research topic In the context of the development of science and technology, international integration and the 4.0 revolution, the role of education and training in general and vocational education in particular is extremely important Developed countries in the world all invest in education and training to create high quality human resources for the goal of sustainable development In the strategy of human resource development, vocational training plays an extremely important position in creating a contingent of skilled technical workers with occupational skills and attitudes to meet the requirements of labor in society The Law on Vocational Education 2014 affirms: "Developing an open, flexible and diversified vocational education system in the direction of standardization, modernization, democratization, socialization and international integration " Phu Tho province has focused on directing the expansion of career structure, developing training scale, ensuring quality and effectiveness of vocational training, and meeting local human resources needs However, the province's vocational education teachers have not yet met the requirements of vocational training Therefore, the development of vocational education teachers in accordance with professional standards is an urgent issue Up to now, there have been many researches on the development of vocational education teachers, but there has not been any research on developing vocational education teachers in Phu Tho province in accordance with professional standards Therefore, we choose the topic: "Developing teachers of vocational schools in Phu Tho province in accordance with professional standards" for the research Aims of the research - Study the theory and current situation of vocational teacher development at vocational schools in Phu Tho province; - Propose measures to develop vocational education teachers in accordance with standards in vocational schools in Phu Tho province Object and subject of the research 3.1 Research object: Teachers in vocational education institutions in Phu Tho Province 3.2 Research subject: Developing vocational education teachers in Phu Tho province in accordance with professional standards Scientific hypotheses If measures are proposed to develop vocational education teachers in the direction of standardization based on the theory of human resource management, a team of vocational education teachers will be built, meeting the criteria of professional standards, which will contrbute to improving the quality of vocational training, meeting the current human resource requirements of the country Scope of the research 5.1 Research sites: Phu Tho vocational colleges and schools 5.2 Participants of the survey: - Participants of the survey: Administrators and teachers of vocational schools in Phu Tho province - Scope of the survey: Some vocational training institutions in Phu Tho province 5.3 Research time: The thesis uses data in the period 2015-2018 Research tasks 6.1 Research and develop a theoretical basis for developing vocational education teachers in accordance with professional standards based on the theoretical framework of human resource management 6.2 Investigate the status of teachers in Phu Tho vocational schools 6.3 Propose measures to develop teachers in Phu Tho vocational schools in accordance with standards 6.4 Test and experiment on the proposed measures Research methodology and methods 7.1 Research methodology The study is based on dialectical materialist and historical points of view; basic views of Marxism-Leninism and Ho Chi Minh’s thought, including: - System approach; - Complexity approach; - Development approach; - Standardization approach; - Reality approach; - Human resource management and information processing: Use mathematical statistics and SPSS 20.0 software to process and display survey research results The arguments to be defended 8.1 In the current period, developing vocational education teachers in accordance with professional standards is an urgent requirement that needs to be paid attention to by leaders in order to create a qualified teaching staff, which is consistent with the tendency of teacher standardization in vocational education, meeting the requirements of human resource training for socio-economic development in our country 8.2 Although there have been progressive developments, the teacher staff of vocational schools in Phu Tho Province is still limited compared to the professional standards 8.3 The measures which are proposed based on the theory of human resource management and are suitable with the local reality have high necessity and feasibility, meeting the requirements of standardising vocational teachers in Phu Tho Province today New contributions of the thesis 9.1 Theoretical contributions: The thesis has clarifed the theoretical basis for developing the teaching staff of vocational schools in accordance with professional standards to meet the quality requirements of our country's human resources 9.2 Practical contributions: The thesis has analyzed the reality of the teaching staff of vocational schools in Phu Tho province today compared to the professional standards The proposed measures help develop the teaching staff of vocational schools in Phu Tho province in the direction of ensuring professional standards 9.3 The research results can be used as a reference source 10 The thesis structure In addition to the Introduction, Conclusion and Recommendations, References, Appendixes, the thesis consists of chapters Chapter 1: Theoretical basis for developing vocational education teachers in accordance with professional standards Chapter 2: Actual situation of developing the teaching staff of vocational schools in Phu Tho province in accordance with professional standards Chapter 3: Measures to develop the teaching staff in vocational schools in Phu Tho province in accordance with professional standards Chapter THEORETICAL BASIS FOR DEVELOPING VOCATIONAL EDUCATION TEACHERS IN ACCORDANCE WITH PROFESSIONAL