but they are primarily dependent mostly on human factors More than any other resource, people have always occupied an important position in the development of economic and society of a nation Human Resource Recruitment is one of the basic activities of recruitment in the enterprise, the most influential of business production process Moreover, through it, people can solve the relations arising in the process of managing the Company The importance of the human factor in any enterprises or any organizations whether is large scale or small scale is an obvious fact that no one will deny Among the different component of the economy, human resource is considered as the most precious resource of any enterprises and businesses, playing a very important role in deciding the existence and the development of those enterprises Apparently, a great volume of capital along with modern equipment, facilities will become worthless without the management of people So as to have a stand and develop in the market economy, concern about recruiting and training the human resources who meet the requirements of companies is essential – the necessary progress and the initial input of human resource will decide the success of enterprise and influence the whole operation of enterprises in the near future Human resource is also one of the attributes which bring the overall success or failure for companies During my internship at Vietnam Ocean Shipping Joint-stock Company, I had an opportunity to observe and practice at the Administration and Human Resource Department at Vietnam Ocean Shipping Joint-stock Company As a reputable company in shipping industry, Vietnam Ocean Shipping Joint-stock Company (VOSCO) proposes a logical progress for recruitment Nonetheless, several problems have occurred in recruitment and not being paid attention by the company The issue of concentrating on managing recruitment progress from VOSCO still has restricted techniques and number skilled and qualified labors applying for a job in company Concurrently, a few stages such as using of test methods or detecting health problems for candidates during the progress of recruitment have been DANG will be checked for validity in interviews with senior executives working in administration department Next step is checking the data about quantity, sex, age and qualifications of labors in the process at Vietnam Ocean Shipping Joint-stock Company in term of recruitment as well as proposing some measures to improve in order to response to the increased demands of labor recruitment in the future Moreover, the recommendations and some solutions are also given in order to attract, training and uphold human resources also reform human resources recruitment process at Vietnam Ocean Shipping Joint-stock Company Additionally, some general information about Vietnam Ocean Shipping Joint-stock Company is also presented within the paper Methodology The dissertation targets the assessment of the use and the recruitment of human resources at Vietnam Ocean Shipping Joint-stock Company and suggesting some measurement to develop and improve the quality of Human resources from August 10 th to November15th, in which time from August 10th to October30th was for internship at Vietnam Ocean Shipping Joint-stock Company and dissertation preparation and remaining time was for writing and completing it After internship time at VOSCO, I had an opportunity to observe and practice at the Administration and Human Resource Department at Vietnam Ocean Shipping Joint-stock Company This dissertation was done on the basis of assessment through some reports about human resources as well as the ways of proceeding, personnel recruitment and the salaries or treatment policies of the company to employees DANG THI PHUONG HOA – GMA02 Recommendations to enhance Human Resources Recruitment process at Vietnam Ocean Shipping Joint-Stock Company (VOSCO) CHAPTER I: LITERATURE REVIEW 1.1 Literature Review 1.1.1 What is Human Resource (HR)? “Human resources” (HR) in business is a term used to describe people who work for a company or organization These people are responsible for performing the tasks given to them for the purpose of reach of goals and objectives of the Company which has the possibilities of proper recruitment and selection, providing proper orientation, training, skill developments and so on Human resources can be understood as all capability in terms of knowledge and spirit of human which is applied in the process of working This is the most valuable resource in the process of manufacturing at any enterprises Human resources, according to economic literature, include all people working age who are capable of participating in work (except for the disabled lacking capability of working) and those is working although they are out working age Human resources of an organization founded on the basis individuals who have different roles and are linked together by certain purposes in or of of Human resources is also used to refer to the department of any enterprises that are in charge of controlling and monitoring those kind of resources, like recruiting and training new staff and supervising the benefits offered to all of the enterprise’s staff During 1960, the term “human resource” was created in the United States, when labor relations became a more significant concern for United States economy context, and gradually has gained its popularity in the globe On the other hand, business dictionary also illustrated “Human Resource” is the resource that exists in the ability, awareness and skills as well of human being (Business Dictionary) That means Human Resource is the greatest mixture of physical ability and mentality of people which is employed in working and production process In addition, it also can be considered to be “the least mobile of the four factors of production, and (under right conditions) country with main business as supply of highly qualified crews for foreign and domestic ship-owners so the number of Crew members in Company is largest, more than three fourth of the total employees in the DANG THI PHUONG HOA – GMA02 51 Recommendations to enhance Human Resources Recruitment process at Vietnam Ocean Shipping Joint-Stock Company (VOSCO) company Meanwhile, total number of employees working in the department, branch are 245 people, its proportion is nearly a quarter of the total number of employees in the company In which that the proportion of all indirect labors who work in departments at Company takes only about 16% The percentage of employees at Branches, Maritime training center and VOSCO Crewing Center is 5.9%, 0.8% and 1% respectively In addition, due to the number of crew members are primarily at VOSCO, so the percentage of sex in the company also unequal The percentage of male occupy to more than 90% while the figure of female is only 10% of the total labors