whole revolutionary cause of the nation and is a prerequisite to ensure the leadership of the Party, contributing to strengthening and strengthening the close relationship between the Party and the people In particular, during the renovation period, the Party and the State had many guidelines and solutions on civil affairs, suitable to each object and each field At the same time, the Party and the State also regularly renew the content, leadership methods, expand democracy, and promote people's mastery as well as the State's role, The Vietnam Fatherland Front, mass organizations and armed forces in mass mobilization activities have brought about practical results The mass mobilization work of the Vietnam People's Army is a part of the Communist Party's work of the Communist Party of Vietnam, which is a basic content in the party's work and political work Effectively carrying out the work of mass mobilization is both an emotion and a responsibility of the "Uncle Ho's soldiers" to the people; at the same time, it is a condition for military officers and soldiers to fulfil all assigned tasks Military Region is a location with a strategic position particularly important in terms of economy, politics, defense and security of the country, with many ethnic groups and religions living together This is a land with much potential and advantages, but also many potential instability factors, especially the frequent and fierce resistance of hostile forces to eliminate the leadership of the Party and the socialist regime in our country The Party and the State Deeply aware of the location, importance of strategic areas and the building of the “battle of people’s heart” in Military Region From 2003 to 2013, armed forces units of the First Military Region made many efforts in mobilizing the people to implement the Party's guidelines and policies and the State's law, making an important contribution to building and consolidating the great unity of the nation, winning the renovation, ensuring national defense, security, political stability, improving the material and spiritual life of the people in the area However, mass mobilization work in the area of Military Region has revealed many limitations both in awareness and action, some units have not paid due attention to the public relations work, there is also a disrespectful expression of mass mobilization work compared to some other working aspects In the organization of the forms of mass mobilization, some units have not really focused on the propaganda and mobilization of people to work and implement together, and content and propaganda methods are still limited Currently, in response to the requirements of the cause of innovation and international integration, the mass mobilization work is setting new requirements to create consensus in the whole society, building close relationships between the army and the people Along with that, hostile forces intensify the revolution against our country through the strategy of "peaceful evolution", "subversive riots" with many sophisticated cunning tricks in order to divide and cause internal unrest, to sabotage the great unity of the nation, especially in key areas, ethnic minority areas, remote and border areas That practice requires further improvement of the effectiveness of the mass mobilization work, the close coordination of organizations and forces to propagate and mobilize the people to well implement guidelines and policies of the Party, law of the State There have been many research projects on mass mobilization work in general and in regional areas in particular However, no specialized works have been studied in depth until now on the process of the Party Military Party's leadership in mass mobilization work during the period from 2003 to 2013 under the perspective of the Vietnamese Communist Party's history and science Therefore, the study sheds light on the process of Party Military Party leading mass mobilization works Some units have not conducted regular and continuous propaganda activities for ethnic minority people in remote and isolated areas The content, forms and methods of propaganda and advocacy are not really appropriate to the characteristics of each object and locality, so the results are not uniform There has not been a close combination between socio-economic development, building infrastructure with propaganda and education to convince people, so the effectiveness is not high Advising local socio-political organizations, some units also have awkward and passive expressions when participating in solving "hot spots" in the area of military station The above situation requires the Military Region 1’s Party Committee to develop guidelines and leading measures to