STANDARDS 1.1 Literature Review 1.1.1 Studies in the world 1.1.1.1 Research on developing the teaching staff of vocational schools Improving the quality of teachers is a matter of research and interest by scientists and educational experts However, there has not been a specific research on developing vocational education teachers; there have been only a number of researches on teachers and teacher development in general 1.1.1.2 Research on developing vocational education teachers in accordance with professional standards Studies in the world about developing vocational education teachers in particular show that: (1) The quality of the teaching staff always determines the training quality of educational institutions and the quality of students (2) Retraining to develop teachers is considered an important task of state management levels (3) Teacher professional standards of all levels of training are determined as a basis for teacher training and retraining (4) All countries have appropriate policies to support the improvement of knowledge for teachers and training of teachers of educational and training institutions 1.1.2 Studies in Vietnam 1.1.2.1 Research on developing vocational education teachers In our country in recent years, many research topics and projects on development of teachers and vocational education teachers have been and are being applied in practice The research has addressed many issues in the field of vocational training, offering many measures for managing and developing vocational education teachers 1.1.2.1 Research on developing vocational education teachers in accordance with professional standards The domestic and foreign studies, which have been approached in many different directions and dimensions, are all concerned about the aspect of educational management However, there is little research on measures to develop vocational education teachers in accordance with professional standards The researchers follow the following approached: Develop vocational education teachers to meet the requirements of fundamental and comprehensive renovation of education and training in general and vocational education in particular Study from the perspective of managing pedagogical human resources of the school system to meet professional standards in order to improve the capacity of teachers It is necessary to study and propose a system of measures to develop vocational education teachers in accordance with professional standards 1.2 Some basic concepts 1.2.1 Schools and vocational schools Within this research topic, the concept of vocational school can be understood as follows: Vocational school is a vocational education institution at school or college level, located in the national education system and tasked with training human resources directly for production, business and services, having professional capacity corresponding to the training level, meeting the requirements of organizations and agencies operating in all socio-economic fields 1.2.2 Staff and the staff of vocational education teachers A staff is a group of people organized and assembled into a force to perform one or more functions, having the same or different career but working in the same organization and serving a certain purpose The concept of the staff of vocational education teachers can be understood as follows: The staff of vocational education teachers is a collection of teachers tasked with teaching technical subjects, providing professional theory, practice guidance and education for students in vocational education institutions, organized into a force with the same task of fulfilling the vocational education goals 1.2.3 Standards and professional standards of vocational education teachers Professional standards of vocational education teachers are legal documents defining basic requirements on political quality, lifestyle ethics, teaching capacity, educational capacity, etc for vocational education teachers to meet the requirements on goals of each training level 1.2.4 Development Development is the expression of change, the increase in both quantity and quality of things, phenomena, and people in the community and in society 1.2.5 Develop the staff of vocational education teachers in accordance with professional standards Developing vocational education teachers in accordance with professional standards is the impact process of managers at all levels on teachers in vocational schools through personnel planning, development planning, organizing and directing the works of developing, training, retraining, recruiting and remuneration, employing, screening vocational education teachers in accordance with professional standards in order to well perform the functions and tasks of the school 1.3 Professional characteristics of vocational education teachers according to professional standards 1.3.1 Occupational labor characteristics vocational education teachers according to professional standards 1.3.1.1 Tasks and working regimes of vocational education teachers a General tasks of vocational education teachers: According to the Vocational Education Law, vocational education teachers have 10 duties b Specific duties of teachers according to vocational training level: Circular No 07/2017/TT-BLĐTBXH dated 10/3/2017 10 1.4 Develop vocational education teachers in accordance with professional standards under the model of human resource management 1.4.1 Some models of human resource management - Martin Hilb model (model of responsible people) - Fombrun model - Havard model - Guest model - Warwick model * Leonard Nadle model Leonard Nadle proposed a human resource management model with three main contents, including: developing human resource; using the human resources; create a working environment Each model has its own characteristics in terms of content and methods because of different approaches and each has certain advantages when applied in each condition in practice However, the Leonard Nadle model shows that it is the most suitable for