Library and Ho Chi Minh National Political Academy Library INSTRUCTION The urgency of the subject Catholic is a large religion, that has a unified Church organization system on a global and highly ecclesiastical authority Although messages affirmed that "the Church does not take responsibility for all aspects of life in society and just speaking out within its expertise", or in other words, "Christ does not leave For the Church of a mission under the political, economic or social scope, the goal of giving to the Church is a religious goal" However, the Catholic Church always encourages its believers in all aspects of social life through the regulation of social responsibility, it is clearly shown in Catholic social doctrines Catholic Social Doctrine is a system of views of the Catholic Church based on the moral theology of social realities Social issues are discussed in many different areas such as economy, politics, culture, society, religious freedom, democracy, human rights, war, peace, and ecological environment The above areas are recognized by the Church, evaluating them on their moral standards, while becoming the principles of teaching rights for Catholics Therefore, social responsibility is the central ideology of Catholic Social Doctrine, it becomes "Linh đạo" (sacred religion), "Kim nam" (South-pointing needle) in awareness and practical direction for every parishioner in real life In the context of globalization, global integration has been increasing, the "secular" trend appears as an inevitability of the history of surviving and the development of all religions including Catholicism That trend has brought social responsibility in Catholic social doctrines to the center of every social theologic problem of Catholics Therefore, in recent years, both the Church and Society are promoting research and dissemination of the basic contents of the social responsibility, finding moral standards suitable for both companionship and development The Catholic Church always determines the promotion of research and dissemination of their ideas about social responsibility in Catholic social doctrine is prioritized pastoral work Most of the documents, messages, and speeches of the Pope and the Holy See are related to the Social Responsibility of the Catholics that have been translated into Vietnamese, Posted on the media Many works, pieces of research, dissemination of contents of social doctrine in general, and the responsibility of Catholics in particular, published by Catholic scholars, and priests integrated them while preaching It contributed to raising the awareness of the Catholic responsibility, helping them firmly believe in themselves to sacrifice for the homeland and the country The ideology of Social Responsibility In Catholic Social Doctrine, although Vietnam’s Catholic Church focuses on and disseminates many different forms, the effectiveness is not much in reality in general The ideology of Social Responsibility in the doctrine still only stops at basic subjects, concentrates on theology, is scholastic, confusing, difficult to reach, and is not associated with the practical situation of the Church and society Content and method are more suitable to clergies, and Catholic scholars than parishioners In particular, farmers are more difficult to approach and understand The form of transmission only stops at the church, scholastic, monotonous, less attractive, difficult to attract the youngsters For the social part, the ideology of Catholic Social Responsibility has attracted many scholars and research agencies Research results have helped society know more about the Social Responsibility of Catholics; Providing scientific bases for the authorities in planning religious and Catholic policies in Vietnam; Promoting Catholic resources in social development, implementing the direction of "living the gospel in the heart of the nation to serve the happiness of the people", "Love God, Love The country" However, research on the Social Responsibility of Catholics has not been properly concerned; The Social Responsibility Issue in Catholic social doctrine is still a strange term for many people, even with a specialized department to the state management of religion Some reckon this doctrine as a "third path" between socialism and capitalism, even understood as "Catholic socialism" It contributes to making Catholics "strange" to the rest of society It did not only promote Catholic resources but also pushed Catholics out of the great unity of the nation Therefore, the ideology of Social Responsibility in Catholic social doctrines should be more interested in the Church and Society, to promote Catholic responsibilities in the fields of social life In particular, it is necessary to seriously consider the duty of Social Responsibility as the resource to actualize the direction of the "companion with the nation" of the Vietnam Catholic Church nowadays Stemming from that reason, we select the matter: "Catholic social doctrine about its social responsibility and manifestation in Vietnam nowadays" for our religious dissertation Purpose and research tasks 2.1 (Tông hiến); Apostolic Exhortation (Tông huấn); Message (Thông điệp); Council (Công đồng) 13 Chapter THE TEACHING IDEOLOGY OF SOCIAL RESPONSIBILITY IN CATHOLIC SOCIAL DOCTRINE 2.1 CATHOLIC SOCIAL DOCTRINE 2.1.1 Forming base of Catholic social doctrine 2.1.1.1 The Bible According to the Catholic theological perspective in the Bible, God gave human responsibility and duty to others and society In another word, social ideologies that appeared in the Old Testament and the New Testament built the foundation for forming a system of