1.1 Rationale Resolution No 29-NQ/TW of the Central Steering Committee Course XI on fundamental and comprehensive innovation in education and training, serving industrialization and modernization in the socialistoriented market economy during international integration states: “Education is the top priority, the cause of the Communist Party, the Government and the people Investment in education means investment in development, and therefore put at the top in socio-economic development plans” The tasks and solutions of Resolution No 29-NQ TW also emphasize: “Formulate plans for training educators and administrative officers in association with socio-economic development and international integration” (the Central Steering Committee, 2013, 4) Primary schooling is the foundation level, laying an initial base for the formation and comprehensive development of human personality, laying a solid foundation for the general education and for the entire national education system Professional groups (PGs) are the grassroots units, which directly develop and operate professional activities to innovate education Each PG works under the direction of a leader The Leader of a professional group (PGL) is the head of the group, who directly manages activities of both teachers and the grade, who shall be responsible before the Principal for the teaching quality of teachers in the group and learning results of students PGLs play a role to help the Principal to manage educational activities, and directly take responsibilities for the education quality in the field which they are in charge Innovation of the primary education management must focus on the renovation of schools Innovation of the management of PGL team (PGLTM) is the innovation from the single unit, which is the key step and the root to improve the education quality However, in fact, the PGLT and the PGLTM at primary schools in Mekong Delta still have some shortcomings This has formed the rationale in the study of the PGLTM at primary schools in Mekong Delta Deriving from the above reasons, I chose the topic “Management of team of the professional group leaders at primary schools in Mekong Delta” as my research topic for my doctoral thesis in Education Management 1.2 Aims of the research Based on the theoretical research on the PGLTM at primary schools and the determination of the current status of the PGLTM at primary schools in Mekong Delta, the thesis seeks to build measures of the PGLTM at primary schools with the aim to improve the quality of PGLs of primary schools 1.3 Research population and subject 3.1 Research population: the PGLTM at primary schools 3.2 Research subject: the PGLTM at primary schools in Mekong Delta 1.4 Scientific Hypothesis Over the past years, the PGLTM at primary schools in Mekong Delta has initially achieved some results on the planning, selection, appointment, training and evaluation of the PGLT Nevertheless, compared to the requirements of renovation of primary education, this work has had many shortcomings If the scientific theoretical background can be determined and the survey and assessment of the current status of the PGLTM at primary schools in Mekong Delta can be properly conducted, it is able to recommend necessary and feasible scientific measures with HR management approach to improve the efficiency of the PGLTM at primary schools in Mekong Delta 1.5 Objectives of the research 5.1 Systematizing the theoretical background of the PGLTM at primary schools 5.2 Surveying and assessing the current status of the PGLTM at primary schools in Mekong Delta 5.3 Proposing measures of the PGLTM at primary schools in Mekong Delta 5.4 Testing and experimenting the measures of the PGLTM at primary schools in Mekong Delta 1.6 Scope of the study 6.1 Contents: - Surveying and assessing the current status of the PGLTM at primary schools and proposing the measures of the PGLTM at public primary schools in Mekong Delta - The subjects of the PGLTM is the Principals of primary schools in Mekong Delta - Organizing the experiment of measures for “Training of capacities for the PGLT of primary schools in accordance with requirements of the quality of the PGLT” 6.2 Study Area and Survey Population - Study Area: Dong Thap, Ca Mau, Tien Giang, Long An and Ben Tre - Survey Population: Educational managers, PGLs, and teachers of primary schools - Data in 03 academic years (2015-2016, 2016-2017, 2017-2018) 1.7 Methodology and Research Methods 7.1 Methodology The author approaches the methodology of Dialectical and Historical Materialism, views, guidelines and strategies of the Communist Party of Vietnam Based on the methodology, the thesis is studies according to the perspective approaches: system - structure; history - logic; practice; and human resource management 7.2 Research Methods 7.2.1 Group of theoretical research methods 7.2.2 Group of practical research methods: Questionnaire method; Expert opinion method; Interview method; Experiment method 7.2.3 Mathematical statistics method: Use SPSS software version 22.0 T-tests 1.8 Theoretical points of view 8.1 The PGLT of primary schools are the core of the schools, playing an important role in improving the education quality of primary schools The PGLT of primary schools are assessed on aspects: quantity, structure and quality The contents of the PGLTM at primary schools with HR management approach include: (1) Planning; (2) Selection and appointment; (3) Use; (4) Training and improvement; (5) Evaluation and (6) Implementing remuneration regime, building environment for development of capacities and creating working motivation for the PGLT of primary schools 8.2 The current status of the PGLTM in Mekong Delta has had many shortcomings in management, which should be investigated, assessed objectively and scientifically to be as a practical basis for