Transport and Communications INTRODUCTION 1- The urgent need for the thesis topic Recently, we have had remarkable success in state management in the field of multimodal transport in particular and logistics in general On the other hand, when it comes to state management of multitransport in logistics activities in Vietnam, although there are many policies and orientations to develop multi-modal transport, many limitations hindering the development of multi-modal transport in logistics activities still exist The single-modal transport, limiting synchronous connection between modes of transport, is increasing the cost of production and import-export goods of Vietnam Strengthening multimodal transport connection is the backbone activity of logistics services From the urgent problems posed by the reality, as well as the requirement to complete the theory of state management for multimodal transport in logistics activities in Vietnam, the topic of the thesis : "State management of multimodal transport in logistics activities in Vietnam" is chosen 2- Research objectives and mission Systematize, clarify and dig deeper in the theoretical basis of state management of multi-modal transport in logistics activities; Analyze and evaluate the current situation and propose solutions to improve the state management of multi-modal transport in logistics activities in Vietnam 3- Object and scope of research Subjects of research: state management of multi-modal transport in logistics activities, not including the research on enterprise management model Research scope: about space: limited in the territory of Vietnam; About time: actual data used for research in the period 2011-2020 and propose directions and solutions for State management of multimodal transport in logistics activities until 2030 4- Research Methodology The thesis uses the scientific methodology of dialectical and historical materialism and other specialized research methods such as deductive, inductive, analytical, synthesis, comparison, evaluation In addition, the thesis has used some endemic methods such as investigation, survey combined with collected interviews, econometric methods, optimization methods 5- Scientific and practical significance of the thesis Scientific aspect: Systematize the theoretical basis; Analysis of views on state management, criteria to evaluate the effectiveness of state management of multimodal transport in logistics activities; Proposing solutions to improve the state management of multimodal transport in logistics activities Practical aspect: Assess the current situation and inadequacies in the state management of multi-modal transport in logistics in Vietnam today; Study experiences from other countries; Propose solutions to improve the state management of multi-modal transport in logistics activities 6- Structure of the thesis Besides the introduction, the thesis consists of chapters including conclusions, recommendations, references and appendices Chapter 1: OVERVIEW OF RESEARCH ISSUES 1.1 Domestic research projects So far, the number of in-depth studies on multi-modal transport in logistics activities is still very limited The research focuses mainly on transportation and freight forwarding services Research on multimodal transport and logistics services in our country mostly comes from scientific projects, projects of the Ministry of Industry and Trade, Ministry of Transport, technical support reports of WB, GIZ organizations , JICA, A number of research theses also mentioned the issue of State management for transport activities Most of the research on state management is carried out on a single mode of transport 1.2 Foreign research projects Many foreign studies define logistics as a series of economic activities and transactions related to the production and trade of goods (Stock and Lambert, 2001) The authors define that logistics activities include customer services, demand forecasting and planning, location selection, storage and warehouse management; inventory management; communication and order processing; material handling and packaging; transport and recovery logistics (Grant et al 2006) In terms of multi-modal transport, there is a report “Enhancing trade through competitive, low-carbon transport” (Blancas, L.C 2014), “Reducing empty vehicle traffic, growing towards sustainable transport” (Chaiyot, 2012) These studies have developed research theories on multi-modal transport corridors, integrating regional logistics systems, focusing mainly on soft policies to ensure a dynamic and efficient business environment and assess the impact on aspects of energy security and the environment 1.3 Scientific gaps and research directions of the thesis Overall, domestic and foreign studies have mentioned certain aspects of multi-modal transport and logistics However, there are no scientific studies on research, evaluation of the current situation and proposed solutions for state management of multi-modal transport in logistics activities in Vietnam From the mentioned information, set the research orientation for the thesis (i) supplement and improve both the theoretical basis as well as the practice of state management of multimodal transport in logistics activities; (ii) assess the current situation and inadequacies in the state management of multimodal transport in logistics activities in Vietnam; (iii) propose some solutions to improve the state management system of multi-modal transport in logistics activities in Vietnam Chapter THEORETICAL AND PRACTICAL BASIS ON STATE MANAGEMENT OF MULTI-MODAL TRANSPORTATION IN LOGISTICS ACTIVITIES IN VIETNAM 2-1 Multimodal transport in logistics activities 2-1-1 Definition Multi-modal transport of goods is the transportation of goods by at least two modes of transport under a multi-modal transport contract, shown on a single transport document with a single freight rate, by one party (multimodal transport operator - MTO) responsible for the entire journey Components