GreenPort INTRODUCTION Inthe current integration trends, the world economy is changing constantly, which step into the phase of diversity integration and this trend takes place strongly In this general situation, Vietnam has achieved a large number of noticeable achievements, specially joining the World Trade Organization (WTO) in November 2006 This has enormous implication for Vietnam’s economy, especially in foreign trade activities, in which contains port operation service, play an important role for the development of Vietnam economy Mentioning to transport activities, we have to mention tothe transportation because most of activities of forwarding export and import cargoes chose this method of transport Port is an integral part of the transport system of inland cargoes transport inthe international trade, 80% of goods are transported by sea Port, which not only serves for the travel needs for mankind, but also is a place to exchange goods for domestic and export demand, that contributed to boost the economic growth Nesessation In reality, there are many topics, newspapers, and special subjects related to seasport such as: investment in building seaport, investment in operating infrastructure of seaport, developing port services… However, there is no document, topic about theport operation in seaport and having some suggestions to enhace the efficiency of operation activities in these operation areas, especially in Hai Phong Port area In a seaport, it has many port operation areas, in which is quayside Therefore, reseasrching about loadingandunloading cargo process inport operation activities in Hai Phong Port area will be more practical With the general situation of the economy, GreenPort – one of the subsidiaries of VICONSHIP has steadily related tothe process of economic integration inthe world GreenPort is on stream in September 2004 with mainly containerized cargoes And I chose GreenPort as an ideal place for me to my research related toloadingandunloading cargo process During practice and learn atGreen port, with the knowledge of a student of the Global Maritime Affair, with the desire to contribute significantly tothe development of the port, I have chosen a topic:” Recommendationstoenhance Vu Thi Thuy Tien – GMA02 Page viii RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPorttheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - Green Port” Research Object This research will help to learn more details about the problems associated with theunloadingandloading cargo atquayside On that basis, bring out the most objective assessment of the quality of service that company provided Research Scope This dissertation’s information is collected within the 1- month internship, from August to September During this period, I had chance to observe loadingandunloadingcontainerprocedureinGreenPortand gain knowledge and experience to complete this dissertation Methodology of the research For the research, I use both primary and secondary source to collect informaiton Firstly, with primary source, observing the operation atquaysideinGreenPortto collects informations Secondly, with secondary source, informations are selected that related to operation activities inGreen Port, researches, books, journals related toquayside operation, loadingandunloadingcontainerinquayside Limitation of the research During the process of researching this topic, there are some limitations in carrying out this dissertation To begin with, researching and evaluating loadingandunloadingcontainer need to take a long time Because of time shortage, this dissertation is not conducted well Information is seleted by observing and researching inthe appointed time, thus, the lack of information is unadvoided Next, during observing the real process of loadingandunloading container, it is not easy to oberserve all process because it is really dangerous and it hard to go nearby, thus, the degree of accuracy of data is not totally perfect Besides, with the limataion of knowledge, giving some suggestion to enhace the efficiency of loadingandunloading cargo atquaysideinGreenPort is really hard Vu Thi Thuy Tien – GMA02 Page ix RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPort Research Findings This dissertation provides information related to understanding of quayside, studying of operation activities in quayside, especially loadingandunloadingcontainer activity and brings out some suggestions to enhace theloadingandunloadingcontainerprocedureatquayside Structure of research There are main chapters: Chapter 1: Literature review Chapter 2: Procedure of loadingandunloadingcontaineratquaysideinGreenPort Chapter 3: Some recommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinGreenPort Vu Thi Thuy Tien – GMA02 Page x RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPort Tallyman checks containers, seal, and situation of containerand write it down to TallySheet and CMC (CMC is sent to driver to hand over to staff atcontainer yard) With reefers, they need to take pictures, check the status of plug, socket, real exported temperature…Update information of imported cargoes through HHC, if they have problems, tallyman must contact with MC section in operation center to ask for supporting With imported containers that are lifted at quayside, tallyman updates HHC resonably With ship that has containers