at VOSCO Assessment: Regarding quantity, considered within the scope an organization: the number of labors in the company has sufficient to charge and train crews and reasonable allocation in the departments But compared to the amount of the current crew are trained in the company, the number of staff slightly less to be able to manage that crew members 2.4.2 Classify by education level of employees at VOSCO One of the important criteria for assessing the quality of human resources is the general education and professional qualifications in particular Education is the ability of knowledge and the foundation skills to be able to acquire the basic knowledge as well as professional Qualification of employees at VOSCO is one of the important factors that determine the quality and Looking at the table, in general, employees who work at VOSCO are full of qualified in which, it is clear that more than a half worker have a University degree with a largest proportion, around 53.6% Majority of this labors force are mostly office workers Next is the percentage of employees only has Primary level with 27.2% By the particular of Company is training and supply crews for foreign and domestic ship-owners so the number of Crew members so most of the crew only has elementary level, followed by College level with 9.4%and Vocational level about 7.9% Post graduate degree and High school level both have only rate approximately 1.2% and 0.7% respectively Assessment: High qualifications of employees in company are still quite low Although the company's mainly workforce is crews however the company also has other business activities about maritime Besides that, the company is one of the biggest company supply crews not only for domestic market but also for foreign market so they need to select, recruit and sift carefully as well as training and improve skills, education and profession of crews and staffs in the company in order to ensure the company’s reputation In summary, can be seen University degree and Post graduate degree majority of company’s staff is relatively stable with no major change on the organizational structure of the company This shows that Company’s official relatively permanent solidarity with the company and the economics of the Company is stable DANG THI PHUONG HOA – GMA02 53 Recommendations to enhance Human Resources Recruitment process at Vietnam Ocean Shipping Joint-Stock Company (VOSCO) development However in terms of workers, the highly qualified workers in the company are too little without promoting professional skills as well as experience in the job This may reflect less attractive and less attractive for workers with qualifications and experience Workers with low qualifications are also common but not much Basically it has to satisfy the growing demand of companies To see that today, education is still necessary to everyone, so Company’s director always encourage and create opportunities for the employees in order to improve the level of their-own education as well as their profession In addition, Maritime training Center of Company often open foreign language classes at the Center in the evening for crews, workers as well as staffs of the Company in order to they can improve their foreign language skills because it is essential in the process of working with foreign and domestic are crew but labors who work in offices also have significant numbers (809 people) All the crew members at VOSCO were in this age group This can be considered as the appropriate age for a dynamic business However when research clearly about the Company, at this age, workforce and employees generally not have sufficient capacity and experience to work, as well as no high position in the company DANG THI PHUONG HOA – GMA02 54 Recommendations to enhance Human Resources Recruitment process at Vietnam Ocean Shipping Joint-Stock Company (VOSCO) In current, labor forces that are in the aged from 41 to 50are major staffs of the company It takes 115 people of total labors in the company Because there are the veteran staffs, they were working in the company since its inception, but they have not yet reached retirement age They love their job, with responsibility, experience for vocational The most difficult thing for the company leaders now is training of young employee generation the passion for this job, professional ability to be able to continue the work of the company in the future The number of employees in two age groups 31 - 40 and 51 - 60 was not significant with 69 people and 31 people Assessment: Workforce of the Company is at various ages but people aged 3150 account the highest percentage of 75% number of employees who office work at the Company This team is considered to be young but mature enough to learn and adapt with modern working environment and manage the work efficiently (but still have some high-aged employees) The fleet of VOSCO has an average age fairly young compared to peer companies and different large companies in the dry bulk shipping sector This will help companies improve their competitiveness when operating on international shipping routes DANG THI PHUONG HOA – GMA02 55 Recommendations to enhance Human Resources Recruitment process at Vietnam Ocean Shipping Joint-Stock Company (VOSCO) CHAPTER III: ASSESSMENT ANDRECOMMENDATIONS TO ENHANCE HUMAN RESOURCES RECRUITMENT PROCESS AT VIETNAM OCEAN SHIPPING JOINT-STOCK COMPANY (VOSCO) 3.1 Assessment about recruitment process at VOSCO 3.1.1 Strengths The company has performed well recruitment of human resources Recruitment process is the first step in the process of human resource management, crucial to the company a high quality human resources and consistent with business characteristics of a shipping enterprise Recruitment process of the company is fairly simple, scientific and easy to implement The steps are carefully selected and assigned to specific and clearly for each department or specialized departments So recruitment is performed quickly and effectively, saving time and cost of recruitment, improve comfort for candidates to participate in contests Recruitment process of the company built a very scientific way based on the theory of human resource recruitment For example, the selection profile, company profile selected very carefully in order to find suitable candidates who meet the job requirements to be recruited VOSCO always prepare plan to clarify the situation labor force in the company and demand for recruitment depending on business strategy for development company Managers and authorities of each department will evaluate their employee’s working capability and consider the vacancies before calculating the number of people for through external recruitment, companies not only recruit suitable personnel for the job, but also promote the company's brand in the market That's why the company name is well known brand with a