of a multi-modal transport system: Theoretically, the transport system operates on three main pillars: the system of transport hubs (nodes), transport links (links) and demand (shown in Figure 2.1) Figure Transportation System 2.1.2 The role and impact of multimodal transport in logistics activities Nowadays, transportation is not only about transferring goods, but also connecting the transportation process into an uninterrupted transport chain to make the process of transporting goods safer and faster, higher level of reliability and simpler Multi-modal transport is becoming a popular mode of transport besides traditional modes of transport (road, rail, river, air and sea) because it can meet the requirements of the freight transport market, greatly contributing to logistics activities  Multi-modal transport combines the advantages of different modes of transport that can affect the quality of logistics services through criteria such as on-time delivery, increased delivery speed and reliability of transport services Thereby affecting customer satisfaction (the most important goal of logistics)  With the ability to increase access and connectivity, multi-modal transport plays an important role in expanding the global transport network, creating economies of scale Take advantage of transport modes capable of transporting large volumes of goods connected between satellite points and hubs, as well as increase customer satisfaction with the support of end-to-end transport modes from door-to-door  Multi-modal transport is the factor that helps businesses access the market faster (especially the international market), through the transport network connecting the region and the world, contributing to the development of logistics, increasing competitiveness of price and quality of goods  When unifying a legal corridor to solve all problems in the transport chain, multi-transport promotes cooperation between management boards and businesses to improve the process of handling transport documents as well as legal regulations, handle complaints that arise 2.2 State management of multimodal transport in logistics activities 2.2.1 Definition of state management State management of multimodal transport is the organized and legal influence of the state on the entire management activities of the executive agencies of the state apparatus in order to impact on the processes and relationships of the multimodal transport activities Currently, in Vietnam, the government has unified state management of multimodal transport and the Ministry of Transport to perform the function of state management of multimodal transport, serving as the focal point to help the Government coordinate intermodal activities and guide the implementation of regulations related to multimodal activities 2.2.2 Content, methods and role of state management Contents of state management of multimodal transport include: - Formulating strategic objectives, planning and development orientation plans for multimodal transport activities; - Promulgating, disseminating and organizing the implementation of legal documents; - Organize and guide business registration to ensure the implementation of development strategies and master plans; - Implement preferential policies for enterprises; - Guide enterprises to operate in accordance with the law Review the problems and recommendations from the enterprises for timely resolution; - Organize professional training and retraining; - Assess, inspect and supervise business activities of enterprises through the regime of periodical financial statements and other reports State management method is the overall of the intentional and possible ways to achieve management objectives, including: economic and educational methods The role of state management of multimodal transport in logistics activities is reflected in transport policy, customs procedure policy and information system, creating favorable conditions for enterprises to operate effectively 2.2.3 State management tools The tools of state management for multimodal transport services in logistics activities are the totality of tangible and intangible means that the State uses to influence all business entities in the chain of multimodal transport activities for management purposes 2.2.4 Assessment of state management of multimodal transport in logistics activities The evaluation criteria of state management for multimodal transport services in logistics activities include criteria of effectiveness, efficiency, suitability, fairness and sustainability To evaluate the operation of state management in general and state management model for multimodal transport in particular, the following groups of basic criteria is suggested: (1) Group of evaluation criteria on the improvement of accessibility, service quality and the level of meeting the demand for national freight transport (2) Group of targets on the structure of the domestic freight transport market, especially on the main transport corridors (3) Group of assessment criteria to ensure traffic safety (4) Group of assessment criteria on environmental friendliness (5) Group of assessment criteria on energy use (6) Group of evaluation criteria on improving investment efficiency and State subsidies for multimodal transport 2.2.5 Factors affecting the state management of multimodal transport in logistics Factors affecting state management include (i) the degree of openness of the economy; (ii) institutions, policies and business environment; (iii) the development of infrastructure; (iv) types of services; and (v) human resources for state management 2.3 Experience in state management of logistics and multimodal transport around the world After analyzing experiences from developed countries (such as USA, Canada, Europe, Japan, China) to nearby countries, the thesis has drawn lessons that can be applied to Vietnam South as follows: - Build a synchronous and unified legal framework - Create a favorable