are transported to ouside yard, tallyman write down delivery notes (3 copies), take back copy, hand over to driver copies (one for guard and one is handed over to lift yard by driver) On this note must have the number of containers, type of container, the situation, and location of lifting cargoes…Quayside optional manager solves the problems related tothe loss of cargoes, facilities on time with the witness of the related unit The serious accidents must have field report along with the related unit such as verification, insurance; …the potential issues must be notified tothe relevant leaders Report to operating center’s leader to update information atthe same time When having issues related to crane, quayside optional manager must motify immediately to technical department to deal with problems and notify tothe leaders of operation department to catch information Truck driver transport containerto lifting yard that has been planned and follow the instructions of receiving and delivering Forwarder at yard check the situation of container, compare with CMC If it is missing, they must report immediately to tallyman to add in Tally sheet and C.O.R MC have responsibility for on duty 24/24 on computer in operation center, receive information and support to tallyman and staff atcontainer yard, and forklifts truck to deal with the potential problem when these sections are unable to deal with information on VHF software Supporting manufacturing operation department in work distribution, transport equipment when required Forklift driver lifts cargoes inthe area that following regulations, updating the exact location of containerin systems through CHE + Finish to unload cargoes and balance the document of imported cargoes Vu Thi Thuy Tien – GMA02 Page 18 RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPort When shift is finish, quayside optional manager, tallyman and staff atcontainer yard, driver for crane and forklift must hand over tothe next team and write down the work diary in a book (follow regulated sample) Quayside optional manager, staff atcontainer yard sign documents related to workers, facilities… Tallyman bases on Tally Sheet to establish C.O.R, ROCOR and sign with ship Check and compare all information by using management software Resolving outstanding work of imported ship (If have) Providing information, images, documents of imported cargoes when having request from shipping company, other departments of port Step 3: Organize to load cargoes + Making cargo plan Quayside optional manager reveive loading list from agents, shippingcompany before carry out the operation follow given period (depend on closing time of each company) Notify exporting cargoes plan tothe related unit (number, type, weight ) Bases on Ship particulars, bay plan, and information about cargoes (discharge list) to make ship’s stowage plan by file EDI and send it to chief officer to inspect When planning cargoes, quayside optional manager need to pay attention to: Number of container 20’, 40’, 45’, RF, DG, OT, FL, weight, the next unloading port, number and type of R.O.B container, type of cargoes will be loaded inthe next port… Ship’s stowage plan is only accepted when the person who in charge of making stowage plan (Ship agent or Chief officer confirms) After chief officer has been finished to examine, making loading cargo plan on GP TOS, allocate work of exporting goods by using software Provide stowage plan, list of exports for the related unit as a basis to coordinate with the effective operation Making order of loading cargoes, comply with special requirement of the carrier Based on bay plan andloading cargoes plan to adjust the real order These changes and adjustments inloading cargoes process that needs to notify tothe units that take part in manufacturing to carry out It must comply with the requirements of theshipping company’s direction Vu Thi Thuy Tien – GMA02 Page 19 RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPort While loading cargoes, if some cargoes are forwarded to other port, Greenport need to consider the transshipment or change the position of container Connect with shipphing company or ship agent to change Obey totally tothe regulations of customs formalities about imported and exported cargoes In hours before outgoing vessel, it needs to check the removal cargoes with the carriers, and calculate the location of loading cargoes to make the ship balance + Receiving and delivering cargoes andloading it Customer’s care department based on list of exported cargoes, customs formalities as well as the requirements of planning cargo andthe actual situation to talk toquayside optional manager, the outside depots under the management of Greenport Inthe process of operating exported cargoes, they talk toquayside optional manager, operation of shipping company, staff atcontainer yard to have real information of exported cargoes Forklift truck will base on the available job on CHE to load cargoes on truck Staff at CY compares the list of exported cargoes accuracy and exactly, check the seal, if having some misleading, it must be reported immediately to operation center to examine and decide Only exporting container that have completely done with customs formalitites Driver under the command of customer’s care department about requirement of transport, receive goods from