1 INTRODUCTION The reason for choosing the topic “Make a fundamental and dramatic transformation in the quality and effectiveness of education to serve the manufacture, protection of the country, and the demand for the study of the people Education for Vietnamese to develop their potential and creativity”, one of the criteria of education and training innovation, is determined in Resolution No 29-NQ/TW of November 04, 2013, on “fundamental and comprehensive innovation in education, serving industrialization and modernization in a socialist-oriented market economy during international integration” ratified in the 8th session As part of the mission to train highly qualified human resources for the society, to integrate “superb expertise, scientific research competencies, professional expertise” with good working capacity and adaptability to the working environment in the context of innovation, it is crucial that universities build the best educational environment so that students can discover knowledge, carry out research and transfer technology Institutions should also focus on training, equipping specialized knowledge, and training professionals Along with the goal of training, equipping specialized knowledge, and training professional capacity, it is very important to promote scientific research activities for students during the training process because scientific research activities will support learning activities, knowledge discovery, and personal development of learners For these reasons, scientific research activities in Vietnam, especially at universities, are focused and encouraged for development However, the fact exposes that in terms of management, the management of university students' scientific research activities lacks a clear and unambiguous autonomy and decentralization technique It has not yet evolved a distinct array in scientific research in general and student research Management professionals in educational management units are still bewildered In addition, collaboration in the management of student activities and scientific research is ongoing Forms, techniques, and contents of research are still slow to adapt, aren't imaginative, and haven't evolved into a "research and entrepreneurship incubator." Furthermore, the management of student scientific research activities still lacks a purposeful, spontaneous nature, and the management approach is outdated, with the activity's goal being to enhance the ability for practice and practical application Based on the foregoing analysis, we select the topic " Management of student research activities in higher education in the context of educational innovation" as the topic of my Ph.D dissertation in Educational Management Purpose of the study By analyzing the theoretical basis and the practical management of student scientific research (SCRT) activity in higher educational institutions in Ha Noi city, this study aims to purpose solutions to manage student research activities in higher education and therefore contribute towards improving the quality of education in higher education to meet the current educational innovation requirements Object and subject of the study 3.1 Object of the study: Student scientific research (SCRT) activity in higher education in educational innovation 3.2 Subject of the study: Management of student scientific research activity in higher education in educational innovation Scientific hypothesis Scientific research is one of the key activities for students associated with the learning and training process at universities Especially in the current educational reform context, students need to have the competencies to scientific research actively and creatively Students need to apply their research results to practice However, scientific research activities at colleges have not attracted many students to participate The content of research problems has not been innovated These problems lead to poor quality research results and poor application of research findings The management has not yet demonstrated coordination or direction in developing organizational mechanisms, policies, and procedures In addition, there are no specific decentralization regulations for stakeholders in Universities As per the research methodology, the research approach of this dissertation will present solutions to manage scientific research activities for university students These solutions will improve the quality of scientific research activities of students in particular, and improve the quality of training in general in the context of education innovation Tasks of the study 5.1 Building a theoretical basis for the management of student scientific research activities at universities in the context of educational innovation 5.2 Survey and analyze the practical basis for management of student scientific research activities at universities in Hanoi city in the context of educational innovation 5.3 Proposing solutions to manage the scientific research activities of students of Hanoi university students to improve the quality of students' scientific research activities in particular, as well as teaching activities in general 5.4 Testing and test solutions Scope of the study 6.1 Research content Research on the management of student scientific research activities is a problem with a very wide scope of research This dissertation focuses on the scope of research content with Communication, Hanoi University of Culture, Hanoi University of Social Sciences and Humanities, Vietnam National University 6.3 Survey data The data used for the dissertation were surveyed, designed with multiple-choice questions about the levels of performance or the appropriateness/necessity of the contents so that the respondents will choose the appropriate option to answer; Each city to meet the requirements of educational innovation? 