theoretical issues on mobilizing investment capital for the development of transport infrastructure such as factors affecting the mobilization of investment capital for the development of transport infrastructure have not been ranked in order of importance of factors Identifying the content and nature of the issue of mobilizing investment capital for the development of road transport infrastructure as well as the criteria for assessing the efficiency of using the investment capital raised for the development of road transport infrastructure have not been clearly studied All such issues should be studied seriously and with caution The practical issue of increasing mobilization results and efficiency of using capital raised for the development of transport infrastructure should Development Economics Research objectives and tasks 2.1 Research objectives The objective of the thesis is to clarify the main theoretical issues on mobilizing investment capital for road transport infrastructure development, assessing the current situation and proposing orientations, solutions to increase the results and efficiency of using the capital mobilized for investment in the development of transport infrastructure of Hanoi city 2.2 Research tasks In order to achieve the defined objectives, the thesis will focus on the following main tasks: - Clarify the main theoretical issues on capital mobilization for investment in the development of road transport infrastructure associated with the city directly under the central government - Assess the current status of capital mobilization for investment in the development of road transport infrastructure of Hanoi city - Propose orientations and solutions to enhance the results and efficiency of capital use for investment in the development of road transport infrastructure of Hanoi until 2030 Subjects of study The research subjects are the road transport infrastructure and mobilizing capital for investment in the development of road transport infrastructure in Hanoi city and related entities Scope of research - Contents: Study both theory and practice, both the current situation and the future of mobilizing MOBILIZATION FOR INVESTMENT IN ROAD TRANSPORT INFRASTRUCTURE DEVELOPMENT AND PRACTICAL EXPERIENCE 2.1 Concept and nature of mobilizing capital for investment in road transport infrastructure development in a centrally-run city The research object of the thesis is Hanoi city, so in this chapter 2, the author researches theoretical issues for centrally run cities 2.1.1 Concept and characteristics of road transport infrastructure in a centrally run city 2.1.1.1 The concept of road transport infrastructure It can be understood that transport infrastructure is all material and technical conditions such as road systems, overpasses, underpasses, static traffic yards and intercity bus stations 2.1.1.2 Features of road transport infrastructure On the basis of theoretical research and practical research, the author believes that the road transport infrastructure system consists of the following main attributes: First, systematicism Second, synchronicity Third, mobilization for investment in road transport infrastructure development in Hanoi city 3.2.1 Results of mobilizing investment capital for the development of the road transport infrastructure system of Hanoi city 3.2.1.1 Scale, structure and growth rate of investment capital for road transport infrastructure development in Hanoi city 11 Mobilizing investment capital for the development of road transport infrastructure only accounts for about 9% - 10% of the total development investment capital in the area; Total investment capital for the development of the road transport infrastructure loan source of the development investment fund is VND 10,120 billion, accounting for 6.9% of the total investment capital from the State to support the construction of rural roads in the way that the State and the people participate 3.2.1.3 Current situation of capital mobilization from ODA investment capital ODA capital in the period of 2015 - 2022 for investment in the development of road transport infrastructure in Hanoi city is VND 31,127 billion, tending to increase gradually over the years, accounting for about 12% of the total mobilized capital 12 3.2.1.4 Situation of mobilizing capital from the private sector to invest in the development of road transport infrastructure in Hanoi city Capital mobilized from the private sector, mainly in the form of public-private partnership in the period of 2015 - 2022 for investment in infrastructure development in Hanoi is VND 86,513 billion, accounting for 33% of the total capital mobilized 3.2.1.5 Current situation of using mobilized capital implemented under the transport system In the period of 2015 – 2022, investment capital for road development is the largest with VND 212,250 billion, accounting for 80.5%, followed by investment capital for overpasses and tunnels is VND 45,087 billion, accounting for 17.1% Capital for stationary