1 INTRODUCTION Rationale for the study Ethics is an important value for the profession and is also a moral value that needs to be oriented and formed for the quality and capacity of each individual Currently, with the diversified development of the system of professions in society, professional ethical values, orientation of professional ethical values are interested by many scientists and fields In Vietnam as well as in the world, there have been changes and formation of many different career trends, creating different conceptions of professional values In particular, professional ethical values are considered as the core values that guide the behavior of each employee in the working organization Therefore, throughout the process of forming and developing the professional personality of each individual, it is impossible to ignore the role of the professional ethical value orientation that they have chosen People's Public Security is a specific profession in society, each police officer and soldier is a worker, a soldier standing in the ranks of the armed forces, with roles and responsibilities and the noble responsibility of preserving national security and ensuring social order and safety The professional ethical value of the People's Police is one of the attributes of the profession, in line with the standards of recognition knowledge, attitudes and actions that the Party and State set for the People's Public Security force For students of the People's Public Security academies and universities, professional ethical value orientation is a revolutionary moral quality that has been cultivated and trained since the early days of being recruited and trained in the field Police This is also one of the important goals set by the Party and State in training and educating students at People's Public Security schools In recent years, the People's Public Security schools have paid attention to and focused on the task of education and training, helping students choose meaningful values and ethical standards that are suitable for their careers thereby forming and developing the quality of professional competence and personality values of the People's Public Security soldiers, ensuring the training of officers and soldiers who can meet the requirements of the jobs and tasks assigned to them assigned in the fields of national security protection and social order and safety With that goal, the People's Public Security schools always promote and uphold the good values of the People's Public Security force, in accordance with the traditional moral values of the nation; at the same time, orient and develop new value scales for the People's Public Security soldier in today's global trend of strong development in science, technology, economy and society However, in reality today, the problem of orienting professional ethical values of students of People's Public Security schools still has some limitations, stemming from many different reasons The work of orienting professional ethical values in schools is still general, not going deep and specifically into professional ethical values; a part of students are not fully aware of professional ethical values, affected by mechanisms and negative actions in social life The mistakes of some individuals in the Public Security branch were condemned by society, more or less affecting the public's confidence in the People's Public Security profession Therefore, the work of education, orientation of professional ethical values in schools - where training human resources for the police sector becomes more important and urgent The problem of orienting the professional ethical values of students and students in general has been interested and researched by scientists in the world as well as in Vietnam However, research with the target group of students from academies and universities of the People's Public Security has not yet mentioned this issue Understanding and researching the orientation of professional ethical values is important in education and value orientation on political thought, morality, lifestyle, attitude, and behavior in professional activities in particular, in the daily life in general of students of People's Public Security academies and universities Thus, in both theoretical and practical aspects, it can be affirmed that the research object of the thesis is a new, important and urgent issue today Stemming from the above reasons, the author of the thesis chooses: Orientation of professional ethical values of students of People's Public Security academies and universities as his research topic Aims and objectives of the study Aims Theoretical and practical research on the orientation of professional ethical values of students of People's Public Security academies and universities, on that basis, some psychological and pedagogical measures are proposed to develop professional ethics orienting professional ethical values for students, contributing to improving the quality of educational work, orienting professional ethical values in current People's Public Security academies and universities Objectives Overview of the research situation related to the thesis topic; building a theoretical basis for the orientation of professional ethical values of students of academies of the People's Public Security University; survey and evaluate the current situation of orientation of professional ethical values; the current situation of factors affecting the orientation of professional ethical values of students of academies and universities of the People's Public Security; psychological portrait analysis; propose measures to develop orientation of professional ethical values for students of People's Public Security academies and universities Participants, objects and scope of the study Participants Students, officials, lecturers of academies, universities of the People's Public Security Objects Manifestations, levels and factors affecting