10 New contributions of the project 10.1 About the theory This dissertation built a theoretical framework for the management of student scientific research activities at universities based on analyzing the requirements posed in the context of educational innovation 10.2 About practical value Based on the survey and assessment, this dissertation provides the strengths and limitations of the current situation of management of scientific research activities of students Also, this dissertation proposed valuable and useful solutions to manage the scientific research activities of students at universities 11 The structure of the dissertation Besides the Introduction, Conclusion, Recommendations, References, and Research Appendix, the dissertation consists of 03 chapters: Chapter 1: Theoretical basis for management of student scientific research activities at universities in the context of educational innovation Chapter 2: Practical basis for managing student scientific research activities in university at Hanoi city in the context of educational innovation Chapter 3: Solutions to manage student scientific research activities at university in Hanoi city in the context of educational innovation CHAPTER THEORETICAL BASIC FOR MANAGEMENT OF STUDENT SCIENTIFIC RESEARCH ACTIVITIES AT UNIVERSITIES IN THE CONTEXT OF EDUCATIONAL INNOVATION 1.1 Overview of this research problem 1.1.1 General studies on university student’s scientific research activities of students in universities In the world, issues such as organization, methods of acquiring research skills, testing and evaluation, and other conditions are mentioned But they are still at a general level In Vietnam, articles in domestic magazines and publications focus on two main contents The first emphasizes the importance of scientific research for students The second involves proposing solutions to improve the efficiency of this activity 1.1.2 Studies on the management of students' scientific research activities 1.1.3 General assessment and future research directions 1.1.3.1 Inherited knowledge to research this topic The basic knowledge of methodology, scientific research methods in a school organization, and research results according to diverse approaches to activities, scientific research activities in a general organization and students, and some proposed directions for the development of scientific research activities are shown in the domestic and foreign literature 1.1.3.2 Issues that need further research in this dissertation In order to meet the requirements of students' management of scientific research activities, it is necessary to strengthen management This is accomplished by fostering the capacity, positivity, initiative, and creativity of students for scientific research The management of students' scientific research capacity needs to be enhanced Managing students' scientific research activities in accordance with best practices to improve the quality of student research This contributes to improving the quality of training to meet the current educational innovation needs 1.2 The basic concepts of the thesis 1.2.1 Management Management is the continuous, organized, and oriented influence of the management subject (manager) on the managed object (manager) by the use of management means to make the organization operate to achieve management goals 1.2.2 Scientific Research Scientific research is a systematic way of gathering data and harnessing curiosity This research research by students is a form of teaching organization of the school that involves students applying their combined knowledge and scientific research methodology to solve realworld practical problems process of planning, organizing, and controlling the implementation of tasks, evaluating, and applying the results of scientific research of students, to get implement the set training goals 1.3 management of scientific research activities of students; factors belonging to the university, family and socioeconomic development Conclusion Chapter Scientific research is one of the two main tasks of the university This is to improve the quality of teaching and learning, contribute to solving practical problems, and promote the progress of science and technology For students, scientific research is a form of a compulsory teaching organization In this setting, students are expected to apply the knowledge they have learned to conduct cognitive activities of a research nature They contribute to solving problems and solve practical professional problems Scientific research is always regarded as one of the most significant activities of students at higher education institutions However, this activity has not drawn large numbers of students and has not spread far and wide University students’ scientific research activities are not yet managed in a specific and clear manner It has not yet developed a specific array in scientific research and in the scientific research of students, exclusively at universities The next problem is the lack of a strategic and spontaneous approach to the management of students' scientific research activities In the context of educational transformation, the management process is too old In addition, the purpose of students' scientific research activities is to increase their practical skills and use them in research and learning However, not enough attention has been paid to training output standards or social needs On the basis of an overview of the research problem, analysis of some concepts related to the research topic, and identification of the basic and modern theoretical basis for the scientific research activities of students in the context of educational innovation The author has applied the theoretical bases presented in chapter to survey the current situation of management of scientific research activities of students 7 CHAPTER PRACTICAL BASIC FOR MANAGING STUDENT SCIENTIFIC RESEARCH ACTIVITIES IN UNIVERSITIES AT HA NOI CITY IN THE CONTEXT OF EDUCATIONAL INNOVATION 2.1 Overview of universities in Hanoi city 2.2 Overview of universities within the research scope of this dissertation 2.3 Introducing the situation survey organization 2.3.1 The purpose of the survey The purpose of the survey is to assess the current status of activities and management of university students' scientific research activities It also aims to evaluate the impact level of factors affecting the development of that activity 2.3.2 Survey content Surveying and analyzing the current status of scientific research activities of university students in Hanoi city This will enable us to identify strengths, weaknesses, and causes, and correctly identify problems that need to be solved to improve quality The amount of scientific research on students in the context