yard forwarder tothe quayside, allow truck go through trough follow the information of exported cargoes that is provided by tallyman under the guidance of quayside optional manager Workers support crane driver to lift container After finished hold, bay must be tie up follow ship’s request Workers for crane give signals to drive crane to ensure the safety when crane is operating, and they combine with tallyman to operate at gang suitablely Tallyman check the number of container, situation of container, seal, write down in Tally sheet, direct worker to load containerinthe right position in stowage plan, write Vu Thi Thuy Tien – GMA02 Page 20 RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPort down the real position of container that are loaded exactly in bay plan Updating information about exported cargoes, and positon of container on ship in HHC MC supports other departments to deal with potential issues on software, allocate work follow exporting plan Quayside optional manager handle, compare, and deal with special case and support some departments to update information accurately During the process of loading cargoes, quayside optional manager must check the number of cargoes that already be exported, number of the rest containerat yard… to adjust the progress, number of gang, plan for exporting ship… to ensure handling capacity that has been set Step 4: Finish the operation cargoes + Check theloading cargoes Quayside optional manager check theloading cargoes according tothe reality and list of exported cargoes, work with the representatives of the carrier or Shipping agents to confirm the ending of operating cargoes This person deals with the problem in one turn Notify the time of ending cargo operation to workers, forwarder to complete the work related to loading, lashing, and document… Atthe end of exporting cargoes, ship leader makes final EDI and send it to chief officer when having requirement from shippingcompany Establishing operating cargo documents: dairies about loadingandunloading cargoes (Statement of Fact)… + Liquidates and hand over the document Tallyman signs some documents related to workers, means of transportation… After finished operating cargoes, quayside optional managerrequire arranging operating equipment follow the regulation Recheck and prepare for ship dispatch MC must check, compare the data, reports on software with the fact; deal with incomplete work on the system Check on everything to finish the operation Step 5: Arrangement for ship dispatch A Maner ship Vu Thi Thuy Tien – GMA02 Page 21 RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPortQuayside optional manager check the water area in fornt of quayside, safe distance, lash, and appoint worker for ship leaving safety Crane drivers are ready on cabin to move crane and make sure the safety when maner ship Quayside optional manager prepare for lashing, keep in touch with pilot to give some necessary warning signs for the safe leaving of ship and moniter to unlash vessel Give order for worker to unlash follow ship’s requirement, keep in touch with ship until when ship go out of the water area in fornt of port B Report and document Operation center department gather the information, document to set up some reports for interior port, report for shippingcompany Send it right after when ship leaving that depend on the level of dealing with information Save the file related tothe ship Vu Thi Thuy Tien – GMA02 Page 22 RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPort 2.2.2.2 Detailed procedure Step 1: Making plan Director and Deputy director of operation center bases on ship schedule inthe time of ship arrival It has a case that there is three ships arrive atGreenPortatthe same time, or due tothe condition of real operation of GreenPort cannot receive ship; director of center will ask Port Director’s advice about moving ship to alternative port He checks ship schedule on satellite ports that GreenPort have contract with to lay out for ship arrival suitably, send requirement for satellite port that need to moved and providing service department (receiving and delivering, tug boat…) in 24 hours before ship docking Leader of GreenPortand operation department make plan of ship dispatching and send it tothe related units by email (according to 53 – M01 sample) Send email for request support in necessary case of assembling empty container prior to follow the progress of operating ship timely Business department: Before ship docking in 12 hours, they receive manifest, unloading list, reefer container, and dangerous container… and other documents related to cargo for ship docking, give necessary documents to tally man (R.O.B list, unloading list…) Step 2: Unloading cargoes Director of Green Port: When ship docking, he associates with director of alternative portto unload imported cargo according to plan He combines with director of alternative portto give some necessary requirement for director of alternative portandto ensure the fastest time of discharging imported cargo Director of GreenPortand alternative work togerther in dealing with potential problems and conducting to requirement of shippingcompany during the process of unloading cargo He notifies tothe leader of center directly when having potential problem that could has impact on the speed of ship dispatching to interfere