more powerful, has created prestigious for partners The company has built sustainable relationships with customers, has regular customers to sign a contract During the recruitment process, companies using quality of the work is not high may be due to objective conditions and subjective conditions The process of recruitment of the company is in phase a complete modification and therefore they still revealed many shortcomings The specialized departments have not really evaluated the effectiveness and exactly of professional capacity to plan to recruiting new staff to suit the job, as the general development of the Company - No exploit the resources in the organization: Common for businesses to recruit human resources from the two sources is inside source and outside source Company is untapped recruiting source inside Specifically, in some cases companies not need to recruit workers from outside but simply use the form staffing concurrently; On the other hand the Company does not make use able to recruit more people with higher levels of expertise to work for the company, so the revenue of the Company can be development and improvement - The Company attaches great importance to the selection of profiles, seriously the application of the candidate's profile However, based on the assessment information in the profiles so easily lead to the subjective and lose those capable and qualified Screening job’s application form is not usually efficient with real time (5-7 days is longer than prescribed time (3 days) It’s partly due to the variety of papers order and certificates, human resources at the Company has essentially completed but still many weaknesses need to modify and further improvement in order to enhance the recruitment of human resources in the company to help the company can operate sustainability and developed in accordance with strategies that company has set out in condition the market economy fierce competition today DANG THI PHUONG HOA – GMA02 59 VOSCO:  For recruitment process The company should focus on targeting and recruitment requirements General Director of the Company should be considered more carefully about the objectives and requirements based on the planned recruiting of each department and plan the overall development objectives of the company to make the decision recruiting accurately and efficiently Source of candidates: Although the policy of “priority” recruitment has advantages in some ways but it also creates the company few problems in looking a candidate with appropriate professional capability In other words, it restricts other skilled and talented people who enter VOSCO Moreover, in the next years from 2015 - 2016, the demand for labor force of VOSCO is going to increase for the purpose of serving new projects Therefore, it supposes that 30% of internal applicants cannot meet the requirements of company, requiring VOSCO to have more channels of recruitment The Company should diversify sources of recruiting to attract more candidates to create favorable opportunities for the selection of potential candidates, in accordance with the working conditions with high intensity work of the Company Recruiting departments should additional improvement labor recruitment regulations of the Company In addition, regular retraining academic and professional for staffs to improve capacity in the process of implementing the work For the members of the jury, the company may invite or hire some experts in the field to be recruited on as an adviser and examiner for applicants to ensure the managerial staffs of the Company, sending staff to enhance the specialized course to improve the level of departmental operations Simultaneously, the company should also facilitate good management staff have opportunities to promotion Employees should be trained right sector, profession The previous experience workers can guide for new employees For new employees to work at the company, the company should also nominate them attend training courses in soft skills such as: communication skills, presentation, analysis and the skills like Microsoft words, excel, use a computer and the company network so that they can apply these skills on to new jobs in order to achieve the highest efficiency Simultaneously, the company also should complement for them some professional knowledge of the company's main trades like: The basic knowledge of commercial shipping, safety management systems, quality and environmental protection of the company Promotion of workers, talented staff, it is considered as one of the best port operators in Vietnam regarding quality of dry bulk cargo handling although it has very developed in many other fields of this kind of cargo Human Resource Recruitment is one of the basic activities of recruitment in the enterprise, the most influential of business development of the company Moreover, Human resource can be understood as all capability in terms of knowledge and spirit of human which is applied in the process of working This is the most valuable resource in the process of manufacturing at any enterprises After having internship there with real observation, I can have obtained actual knowledge about the recruitment personnel of the company and find out the actual status of human resources at Vietnam Ocean Shipping Joint-stock Company The company has operations human resource recruitment efficiency and thereby benefits the company as well as fulfilling the obligations towards the State However, besides that there are still many outstanding issues to be addressed to further improve the recruitment process as well as operations of the Company Besides strengths, the Company still remains some weakness such as: recruitment source, the issues of training for staffs in the Company In addition, educational qualification of manager team is improved over time but not for direct workers when this group took over 60% of employees In addition, HR Recruitment and HR management at Vietnam Ocean Shipping Joint-stock Company is carried out in a quite strict and scientific way but some issues still have been arisen in terms of limitation in recruitment and skipping some steps in HR recruitment process These assessments show that it is necessary for Vietnam Ocean Shipping Joint-stock Company to have relevant measures to enhance recruitment work efficiently in the future With my limited knowledge, I would like to recommend some solutions such as recruitment sources diversification, screening profiles step professionalization, application of test method and health check in selection process My proposed recommendations purport comments to help the Company improve some current situation imperfectly of industry or market development make out of control of the company So it is hard to become the effective solutions especially for a large state-owned company as VOSCO Due to the limited practice
