the most oriented fields inVietnamin particular and worldwide generally By the time, shipping industry as well as other transport industries is increasingly developed The modernization takes place according to many trends especially Containershipping is important trend This alters aspects of shipping industry In order to bring containerization into full play, it requires complete investment not only inshipping companies but also in terminals as well as related sectors The results of this investment show the advantages of Containerized revolution Benefits of containers not just stop in convenience of transferring progress They also bring advantages in managing, delivery andreceiving cargoes procedures It can be said that containerization brings convenience to transporters, cargoes owners, terminals, ports… Containerization also requires transport companies, container yard, andcontainerportto have large change about workforce, infrastructure, and facilities as well as continuously improve and complete services quality in order to serve customers with increasingly high quality services In conditions of the current economic integration, the concentration for developing financial resources, investment in extending berth andcontainer yard, upgrading facilities and infrastructure with the aim of operating containeryard effectively are urgent problems of CY and other transport services business enterprises In the process of integration and national development, Vietnam Maritime Transport sector has achieved strong development in both scale and quality Along with the innovative modernization of material and technical basis at the ports, the research, analysis, evaluating the business activities of enterprises are also being attention VICONSHIP is one of the firm of shipping agents and freight leading containerport system, storage, private fleet services catering to the transportation of goods both conventional and containerized cargo inVietnam As the development of the country, the annual volume of goods transported by inland waterways swelled to serve industrial parks, factories, new urban areas Facing the opportunities, advantages and new challenges, waterway transport sector in general andcontainer JSC Vietnam (VICONSHIP) in particular has been gradually rising Hồng Bích Thảo – GMA02 Page containers according to right number in order Before taking containers, tallyman need to chek type, number of containers, seal number (the information must be accurate with recorded documents If there is wrong order, staff must annouce with customer services to resolve.) In the case of reefer containers, electrican unplug power, roll in electrical wire so that reach stacker driver can load containers to the truck After that, staff record temperature and time when unpluging into position notice and then sign plus stamp In the end, Tallyman record: truck number, time of delivery, container situation, meters number of electrical cable ( for reefer containers) Talllyman sign, write clearly name in position note and give EIR copies to truck driver In which, staff issue red and blue copies, keep yellow copy and give to Logistic department to store c Delivering containers to cargoes owner for inspection or fumigate cargoes Customer service staff receive D/O including an original and a copy from customers, print inspection/ quarantine/ fumigation order (JSO) containing three copies, financial bill On JSO has container number, expected implementation time, expected facilities and other notices… Staff request customers to sign in three copies of JSO Customer care staff keep the original of D/O, stamp operational seal and provide copies of JSO, D/O to customers affixed with “Saved original order” Tallyman receive blue copy of EIR from consignees They then check the information on the EIR (if command is overdue, carriers must return Business department to extend the date), give position note to consignee or truck driver to take cargoes The staff mobilize reach stacker to pick up container according tocontainer number recorded in order to certain area for inspection or drawwing Before taking containers, the staff need to chek type, number of containers, seal number (the information must be accurate with recorded documents If there is wrong order, staff must annouce with customer services to resolve.) With container for inspecting, staff check position note If the information is correct, staff delivery containerto cargo owner to inspect When cargo owner finishing inspecting, tallyman confirm seal slip, then give cargo owner to bring workstation deparment to input in system seal number after inspecting With container for drawwing, staff deliver intact container, intact seal to customer After this time, quantity and quality of cargoes inside container belong to responsibility of customer All complains must be announce to customer services and agree solution before removing seal and openning container After customer draw cargoes from containers, staff comfirm situation of empty containers into position slip and sign on it These empty containers must be ensure no longer have stamp or label The staff issue red copy and yellow copy of EIR, keep yellow copy and position note in order to transfer to Logistics team Customer