the approach of researching and developing vocational education teachers according to current professional standards in our country Therefore, the study of applying the basic elements of the Leonard Nadle model can be considered as the most suitable among the models analyzed above 1.4.2 The purpose and significance of developing vocational education teachers in accordance with professional standards - Develop the teaching staff in accordance with standards is to strengthen the teaching staff to meet the requirements of increasing the quality of vocational training - Develop the teaching staff in accordance with standards is to closely connect vocational schools, enterprises and labor training institutions - Develop the teaching staff in accordance with standards to improve vocational training quality is to meet the needs of employers' organizations 11 - Develop the teaching staff in accordance with standards is to to raise the competitiveness of vocational schools - Develop the teaching staff in accordance with professional standards is to implement the Party and State's policy on vocational education - Develop the teaching staff in accordance with standards is to contribute to improving the quality of human resource training for society and the people's vocational training needs 1.4.3 Requirements for developing vocational education teachers in accordance with professional standards 1.4.3.1 Model of developing vocational education teachers in accordance with professional standards Applying Leonard Nadle model in researching in practical conditions of the vocational schools in our country, the PhD student has identified the research model/framework for this topic (Figure 1.3 Model of developing vocational education teachers in accordance with professional standards) 1.4.3.2 Requirements for developing vocational education teachers - Ensuring the development of vocational education teachers in terms of sufficient quantity - Ensuring the development of vocational education teachers in terms of quality - Ensuring the development of vocational education teachers in terms of the structure of training professions 1.4.4 Contents of developing vocational education teachers in accordance with professional standards 1.4.4.1 Plan for developing vocational education teachers In order to meet the needs for vocational education teachers in each development stage of the vocational education system throughout the country in general and in localities in particular 1.4.4.2 Recruit vocational education teachers in accordance with standards, ensuring input quality to improve training effectiveness: Selection must follow the recruitment process and ensure job requirements and teacher replenishment 12 1.4.4.2 The management and use of vocational education teachers must ensure reasonableness and suitability to improve their work efficiency: Use vocational education teachers appropriately to achieve the set training goals 1.4.4.3 Conduct vocational teacher assessments to develop teachers in accordance with professional standards Assess teachers correctly to develop training plans to improve the War Invalids and Social Affairs Central Ministries, agencies and People's Committees of provinces and cities directly under the Central Government have the leading role in vocational education activities 1.5 Factors affecting the development of vocational education teachers in accordance with professional standards 1.5.1 Group of objective factors 1.5.1.1 Social and economic conditions 13 The development of vocational education teachers is directly and frequently affected by the process of movement, the structure of the national and local economy 1.5.1.2 Trends in vocational training development in society The current trend of labor restructuring in our country leads to the need for vocational training of the people to change in terms of occupation type, skill level, and occupational structure in each locality and in the whole country This requires vocational education teachers to be developed in accordance with professional standards to meet the needs of society 1.5.1.3 Demand for vocational training of people Depending on the specific time of a certain region or locality, socio-economic development with different career needs, people's vocational training needs are different 1.5.1.4 Impact of the market economy The development of the labor market plays a decisive role in the content and training objectives of the system of vocational training institutions, and it also affects the size and form of training 1.5.2 Group of subjective factors 1.5.2.1 Awareness of managers, teachers and management mechanism of vocational schools Awareness of managers and teachers has a big role in developing vocational education teachers in accordance with professional standards 1.5.1.2 Facilities and equipment in service of teaching activities Facilities and teaching equipment of the school have a great influence on the effectiveness of teachers and student learning outcomes Conclusion for chapter Chapter of the thesis has presented the contents of theoretical foundations on developing vocational education teachers in accordance with professional standards with the following major results The research has: 14 Approached the domestic and foreign research works on vocational training as well as the significance of developing the teaching staff in education in general, vocational education in particular; clarified some basic theoretical issues about developing vocational education teachers Identified the issues that need to be researched on the basis of acquiring and inheriting the results of the previous research projects, meeting current practical requirements on the quality of training high-quality human resources Introduced and clarified a number of tool concepts for research on developing vocational education teachers in accordance with professional standards Analyzed and clarified the professional characteristics of vocational education teachers with specific labor