, evaluation and building a working environment

- There are many scientific researches and topics focusing on thestudy of capacities of teachers of primary schools, staff management ingeneral or in depth for each field and each subject, but a systematic andcomprehensive study on the PGLTM with HR management approach toensure the capacities of the PGLT to perform well the functions as therole of both a teacher and a manager has not gained much interest inMekong Delta

1.2 Definition of Basic Terms

1.2.1 Team of the professional group leaders at a primary school

CHƯƠNG 2 Team

A team is a group of people with the same functions, duties oroccupation, connected together in an organization to accomplish the goals ofsuch organization When referring to team, it means a group of peopleorganized into a force with close connection with each other within anorganization under regulations, charter… to create strengths to implementthe goals defined by such organization

CHƯƠNG 3 Professional group at a primary school

A professional group (PG) at a primary school is a professional unitincluding teachers of the same grade, which is the grassroots unit of aschool, working under the Principal, with the duties of directly managingteaching activities and educational activities of teachers in such group

1) Leader of a professional group at a primary school

A Leader of a professional group (PGL) at a primary school isappointed by the Principal, enjoying title salary coefficient The PGL is amanagement title, who supports the Principal to direct and performteaching tasks and organize educational activities within the assignedscope The PGL is responsible to the Principal for teaching activities andeducational activities in his group The person appointed to be a PGL of aprimary school must meet the Standards for Principal in accordance withcurrent regulations and simultaneously meet the Professional Standards

of a primary teacher

CHƯƠNG 4 Team of the professional group leaders at a primary school

Team of the professional group leaders (PGLT) at a primary school is

a group of teachers who are in charge of teaching activities andeducational activities for grades of a primary school and have sufficientprofessional qualities and capacities and management capacity inaccordance with applicable regulations, and are appointed by thePrincipal to manage the professional groups

4.1.1 Management of team of the professional group leaders at a primary school

1) Management: is an organized and oriented impacting process by the

manager to the managed subjects within an organization to achieve theobjectives set by such organization

2) Education management: is the system of organized and oriented

impacts by educational managers to the education system to accomplishthe proposed educational objectives

3) School management: is the system of organized and oriented impacts

by the school managers to the managed subjects to implement theobjectives set by the school

4) Management of team of the professional group leaders at a primary school with HR management approach

Management of team of the professional group leaders (PGLTM) at aprimary school with HR management approach is understood as thesystem of oriented impacts by the school managers to the PGLT at suchprimary school with the aim to ensure the adequate quantity,synchronous structure and sustainable quality of the PGLT

The PGLTM with HR management approach includes the followingcontents: (1) Planning; (2) Selection and appointment; (3) Use; (4)

Training and improvement; (5) Evaluation and (6) Implementingremuneration regime, building environment for development ofcapacities and creating working motivation for the PGLT of primaryschools.

4.2 Team of the professional group leaders at a primary school

4.2.1 Position, role and functions of the professional group leaders at a primary school

4.2.2 Duties of the professional group leaders at a primary school

Developing the operational plans of the PGs; Organizingimplementation of the educational program managed by the PGs;Organizing professional training for teachers in the PGs; Building astrong and united PGs; Organizing the evaluation of teachers in the PGs

4.2.3 Requirements of qualities and capacities of the professional group leaders at a primary school

2) Professional development capacity

- Guiding, supporting colleagues and sharing experiences in professionaldevelopment to meet the requirements of primary education innovation;

- Guiding and supporting colleagues in developing teaching and learningplans;

- Guiding and supporting colleagues in knowledge, skills and experience

in application of teaching methods and educational methods towardsdeveloping capacities and qualities of primary students;

- Guiding and supporting colleagues to effectively implement the testingand evaluation towards developing capacities and qualities of primarystudents;

- Guiding and supporting colleagues in experiences in effectivelyimplementing advising and supporting activities towards primarystudents

3) Professional group management capacity

- Directly developing and implementing the PG’s operational plans;

- Directing and organizing teachers to develop plans and guiding theimplementation and monitoring, evaluating of the implementation of thePG’s operational plans;

- Organizing, evaluating and classifying teachers in the PG in accordancewith the Teachers’ Professional Standards;

- Training professional knowledge and skills for teachers in the PG ininnovation of program contents, teaching methods, testing methods andassessments in teaching and education;

- Proposing programs and contents of local education in Mekong Delta;

- Directing and managing the PG to maintain the results of primaryeducation universalization in the locality

4) Educational environment building capacity

- Being an exemplary example, sharing experiences in building a healthyculture and environment at the school;

- Guiding and supporting colleagues in promoting the democratic rights

of students, of teachers themselves, students’ parents and othercolleagues;

- Being a state-of-the-art symbol of implementing and building safeschools, preventing school violence; sharing experiences in building andimplementing safe schools and preventing school violence

5) Capacity of developing school, family and social relations

- Proposing and implementing measures to strengthen the coordinationbetween the school and the family;

- Promptly solving feedback from students’ parents, related parties aboutthe learning process of students;

