capital from the private sector to invest in the development of road transport infrastructure in Hanoi city Capital mobilized from the private sector, mainly in the form of public-private partnership INFRASTRUCTURE IN HANOI CITY 4.1 Context affecting capital mobilization for investment in road transport infrastructure development of Hanoi city 4.1.1 International context and its influence The world economy still faces many difficulties in the coming time and the ability to mobilize ODA capital will also be limited The process of digital transformation and the development of electric transport vehicles in line with the green development trend will become an inevitable trend After the COVID 19 pandemic, tourists will return to normal 4.1.2 Domestic context and its influence By 2030, Vietnam will be a developing country with modern industrialization (average income is about $ 7500 / year) According to forecasts by the Ministry of Culture, Sports and Tourism, domestic tourists will grow by 7% - 9% per year Hanoi city is expected to attract about 25-30 million tourists by 2030 The State's mechanisms and policies have been increasingly improved and updated, in order