the orientation of students' professional ethical values Scope In terms of content: The thesis focuses on clarifying the manifestations and levels of the orientation of professional ethical values of students of the People's Public Security academies and universities At the same time, clarify the factors affecting the orientation of professional ethical values of students at the People's Public Security academies and universities today About the object and research area: In this study, a survey of 398 students, 58 officials and lecturers was conducted at 04 People's Public Security Institutes and universities under the Ministry of Public Security, including: Security Academy people; People's Police Academy; University of Fire Prevention, University of Logistics - Technical People's Public Security About time: The data used in the thesis were surveyed, investigated and synthesized from November 2017 to December 2021 Scientific hypothesis The orientation of professional ethical values of students at People's Public Security academies and universities is currently at a high level, but it is uneven in all aspects of expression In which, the action side is to a lesser extent than the perception and attitude There is a positive and statistically significant correlation between the influencing factors and the orientation of professional ethical values of students of the People's Public Security Institutes and universities In which, factors of demand, motivation for learning and training; exemplary role, typical in the People's Public Security has the strongest influence It is possible to develop the orientation of professional ethical values of students of the People's Public Security academies and universities through appropriate psychological and pedagogical measures such as: Propaganda and education of professional ethical values the People's Public Security Service for students; promote students' activeness in self-directing professional ethical values; organize "active learning" activities for students; building a model of "Model class collective, exemplary students" in academies and universities of the People's Public Security Methodology and research methods Methodology The thesis is researched on the basis of the theory and methodology of Marxism - Leninism on ethics, professional ethics, values and value orientation; Perspectives and guidelines of the Communist Party of Vietnam on professional ethics education and orientation of professional ethical values; Thoughts on revolutionary ethics of President Ho Chi Minh in general and professional ethics for the Public Security sector in particular; The views, directives and resolutions of the Central Public Security Party Committee on education and training work The approaches of psychology used in the thesis research include: Principle of materialistic determinism of psychological phenomena; Principle of Unity between psychology, consciousness and activity; development approach; System approach and Value - personality approach Research Methods Using a combination of research methods of Psychology, specifically shown in chapter New contributions of the study In terms of theory The research results of the thesis contribute to supplement the basic theory of professional ethical values of the the role of professional ethical values in professions, this is the content that attracts the attention of many authors, such as: JR Rest (1994) ; Rennie (2001), B Bjerregaard, V B Lord (2004), G Collste (2012); Beikzad (2012) Through statistical results and analysis of research works related to professional ethics, it shows that: these works have shown the composition, structure and characteristics of professional ethics, forcing individuals to act profession must follow It is also the application of ethical principles and professional ethical standards in work practice Studies in Vietnam on professional ethics Research in Vietnam on professional ethics can include the following authors: Le Thanh Thap (2005); Nguyen Thu Trang, Tran Tien Khoa, Le Thi Thanh Xuan (2014); Tran on the basis of State regulations , of the relevant legal system and the specific regulations of that profession 1.1.2 Research related to career value orientation Study abroad is related to career Macera and S.H Choen (2006); M Gerber (2009); M A McKnight (2009); D Dunning (2010), D.G Smith and J E Rosenstein (2016) From the researches of foreign authors on professional value orientation, it shows that: The studies come from many different approaches, are conducted on different objects and locations and have also introduced out different bases to identify the expressions and factors affecting career value orientation The above research achievements will be an important basis for inheritance and research perspectives on the orientation of professional ethical values of students of People's Public Security academies and universities Research in Vietnam related to career value orientation Studies on career value orientation in Vietnam are very rich and diverse, typically authors such as Nguyen Van Tuan (2008); Lo Mai Thoan (2010); Vu Truong Giang (2015); Vu Quynh Chau (2016); Pham Dinh Duyen (2020), Research works on career value orientation abroad as well as in the country are very diverse and rich, giving us a multi-dimensional and complete view of the expression and factors affecting the definition of professional values orientation of professional values in general and for specific professional values in particular On the basis of research from the perspective of Psychology, Philosophy or Sociology, Education, the authors focus on pointing out the basic manifestation, that is: Perception, understanding; attitudes, feelings, preferences; actions, skills, techniques 1.1.3 Research related to professional ethics of People's Public Security and orientation of professional ethical values of People's Public Security Overseas studies related to professional ethics