care staff check JSO confirmed by tallyman and new seal number Then, they update new seal number in TMS After customers complete payment procedures, staff require them to sign in EIR Finally, staff give EIR to customers and keep one copy In the case having any correction in EIR, it must be stamped with CORRECT sign d Delivering containers for exporting to ships, barges The staff receive Loading list, requirement about priority order of exported containers from customer services Shift leader bases on volume of exported containers in areas so as to assign for suitable delivery Tallyman guides truck driver to enter to area for taking containers, ask reach stacker to lift container according to Loading list Tallyman always keep in touch with shift leader and workers to ensure about vehicles Staff mark loaded containers and notice with customer services for final settlement with shipping line For containers will be loaded to barges, without delivery in berth, tallyman in CY makes tally sheet (3 copies) and hand over containers to reprentative of barge and give barge one copy, keep two copies e Delivering empty container Staff in customer services receives Booking or packing list, Empty container delivery order or discharging list of carrier from customers Customer care staff insert data according to packing list or booking of customers, print EIR and issue financial bill After customers complete payment EIR Finally, staff give EIR to customers and keep one copy In the case having any correction in EIR, it must be stamped with CORRECT sign Tallyman receive blue copy of EIR from consignees They then check the information on the EIR (if command is overdue, carriers must return Log team to extend the date).Staff check empty container condition, if this is not eligible to stuff cargoes, staff must announe with Logs department to resolve Tallyman guides truck driver to enter to area for taking empty containers and ask reach stacker to lift empty container With containers used for hanging cargoes, OT is sealed, staff must check seal number, and it must for correct with order Tallyman confirm condition of container, write clearly full name in position slip, then give blue copy of EIR and position slip to truck driver The staff issue red copy and yellow copy of EIR, keep yellow copy and position note in order to transfer to Logs department With empty containers for being loaded to ship or barges, it will be loaded to truck of terminal according to Loading list provided by Customer services These containers must be cleaned in accordance with requirement of shipping line, and the door must be tightly closed With Flat rack empty containers, the folding in bundles will be implemented following with shipping line’s requiring before loading 2.3.2 Receiving containers in CY before the vessel arrives, staffs in Business department receive cargo manifest, loading list, reports on special containers and other dispatches related to containers from ship agency They then insert detailed information of containers into Terminal management system (TMS) After that, they print and send Hồng Bích Thảo – GMA02 Page department, security department… Tallyman receive planning information of receiving containers at plan board made by shift leader When the truck enters unloading area, staff accept Container movement card (CMC) from truck driver, check and compare information in CMC with reality If it need to be added or corrected, staff contact with tallyman at quay in order to add and correct in tally report Then, staff require reach stacker to load containers in position according to planning After that, staff update real position in CMC and write in tally In the case of reefer container, after loading or unloading, electrician plugs power, check real situation If the situation is dissimilar to reality, electrician must announce to Customer services to recheck With containers are torn or have holes, staff arrange at tier I and announce to Customer services in order to assign worker to stick for ensuring quality of cargoes inside Staff transfer CMC, tally report to Logs team to update data b Receiving containers for waiting to load into ship Tallyman receive blue copy of EIR from consignees They then check the information on the EIR (if information is wrong, carriers must return Log team to resolve) After that, logistics team give position slip to carriers Next, staff guide truck driver to enter incontainer lowering area and require reach stacker to lower containerin planned area With reefer container, electrician plugs power, check machine operation, real temperature and confirm time of plugging in position slip, signs and stamps In the case of hazardous container, tallyman must check stamp to be right with ISO, CLASS number and glued all four sides Then, Tallyman record truck number, time of receiving container, meters of electric wire (for reefer container) in position slip After signing and writing full name, tallyman give blue copy of EIR to truck driver Staff issue red and blue copies, keep yellow copy and give yellow copy plus position slip to Log department to store receive blue copy of EIR from consignees They then check the information on the EIR with reality (if information is wrong, carriers must return