In order to complete and put into use a project, the parties involved must have a good coordination with each other such as the Owner, the state management agency, the project management board, the consulting units, the Contractor unit and Suppliers Therefore, in order for a project to be truly successful, the most important thing is that Owners must manage their expenses most effectively Effective cost management not only brings the success of the Owners but also benefits them, and also has beautiful architectural works that contribute to society The fact that the cost management of the Owner is not effective as expected is the main cause of the schedule delay, cost overruns, quality, safety, aesthetics are not guaranteed for high buildings
The results of the survey on the factors affecting the cost management of the Owner during the construction of high-rise buildings - The case study in Ho Chi Minh City was presented in this study The survey is conducted through survey questionnaires and statistical analysis The survey results have ranked the causes of cost management At the same time, using the factor analysis (EFA) method, after analyzing, the groups of important causes affecting the cost management of investors
in the construction phase of high-rise buildings have been identified, such as: Ability (AB), External (EXT), Owner (OW), Execution (EX) This study also sets out the criteria for evaluating the success of the Owner's cost management during the construction phase of a project
Using linear SEM model to analyze the correlation to see the interaction between factor groups In particular, the factor group "Owner" has a strong impact on the factors "Success" and " Execution "
The Owner factor is most important in the analysis results, as well as during project implementation The author proposes advanced measures for the Owner factor and provides effective cost management methods when implementing the project to bring profits and success to Owners