of People's Public Security and orientation of professional ethical values of People's Public Security The typical research results of the authors are: A Juntunen (2008); M Josephson (2009); L Ruibyte, R Adamoniene (2012) affirmed: Professional ethics in general, professional professional ethical value orientation when researching personality value orientation in general As for the issue of orientation of professional ethical values of students of the People's Public Security schools, so far, there has not been any research to discuss In the People's Public Security schools, only small-scale, internal researches are carried out to serve the training and education work of each school Practice shows that the Party and State always attach great importance to the education of moral qualities for students in the People's Public Security schools, with the goal of training police soldiers who are "both pink and professional" strength in capacity and quality to build and defend the Fatherland and the people In the face of economic, political and social changes, there have been changes in values and value scales in individual and community relationships Therefore, the topic orienting the professional ethical values of students of the People's Public Security schools conducted during this time will effectively meet and serve the work of education, orientation and training students in the People's Public Security schools today However, because there have not been studies on the orientation of professional ethical values of students of the People's Public Security academies and universities, many difficulties and challenges have arisen for the thesis in building a system of professional ethics Theoretical system and research toolset suitable to the research object and the characteristics of the research object 1.2 Research overview of published scientific works and issues the thesis focuses on solving 1.2.1 Overview of research results of published scientific works Professional ethical values, professional value orientations, and professional ethical value orientations are currently issues attracting the attention of many domestic and international scientists Because, this is a basic theoretical problem and has great practical significance for each individual, collective, nation and country Professional ethical values and orientation of professional ethical values are discussed in all fields, all social activities, all organizations, the State and this issue is recognized by the education, training, and human resource management sectors primary interest Research works abroad and in the country have mentioned some of the following issues Research works on professional ethics, professional value orientation and professional ethics value orientation are very rich and diverse, mainly studied in the fields of Psychology, Philosophy, Education Education and Sociology In these studies, the authors have explained the origin of formation and development of professional value orientation, introduced a system of concepts related to professional ethical values, professional value orientation In addition, the works have studied and presented the manifestations of each research problem In which, special attention is paid to the manifestations of professional value orientation Professional ethics is studied on a general level Many works are interested in the ethics of the People's Public Security profession, the pedagogical profession and the professions in the public service system In which, many works have shown specific ethical values, these values are the most specific expressions of professional values, from which researchers rely to measure the characteristics, current psychological objects involved in the process of professional value orientation The research works have identified the factors affecting the value orientation, mentioning a lot about the educational factor; the role of the family, the role of the school, the change of the economy In addition, it also mentions the subjective factors of the research object Many works in many different countries deal with the ethical issue of the police profession This is a special, relevant and interesting audience group for the State, organizations and individuals in society Because their profession brings stable value, safety for individuals and society Mainly the works refer to the ethical regulations for the police, the relationship between professional ethical values and work performance The most concentrated target groups are pupils, students, teenagers, civil servants and young officials in different schools, professions, and living areas In Vietnam, there is no research on orientation of professional ethical values of students of People's Public Security academies and universities Therefore, the task posed for the thesis still faces many difficulties 1.2.2 Dissertation issues to focus on solving Currently, the issue of orienting the professional ethical values of students of the People's Public Security academies and universities is receiving the attention of many scientists, especially scientists in the fields of management educational theory, educational psychology, leadership and command inside and outside the police force In previous studies, many problems have been raised related to career value orientation On that basis, the author inherits and selects both in terms of content and methods to solve problems related to the orientation of professional ethical values of students, the University of Public Security people The thesis issues need to focus on solving: Firstly, on the basis of an overview of research works on professional ethics, orientation of professional values, orientation of professional ethical values, there are many different directions and approaches, therefore, the thesis needs to identify Research orientation is: Orientation of professional ethical values is a personality quality of students of People's