of educational innovation 2.3.3 Subjects and scope of the survey The thesis surveyed 700 subjects from universities in the Vietnamese capital They include 50 managers; 150 lecturers and 500 students (years 2, 3, and 4) 2.3.4 Survey organization process Developing questionnaires for university administrators, faculty members, departments, and students, consulting lecturers, then completing and sending the surveys; integrating and processing survey information; analyzing and evaluating the results 2.3.5 Survey method 2.3.6 Rating scale and data processing methods 2.4 Current status of scientific research activities of university students in Hanoi city 2.4.1 Scientific research topics The results of the number of topics tend to increase over the years and are rated as Good, Fair, and Average Data for this dissertation has been collected from activity products based on universities' evaluations of scientific research topics each year from 2014 to 2019 The results show that there is a difference between the number and results of topic classification between schools and years 2.4.2 Activities of students participating in and writing reports at scientific research conferences/conferences 2.4.2.1 Participating in student's scientific research conferences/workshops The organization of scientific research conferences students need to better in spreading the scientific research movement among students in a positive direction, regularly promoting change in perception Scientific research knowledge and actions of students 2.4.2.2 Actual situation of participating in writing scientific articles Students knew how to write abstracts into reports at conferences and scientific seminars They published reports in Conference Proceedings, and some of their research articles were published in Science Although there are scientific journals published by the university, the number of publications is very small Students have a hard time converting discussions, essays, and large assignments into research articles This comes from many reasons and needs to be rectified immediately 2.4.3 Students' thoughts and attitudes when participating in scientific research Table 2.7: Thoughts and attitudes of students when that a large percentage of students are still indifferent to scientific research activities Of 500 students, 152/500 feel normal, which represents 30.4%, and 52/500 not like to participate in scientific research, which represents 10.4% 2.4.4 Awareness of the meaning of scientific research activities for students According to the results, the average score of 3.09 and 3.04 points is indicative of a very close correlation between students' awareness, management staff, and lecturerss' views on how scientific research activities can help students to consolidate, learn, master, and expand their knowledge; practice learning methods in university; help to connect knowledge to practice; raise the level of culture 2.4.5 Awareness of the necessity of scientific research activities for students Lecturerss (83% of lecturerss) and students (65.2% of students) agreed that scientific research is extremely necessary and necessary for students However, those are just statements aligned with policy In examining the explanations for the view that scientific research for students is unnecessary, it is clear that the goals and tasks of student's scientific research activities have not yet been deeply understood (132/ 500 students accounted for 25.4%; 25/200 administrators and lecturerss accounted for 12.5% In particular, 42/500 students accounted for Table 2.9: Necessity 4,5 Total 500 100 200 100 In a survey of management staff and teachers, results of questionnaires and in-depth interviews showed that 9.2% of them believe scientific research can only be done by specialists; 42.8% think students cannot pursue scientific research, and 57.7% consider the main role of students to be studying and not scientific research 2.4.6 About students' scientific research capacity Most respondents rated these contents as significant, with an average score of 3.03 At the same time, management staff, lecturers, and students assessed the level of skill performance as being quite competent with an average score of 2.71 However, that means the level of performance is lower than the level of perception 2.4.7 Advantages and disadvantages of students when participating in scientific research The basic advantages of students when conducting scientific research are the enthusiasm of the instructors and the attention and support of the functional departments It is imperative that lecturers and functional departments provide assistance to students throughout the scientific research process The difficulty is that students are not equipped with scientific research methods, and not know the sequence of steps to carry out scientific research In addition, limited facilities and equipment for students' learning and research are also permanent difficulties for students doing scientific research 2.5 Status of management of scientific research activities of university students in Hanoi city 2.5.1 The status of decentralization in the management of students' scientific research activities 2.5.1.1 Managing scientific research activities of university students The student's scientific research activity plan has not been clearly defined According to the survey results, most of the students did not actively develop a scientific research plan during the school year and during their training at the university They still carry out passive scientific research only when it is implemented at management levels 2.5.1.2 Managing scientific research activities of Faculty level students According to the survey form, the highest scores are 2.93 points for management staff and lecturers and 2.85 points for students This demonstrates that faculties and subjects have generally performed well across all core subjects However, there are differences between the opinions of management staff, teachers, and students on each topic 2.5.1.3 The role of lecturers to guide students in scientific research Through the survey results in Table 2.14, management staff and teachers are 2.72 points and students are 2.67 points, showing that if teachers have the ability and experience in guiding, they will advise and help students to