EU Blue Book 2009 European Union Development Cooperation Activities in Vietnam Liên minh châu Âu hoạt động hợp tác phát triển Việt Nam L’Aide Publique au Développement de l’Union Européenne au Vietnam Foreword Welcome to the 2009 edition of the European Union’s “Blue Book” presenting a yearly snapshot of the development cooperation between the European Union and Vietnam This 11th edition underlines the main policy issues and provides concrete facts and figures on the achievements of 2008 and new funds and orientations planned for 2009 The global economic crisis brought new challenges for development cooperation between the European Union and Vietnam While Vietnam is in the process of attaining Middle Income Status, and further progress has been made towards reaching the Millennium Development Goals, the country still needs donor support for eradicating poverty and promoting sustainable development Emerging challenges such as climate change and communicable diseases increase this need The European Union is committed to further assisting Vietnam’s development process and to contribute to the equitable and inclusive growth of Vietnam, especially during this challenging time of global economic downturn The European Union as a whole (Member States and Commission) is Vietnam’s third largest provider of development assistance, with a total of € 716.21 million (US$ 893.48 million - equal to 17.82 % of total external aid) planned for 2009, including € 308.42 million (US$ 385.53 million) in grants True to its tradition, this year’s edition of the Blue Book contains facts and figures which show the level and diversity of EU Official Development Assistance (ODA), in terms of beneficiary agencies, sectors, provinces and delivery modalities It gives a valuable insight into EU development activities in Vietnam and is therefore a useful tool for enhanced coordination, complementarity and division of labour among EU donors and also the international donor community In this edition, you will find a first chapter on key facts and figures on the EU, followed by a chapter on “EU Development Cooperation in Vietnam in 2009” which summarises the key priorities, data and contributions of EU Official Development Aid to Vietnam Chapter three presents key facts and figures on each EU donor – Member States and Commission - in Vietnam Vietnam remains at the forefront in the international aid effectiveness agenda Having localised the Paris Declaration on Aid Effectiveness through the “Hanoi Core Statement” in 2006, and piloted the “One UN initiative”, Vietnam is now engaging the EU and other donors in delivering the Accra Agenda for Action through a 2009 Action Plan The European Union will help Vietnam in this endeavour, along with other donors, and actively contribute to implement the Action Plan Particular attention will be paid to two lagging areas namely capacity-building and applying aid effectiveness principles at sector level Members of the EU Health Working Group have come together to work on the Health Sector Capacity Support Project approved by the EC in December 2008, and to support the Statement of Intent for improving the effectiveness of development assistance for health adopted by the Ministry of Health and donors in March 2009 are concrete witnesses thereof We hope that this report can be helpful to readers eager to learn more about EU development cooperation in Vietnam We also hope that it may serve as a practical tool for better complementarity and aid effectiveness Finally, we wish to thank all those committed Việt Nam, đặc biệt thời điểm chịu thách thức suy giảm kinh tế giới Liên minh Châu Âu, bao gồm Ủy ban Châu Âu quốc gia thành viên, nhà cung cấp viện trợ phát triển lớn thứ Việt Nam, với tổng số tiền lên tới 716,21 triệu Euro (tương đương 893, 48 triệu USD – 17,82% tổng số viện trợ đối ngoại) cho kế hoạch năm 2009, bao gồm 308,42 triệu Euro (tương đương 385, 53 triệu USD) viện trợ không hoàn lại Theo truyền thống, ấn năm bao gồm thông tin số liệu thực tế mức độ đa dạng Hỗ trợ Phát triển Chính thức EU, liên quan đến thông tin bên nhận viện trợ, lĩnh vực, tỉnh/thành phố phương thức viện trợ Điều cho thấy giá trị hoạt động hỗ trợ phát triển Liên minh Châu Âu Việt Nam công cụ hữu ích để tăng cường điều phối, tạo bổ sung phân chia lao động khu vực viện trợ Liên minh Châu Âu đồng thời cộng đồng viện trợ quốc tế Trong ấn này, chương I số liệu thông tin thực tế Liên minh Châu Âu, chương “Hợp tác phát triển Liên minh Châu Âu Việt Nam năm 2009” tóm tắt số liệu, đóng góp ưu tiên viện trợ hiệu viện trợ quốc tế Sau nội địa hóa Tuyên bố Paris hiệu viện trợ thông qua “Tuyên bố Hà Nội” năm 2006 thí điểm “Sáng kiến Liên Hiệp Quốc” Việt Nam phối hợp với Liên minh Châu Âu nhà tài trợ khác việc thực chương trình hành động Accra cho kế hoạch hành động năm 2009 Liên minh Châu Âu giúp Việt Nam nỗ lực này, với bên viện trợ khác, tiếp tục tích cực đóng góp để thực thành cơng kế hoạch hành động Trong đó, tập trung ý tới hai lĩnh vực nhiều hạn chế việc xây dựng lực việc áp dụng nguyên tắc hiệu viện trợ cấp ngành Các thành viên Nhóm cơng tác y tế Liên minh Châu Âu phối hợp công tác dự án activitộs de coopộration de lUE au Vietnam et représente aussi un outil très efficace pour renforcer la coordination, la complémentarité et la division du travail entre les bailleurs européens ainsi que pour l’ensemble de la communauté des bailleurs de fonds Dans cette édition, vous trouverez un premier chapitre présentant les faits et chiffres clefs sur l’UE, puis un chapitre sur “La coopération pour le développement de l’UE au Vietnam en 2009” résumant les grandes priorités, les principales données et la contribution de l’UE au développement du Vietnam Le troisième chapitre présente les éléments clefs de chaque bailleur européen – Etats membres et Commission – au Vietnam Le Vietnam demeure l’avant garde de l’agenda sur l’efficacité de l’aide Après l’adaptation au contexte vietnamien de la Déclaration de Paris sur l’efficacité de l’aide au travers de la déclaration de Hanoi (Hanoi Core Statement) en 2006, et la mise en place d’une initiative pilote de la réforme des Nations Unies, le Vietnam s’engage maintenant, avec l’UE et les autres bailleurs de fonds, dans la mise en place du plan d’action d’Accra (Accra Agenda for Action) travers son plan d’action annuel 2009 L’UE épaulera le Vietnam dans cette entreprise, avec les autres bailleurs de fonds, et contribuera activement la mise en oeuvre de ce plan d’action Une attention particulière sera portée aux deux secteurs en retrait dans cet agenda, savoir le renforcement conjoint des capacités et la mise en œuvre des principes de l’efficacité de l’aide au niveau sectoriel Les membres du groupe de travail européen sur la santé ont travaillé ensemble sur le projet d’appui au renforcement des capacités dans le secteur de la santé approuvé par la Commission européenne en décembre 2008, et ont appuyé la lettre d’intention (Statement of Intent) pour l’amélioration de l’efficacité de l’aide au développement dans le secteur de la santé adoptée par le Ministère de la Santé et les bailleurs de fonds en mars 2009 Ceci