Logistics team to resolve) The lowered empty containers must be ensure no longer stamps and labels Then tallyman checks empty containers according to standards, takes picture of container situation in specific requirements of each shippingcompany Besides, tanks must be recorde in detail about clock, frame, Flat rack must be check in joint, springs, Reefer containers must be electric tested, engine, pin, electric plug, length of wire In the case of having any problems, tallyman informs to customer services to solve Next, tallyman guides truck driver to enter in empty container lowering area and require reach stacker to lower empty containerin planned area Then, Tallyman records truck number, time of receiving container, meters of electric wire (for reefer container) in position slip After signing and writing full name, tallyman gives blue copy of EIR to truck driver Staff issue red and blue copies, keep yellow copy and give yellow copy plus position slip to Logistics team to store Hồng Bích Thảo – GMA02 Page TOENHANCEDELIVERINGANDRECEIVINGCONTAINERPROCEDUREAT CY INGREENPORT 3.1 Evaluation deliveringandreceivingcontainerprocedureat CY inGreenPort 3.1.1 Strength a Using EIR for deliveringandreceivingcontainerat CY As soon as newly establishing, Viconship signs contract about leasing yard with potential shipping lines Based on contract, CY in Viconship as a whole and CY inGreenPort particularly provides full of services including: deliveringandreceiving full and empty containers at yard, stuffing and withdrawing containers along with other services to set up a closed service cycle Thanks to those activities, CY will be on behalf of shippingcompanyto implement works related to delivering, receiving containers or facilities with cargo owners When there are any containers loaded in CY, tallyman has responsibility to check container condition carefully All information of containers is performed on EIR in detail such as: container number, inside and outside situation of container, shipping line of container, time… This information is also updated accurately and detailed into container management system This is the base for statistic staff in CY to make report about daily shifting for shipping lines At the same time, shipping companies also know data of their containers Furthermore, all empty or full containers delivered and received atyard must obey shipping lines’ requirements According to these regulation, tallyman will be in charge of providing services The evidence of implementation deliveringandreceiving services is EIR EIR will be legal base to solve problems between parties (if there) (CY, cargo owner, shipping line) In addition, in accordance with time of exporting and importing containers at yard, managers of containers can calculate time atyard for each container (thanks to management function of container management software) and send finalization toshipping companies Today, deliveringandreceiving containers process is updated and improved yearly This helps to complete services in CY and bring many benefits to customers Hồng Bích Thảo – GMA02 Page detail report of cargoes to help them plan loading containers into ships Simultaneously, shipping lines have to send loading list for CY to staff make plan of loading container fast and effectively In the case, cargoes are exported inGreen Port, as soon as cargoes are transported into yard, yard directing team will plan to load cargo to ship to decrease transferring fee, time for handling… to complete services of portto attract more customers b TMS utilization The use of Terminal Management System (TMS) and Wi-Fi system to make plan, arranges cargoes, update a number of containers, seal number, and determine correctly position for loading containers in C/Y that helps find containers, empty (MT) containers rapidly and conveniently In particular, this system has duties as following: forming map of CY with code, positioning; helping to count export, import or inventory; processing information of exported or imported containerand its change of position at CY; finding container according to requirement… The system allows manager to get information including: detailed shifting information of any containers through CY; map of CY in detail; position, information of a certain containerat CY; empty container list; report of productivity daily, momthly, yearly or quarterly; time of storing full or empty containers of any carriers The utilization information technology for container managing containerindeliveringandreceiving progress makes containers’ information and position be encoded Thus, once container is loaded to CY, it has a certain position in map of TMS Every change is all updated and performed in CY map By doing so, manager always knows the situation of containerat CY 3.1.2 Weakness a Arranging containers atyard sometimes does not follow with yard planning As the matter of fact that, GreenPort has yard planning However only Reefer containers area is fixed, the areas for other containers are usually changed depending on situation or space…Moreover total area of CY is limited for arranging containers without new yard Especially, at this time, the cargo volume more and Hồng Bích Thảo – GMA02 Page