Step 3: Exporting cargo Vu Thi Thuy Tien – GMA02 Page 24 RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPort Tallyman of GreenPort conducts to write tally sheet when ship docking atGreenPort Leader of GreenPort receive export list from agent of shippingcompany before loading cargo according to given period (depending on closing time of each company) Notify the related unit of exporting cargo plan (number, category, weight…) On the basis of database of ship (ship particulars), bay plan, information about cargo (export list), and making ship’s stowage plan on software, sending exporting cargo plan to chief officer by EDI file when being asked Stowage plan only is accepted when people who in charge of cargo plan like agent of shippingcompany or chief officer confirm it When having stowage plan, loading list, director of GreenPort provide these tothe related unit as basis to associate with the efficiency of operating cargo Making order of loading cargo, comply with special requirement of shippingcompany Tally man of GreenPort based on these step of work as when ship arrival atGreenPort Bases on Bay plan and exporting cargo plan to adjust the Oder of loading cargo in reality The change and adjustment inthe process of loadingcontainer need to be reported to who has responsibility for manufacturing to conduct It must comply with requirement and guidance of shipping company/ Shipping agent During theloading cargo, if cargoes are forwarded to another port, it needs to be considered the transshipment or change of postion of these containers Contact with shipping company/ Shipping agent to change It must obey completely all regulations about customs formality about import – export cargo Customer’s care department and tallyman of GreenPort prepare all steps of work before having notice of export when ship arrival atGreenPort Contact with director of GreenPort who working in alternative portto provide exported cargoes suitablely In necessary case, it intensifies to support operation work directly in alternative port with tallyman of GreenPort Tallyman of GreenPort conduct to each step of operating exported cargoes when ship arrival atGreenPort Step 4: Finish the operation and report Operation department will notify the time of ship departuring to alternative port, sign and inspect EDI when being asked Conducting to each step of work as when ship arrival atGreenPort Vu Thi Thuy Tien – GMA02 Page 25 RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPort CHAPTER III: EVALUATION ABOUT THEPROCEDUREANDRECOMMENDATIONSTOENHANCETHELOADINGANDUNLOADING CARGO PROCEDUREATQUAYSIDEIN GREENPORT 3.1 Evaluation the advantages and disadvantages of procedure 3.1.1 Advantages + The use of facilities, machines, loadingandunloading equipment GreenPort has adequate technical facilities such as quay, CFS warehouse, container yard and it suitable for handling container Currently, port owns a machinery system, dedicated handling container facilities like RTG, portal crane, and forklift truck…in quay area andcontainer yard Currently, the handling productivity inGreenportin average is about 40 - 45 containers/hour Therefore, handling productivity atquayside is high, that lead to ship dispatching quickly, effectively, reduce the time of handling cargoes, contribute tothe decrease of ship’s cost for ship owners inport + Making plan and job planning It has unification from operation department to department on duty for production Making plan for ship dispatching is really effective; ensure compliance with the principles, according to regulation Manufaction layouts of direct team and team on duty are suitable Manufaction layout in day is quite suitable with production plan and according tothe regulations of state; ensure the efficiency of safety inport operation + Information system Information system inGreenPort is not modern but it still ensure the communication between portand customers, between portand ship owners, shipping companies, between customers and customs authorities through media like internet, phone, fax and communicate system VHF Besides, Greenport is using the system management called PL – TOS, modern software that is really useful for making plan and ship dispatch more convenience, gathering and dealing with information form many offices quickly Besides this software helps to save the cost, reduce labor force, and time of operating machinery Vu Thi Thuy Tien – GMA02 Page 26 RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPort 3.1.2 Disadvantages - Temporary congestion inthe most stressful day When receiving two ships at once, especially with large vessels, equipment that use for releasing the ship (gantry crane, forklift…) must be separated Therefore, the time of releasing ship will be longer Moreover, cargoes yard must receive more cargoes, thus it leads to delay of the importing and exporting cargoes Furthermore, the time of planning yard is shortened and it causes many difficulties inthe transshipment process and it could be a mess temporally incontainer yard Besides, loadingandunloading cargoes, container yard are not meet the increasing volume of cargoes and receiving ship simultaneously, especially handling for VIP customers atthe same time - Quayside system GreenPort has a quayside system with a total length of river surface of 340 m, which contains two main cranes with the