views for the Catholic Church on social issues Ideologies in the Bible mentioned above are the basis for the Church to build its social doctrine, which determines the social responsibility of the Church as well as each believer 2.1.1.2 Practical basis Practical need of Catholic moral missions: concerning social life and the poor; building an equal society without injustice and poor people Practical need of adapting, surviving and developing according to secular trend requires the Church a guiding doctrine Simultaneously, to become reasonable and counterweight with many other social doctrines, the Catholic Church needs a firm reasoning system, as a basis for building directions and ultimate goals 2.1.1.3 The birth and development of Catholic social doctrine For the first time, Catholic social doctrine appeared at the end of the 19th century, during the Pope Leo XIII period It has been nearly 130 years since then with the change of 11 Popes 14 * The birth of Catholic social doctrine Pope Leo XIII (1878-1903), considered a founder for the birth and development of Catholic Social Doctrine In 1891, he issued the message Rerum Novarum - Tân considered the first message on the social issue of the Catholic Church * The development of Catholic social doctrine From Catholic Church’s perspective, the Social Doctrine has no endpoints This is an open doctrine, the issues presented in the doctrine will continue to be developed and supplemented under the movement and development of the contemporary world - The phase before the Second Vatican Council - The phase from the second Vatican Council to 2013 The panoramic history of formation and development of the most common views on social issues has demonstrated that: Since its birth, the Catholic Church has directly participated in building a more earthly life than the heaven with a viewpoint of “human is the center, human need comprehensive protection and development” 2.1.2 Basic content of Catholic social doctrine The Catholic Church shows a view in all areas of social life Therefore, when studying Catholic social doctrine, scholars often have different divisions, depending on the time in history and research approaches From a study perspective, the dissertation develops the content of Catholic social doctrine on the four basic pillars including economic issues; political issues; cultural issues, and social issues 2.1.2.1 Economic issue Economic contents are presented in many different aspects, ensuring inclusivity and relative comprehension of the economic concept of the Catholic Church It can be understood that economic issue in Catholic social 15 doctrine is exploited in two ways: economic life (ownership; the role of the State’s economic management; globalization) and the role of labor In addition, Catholic social doctrine also mentioned the contents: Enterprises, business community, market, commercial, service, industry, agriculture However, the dissertation does not study those issues, but only studies the main ideology to generalize basic issues into the theory about the economy on the above two issues They are the basic and core points of economic issues in Catholic social doctrine 2.1.2.2 Political issue Catholic social doctrine shows a political view on the following main contents: the goal of the main life; acknowledging the inevitability of political power; acknowledging the legal obligation of citizens (besides moral obligation); democracy; responsibility of parties, civil society, and the State; the correlation between the Church and the State 2.1.2.3 Social issue Society is always the central issue of the Bible and the Church’s messages since they are born until now Identifying social perspectives in Catholic social doctrines, there are many different ways, but most of them are difficult Because there are no pure social problems that separate economy, politics, culture, education and vice versa Social issues in Catholic social doctrine are mainly concentrated in contents such as human and human rights, family, environmental protection, the international community, and social philanthropy 2.1.2.4 cultural issue The cultural topics are discussed in different historical contexts by the Catholic Church Only after the Second Vatican Council (1965), basic cultural ideologies are affirmed and become teaching ideologies Catholic social doctrine discusses culture in three aspects: spiritual culture, education, and communication Each of the above aspects contains valuable messages 16 for the followers’ morality Catholic society doctrine took morality and truth as the core content of spiritual culture; taking the family as the foundation to nourish and educate human personality; mass media is the most useful tool to transmit cultural values in modern society 2.2 BASIC CONTENT OF TEACHING IDEOLOGY OF SOCIAL RESPONSIBILITY IN CATHOLIC SOCIAL DOCTRINE 2.2.1 Teaching ideology of Social Responsibility in the economic sector Catholic Social Doctrine discusses the economy mainly based on moral theology, so it does not initiate an economic theory, nor does it support any economic theory Through social doctrine, readers understand the Catholic teaching ideology of Social Responsibility with the national economy, international and moral demand of economic activity In particular, the ideology of economic responsibility is discussed in the contents: Responsibilities of all followers must actively participate in economic development; All political institutions, social organizations, and the Church are responsible for encouraging efforts and commitments of believers; Condemning the abuse of wealth and exploitation; Encouraging initiatives in