Hanoi Pilot Light Metro Project Method statement for shored excavation INTRODUCTION OF PROJECT 1.1INTRODUCTION Hanoi Pilot Light Metro Line, section Nhon - Hanoi Railway Station is a major project fo r Hanoi City According to the Hanoi Transportation Master Plan till 2020, total length of HPLML (Line 3) shall reach 21,5km from Nhon to Hoang Mai.The first phase of this line, and part of this Contract is from Nhon to Hanoi Railway Station, with about 8.5 km elevated section and 4.0 km underground section This line includes 12 stations (with elevated and underground stations) The Depot is located at Nhon with area of 150,550m2 The CP01 Contract’s work scope is Viaduct Line at Elevated Section, including the construction of viaduct structures which link along the National Road No32, Ho Tung Mau, Xuan Thuy, Cau Giay and interfaces with underground section at the beginning of Kim Ma Street The contract shall be completed and within 30 months from the date of the Commencement Date Both metro and structure alignment follow the current and/or planned median road Viaduct structures are divided into standard viaducts which cover most of the elevated section and special viaducts where long or special spans are required to pass over major constraints (2nd Ring Road, 3rd Ring Road, Nhue River) Other non-typical structure consists in Cross Over (metro line requires switches), ramps to depot and underground sections and Y-bridge (branches off to depot) The overview of the project is shown in photo below: Overview of project SCOPE OF WORK 2.1GENERAL Structure excavation work of Project will be carried out within the narrow area and with the great depth of excavated hole Therefore, Shored excavation method will be applied to ensure stability of excavation hole for structure construction Shored Excavation shall be undertaken in accordance with clause “3.4 - Shored excavation, Part II, Chapter II-2” of Technical Requirement This method is generally applied to Shored This method also includes disposal of unsuitable excavated material, dewatering works and related works to be free from the accumulation of ground water and artificial runoff water inside excavated area Shored Excavation shall be done in accordance with the perimeters and slope as indicated on the approved working drawing 2.2SCOPE The Contractor shall set up and submit method of shored excavation The Contractor can adjust method for shored excavation in accordance with the actual condition on the site or at the direction of Consultant Engineer All adjustments will be reviewed and approved by the Consultant Engineer, Employer After obtaining consent from the Consultant Engineer, Employer, the Contractor will carry out shored excavation Shored excavation part including: • Shored excavation for pilecap type I (Standard pile cap) • Shored excavation for pilecap type II (Cantilever pile cap) • Shored excavation for pilecap type III (Special pile cap) The Contractor will use Method will be submitted separately Page 27/36 Hanoi Pilot Light Metro Project Method statement for shored excavation 6.2DETAIL OF CONSTRUCTION METHOD 6.2.1 MOBILIZATION AND PREPARATION WORKS a) Mobilization of equipment and manpower shall be approved by the Consultant in according with section 1.1 Part II, Chapter II-2 “Mobilization” of Employer’s Requirement b) Working drawing and design calculation of cofferdam shall be approved by the Consultant c) Temporary drainage shall be mentioned in the working drawing and approved by the Consultant to prevent flooding of excavation hole d) Notify the Engineer sufficiently in advance of the beginning of any excavation so that cross sectional elevations and measurements can be taken of the undisturbed ground The existing ground adjacent to the structure shall not be disturbed without the permission of the Engineer e) The ground level and road structure shall be inspected by Engineer in topographic survey and shall be mentioned in report of topographic survey 6.2.2 CONSTRUCTION OF COFFERDAM (STEEL SHEET PILES) a) Establish limit of cofferdam system by survey marking: Firstly, The contractor will establish the limit of cofferdam system Limit of cofferdam system will be carried out with minimum 1m clearance from each side of the structure to keep enough area for formwork and mobility of the workers as well as the arrangement of drain and canal and pumping pit However, in cases where the cofferdam is to be constructed on narrow area and not enough space for construction, near existing structures, where area is limited, less than 1m clearance of steel sheet piles from the side of structure shall be proposed Before driving steel sheet pile, asphalt concrete layer of existing road shoulder be removed Survey marking 6.2.3.1 Excavation Stage 1: About install struts and