business environment - Support and promote training and coaching programs to develop a strong and professional workforce - Encourage domestic companies to enter into joint ventures with foreign countries to establish a global logistics service system - Complete preferential policies to support and encourage the development of the modern logistics service industry - Focus on investing in building transport infrastructure as well as information technology infrastructure to create favorable conditions for state management Build a management system for transport means, especially the efficient means of transporting containers - Invest in the construction of a seaport system, especially a container port, creating favorable conditions for attracting ships in the region Invest in building international air transport service centers at strategic locations - Apply information technology in the stages of multi-modal transport In addition, the application of the port network (Portnet) helps to better manage and ensure smooth information transfer from shipping lines, carriers to freight forwarders and government agencies Chapter ANALYSIS AND ASSESSMENT OF THE SITUATION OF STATE MANAGEMENT OF MULTI-MODEL TRANSPORTATION IN LOGISTICS ACTIVITIES IN VIETNAM 3.1 Current status of modes of transport 3.1.1 Road transport Regarding infrastructure Freeways have brought in their connection efficiency, promoting regional socio-economic development The system of national and local roads continues to be upgraded and expanded Technical standards of the routes have been improved The current state of road surface structure has been paid attention to by construction investment to improve service quality Weak bridges have been upgraded and repaired to meet technical standards and exploitation requirements; 100% of communes have car roads to the center - The demand for transport increases, while the infrastructure is not developed commensurately Some high-efficiency freeways, solving socio-economic problems which have not been fully invested The freeways being exploited have many problems, especially in management and exploitation Phase investment routes have encroached on the roadway, making it difficult to expand according to the completed scale - The traffic infrastructure system is still a bottleneck for development needs, especially at important traffic hubs The highways are often congested, especially at the gateway and external ring routes of Hanoi and Ho Chi Minh City - There are many low-qualified national highways Limited maintenance resources resulted in many sections of the highway (~65% of total length) remaining unmaintained over the overhaul Due to the characteristics of topographical conditions, many sections of the route in mountainous areas have limited visibility, technical and slope conditions, many sections in the geologically weak area are prone to collapse and slip in the rainy and flood season, limiting capacity, making way for potential accidents - On the national highway system, there are many bridges with limited load, built a long time ago, with limited exploitation 18 3.4 Assessment of the current state of state management of multimodal transportation 3.4.1 Survey of experts’ opinion about state management of multi-modal transportation in logistics activities With the goal of studying the current status and solutions to improve the state management of multimodal transport in logistics activities, the thesis chooses the method of interviewing experts Interviewees include experts from state management agencies (organizations performing state management tasks), universities, research institutes and enterprises (organizations subject to state management) According to the assessment results of experts, the biggest limitation of state management in multimodal transport is the system of legal documents, and the organization and implementation of solutions and policies in the specific conditions of each area and for each enterprise The issue of completing the legal document system (HTPL1), establishing the Department of Transport and Communications under the Ministry of Transport and developing existing resources (PTNL1) is considered very necessary nowadays Efforts to invest in technological equipment and improve macro and micro management methods (state management and enterprise management) also need to be appropriately focused In particular, the suggestions from experts also focused on solutions (arranged in order of priority): - Strengthening transport infrastructure connection between types of road, waterway, railway and air transport - Establishment of the Department of Transport and Communications - Completing the system of legal documents in the field of multimodal transport in logistics activities - Dissemination of policies, laws, planning and plans on multimodal transport needs to be quick and suitable to local conditions - Investing in information technology infrastructure, database to manage and build the route control system of Polytechnic According to experts, the most feasible solutions in the immediate future are to strengthen propaganda, develop existing resources and 19 build a multimodal transport and logistics trading floor In terms of efficiency, perfecting the system of legal documents serving the state management of multimodal transport (HTL2), solutions to enhance transport management and operation management of enterprises can be performed well This is consistent with the reality of state management in Vietnam An important premise to implement these solutions is the drastic intervention from the central to local levels towards the goal of optimizing the administrative management system, cutting unnecessary procedures in order to create a favorable business environment On the business side, the efforts to invest in technological equipment and improve the macro and micro management methods both require the parties (state management and enterprise management) to also pay due