proposing measures for the PGLTM at primary schools in Mekong Delta to match the requirements of educational renovation 8.3 From the scientific theoretical background, the shortcomings of the current status of the PGLTM at primary schools in Mekong Delta, and the measures for the PGLTM at primary schools in Mekong Delta shall be scientifically and practically proposed 1.9 The scientific and practical significance 9.1 Scientific significance: Supplementing and developing the theories of the PGLT and the PGLTM at primary schools, especially determining the requirements about the quality of the PGLT of primary schools with an approach that the PGLT could perform well the functions as the role of both a teacher and a manager Supplementing and developing the theoretical background for the contents of the PGLTM at primary schools with HR management approach, matching with the functions and duties of the PGLT and the environment of primary schools 9.2 Practical significance: Surveying and assessing the current status of the PGLTM at primary schools in Mekong Delta, pointing out the results and shortcomings, thereby proposing measures for management of this activity with the aim to give contribution to the improvement of the PGLTM effectiveness in the current context, thereby, ensuring the PGLT’s capacities to raise their dedication to the schools’ goals, while meeting their aspirations of job position and satisfying their personal career demand at primary schools 1.10 Structure of the thesis In addition to the introduction, conclusion and recommendation, the author’s research portfolio, references and appendices, the thesis is structured into chapters: Chapter Theoretical Mekong Delta Chapter Measures for the management of team of the professional group leaders at primary schools in Mekong Delta CHAPTER THEORETICAL BACKGROUND FOR THE MANAGEMENT OF TEAM OF THE PROFESSIONAL GROUP LEADERS AT PRIMARY SCHOOLS 1.1 Literature Review By learning history of the domestic and foreign studies relating to the topic, the following conclusions can be drawn: - Such studies focused on the development of standards for primary teachers but the development of standards for the PGLT of primary schools has not been mentioned - Staff management in schools, including the PGLTM at primary schools with HR management approach is a popular trend today; basically, the activities of HR management are quite consistent, including such major activities as: planning, recruitment, use, training and improvement, evaluation and building a working environment - There are many scientific researches and topics focusing on the study of capacities of teachers of primary schools, staff management in general or in depth for each field and each subject, but a systematic and comprehensive study on the PGLTM with HR management approach to ensure the capacities of the PGLT to perform well the functions as the role of both a teacher and a manager has not gained much interest in Mekong Delta 1.2 Definition of Basic Terms 1.2.1 Team of the professional group leaders at a primary school 1) Team A team is a group of people with the same functions, duties or occupation, connected together in an organization to accomplish the goals of such organization When referring to team, it means a group of people organized into a force with close connection with each other within an organization under regulations, charter… to create strengths to implement the goals defined by such organization 2) Professional group at a primary school A professional group (PG) at a primary school is a professional unit including teachers of the same grade, which is the grassroots unit of a school, working under the Principal, with the duties of directly managing teaching activities and educational activities of teachers in such group 3) Leader of a professional group at a primary school A Leader of a professional group (PGL) at a primary school is appointed by the Principal, enjoying title salary coefficient The PGL is a management title, who supports the Principal to direct and perform teaching tasks and organize educational activities within the assigned scope The PGL is responsible to the Principal for teaching activities and educational activities in his group The person appointed to be a PGL of a primary school must meet the Standards for Principal in accordance with current regulations and simultaneously meet the Professional Standards of a primary teacher 4) Team of the professional group leaders at a primary school Team of the professional group leaders (PGLT) at a primary school is a group of teachers who are in charge of teaching activities and educational activities for grades of a primary school and have sufficient professional qualities and capacities and management capacity in accordance with applicable regulations, and are appointed by the Principal to manage the professional groups 1.2.2 Management of team of the professional group leaders at a primary school 1) Management: is an organized and oriented impacting process by the manager to the managed subjects within an organization to achieve the objectives set by such organization 2) Education management: is the system of organized and oriented impacts by educational managers to the education system to accomplish the proposed educational objectives 3) School management: is the system of organized and oriented impacts by the school managers to the managed subjects to implement the objectives set by the school 4) Management of team of the professional group leaders at a primary school with HR management approach Management of team of the professional group leaders (PGLTM) at a primary school with HR management approach is understood as the system of oriented impacts by the school managers to the PGLT at such primary school with the aim to ensure the adequate quantity, synchronous