wales a) After driving sheet pile is finished, excavation work shall be carried out by excavator in according with working drawing which approved by the Consultant b) Excavation shall be carried out layer by layer to have sufficient time for the installation and setting of wales and struts to support inside cofferdam Depths of excavation shall be carefully checked following the criteria and sequence for the construction of cofferdam as defined by design calculation Wale and struts shall be installed as shown on working drawing c) Excavation on each layer shall be temporarily stopped below the elevation of the struts and wales in accordance with the design calculation Excavation shall only proceed to the next level after installation of wales and struts d) During excavation work, excavated materials shall be removed immediately at the area to maintain space for the mobility of the equipment Excavated materials found to be suitable shored excavation disposed by dump truck as well to specified disposal area And the dump truck shall be cleaned at washing area before go out to prevent dirty on the frontage road e) Signal man shall be assigned to support operator to avoid any accident due to narrow working area 6.2.3.2 Excavation Stage 2: Excavation by machine until design level and hauling out of excavated material a) Excavation shall only proceed to the next level after installation of wales and struts and get approved by Engineer according with approved working drawing b) In case the Excavation on the next level cannot be carried out by Excavator located outside the cofferdam, a small excavator shall be hoisted down inside the Cofferdam to carry out the excavation inside cofferdam c) During excavation work, excavated materials shall be removed immediately at the area to maintain space for the mobility of the equipment Excavated materials found to be suitable for backfilling shall be hauled to a designated stock pile area Unsuitable material shall be disposed by dump truck as well to specified disposal area And the dump truck shall be cleaned at washing area before go out to prevent dirty on the frontage road d) Signal man shall be assigned to support operator to avoid any accident due to narrow working area e) Pumping pit shall be provided at one or two corners A drain ditch with slope toward the pumping pit shall be provided around perimeter of the excavation pit Drain shall be constructed outside the perimeter of the lean concrete Location of pump pit shall be shown on approved working drawing Sufficient quantity of water pump shall be installed to prevent the accumulation of water inside cofferdam during excavation f) The drawing of process and sequence for shored excavation and installation of the sheet pile attached in item 10.1 for the detail 6.2.3.3 Excavation Stage 3: Trimming and leveling work a) After completion of excavation by machine, handwork is carried out to level of design pit bottom b) After completion of excavation, all loose and displaced material shall be removed, leaving a neatly and solid finished bed for construction of other structures Neatly and solid finished bed for construction of other structures c) Substructure and Base foundation limit shall be marked with survey stakes for setting up boundaries of lean concrete and pile cap d) Completed Excavation shall be Inspected and Approved by the Engineer prior to construction of lean concrete or permanent structure 6.2.3.4 Construction for temporary drainage system (Dewatering) a) Pumping pit shall be provided at one or two corners b) A drain ditch with slope toward the pumping pit shall be provided around perimeter of the excavation pit c) Drain shall be constructed outside the perimeter of the lean concrete d) Location of pump pit shall be shown on working drawing Sufficient quantity of water pump shall be installed to prevent the accumulation of water inside cofferdam during excavation e) Each Station will arranged the pit for gathering all the water which will be connected to public drainage system All Water from Excavated hole will be discharged to there 6.2.3.5 Cleaning up site After completion of shored excavation, all excess materials and rubbish shall be removed and disposed to specified disposal area, and clean the site Doc N° following QA&QC Management Plan: DLM – IMP – PPG – ZPO – J00 – 00001 – E “Inspection and Testing Plan” is attached in Item 10.2 HEALTH, SAFETY AND ENVIRONMENT CONTROL 8.1HEALTH AND SAFETY CONTROL The quality control during construction of shored excavation need to following H&S Management Plan, document No: DLM – IMP – PPG – ZSO – J00 – 00003 – E Prior and during the execution of Structure excavation work, basic safety precautions shall be implemented to work efficiently and to prevent any accident or casualty