Green Port LIST OF TABLES Pham Thi Thuy Anh – GMA02 Page Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port LIST OF FIGURES INTRODUCTION Thanks to the helpful location, Vietnam has a long sea border line Under the globalization, Vietnam maritime industry has been developed rapidly According to the data of Vietnam Marine Administration (Vinamarine) in 2014, Vietnam has 44 seaports with the cargo throughput of 370.3 million tons in 2014 The cargo volume has grown by 8.1 percent from 2009 to 2014 of 8.1 percent In which the container volume increased by 16.7 percent to achieve 10.2 million TEUs in 2014 The container throughput is estimated to increase with the rate of to percent annually until 2020 With the development of the national economy, Vietnam ports in general and Northern ports in particular are expected to have many potentials to develop shipping industry One of the important ports contributing to the growth of this industry is Green Port Green Port is the subsidiary of Vietnam Container Shipping Cooperation (Viconship) Green Port is operated from Sept 2004, mainly exploit containerized cargo Green Port provides a variety of services, from ocean shipping services to inland transport One of such is CFS services that I researched in this paper Necessity CFS is customs area for loading and unloading containerized cargo CFS plays an essential part in the flow of exporting and importing goods In the growing trend of containerized service, CFS is estimated to be an important factor in the development of maritime industry in the next years So, in two months of internship, with a wish to study the CFS operation activities, I have chosen this topic: "Recommendations to improve CFS operation at Green Port" This research will give an insight to the CFS activities at Green Port And from that, give proper solutions to increase the development of company Research Object Pham Thi Thuy Anh – GMA02 Page Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port This study is conducted to study the CFS warehouse operation at Green Port and from that evaluate the situation as well as find the possible ways to improve the operation in the CFS at Green Port Research Scope This dissertation is the study of the CFS warehouse operation at Green Port which I had witnessed during my internship from August to Octorber 2015 Methodology of the research For study, this dissertation is gathered information from both primary and secondary sources From primary source, information is gathered by: visiting CFS warehouse at Green Port and learn information about the CFS operation at Green Port; observing the activities in managing CFS warehouse From secondary source, information is found and gathered in documents related to CFS warehouse operation, especially the exported and imported goods process; dissertations, journals, books related to CFS warehouse operation, services and activities in CFS warehouse Limitation of the research During the process of studying this topic, there are some limitations and hinderances in conducting the paper Firstly, studying and evaluating the CFS operation of a particular company need an amount of time Due to the time limitation, this report is conducted with the urgency Information is gathered mostly by the process of observation and studying in the appointed time Therefore, it may lack some information Secondly, there are some problems in observing the real process of operating CFS warehouse at Green Port Because this report is conducted in the busy time of the company, it is not easy to supervise CFS activities and collect data Besides, some information about the company is kept in secret for security Research Findings This dissertation provides the understanding of CFS operation, studying the services and activities at CFS warehouse, especially export and import activities and giving out some recommendations to improve the CFS warehouse operation Structure of the research Chapter I: Literature Review Pham Thi Thuy Anh – GMA02 Page Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port Pham Thi Thuy Anh – GMA02 Page 41 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port CHAPTER III: RECOMMENDATIONS TO IMPROVE CFS WAREHOUSE OPERATION AT GREENPORT 3.1 Evaluation on the Green Port’s CFS 3.1.1 Evaluation the mathematical indicators a) Cargo volume through CFS Cargo volume through CFS has been demonstrated clearly in the chapter above The number of cargo volume throughput is medium (Approximately about 7880 TEUs in 2014, and 6280 TEUs in the first months of 2015) It shows that the CFS warehouse at Green Port is belonged to the small and medium type of CFS but, the number volume of cargo has been gone up steadily year by year from 2011 to 2015 That shows the increasing trends in the warehouse development and bring the needs of upgrading and developing warehouse to meet the market demand in the future b) Warehouse cargo/port cargo ratio: This index shows the relationship between the cargo through port and cargo through CFS The ratio of warehouse cargo throughput to the port cargo throughput is 1/10 It means the CFS warehouse is currently only serve a few goods going through Green Port There are still numerous potential goods at the port that are still not exploited To improve this index, CFS operators should expand the capacity of CFS warehouse c) CFS capacity: The maximum capacity of Green Port CFS is 2000 TEU It shows that the type of warehouse is small-medium type This indicator depends on varied factors from: CFS areas, pallet racking choice, the ways of arranging and allocating goods in the CFS While the CFS area is fixed and hardly affected, the CFS capacity index can be improved by the ways of rearranging and allocating goods in the CFS warehouse d) Warehouse turnover time: Warehouse turnover time is the ratio between total warehouse volume of goods going through warehouse and the warehouse capacity in a specific time This indicator reflects the number of times the warehouse reaches it maximum storage capacity