characteristics Clearly stated and analyzed the requirements on professional standards for vocational education teachers; clearly analyzed professional standards for vocational education teachers in vocational education institutions Identified the research model/theoretical framework for the research topic; analyzed and clarified the purpose, meaning, requirements and basic contents of the development of vocational education teachers in accordance with professional standards; clearly defined the content of developing vocational education teachers in accordance with professional standards Analyzed and clarified the roles and responsibilities of the subjects in developing vocational education teachers in accordance with professional standards as a basis for researching the following contents of the thesis Outlined and analyzed factors affecting the development of vocational education teachers in accordance with standards 15 The research results of Chapter serve as a basis for surveying and assessing the situation and developing measures to develop vocational education teachers Chapter CURRENT SITUATION OF DEVELOPING TEACHERS OF VOCATIONAL SCHOOLS IN PHU THO PROVINCE IN ACCORDANCE WITH PROFESSIONAL STANDARDS 2.1 Overview of the Vietnamese vocational education system Over the past years, the system of vocational training institutions, vocational schools and vocational colleges has developed in scale, gradually meeting the needs of the labor market and international integration There are a number of issues in the development process of vocational education For example, the rate of students attending universities and vocational institutions every year is too high; the structure of the economy has changed, leading to complicated changes in the profession structure; the percentage of teachers in vocational schools meeting professional standards is still very low Therefore, the management of vocational training needs to focus on promoting innovation of curriculum, content, teaching methods, and especially on building the staff of vocational education teachers who meet professional standards 2.2 Overview of Phu Tho province 2.2.1 Natural conditions Phu Tho is a northern mountainous province with an area of 3,532 km2 and a population of over 1.3 million people, with 22 ethnic groups living together There are 01 provincial city, 01 town and 11 districts 2.2.2 Socio-economic situation - Situation of economic development: The economic structure has shifted progressively, consistent with the development orientation of the province 16 - Socio-cultural situation: Culture, information and sports activities have prospered; people's health care is paid attention to, basically achieving the millennium health goals - National defense, security, social order and safety: The situation of political security is stable; social order and safety are maintained - Education and training: Phu Tho province has soon accomplished the goal of universalizing preschool and primary education and is moving towards universalizing lower secondary education 2.2.3 Situation of vocational education in Phu Tho province Up to now, Phu Tho province has a total of 33 vocational training institutions, including: 08 vocational colleges, 06 vocational schools and 19 other vocational training institutions; with a total of 2156 vocational education teachers 2.2 Organize a survey on the situation of vocational education teachers in Phu Tho province 2.2.1 Survey purposes - To build a basis to assess the actual situation of the quality of vocational education teachers in Phu Tho province - To analyze advantages, disadvantages, problems and causes of limitations and weaknesses 2.2.2 Survey contents - The situation of quality of vocational education teachers in Phu Tho province - Development characteristics and factors affecting the development of vocational education teachers 2.2.3 Scope and subjects of the survey Scope of the survey: Administer survey questionnaires in 07 vocational training institutions in Phu Tho province (with a specific allocation table) In addition, interview 05 administrators and 03 teachers of some surveyed schools to confirm the information obtained by the questionnaire 17 2.2.4 Survey methods - Conduct the survey with questionnaires - Analyze the questionnaires collected Anket survey, observe, interview, analyze the products and use the SPSS 20.0 program to process data and results 2.3 Survey results on the situation of vocational teachers in Phu Tho province in accordance with professional standards and the development of vocational teachers in accordance with professional standards 2.3.1 The results of the survey on the situation of vocational education teachers in Phu Tho province in accordance with professional standards 2.3.1.1 Situation of vocational teachers in Phu Tho province according to the professional standards of professional competence Survey results are shown in Table 2.2 The researcher makes detailed comments and scientific research competencies 2.3.2 Survey results of the situation of developing vocational education teachers in Phu Tho province in accordance with professional standards 18 2.3.2.1 Situation of awareness about the purpose and significance of developing vocational education teachers in Phu Tho province in accordance with professional standards Survey results are shown in Table 2.15 2.3.2.2 Current situation of awareness about contents of developing vocational education teachers in Phu Tho province in accordance with professional standards The survey results are shown in tables (from Table 2.16 to Table 2.18) Contents of the survey on current situation: - Plan vocational education teachers in accordance with professional standards - Manage and use vocational teachers reasonably and appropriately to improve the working efficiency of teachers - Manage and evaluate vocational teachers in accordance with professional standards 2.3.3 Situation of factors affecting the development of vocational education teachers in accordance with