structure and sustainable quality of the PGLT The PGLTM with HR management approach includes the following contents: (1) Planning; (2) Selection and appointment; (3) Use; (4) Training and improvement; (5) Evaluation and (6) Implementing remuneration regime, building environment for development of capacities and creating working motivation for the PGLT of primary schools 1.3 Team of the professional group leaders at a primary school 1.3.1 Position, role and functions of the professional group leaders at a primary school 1.3.2 Duties of the professional group leaders at a primary school Developing the operational plans of the PGs; Organizing implementation of the educational program managed by the PGs; Organizing professional training for teachers in the PGs; Building a strong and united PGs; Organizing the evaluation of teachers in the PGs 1.3.3 Requirements of qualities and capacities of the professional group leaders at a primary school 1) Teachers’ qualities - Teachers’ ethics: being an exemplary example of teachers’ ethics; sharing and supporting colleagues in educating teachers’ ethics; - Teachers’ style: being an exemplary example of teachers’ style; making positive impacts no and supporting colleagues in forming teachers’ style 2) Professional development capacity - Guiding, supporting colleagues and sharing experiences in professional development to meet the requirements of primary education innovation; - Guiding and supporting colleagues in developing teaching and learning plans; - Guiding and supporting colleagues in knowledge, skills and experience in application of teaching methods and educational methods towards developing capacities and qualities of primary students; - Guiding and supporting colleagues to effectively implement the testing and evaluation towards developing capacities and qualities of primary students; - Guiding and supporting colleagues in experiences in effectively implementing advising and supporting activities towards primary students 3) Professional group management capacity - Directly developing and implementing the PG’s operational plans; 12 The capacity of using foreign languages, IT applications, exploitation and use of technological equipment in teaching and education is assessed at fairly good level without any difference in the assessment between the two groups, managers - teachers and the PGLs 2.3.3 Comprehensive assessment of the current status of the PGLT’s quality of primary schools in Mekong Delta Table 2.1 The current status of the PGLT’s quality No Content measures to improve the capacities of this PGLT in order to meet the Professional Standards and well fulfill the duties of the PGLs in the fundamental and comprehensive innovation of the current education 2.4 The current status of management of team of the professional group leaders at primary schools in Mekong Delta 2.4.1 The current status of awareness of the role of the professional group leaders The educational managers, teachers and the PGLs of primary schools in Mekong Delta have a good awareness of the importance of the PGLs The educational managers need to pay attention and take measures to raise awareness for the PGLs to fulfill their duties 13 2.4.2 The current status of planning of team of the professional group leaders The planning of the PGLT at primary schools in Mekong Delta has been performed regularly and the results are fairly good However, it is necessary to pay attention to estimation of resources for planning 2.4.3 The current status of selection and appointment of team of the professional group leaders Although the selection and appointment of the PGLT in the primary schools in Mekong Delta have been performed regularly, the results are at average level The selection and appointment in accordance with regulations, appropriate demand, proper circumstances and aspirations of the PGLT should be taken into consideration To effectively perform this task, a set of the PGLs’ Standards is required 2.4.4 The current status of using team of the professional group leaders The use of the PGLT has been performed regularly but with average results The matter of connection, harmony of the capacities and needs of a PGL and the requirements of school managers should be considered The use of the PGLT must ensure “the right people in the right jobs” 2.4.5 The current status of training and improvement for team of the professional group leaders The results of training and improvement for the PGLT in primary schools in Mekong Delta are not commensurate with its regular implementation Although the training and improvement for the PGLT in primary schools in Mekong Delta has been conducted regularly, the results are at average level only Measures for renovation of training contents need to be taken 2.4.6 The current status of evaluation of team of the professional group leaders The evaluation of the PGLT at primary schools in Mekong Delta has been carried out regularly but the results are at average level Developing a set of criteria and procedures for PGLT evaluation in accordance with the PGLTs’ Standard is an urgent issue 2.4.7 The current status of remuneration, building working environment for team of the professional group leaders The remuneration and working environment are conditions to encourage all members to give better contribution in performing the duties of the school A good remuneration regime and policy and a good 14 working environment will be an effective management tool in the innovation period 2.4.8 Comprehensive assessment of the current status of management of team of the professional group leaders at primary schools in Mekong Delta 1) The correlation between performance level and actual level = 3.18; Standard Deviation (SD) = 0.54); all actual results are rated at “average” (AP of actual results = 2.19; SD = 0.91) The p value in t-test