RecommendationstoenhancedeliveringandreceivingcontainerprocedureatContaineryardinVietnamContainerShippingJoint Stock- GreenPort more increase while CY area is only approxiately Therefore, when shippers or vehicles come to deliver or receive containers, this can make congestion at CY as well as cause difficulties for staffs to work b The change of procedure yearly Deliveringandreceiving containers procedures are often changed and improved yearly Besides benefits, this also causes side effects that sometimes employees have difficulties to catch up with these changes c, Using CMC inreceiving process Furthermore, inreceiving process from ship to CY, tallyman use CMC (a kind of document to confirm about containers at berth) to check information about containers Meanwhile, tallyman in Chua Ve port use Radar handy terminal (RHT) machine to check containers information In unloading process, tallyman enters data on Radar handy terminal (RHT) machine and check container condition, he update the latest information of containerand data is automatically transferred to Mobile data terminal (MTD) machine on vehicle transportation and RTG RTG driver push in MTD to confirm actual containers transported to CY Then, containers will be transfer from vehicle transportation to the respective position in CY Obviously, using machine will be more accurate and convenient than document paper Because, when tallyman reports information of containers into CMC, they may make mistakes or count wrongly numbers of containers…Meanwhile, information technology will help this work be faster as well as save time and energy for people 3.1.3 Threat Hai Phong is one of the biggest port cities inVietnam There are many seaports in there It is evaluated that about thirdty seaports have been established in Hai Phong Thus, it causes great competition among ports It requires GreenPort particularly and others generally to contansly improve their services to compete to each other Actually, Chua ve terminal and Dinh Vu Port are the ports which are invested most in information and technology at present in Hai Phong To be more specific, deliveringandreceiving containers at CY in Chua Ve are increasingly improved due to investment inContainer Management System (CTMS) combined with using Radar handy terminal (RHT) and Mobile data terminal (MTD) machine on vehicle transportation brings challenges toGreenPort It is essential for them to advance their procedures continuously to keep their customers If not, they may even loose their familiar customers for stronger competitors 3.1.4 Opportunity It is undeniable that one of the most remarkable events recently is the joining Trans-Pacific Partnership Agreement (TPP) of Viet Nam Actually, TPP is a free trade agreement among twelve countries with the aim of integrating economies in Asia – Pacific The twelve members of the TPP include: Australia, Brunei, Chile, Malaysia, Mexico, New Zealand, Canada, Peru, Singapore, Vietnam, the USA and Japan Obviously, this agreement brings to country many benefits in aspects of society, especially in commercial trading TPP given exemption policies tariff barriers as well as non-tariff with most types of goods, services and investment creating opportunities and new benefits for business and consumers There is no doubt that it will promote export and import inVietnam Being one of the most important ports of nation, TPP’s polices will impact on deliveringandreceivingcontainer procedures of GreenPortin the future The steps may be shorten which creat convenience for customers when using services of company Hence, this also will attract more potential overseas customers toGreenPort Overall, the fast pace of globalization and international integration influence thoroughly on development of country in many side such as: economy, sicence and technology, society and even transportation In this case GreenPort is also affected by this trend with many opportunities and threats as well Nowadays, it is complicated and hard to predict about cargo follows in the next periods Thus, it requires reasonable strategies to maximize production capacity which can bring company great profit, increase competitive ability with other firms In particular, the advance of deliveringandreceivingcontainerprocedureat CY plus other processes are essential and should RecommendationstoenhancedeliveringandreceivingcontainerprocedureatContaineryardinVietnamContainerShippingJoint StockGreen PortIn leaps and bounds development of globalization and international integration in almost aspects of society today: economy, science and technology, environment… the movements in the world play an important role, influence comprehensive on developing progress of a certain country with new challenges and opportunities as well However, the international economy has faced with many difficulties, complicated fluctuations and it is hard to predict recently This requires effective plans and strategies which mobilize maximum capacity, renew thinking in business, build adaptability in order to achieve aims basing on stable development 3.2.1 Having yard planning clearly In order to increase the volume of cargoes through port as well as be suitable development of this field, company should implement re- plan yard, arrange exclusively used equipment to unload