attention The solutions to establish the Department of Transport for Transport, to complete the national single-window mechanism for multimodal transport and logistics, and to improve the multimodal transport infrastructure, are considered to be slower to see the effectiveness, requiring more time and effort to implement but has a lasting impact 3.4.2 Advantages of state management of urban development in logistics activities Multimodal transport and logistics are receiving special attention from all levels and sectors The system of legal documents has gradually improved and is increasing in line with international regulations State management levels have paid attention to the upgraded, complete and modern transport and logistics infrastructure system in order to better serve the increasing needs of the economy The State has oriented to change the method of training human resources for state management and logistics services of a number of universities and colleges in order to provide human resources with more qualified experience and professionalism Initially, there was a change in the perception of state management of multimodal transport and logistics services, attracting large domestic and international logistics service groups to participate in the market, creating favorable conditions for domestic logistics 20 service enterprises to learn experience, and expanding the joint venture market with foreign enterprises The State signed many bilateral and multilateral agreements, opening up opportunities for enterprises to find foreign partners The outwardlooking economic policy promotes trade in goods, attracts foreign investment, increases the volume of goods through Vietnam, contributes to stabilizing the market, and promotes logistics and multimodal transport The State's policies to encourage export and foreign investment promote trade development Creating conditions for freight forwarding companies to expand their markets as well as improve exploitation output, creating a premise and driving force for the development of multimodal transport services in logistics activities Projects to upgrade, renovate and build new ports as well as the Hai Phong - Hanoi - Lao Cai - Kunming expressway system, the coastal ring road, the Trans-Asia railway, the international port construction project Lach Huyen Institutions continue to strengthen and facilitate customs procedures, administrative reform, accelerate the process of deep integration in the region and the world, facilitate the state management of multimodal transport services, and contribute to the development of logistics services in a number of key localities such as Hai Phong, Quang Ninh, etc to become an international transport center 3.4.3 Constraints of State management on urban development in logistics activities Vietnam is a developing country, with low economic level, having many weaknesses and inadequacies in state management, small businesses and entrepreneurs, limited competitiveness of goods and services, and incomplete economic and trade system The State's institutions and policies for multimodal transport and logistics services are unclear, asynchronous, inadequate, and have not created favorable conditions to support the development of nascent multimodal transport services Informal costs are high Uncertainty in world politics, unexpected occurrences (natural disasters, epidemics, etc.) leading to economic instability which requires more reasonable policies for each country Instability in 21 freight rates due to changes in raw material prices while charter rates are difficult to adjust, making multimodal transport enterprises and logistics services less efficient In particular, the issues related to the organizational model, the system of legal documents on state management of multimodal transport in logistics activities, the problems of system connection (both the multimodal transport infrastructure and the logistics service hubs such as the warehousing; connecting soft infrastructure in terms of mechanisms, policies, procedures, etc.) are emerging and urgent issues that need to be solved in order to create openness and create momentum for system development in a fundamental uniform and efficient way Chapter SOLUTIONS TO IMPROVING STATE MANAGEMENT OF MULTIPLE TRANSPORTATION IN LOGISTICS ACTIVITIES 4.1 Development orientation for multimodal transportation in logistics activities in Vietnam to 2030 The goal is that by 2030, the proportion of the logistics service industry's contribution to GDP will reach 8% - 10%, the service growth rate will reach 15% - 20%, the proportion of outsourcing logistics services will reach 50% - 60%, logistics costs decreased to equivalent to 16% - 20% of GDP, ranked by the national logistics capacity index (LPI) in the world, reaching 50th or higher 4.1.1 Viewpoint and objectives of State management of multimodal transport Completing the system of policies and laws for state management of multimodal transport and logistics services in order to maximize potentials and advantages Taking the development of multimodal transport and logistics services as the driving force, the "nucleus" to create a fundamental and comprehensive transformation to build a modern Vietnam, becoming a science and technology center, and a business center economy, contributing increasingly to the development of the region and the world, gradually becoming a major industrial and service center 4.1.2 Specific tasks of the state management of multimodal transport - Completing the system of legal documents 22 - Create a legal corridor for multimodal transport in logistics activities - Making policies to develop multimodal transport on a regional level, step by step participating in the regional and world logistics chain - Create a suitable work environment for national gateway ports, large logistics centers such as Hai Phong, Quang Ninh, etc 4.2 Completing the organizational model of the state management apparatus 4.2.1 Content