In the first months of 2015, warehouse turnover time is times This number is quite Pham Thi Thuy Anh – GMA02 Page 42 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port high comparing to the small capacity of the CFS Therefore, there are a needs of expanding it storage capacity to handle more cargo e) Average volume of goods through warehouse per day: There are average 23 TEUs of goods going through warehouse per day, near 700 TEUs of goods going through warehouse per month, this quite a considerate amount of volume going through the small CFS In conclusion, based on the mathematical warehouse indicators, it is shows that the Green Port’s CFS is operated efficiently However, to meet the increasing demand from the market, to handle the potential amount of goods in the port, CFS operators should expand more its capacity 3.1.2 Evaluation the non-mathematical indicators According to the Colson and Dorigo’s criteria of evaluating the warehouse performance as described in the methodology chapter, the strengths and weaknesses of CFS warehouse can be tested through the four main factors: a) Location • Strengths: Green Port’s CFS has the fixed area about 3,500m2 CFS warehouses located inside the port area, near the CY area and the port out-gate Advent to the CY and berth side, goods can easily be transferred from the berth to the CY and from CY to the CFS This creates favorable conditions for quickly exploiting imported cargo when the ships arrive at the port, saving the CY, and shortens time that cargo flow from the berth to warehouse Besides that, CFS warehouse lies closely to the Green Port outgate, which is very convenient for good owners’ trucks delivery imported cargo from CFS to their destination so the process of exploiting cargo is conducted smoothly and quickly inside the port In addition to that, Green Port is placed under the supervision of the Customs Gate area (Hai Phong Customs), whose headquarters located near Green Port Therefore, the process of completing customs clearance procedures for import and export goods is conducted very quickly and conveniently • Weaknesses: Pham Thi Thuy Anh – GMA02 Page 43 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port Green Port is located deep inside the Cam River about 30 kilometers away from pilot point Lying inside the city, Green Port’s position is less favourable than the other deepwater ports in Hai Phong such as Dinh Vu Port, Nam Hai Dinh Vu Port, and Hai An Port It limited the company’s capacity of receiving ships as well as number of the goods in the future Moreover, because of locating inside the city, the traffic road to Green Port is narrow and cramped Sometimes, trucks going in and out Green Port can cause congestion in the region It affects to the operation activities and the movement of goods from warehouse to the port b) Infrastructure and facilities • Strengths: CFS Green Port is built in accordance with modern standards, having modern lighting system, ventilation system, fire protection system, ensure the safety of the storing of goods CFS at Green Port used pallet racking system joint with modern forklift trucks Pallet racking shelving systems optimize the maximum space of the warehouse, especially small warehouses • Weaknesses: Infrastructure is one of the most important factors contributed to the capacity of a warehouse Recently, Green Port has a CFS systems with 3.500 m2 and capacity of 2000 TEUs Due to port planning, Green Port cannot expand more area for CFS While the volume of cargo through warehouse is increasing by year It lead to the situation that sometime Green Port CFS operated at full capacity and equipment and staffs is very busy to handling goods inside CFS Beside, Green Port’s CFS has not had bar code reader to scan bar code for customers The ventilation system is not in the good condition In summer, the temperature at the warehouse is very high, causing fatigue for those working in the CFS c) Human resources • Strengths: Pham Thi Thuy Anh – GMA02 Page 44 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port Currently, CFS Green Port has an abundant human resources The number of staff is abundant (about 55 peoples), average age is young (about 35 years old) Those staffs have been trained with warehousing knowledge to handling cargo • Weaknesses: Human resources is an important factor to run a company Although Green Port owns an abundant and young employee resources, it still has many problems at the company First of all, warehouse staffs are weak at foreign languages and have not enough knowledge about foreign warehouse terms Forwarding activities needs a certain foreign knowledge If the warehouse staffs not understand English, they will misread goods’ names and transfer wrong goods, and delivery wrong cargo Moreover, the number of office staff is limited Only two people in charge of doing statistics and making reports while the amount of works is large Especially during the holidays or busy time, when the quantity of goods moving in and out CFS is increase, officers is in busy to finish their workload d) Service • Strengths Green Port’s CFS has standard procedures for the delivery and receiving exported and imported goods The steps are clear, and the process is followed closely by the staffs Roles of each departments and staffs in warehouse is shown in the process And it'll easier to handle and find liability if mistakes happen at warehouse All warehouse activities are observed by camera All the exporting and importing services are written on report then send to the office to update daily So the activities are regularly checked at the CFS • Weaknesses: The provided services are not diversified There are only twos main services in the CFS, which are shipping exported goods and receiving imported goods There are several problems in real process of exploiting import goods, such as: warehouse staffs read wrong ID number or label code of the goods; cargo was putted in the wrong position because workers load cargo wrongly Pham Thi Thuy