follow the correct sequence of steps, Effectively implement and support students during the implementation process and help students verify the reliability of research results, helping students to be confident and passionate about research 2.5.2 Actual situation of managing activities to improve students' scientific research capacity The survey results show that, in order to effectively manage activities to improve scientific research capacity of students, school leaders must direct and organize participating forces to coordinate, support and manage activities Scientific research of our students includes prestigious managers, faculties, departments, lecturers and scientists This result is different according to the contents of management activities to improve the scientific research capacity of students Table lecturers, and students rate the content of management activities for implementing students' scientific research as a good level, with average scores of 2.84 points and 2.77 points, respectively In most cases, universities have set up a process for managing the implementation of scientific research content provided by students, provide a notebook, and monitor and check the progress of have high coordination in management work among members and units involved in the management of students' scientific research activities, does not promote the core role of the scientific research management department, and does not endorse the importance of educators in supporting scientific research, does not encourage the role of Party organizations and mass organizations, nor does it link the content of students' scientific research activities with their activities 2.5.4 Actual situation of managing activities of acceptance and assessment of scientific research results of students The survey results in Table 2.17 show that the appropriateness of the criteria through the evaluation results of both students and administrators and teachers with a high level of over 80% is very appropriate and no criteria are judged as inappropriate In this way, universities use these basic criteria to evaluate the final results of students' scientific research, with the evaluation results reflecting the student's research capacity and skill level Based on the actual survey, schools have sent students out to deploy and evaluate their scientific research activities; however, the documents need to be more detailed, and more diverse in form, and test standards should be used to evaluate students' scientific research activities 2.5.5 The current situation of management of publishing, publication, and application of scientific research works by students This stage of management in schools has been a concern for university administrators but has not really been given due attention Students' scientific research products are not given much attention due to the poor quality of scientific research works The universities have announced the scientific research products of students in the Proceedings and the Website but have not yet taken effective measures to promote and apply those products to life Introducing scientific research results, ideas, start-up projects and making links with units, calling for investment cooperation, and supporting students to apply scientific research into practice face many challenges because of the needs and purposes of agencies and businesses, so scientific research for students must be flexible in terms of research content so that this can ensure the practical applicability of research results, ideas, and startup projects of students as well as businesses' interests 2.5.6 Actual situation of managing resources for students' scientific research activities 2.5.6.1 Human Resources a) About staff and lecturers One of the strengths of universities today is inheriting a team of cadres and teachers who are both virtuous and talented b) About students To become bright and successful in professional and social activities, students must actively study, practice, and equip themselves with basic skills and knowledge 2.5.6.2 Resources and resources a) Regarding material resources 12 The process of managing CSVC for training is not very strict The system of textbooks and documents is not very rich; books, reference materials, textbooks, and lectures are not regularly updated to suit the needs of students b) Regarding resources Currently, at universities, funding for scientific research activities of students is mainly provided by the school, so it is very limited Funds mobilized from recurrent expenses and revenuegenerating activities of the school are insignificant Non-budget revenue sources have not been established, and the ability to mobilize financial resources from society in the form of support, cooperation, joint training, and scientific research is not high In the two issues of facilities and finance, the financial issue is rated lower both in terms of full and timely response to students' scientific research activities The funding for science research students and for teachers to participate in guiding students is often delayed Therefore, the evaluation opinions of the surveyed subjects only reached 2.59 and 2.65, close to the average level 2.5.7 Current status of scientific research environment management for students According to the survey results shown in Table 2.22, the environmental management of scientific research by students was perceived and evaluated by students with an average rating of 3.94 With management staff, teachers have an average rating of 2.77 It can be seen that all schools pay due attention to the environmental management of students' scientific research, considering this as one of the most essential contents contributing to ensuring the quality of students' scientific research 2.6 Actual situation of factors affecting the management of scientific research activities of students 2.6.1 Student factors Student factors include the need, interest, and passion for scientific research, as their motivation and competence Changing social needs and increasing requirements for human resources require students to take additional courses 2.6.2 Lecturer factor When doing scientific research, students will have access to forms and content on a small scale With the guidance of teachers, students will devise procedures for