of implementation and expected results The solution to perfect the organizational model of the state management apparatus to ensure the good functioning of the businesses requires renovation and consolidation of the organizational apparatus in accordance with the characteristics of the political system An important requirement is to clearly define the functions, tasks and responsibilities of each organization and state management agency, ensuring the effectiveness and efficiency of the entire political system and economic management; at the same time, solutions to reform and optimize the management apparatus must be based on scientific bases and meet the requirements of the country's development process in each period 4.2.2 Proposing organizational model On the basis of analyzing the requirements and functions of State management, the thesis proposes to complete the organizational 23 model of the management apparatus as shown in the diagram below Figure Proposed organizational model for state management of multimodal transport 4.2.3 Proposal to establish Multimodal Transport Administration It is necessary to identify the management of multimodal transport in logistics activities as well as the study of mechanisms and policies suitable to the conditions of social development as an important task The task of operating and performing state management of multimodal transport activities in logistics activities by a specialized agency will be better and more specialized than today Therefore, it is necessary to have a specialized management agency for multimodal transport in logistics activities This is an assisting agency of the Ministry of Transport, directly under the direction of the Ministry of Transport on the state management of multimodal transport in logistics activities Its function is to administer and perform the state management of multimodal transport in logistics activities 24 4.3 Solutions to improve mechanisms and policies 4.3.1 Content of implementation and expected results This solution aims at (i) perfecting the legal document system; (ii) Policy on development of managerial human resources; and (iii) Policy to encourage development for enterprises 4.3.2 Completing the legal document system - Promulgating the law on VTOL business and the guiding decree - Strengthening state management of multimodal transport enterprises through inspection and supervision - Paying attention to specific policies to encourage businesses such as investment in infrastructure development for multimodal transport, container transport and application of high technology in multimodal transport and logistics operations - Allowing Vietnam's multi-modal transport operators to enter into joint ventures with potential foreign air-travel businesses to develop the market - Issuing a policy to reserve land for logistics infrastructure development planning, avoid converting agricultural land into real estate, and narrow the operating space of logistics infrastructure - Towards pioneering policies with a vision to create competitive advantages in attracting foreign investment 4.3.2 Policy on development of managerial human resources  Subjects needing training are divided into groups: (i) State management staff involved in policy making, planning and system development; (ii) Central and local management staff directly operating and exploiting multimodal transport activities; (iii) leaders and managers of the enterprise; enforcement officers at the office and staff working in the field Having appropriate training programs and plans  High-quality logistics human resources must be trained to not only meet domestic requirements but also work abroad, especially in the ASEAN Economic Community Annually, funds are spent for university training for Polytechnics in logistics activities  Strengthening the connection of Associations and businesses in ASEAN and the world, attracting foreign enterprises to invest and 25 cooperate in developing multimodal transport in logistics activities 4.3.3 Development incentive policies for enterprises - Encouraging all economic sectors to participate, especially joint ventures and associations with foreign countries The purpose of mobilizing capital, learning technology, exchanging management and operating experiences and localizing services is currently the strength of foreign enterprises - Promulgating policies to encourage enterprises to invest capital in developing multimodal transport infrastructure such as ICDs, commodity centers, distribution centers, logistics centers and high-tech applications Transport exchange is considered as one of the solutions to apply technology to connect service providers with shippers - The policy of modernizing equipment for loading and unloading goods, especially container goods at transport hubs, is extremely important for Vietnam in the application of multimodal transport - Issue policies on land funds for logistics infrastructure development planning, avoid converting agricultural land into real estate, and narrow the operating space of logistics infrastructure - Develop diversified types of transport and transport support services, ensure quality, fast, safe, convenient, save social costs to participate in the multimodal transport chain 4.4 Solutions for infrastructure development 4.4.1 Content of implementation and expected results This solution targets two groups of solutions: for hard infrastructure development and soft infrastructure development 4.4.2 Development of hard infrastructure The transport infrastructure system needs to be completed in order to: • Shifting modes of transport to the direction of using high-capacity, environment-friendly modes of transport • Prioritizing the development of multimodal transport on the main transport corridors, especially the North-South corridor and the corridors connecting with international gateway ports in order to 26 • • • • • • • • • • increase the volume of goods transported, reduce shipping