production labor; All parishioners have a moral responsibility in saving production resources and personal consumption; Tax payment responsibility and implementing economic legal obligations 2.2.2 Teaching ideology of Social Responsibility in the political field The teaching ideology of Political Responsibility is an issue concerned by the Church and society When discussing political responsibility, the Catholic Church proactively approached it on moral and ethical aspects Thereby, making initiatives with teaching meaning Accordingly, the Church promotes responsibilities to serve political rights, directly participate in the political system, eliminate legal political reactionary (according to Catholic moral order) and identify steps in specific political situations For the clergies, the Church does not allow them to directly visit political activities 17 2.2.3 Teaching ideology of Social Responsibility in the field of social philanthropy In the view of the Church, philanthropy is understood with broad implications as love, endless love, or charitable activities All religions have their messages about human love However, Catholicism’s love surpassed all limits to reach the general public and all of mankind The ideology of philanthropic responsibility is stipulated on the following basic contents: Firstly, respecting dignity and considering human dignity is a central issue in society Secondly, the responsibility of building an equal and justice society Thirdly, the responsibility for human comprehensive development Fourthly, prioritizing people with the disadvantages Fifthly, every believer has the right and obligation to serve a humane education Chapter ROLE OF TEACHING IDEOLOGY OF SOCIAL RESPONSIBILITY IN CATHOLIC SOCIAL DOCTRINE FOR VIETNAM’S CATHOLICISM NOWADAYS 3.1 EXPRESSION OF ROLE OF TEACHING IDEOLOGY OF SOCIAL RESPONSIBILITY IN CATHOLIC SOCIAL DOCTRINE FOR VIETNAM’S CATHOLICISM NOWADAYS 3.1.1 Overview of Catholicism in Vietnam nowadays According to Catholic history, Catholicism is present in Vietnam since 1533 After nearly 500 years, it has become a great Current status and distribution of believers As of March 2017, the number of Vietnamese Catholics has 7,063,712 people, accounting for 7.35% of Vietnam's population Nearly 18 56.7% of parishioners lived from Da Nang to the southern provinces Although northern mountainous areas have had a remarkable missionary process, Catholicism has not developed much in recent years 3.1.1.2 Current status of the Church, clergy, and monk Vietnam Bishops Council: Vietnam Bishops' Council XIV (20192022), with the Standing Committee, include Archbishop, Joseph Nguyen Chi Linh as the president; Vice Chairman; Secretary-General; Deputy Secretary-General, 17 Committees, and a representative of Interreligious and Ecumenical issues Provinces or archdioceses, now in Vietnam, have three provincial Churches, including Hanoi province; Hue province; Ho Chi Minh province The dioceses, also called local Churches, are a local community in an area, assigned to a careoric bishop, with the collaboration of priests Currently, the whole country has 27 dioceses Parish is also called Grassroots Church As of December 31, 2015, there were over 3057 parishes and 24 standard parishes out of 27 dioceses Missionary force, attached to the organizational structure (diocesan, missionary) At the time of 2015, the whole country had 5,197 priests (3,907 tides, 1,290 lines), seeing 3,057 parishes and 24 standard parishes out of 26 dioceses Tu Tri Organizations: Dong Tu, Tu Hoi Doi, Tu Doan Tong Do, and An Si In 2015, there were over 250 Catholic Tu Tri bases with 21,003 male monks and thousands of amateurs 3.1.2 Expression of the role of teaching ideology of social responsibility in catholic social doctrine for Vietnam's catholicism through some General Letters before the 1980 Overall, before 1980, the perspective of the Catholic Church in Vietnam due to the Foreign Missions Society led, basically anti- 19 communism, separating Catholics from the Vietnamese nation A small part of Catholics obeyed Catholic power and was taken advantage of to help the enemy, against the revolutionary government However, the patriotic spirit is still a key factor in the thought and actions of the majority of Vietnamese Catholics during this period The attitude, responsibility, and activities of the parishioners and catholic clergy in Vietnam have gradually changed since the General Letter 1976, especially the General Letter 1980 emerged 3.1.3 Expression of the role of ideology of social responsibility in Catholic Social Doctrine in the Vietnam Catholic Church through some General Letters since 1980 The ideology of the Social Responsibility of the Vietnam Catholic Church is confirmed in the General Letter of the Vietnam Bishops' Council (5/1980) The General Letter 1980 is a historical document, that opened the right direction for Catholicism in Vietnam to fully demonstrate responsibility to their homeland’s destiny First, the responsibility of commitment to the people to participate in building and protecting the Fatherland (economic and political responsibilities) Second, responsibility in the field of social philanthropy (relief, security; medical education) 3.2 EXPRESSION OF ROLE OF TEACHING IDEOLOGY OF SOCIAL RESPONSIBILITY IN CATHOLIC SOCIAL DOCTRINE FOR VIETNAM’S CATHOLICISM NOWADAYS 3.2.1 Expression in the economic field Catholics are always deeply aware of the commitment in the fields of economic activity as a moral requirement The believers have actively participated in production labor, and thrift practice, enriching themselves, their families, and the whole society Catholic