transport development is the lowest with more than VND 6,000 billion, accounting for only 2.4% 3.2.1.6 Current situation of using mobilized capital for road transport infrastructure development by locality Road transport infrastructure is mainly distributed in the inner city of Hanoi, specifically: Capital expenditure for the inner city in the period of 2015 – 2022 is VND 175,864 billion, accounting for 66.7%; Capital expenditure on suburban areas was VND 87,800 billion, accounting for 33.3% 3.2.1.7 The level of meeting the demand for investment capital for road transport infrastructure development From 2019 to 2022, the implementation rate compared to the cumulative plan is development and the level of satisfaction of road transport requirements of Hanoi city 3.3.1 Characteristics of Hanoi traffic network Hanoi is the capital city and is located in the central area of the North, next to the Red River, transportation from Hanoi to other provinces of Vietnam is relatively convenient In the inner city, Hanoi's streets are often congested due to poor urban infrastructure, the number of vehicles participating in traffic is too large – especially cars and motorbikes 3.3.2 Overview of Hanoi road traffic system The entire road traffic system in Hanoi city has a total length of 22,918 km, of which the city-level road system is managed by the Department of Transport 3.3.2.1 Current status of the expressway system in Hanoi Hanoi is planned with 11 expressways, radial axis passing through the city 3.3.2.2 Current status of the national highway system in Hanoi In the city, there are 14 national highways running through with a total length of cross-section of roads, leading to congestion traffic; main axis roads, large bridges with a large traffic density 15 *The situation of flooding the streets in Hanoi According to the Department of Transport, gas flooding has accumulated rainfall of about 30-70 mm, 120 mm, many streets flooded up to 30-40 cm 3.4 General assessment of capital mobilization for investment in road transport infrastructure development in Hanoi city 3.4.1 Results achieved and causes 3.4.1.1 Major achievements Firstly, in terms of the scale of mobilized capital, state capital or more specifically, the state budget for the development of road transport infrastructure increased in number; Secondly, the level of meeting the socio-economic development requirements of the road transport infrastructure has use of this mobilized capital is still ineffective, not optimizing the use of capital 3.4.2.2 Main causes Firstly, apart from the general state law on road transport infrastructure development, there have not been many changes to meet the development needs of centrally run cities in general and of Hanoi in particular Secondly, the legal framework for mobilizing ODA and private capital to build road transport infrastructure is also general Third, in terms of management capacity of state agencies, there are shortcomings that need to be corrected Chapter Conclusion: Chapter 3, after a general serve as a scientific basis for the study of chapter of the thesis 17 CHAPTER ORIENTATIONS AND SOLUTIONS TO INCREASE THE RESULTS AND EFFICIENCY OF USING CAPITAL MOBILIZED TO DEVELOP ROAD TRANSPORT INFRASTRUCTURE IN HANOI CITY 4.1 Context affecting capital mobilization for investment in road transport infrastructure development of Hanoi city 4.1.1 International context and its influence The world economy still faces many difficulties in the coming time and the ability to mobilize ODA capital will also be limited The process of digital transformation and the development of electric transport vehicles in line with the green development trend will become an inevitable trend After the COVID 19 pandemic, tourists will return to normal 4.1.2 Domestic context and its influence By 2030, Vietnam will be a developing country with modern industrialization (average income is about $ 7500 / year) According to forecasts by the Ministry of Culture, Sports and Tourism, domestic tourists will grow by 7% - 9% per year Hanoi city is expected to attract about 25-30 million tourists by 2030 The State's mechanisms and policies have been increasingly improved and updated, in order to open channels to mobilize investment capital for the development of road transport infrastructure 4.2 Orientation of socio-economic development of Hanoi city and its impact on capital mobilization strives to bring the proportion of land reserved for traffic from 12% to 15%; The rate of static traffic reaches 1%-2%, each year reducing 8-10 traffic congestion points By 2030, reach the rate of 15% to 20%, static traffic will reach 2%-3% 19 4.3.2 Forecast of total capital demand and capital structure to be mobilized for investment in road transport infrastructure development in Hanoi by 2030 It reducing dependence on state capital and ODA 4.4 Solutions to enhance and improve the efficiency of capital mobilization for investment in road transport infrastructure development of Hanoi city 4.4.1