costs, and reducing logistics costs for import and export goods Leveraging standard container shipping, there is great benefit in developing a continuous transport chain between different modes of transport Prioritizing focus on developing large, modern and pervasive infrastructures Develop a plan to connect the railway to the major seaport Building a logistics network on the strategic corridor Strengthen international cooperation to develop trade, services and investment Developing logistics and multimodal transport hubs: make supply chains more efficient and encourage multimodal transport The thesis proposes to strengthen the role of logistics centers combined with the focal function of multimodal transport by hub&spoke model Determining the role of major regional transport hubs, including: Multimodal transport hub to optimize transport activities serving the supply chain, supporting the economic restructuring of the region Developing a technology-enabled smart production chain Coordinate two-way import and export of goods, and at the same time act as a trading floor, exchanging information to increase quality and value chain The regional EIA is a breakthrough to create value for regional development, promote the process of adding value, sustainable development, climate change adaptation, industrial development, tourism and other service industries Improve the transport and logistics chain: centralizing goods for efficient large-scale transportation, reducing costs, satellite (hub&spoke) 4.4.3 Development of soft infrastructure The thesis proposes the National Single Window on multimodal transport in order to unify the state management and create favorable conditions for businesses Accordingly, it is necessary to identify a State agency responsible for managing, operating and developing G2G (Government to Government) and G2B (Government to business) connectivity With this mechanism, the Department of Multimodal Transport Management is suitable The national OSS mechanism of Vietnam Polytechnic Transport encourages favorable connection with the ASEAN Single Window on the basis of the ASEAN transport infrastructure network At the same time, encourage connection with the existing system of the Ministry of Finance (General Department of Customs) and management systems of seaports, border economic zones, and free trade zones of neighboring countries At the enterprise level, it is proposed to build and improve the operation of the multimodal transport exchange, supporting the provision of convenient and efficient transportation services 28 CONCLUSIONS AND RECOMMENDATIONS Conclusion The thesis has systematized the issues of multimodal transport in logistics activities; supplement and complete the theoretical basis, define concepts and scientific arguments on state management of multimodal transport in logistics activities such as content, roles, tools, methods, influencing factors , evaluation criteria and standards; systematize and clarify international and Vietnamese experiences, synthesize them into a scientific basis to apply creatively and appropriately to state management of multimodal transport in logistics activities in Vietnam The thesis has analyzed the current situation and potential of multimodal transport in logistics activities in Vietnam; Assessment of the current state of state management of multimodal transport in logistics activities; pointing out the shortcomings in the operation; the causes of the inadequacies, especially the basic problems that need to be removed in the current state management mechanism The thesis has proposed groups of solutions to improve the state management of multimodal transport, including: (i) Completing the 29 organizational model of the state management apparatus; (ii) Completing mechanisms and policies in the field of multimodal transport; and (iii) Orientation to develop multimodal transport infrastructure, focusing on hard infrastructure (link network and focal point for multimodal transport in logistics) and soft infrastructure ( including national single window and transport exchange) New contributions include: - Clarifying and diversifying the theoretical basis of the concept, content, forms, methods, characteristics, factors affecting the state management of multimodal transport in logistics activities The problems mentioned and solved by the thesis make a practical contribution to the interpretation and propose solutions to improve the state management of large-scale transport in logistics activities - Analyze and evaluate the current situation of multimodal transport management in logistics activities in Vietnam - Propose orientations and solutions to strengthen the state management of multimodal transport in logistics activities in Vietnam The thesis after completion can be used as a reference for research and teaching on issues related to multimodal transport management in logistics activities The next research directions of the thesis: - Researching standards and regulations to ensure state management of multimodal transport in logistics activities - Research and standardize regulations on quality management of multimodal transport service provision in Vietnam - Research on connecting domestic, regional and international multimodal transport Recommendations - The State shall supplement and complete the necessary legal basis for multimodal transport in logistics activities to facilitate and attract businesses - The state needs to select a state management agency responsible for managing multimodal transport in logistics activities in Vietnam 30 - Paying attention to international cooperation, regional cooperation in the field of sustainable development of multimodal transport in logistics activities - Focus on the application of information technology and digital transformation in State management and encourage enterprises to apply digital transformation - The State encourages enterprises to develop and compete fairly throughout the