economic activity is always imbued with a humanitarian spirit and dimension of humanitarian aid; pay attention to the rights and interests of people in all aspects 20 Actively participate in green economic sectors, ensuring a healthy working environment, bringing livelihoods to the social community Support to help each other in developing, sharing experiences, capital, profits creating a healthy economic environment, friendly community, and society However, compared to Catholicism in countries around the world, the Vietnamese Catholic economy accounts for not a high proportion, not commensurate with the strengths and potentials available The majority of Catholics live in rural areas, mountainous areas, ethnic minority areas, and difficult to develop economy; Opportunities to access resources are still relatively limited There is still a psychological expectation, relying on "salvation"; The concept of life is only "temporary living"; focus on taking care of the soul (going to the ceremony, praying, etc), less worried about the body (moral practice in the middle of life) in many Catholics 3.2.2 Expression in the political field The political responsibility of Catholics - which is still "strange" to the Church (Quan Phuong) before 1975, has now become the duty of Catholics in Vietnam Catholics have left a mark on all aspects of political life, to be fully aware, implementing the Party's guidelines and policies, the State law; Responding to emulation movements, campaigns; Catholic solidarity in the great national unity; Directly participating in political activities, political organizations in the political system In general, the Catholic Church encourages all clergy and parishioners to try to engage in all aspects of the country's politics However, the reality shows that the number of dignitaries participating in the election and election of the National Assembly and the People's Councils at all levels is not too much compared to other religions There is still a part of Catholic dignitaries actively consolidate and rearrange personnel to manipulate the church apparatus to gather forces against the Party and the State The hostile forces are interested in taking advantage of 21 the Catholic extremists to accuse Vietnam of violating democracy, human rights, and religious freedom 3.2.3 Expression in the field of social charity Promoting the tradition of solidarity and moral practice in the middle of life, charity activities have attracted a large number of priests, monks, individuals, and collectives to participate The dissertation has focused on surveying the Catholic Social Activities in Vietnam nowadays in the three main areas: Education; Medical; Relief, and social security 3.2.3.1 In education and training activities Education is the traditional strength of Catholics In fact, in recent years, many specialized and non -specialized organizations in education and training of the Church have conducted a variety of forms of education support Catholic education often focuses on Preschool education; Job education; Love class; Scholarship issuance, exam season help, etc All of them bring remarkable results, contributing to reducing the burden on society However, in many Dioceses, teachers and educational institutions have not yet reached the standards of professional qualifications Many part-time teachers and monks have not been equipped with pedagogical knowledge and skills Lack of facilities and schools The content of the love class as well as supplementing knowledge for poor children has not been strictly managed Some places still have the phenomenon of teaching catechism during the teaching process 3.2.3.2 In medical activities, community health care In general, Catholic Health has achieved respectable results, contributing significantly to the burden of the country's health industry Catholic health towards the whole society, especially prioritizing for the weak, particularly the fields that secular medical is afraid; In addition to a cure for the body, Catholic health is also aimed at treating the mind, improving the quality of life for the people However, in general, the medical equipment is largely backward, and the medical staff is lacking and unqualified especially for treating serious 22 diseases Funding sources are limited Most Catholic charity clinics are only qualified to treat common diseases The number of people who are educated in traditional and oriental medicine is still low and mainly work according to the heirloom experience 3.2.3.3 In relief and social security activities Relief and social security activities are conducted synchronously in many fields such as setting up poverty reduction funds; building love and gratitude houses; nurturing children, non-relying elderly people; building the infrastructure; Periodic sponsorship; Emergency relief, etc The achievements in Catholic relief and social security activities initially shared the burden of welfare, showing the spirit of mutual love for others The efficiency of relief activities in the whole country has a difference between provinces, cities, and areas, and the quality is limited The work of planning and coordinating and managing is not systematic, most of the activities are not united, spontaneous, and narrow range Many organizations have worked unpractically, and the quality of operation is not high In the Southern dioceses, activities often have higher quality, and their subsidies and funding sources are better than in the Northern dioceses Chapter FORECASTING TRENDS AND RECOMMENDATIONS TO IMPROVE SOCIAL RESPONSIBILITY FOR CATHOLICISM IN VIETNAM 4.1 MOVEMENT TREND OF VIETNAMESE CATHOLICISM’S SOCIAL