Particular item for safety control is as follows No Potential Risk Preventive Action • Prior to starting of excavation work, a joint meeting with relevant staffs has to be held for the purpose of general General explanation on whole contents of works as well as mutual implementation of efficient work • Safety Barricade will be set around excavation hole to prevent the falling accident Fall Accident • The safety belt must be used for the working at height such as on the boom of crane • The weight of material to be lifted shall be confirmed • The working radius and nominal lifting capacity of crane must be checked as well • Sling tool such as wire and shackle shall be checked daily Accident by crane (lifting Capacity of each tool shall be instructed to worker and material) and Excavator confirmed before using • Stability of base of equipment shall be ensured, if necessary use steel plate • “Keep Out under lifting material” shall be instructed at site • To keep limit of speed (20km) at site • A vehicle shall be moved with assistance by signal in case it Traffic Accident moves backward • Setting signalman at entrance of site • Adequate earthling shall be installed for electric equipment such as welding machine and generator • Do not use machinery have working current over maximum loading of cable and CB • Suitable connection for outside electrical source Electric Accident • Welding work shall be carried out with adequate P.P.E such as facemask, glove, and apron • Do not perform welding job outside under the rain without cover • Daily checking for equipment shall be carried out to confirm the condition of equipment Others • CONTROL Environmental control shall conform to the “Environment Management Plan” and is a part of this method statement Environmental control shall conform to the submitted “Environment control and protection plan” Responsibility for surrounding environment shall be implemented during work and in compliance to the Condition of Contract and Vietnam’s National Law on Protection of Environment and other relevant legislation such as: Government Decree No.175/CP, Government Decree on providing Guidance for the Implementation of the Law on Environmental Protection, 1994 Particular Item to be controlled is as follows a) Excavated surplus soil will be removed completely from the site, and disposed at specified dispose area b) Waste Bentonite slurry shall be collected, safely handled and disposed to the designated disposal area arranged which is approved by the Engineer c) In case of slime truck, seal condition of tank will be checked carefully to prevent any leakage on the public road d) Working time for bored pile work will be made by 24 hours operation Special care for noise and vibration shall be taken If any other problems occurred in the site, applicable counter measures or prevention action would be considered immediately and executed as soon as possible These matters should be controlled on management stage by respective Construction Manager and on actual activity stage by respective Engineer 8.3HAZARD ANALYSIS Item Activity Preparation work - Make Schedule -Mobilisation equipment, labour and material - Assembly of silent piler and electric system Potential Hazards - Third party enter to the construction site and injury for third party -Violations and Risks, due to new labour did not have knowledge of EHS rules -Machinery, Equipment did not meet safety signs, safety board around working area All equipments shall be checked after mobilization to site, pay attention to warning device, lighting system, brake system - Everyone must be joint safety introduction and training before start work -Everyone follow Safety regulations and use PPE during working time -Ensure that all Equipment meet requirement before used (Not over 10year old, full safety protection, enough Documentation) - Arrange signal man during mobilization of equipment and during working time - All operator should have operating equipment licence - Checking load and electrical system before starting the job Barricade and warning signs around the pit, -The signal man take responsible for notice -Setup safety walk way and design access for Fire, ambulance - Have first aid station and medical kit bag at site - Have telephone number of nearest hospital and other agency: police, fire fighting TRAFFIC CONTROL The traffic control during construction of shored excavation need to following General traffic management plan: DLM – IMP – PPG – ZPO – J00 – 00004 – E Shore Excavation work will carry out in side of fence system of site Therefore, that activity will not affect to the traffic The contractor will be arranged flag man for control the traffic when mobilization and demobilization of equipment or material go out or in site 10 APPENDIX Doc N°