Anh – GMA02 Page 45 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port And there are problems in process exploiting export goods, such as: packing wrong packets because workers picking wrong cargo, reading wrong cargo name; goods were stacked unbalanced in the containers, empty container was chosen unsuitable shell (dirty, damaged not qualify for packing cargo) In conclusion, there are still some problems and weakness in operating CFS at Green Port in terms of location, infrastructure, human resources, quality of services While the location is hardly to affected, other factors can be improved through the suggestion below 3.2 Recommendation to company 3.2.1 Recommendation on increase storage and handling capacity Problems: Recently, CFS at Green Port is using the Selective Pallet Racking as the ways of storing pallets at warehouse Selective Pallet Racking is the most common type of warehouse shelves Its has the lowest initial investing However it also has many disadvantages such as: require large amount of warehouse space to set up, high storage cost when volumes are medium and high; increase loading and loading time to the pallets Based on the warehouse performance indicators in the chapter above, shows that the volumes of cargo throughput is high and the warehouse capacity is limited It means that the CFS of Green Port needs to boarder its capacity to store more cargo Suggestion: There are several ways of arranging pallets in warehouse: Single Selective, Double deep, Drive-in Based on the current situation of the Green Port’s CFS (small areas, medium volume), I suggest using the double deep racking systems equipped with articulate forklift to increase storage capacity and handling capacity Firstly, changing the pallet racking system into double deep racking system Double deep racking system is the system of two pallet deep configuration pallet racking Instead of putting rows together, double deep racking can place rows of shelves back to back (figure 10) Pham Thi Thuy Anh – GMA02 Page 46 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port Figure 10: Comparing Selective Pallet Racking with Double Pallet Racking The benefits of this suggestion: - Increasing storage capacity (about 30%) comparing with selective pallet - tracking Fewer aisles, increase space Lower investing cost (comparing to drive-in or pushing back pallets) Using the current equipments in the selective pallet tracking (pallets, counter balance, forklift trucks) Secondly, buying 10 articulate forklift to replace the handling equipment at CFS Double deep pallet racking using special equipment to handling cargo such as counter balanced truck and forklift trucks Currently, CFS staffs at Green Port use stand-up forklift truck to unload and load cargo from and to pallets and use counter-balanced trucks to transport cargo from CFS onto trucks outside warehouse This requires are large investing and maintaining cost for pallet handing pallet handling equipment as well as large number of truckers to drive vehicles My suggestion is buying articulated forklifts which are able to doing the job of both forklift trucks and counter balance while needs a lower narrow aisle Figure 11 bellow is the comparation of using three common type of handling cargo at the warehouse It is shown that the articulated forklifts need the least areas of aisle widths while the reach trucks need medium aisle wide and the counter-balance need the largest aisle area to work Pham Thi Thuy Anh – GMA02 Page 47 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port Benefits of using articulated forklift: • Reduce aisle widths to 1,8 m compared with 2,9 m for a standard reach truck That helps increasing warehouse capacity by 30% • Articulated forklift is faster than conventional reach trucks • Articulated forklift can work both indoor and outdoor It can load and unload the pallets from shelving and then take them straight to the trucks • Reduce number of drivers from 20 people to 10 people FIGURE 11: Requirements of Using Handling Equipments at the CFS (Source: aalhysterforklifts.com.au) Pham Thi Thuy Anh – GMA02 Page 48 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port Thirdly, changing the ways of allocating cargo Firstly, changing cargo allocation in pallet for better picking Currently, cargo at CFS in Green Port is sorted and stored according to the consignee That mean cargoes of one consignee is allocated in one spot Then cargo will be loaded on the pallet racking according to the principle: first in first out Changing to the double-deep racking system, cargo will be picking according to the principle: last in first out Therefore, the ways of putting cargo on the shelves must be change to take the best advantage Suggestions: For better cargo allocation, the goods should be classified by importance and time of flows Analyzing cargo information in warehouse or warehouse profiling can be done through warehouse management system (WMS) Warehouse profiling can help warehouse keepers find which type of goods being the requested most which type of goods being not requested or required very little in the long run Based on that information, CFS operation can arrange goods with high flow-time speed in the outside, while the low rotation goods can be put inside the shelves Allocating the goods is usually picked together in the same region will facilitate the process of picking cargo 3.2.2 Recommendation on the infrastructure and equipment Warehouse facilities play a vital role in the process of exploiting goods Warehouse keepers and staffs directly using equipment and facility at warehouse to handle goods However, CFS at Green Port still lacks of some equipments to handle cargo My suggestion to improve the handling cargo at Green Port is described as bellow: Suggestions: Firstly, buying bar code scanner to read ID of products CFS operator should install the bar code systems to check the products One of the frequent errors that usually happens at the CFS is that workers misreading the ID