professional standards Factors affecting the development of vocational education teachers according to professional standards are shown in Table 2.19 2.4 General assessment of the situation of vocational education teachers in accordance with professional standards in Phu Tho province 2.4.1 Advantages - Awareness of local leaders and vocational schools in Phu Tho province about the purpose and meaning of developing vocational education teachers - The issue of developing vocational education teachers focuses on the quantity and quality requirements, and ensuring the structure of training professions 19 - In general, the schools have paid attention to fully implementing the contents of developing vocational teachers in accordance with standards - The teaching staff basically meets the current training requirements 2.4.2 Shortcomings Firstly, the implementation of all standards and criteria for developing vocational education teachers has not met the requirements Secondly, there are some teachers who not yet love the profession, are not enthusiastic about the profession, and not attach importance to investing in developing competency according to the professional standards in the process of teaching at vocational schools Thirdly, coordinated activities in vocational training between schools and organizations, employers' organizations in society are weak and not active 2.4.3 The causes of the shortcomings - Due to the staff's awareness of training development strategies - Insufficient awareness about professional development according to the teachers' standards - Conditions on facilities and capacity of organizing training - Market mechanism and vocational training trends Conclusion for chapter Implementing the objective of the thesis, in the second chapter, the researcher has completed an important content that is to build a practical basis for developing vocational education teachers in Phu Tho province in accordance with professional standards Conducted a survey on the situation of developing vocational education teachers in accordance with standards, and evaluated the achievements, shortcomings and limitations and their causes Identified appropriate and effective practical survey methods; the content of the survey closely follows the standards and criteria 20 It can be seen that the teaching staff of vocational schools in Phu Tho province are basically sufficient in number, quality and structure The teaching staff are increasingly rejuvenated with high self-study and self-fostering ability to improve professional qualifications The work of fostering and developing the staff has been carried out in vocational training institutions with the full participation of teachers The results of the survey on the situation of the development of teachers in vocational schools in Phu Tho province following the standards can serve as a practical basis to identify measures to develop vocational education teachers in Phu Tho province according to vocational standards Chapter MEASURES TO DEVELOP VOCATIONAL EDUCATION TEACHERS IN PHU THO PROVINCE IN ACCORDANCE WITH PROFESSIONAL STANDARDS 3.1 Principles for proposing measures 3.1.1 Follow the guidelines and policies of the Party and the State The measures to develop teachers in vocational schools in Phu Tho province in accordance with professional standards must follow the Party's guidelines and policies and the laws of the State; apply and implement legal documents under the direction of competent agencies in charge of vocational training management in order to constantly improve the quality of vocational training and produce high-quality labor resources for the cause of industrialization and modernization of the country 3.1.2 Ensure professional standards requirements in the current period The principle of ensuring the compliance of the measures with professional standards and career development trends is necessary to meet the needs for skilled, qualified labor resources, 21 and to provide labor for domestic enterprises and export labor abroad in the integration period 3.1.3 Ensure the principles of science The scientific principles are employed to best suit and effectively improve the quality of Phu Tho province's vocational education teachers, which contributes to improving the training quality of vocational training institutions; adopt and selectively inherit scientific and technological advances from countries around the world into our country's current practical conditions 3.1.4 Ensure practicality and feasibility This principle ensures that the measures must achieve the goals, meet the requirements, the content and the manner of implementation, and they must be suitable with local resource conditions of Phu Tho province on the basis of a system of regulations of state management agencies on vocational training and management of vocational education teachers in accordance with professional standards 3.1.5 Ensure consistency Consistency creates a relationship between measures, which are mutually supportive, motivating and prerequisite conditions to improve efficiency during the implementation of these measures in practice At the same time the principle of consistency ensures the conditional binding requirements on the factors affecting the effective implementation of the measures in practice 3.2 Specific measures 3.2.1 Organize activities of popularizing, studying and propagating to raise the awareness of administrators and teachers about developing the teaching staff in accordance with standards 3.2.2 Develop personel plans and plans for developing vocational education teachers in accordance with standards 3.2.3 Develop regulations on hiring and employing vocational education teachers in accordance with professional standards 22 3.2.4 Organize training and retraining for vocational education teachers in accordance with professional standards 3.2.5 Direct the innovation of teacher evaluation methods in accordance with professional standards 3.2.6 Ensure all conditions for developing vocational