length of 160 m that can receives two 10000 DWT vessels The current quay system does not meet the requirement of customer with receiving greater vessels The designed quay could not suitable for the current situation when receiving greater tonnage vessels for container operation Therefore, some vessels have to discharge cargoes in another port - Operation and repairing machinery and facility group of port Operation group under the management of steering committee, haves responsibility for operation work, repair and cure all operating facilities of port such as gantry crane, and operation vechicles With the number of operation workers are 90, it just temporarily meets the operation of facilities If operation equiments are having troubles, damaged and they could not be repaired immediately due tothe lack of human resources as well as not having specific regulations about repair mission Thus, damaged facilities have to wait group leader to consider and suggest not having initiative in this problem This factor causes the interruption of work; extend the time and it leads tothe productivity of ship dispatching not meet the requirement - Administrative formalities Admisnistrative formalities such as customs formalities, navigator, andport authorities are conducted according tothe regulations and policy of governement However, admistrative formalities are conducted on paper, it takes much time to make formalities and it make customer feel upset when must make customs clearance Besides, when formalities have some mistakes or they must change information, making formalities must start from the beginning and customer have lost much time for this, which has a huge impact on reducing the productivity of port as well as the impulse of port - Information technology Using PL – TOS of GreenPort is useful for port management; port can update the information of customer as well as data of ship, containers, and regular line However, a Vietnamese technologist programs this software so the compatibility of software with foreign programme is not really effective and could be cause some problems 3.2 Recommendationsto enhace theloadingandunloadingcontainerprocedureatquaysideinGreenPort 3.2.1 Suggestion for information technology Greenport is using management software and management information systems named PL – TOS, management system software that takes responsible for port’s operation This is domestic product that is programmed by Vietnamese software engineers; develop follow the latest technology, standard specialist skill and international practices This program has plan and operating in real time from the Vu Thi Thuy Tien – GMA02 Page 28 RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany - GreenPort center to production place Besides, this program has been verified stability and effectively through seven ports of Vietnam, in which have ports that applied this system in production operation on computer inthe real time Moreover, this system has been verified and integrated with the top software manufacturers inthe world such as Motorola, Honeywell, and PL – TOS well integrated with assemble technology and automatic identify data DGPS from Cargotech/ Kalmar, camera Information System PL – TOS includes subsystem about making plan, operation andport management However, the compatibility and accommodation of system with port is not high, thus, the application of system is not truly effective It leads tothe updating information by hand is still happening inthe process of port operation Therefore, GreenPort must check and verify the function, component of each part of using information system, and require providing software center to have appropriate adjustment to suitable with the actual conditions of port Moreover, port should combine with authorities to invest money to upgrade and refresh the software, absolutely data mining toenhancethe efficiency of port operation Company need to make plan to improve computer – used as much as possible some important steps such as expand this software 3.2.2 Suggestion for facilities and machinery With necessary technical facilities, machines inGreen Port, port has enough equipment that meets the demand of customers Due tothe specific kind of port operation, these above factors that be cared mostly by the customers when they decide to choose portand allow the vessel operate This thing requires technology and productivity of cargo operation, it is really important, because if the productivity of handling cargoes is not guaranteed so it extends the time of operating cargoes and generate more many special cost, sepically the detention cost It is the result of exceeds allowing time of operating cargoes and this cost is usually high Therefore, facilities play an important role inthe development of port Furthermore, as the fact that the number of the greater tonnage vessels sailing inand sailing out port is increasing significantly Specially, Greenport has not have RTG system for handling containerat quay area Thus, with the trend, port should invest more in new modern equipment in backward area to be able to meet the demand of the volume of container goods through portand number of ship as well as container ship Vu Thi Thuy Tien – GMA02 Page 29 RecommendationstoenhancetheloadingandunloadingcontainerprocedureatquaysideinVietnamContainerShippingJointStockCompany -