- Promptly solving feedback from students’ parents, related parties aboutthe process of educating students’ ethics and lifestyles

6) Capacity of using foreign languages, IT applications, exploitation and use of technological equipment in teaching and education

- Being able to write and present simple paragraphs on related topics inteaching and education activities;

- Guiding and supporting colleagues in use of IT application, exploitationand use of technology equipment in teaching and education

4.3 Management of team of the professional group leaders at primary schools with HR management approach

4.3.1 Human resource management in management of team of the professional group leaders at primary schools

There are many approaches to the PGLTM However, the PGLT isone of the important human resources of the school and the HRmanagement approach is a modern one with many advantages.Therefore, the thesis chooses the HR management approach for thePGLTM at primary schools

1.4.2 Purposes of management of team of the professional group leaders at primary schools

With the aim to build the PGLT with adequate quantity, appropriatestructure, sufficient qualities and capacities to perform duties of the PGL

appointment; Use; Training and improvement; Evaluation of team of theprofessional group leaders of primary schools; Implementing

The PGLTM at primary schools with HR management approachnow is a popular trend and an urgent solution to ensure the capacities ofthe PGLT to perform well the functions as the role of both a teacher and

a manager The capacities of the PGLT of primary schools includes:Teachers’ qualities; Professional development capacity; Professionalgroup management capacity; Educational environment building capacity;Capacity of developing school, family and social relations; Capacity ofusing foreign languages, IT applications, exploitation and use oftechnological equipment in teaching and education;

CHAPTER 2 THE CURRENT STATUS OF THE MANAGEMENT OF TEAM OF THE PROFESSIONAL GROUP LEADERS AT PRIMARY SCHOOLS IN MEKONG

DELTA 2.1 Overview of natural, economic - social and educational characteristics of the Mekong Delta provinces

2.2 Survey on the current status of management of team of the professional group leaders at primary schools in Mekong Delta

2.2.1 Selected subjects: Principals, Vice Principals, PGLs, teachers of

primary schools in 5 representative provinces in Mekong Deltaincluding: Dong Thap, Ca Mau, Tien Giang, Long An and Ben Tre

2.2.2 Survey methods: Questionnaire method; In-depth interview

method

2.2.3 Data Analysis Method: Scale of measure; Evaluation of reliability

of the scale; Evaluation of effectiveness of the scale

2.3 The current status of management of team of the professional group leaders at primary schools in Mekong Delta

2.3.1 Quantity and structure

- Quantity: 100% of primary schools in Mekong Delta have appointed a

sufficient number of the PGLs to meet practical requirements

- Structure: The statistical data shows that the female constitutes the majority

in the PGLT of primary schools in Mekong Delta; the PGLs with seniority

of over 10 years accounts for 76.97%, so most of them have muchexperience in professional management The age of most of the PGLs isfrom 30 to 45 years old; the above age group structure is quite reasonable,creating opportunities and strengths for primary schools in organizing thesharing and support among generations of the PGLs

- Professional qualifications: The PGLT of primary schools in Mekong

Delta provinces meets or exceeds the regulated standards The number of thePGLs with university degrees and above is 320/387 people, accounting for84.66% However, the number of the PGLs with postgraduate qualifications

is still low (2.11%)

- Competence in foreign languages and informatics: The number of the

PGLs without foreign language certificates is 142 people, accounting for37.56%, and without informatics certificates is 97 people, accounting for25.66% The number of the PGLs with level C in foreign language andinformatics is even much lower

- Majority of the PGLs of primary schools in Mekong Delta has primarypolitical qualifications Besides, the number of the PGLs with intermediatelevel of political qualifications is very low (2.1%) The number of the PGLshave not been trained in primary politics is 6.9%

2.3.2 The current status of qualities and capacities of team of the professional group leaders

1) Political qualities, ethics and lifestyle

The PGLT of primary schools in Mekong Delta is assessed withpolitical qualities, ethics, and lifestyle as fairly good level without anydifference between the two surveyed groups

2) Professional development capacity

The PGLT of primary schools in Mekong Delta has professionaldevelopment capacity at fairly good level However, the capacity of

“guiding and supporting colleagues in developing teaching and educationplans” should be paid special attention to

3) Professional group management capacity

The Professional group management capacity of the PGLs of primaryschools in Mekong Delta is assessed at fairly good level However, thereshould be measures to improve the capacity of “Developing andimplementing the PG’s operational plans” and the capacity of

“Organizing activities of the PG in the orientation of studying lessons forthe PGLT”

4) Educational environment building capacity

The capacity of building an educational environment of the PGLT ofprimary schools in Mekong Delta is assessed at fairly good level

5) Capacity of developing school, family and social relations

The PGLT of primary schools in Mekong Delta has the capacity ofdeveloping school, family and social relations at fairly good level.However, the PGLT should pay attention to contacting and exchanginginformation between the schools and other related parties much morepromptly

6) Capacity of using foreign languages, IT applications, exploitation and use of technological equipment in teaching and education