products Because ID number is easy get worker confused, using the bar code scanner will help workers reading the goods' code Benefits: Pham Thi Thuy Anh – GMA02 Page 49 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port Bar code scanner will reduce rates of human errors, saving the time of inspecting cargoes, helps the workers keep track of inventory goods and provide an additional services of scanning cargo Secondly, buying warehouse scale to weigh cargo Recently, CFS at Green Port not have special scale for weighting product The amount of goods is weight by weighting container or trucks through the electric scale outside the gate of the port However, CFS not has its scale to weigh packages Benefits: It will increase profit and provide and more services to CFS Calculating cargo weight will create favorable conditions for calculating packages before packing to containers Thirdly, installation of ventilation systems at CFS Currently, the working environment at the CFS is not quite goods In the summer the temperature in the warehouse is quite high, causing fatigue to the staffs CFS operators should set up the ventilation systems on the roof to reduce the high temperature in the warehouse Benefits: - Reduce high temperature in the summer Creating favorable working condition for staffs 3.2.3 Recommendation on human factor Problems: Generally, there are only two people doing office work at Green Port's CFS One is head of warehouse keepers and one is office staffs in charge of accounting and statistics Therefore, the office staffs is usually at busy Especially at peak times (for example, in the 2/9 holidays), staffs are not have enough time to all the works Besides doing the statistic works, staffs not have time to other works such as marketing or customer caring services Training current staffs is also urgent work Young staffs at CFS are experienced in the handling works yet are week in English While there are many documents and products are written in English, the staffs are still not read the name of cargo Pham Thi Thuy Anh – GMA02 Page 50 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port Suggestions: - Hiring one more office staffs with highly knowledge in charge of accounting and - customer services Training current staffs by opening classes specialized on export and import - activities in English, about applying on the information technology in warehouse Creating the healthy and comparative working condition by setting an attractive - salary, giving more bonus for skilled staffs Creating a competitive working environment by such ways as organizing annual competitions for the best warehouse keepers, giving award for well-tried staffs Implementing the regulation about labor safety and environmental sanitation, regularly supervising and monitoring the labor safety condition at the warehouse, providing enough protective workwear for staffs, creating a comfortable and safe working conditions for staffs Benefits: - Increasing knowledge and qualification for the warehouse staffs Reduce the workload in the office Boost the employees’ productivity by create a comfortable and comparative working environment 3.2.4 Recommendations on service Problems: Service provided in the warehouse has not varied, mostly focused on two main importing and exporting activities, and has no extra services There are still some problems in the process of receiving and handling exporting and importing cargo Suggestions: - Providing additional services in CFS such as: + Packing, labelling cargo before exporting + Weighting package, scanning bar code (those two activities can be done - through suggestion of upgrading equipment above) Having customer services such as: advising customers on the situation of the market, on the foreign trade activities and on the international law conventions of import-export cargo Advising on reputable carriers, on the procedures in the process of delivery and receive goods at CFS Pham Thi Thuy Anh – GMA02 Page 51 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port - Helping customers to finished customs procedures and other regulations to take out goods at the CFS CFS operators can have the special activities for advising customers about the procedures of receiving and delivering cargo, guiding customers to finish the documents, helps customers in the process of exchange orders at the CFS Benefits: - Create more profits for CFS Create more competitive advantage by through additional services Retain the loyal customer relationship as well as attract new customers to CFS Pham Thi Thuy Anh – GMA02 Page 52 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company - Green Port CONCLUSION CFS plays a vital role in the flow of cargo transportation CFS operation includes the activities of managing LCL shipments for both import and export cargo, deconsolidating and repacking container into different cargo, storing LCL cargo, consolidating and packing different shipments into LCL container to any destination through the port Well-managing CFS operation is important for the seamless transition of import and export cargo With the aim of learning the CFS activities, in this paper, I present the current operation activities of CFS at Green Port and offer several suggestions for improving the CFS warehouse services During the internship in Green Port, I have learnt the CFS warehouse operating activities I also have the chance to testify my knowledge about ocean transportation into the reality They are the great experiences for me to work in the future I sincerely thank the Green Port Company, especially CFS officer and my instructors for helping me and instruct me completing this dissertation Due to the limitation of time and knowledge, this paper can have some mistake With the aim of learning and broadening my knowledge, I am willing to receive contributions and comments to better my report Pham Thi Thuy Anh – GMA02 Page 53 Recommendations to improve CFS warehouse operation at Vietnam Container Shipping Joint Stock Company -