Public Security academies and universities, ensuring students fulfill their responsibilities, tasks, develop develop and perfect the necessary psychological qualities in the profession upon graduation Therefore, the orientation of professional ethical values of students of the People's Public Security academies and universities is defined as a process of formation, development and expression in daily life, study, student training and social interaction Second, on the basis of absorbing and inheriting the views of scientists on basic concepts related to the thesis topic, the author goes into deep analysis and clarification of the following concepts: professional ethics; orientation of professional ethical values; orientation of professional ethical values of students of People's Public Security academies and universities These are the instrumental concepts so that the author of the thesis can point out the manifestations, levels, and criteria for assessing the orientation of professional ethical values of students from Public Security academies and universities people Third, based on the viewpoints that determine the orientation of professional ethical values as a personality quality, the process of formation and development is influenced by many factors Therefore, the thesis needs to determine the influencing factors and the degree of influence of those factors on the orientation of professional ethical values of students of the People's Public Security Academy and University Fourth, the thesis does not stop at theoretical research, but also indepth research, survey, and assessment of the current situation of professional ethical value orientation and factors affecting the orientation of professional ethical values of students from academies and universities of the People's Public Security From there, it is possible to propose measures to develop the orientation of professional ethical values for students of People's Public Security academies and universities Conclusion of chapter The published scientific works related to the thesis topic is a knowledge system on many important contents for the issues researched in the thesis The research results of the above works are generalized both in the country and around the world, thereby identifying four issues that the thesis needs to continue to solve Thereby to analyze, evaluate, selectively inherit, supplement and develop research achievements to serve the research process on the orientation of professional ethical values of students of academies and universities People's Public Security University Chapter THEORY ON PROFESSIONAL ETHICAL VALUE ORIENTATION OF STUDENTS OF THE PEOPLE'S ACADEMY AND UNIVERSITY 2.1 The basic concepts 2.1.1 Professional ethical values 2.1.1.1 Professional expressed in the perception, attitude and actions that dominate and realize the values of professional ethics ethical values of the chosen profession 2.1.3 Orientation of professional ethical values Public Security academies and universities is a dialectical process of arising and resolving conflicts; is the process of converting external requirements into one's own internal requirements In this process, they always have to struggle to consider between their desires and actual conditions to choose the right professional ethical values as the basis for practical actions to realize them values professional ethics, choosing towards readiness for the tasks that the profession poses after graduation From the above analysis, it can be conceived that: The orientation of professional ethical values of students of the People's Public Security academies and universities is a personality quality, reflecting the choice of values Professional ethics, expressed in the awareness, attitude, and actions of occupying and realizing the professional ethical values of the People's Public Security 2.2 Characteristics of professional activities of the People's Police The Vietnam People's Public Security Forces is an armed force serving the cause of national defense and construction in all periods of the nation's history compete with hostile forces to protect the Party, State and People This is a particular field, considered as the common home of many professions in society On the basis of functions, duties and roles of the People's Public Security force, the distinctive features of this profession can be summarized on a number of basic contents below: Professional activities The People's Public Security Service has great political significance; professional activities of the People's Public Security Forces are highly combative; professional activities of the People's Police have professional principles and high secrecy; Professional activities of the People's Police are risky, unexpected and high-risk 2.3 Expression and degree of orientation of professional ethical values of students of People's Public Security academies and universities 12 The act of occupying and realizing the professional ethical values of the People's Public Security - The act of studying and perceiving the general regulations of the Party, the State, the branch and the school - The act of learning, acquiring political, legal, professional and professional knowledge - The act of self-cultivation Group of subjective factors - Needs and motivations for learning and training - academies and universities are given Chapter RESEARCH ORGANIZATION AND METHODS 3.1 Research organization 3.1.1 Research area The thesis is researched at: People's Security Academy, People's Police Academy, University of Fire Prevention, University of Technology - Logistics People's Public Security The selection of the study area ensures the representativeness and diversity in the field of training 3.1.2 Research object 13 The thesis conducted research on the number of subjects 456 people In which, 398 people are students, 58 people are officials and teachers from 04 People's Public Security schools within the scope of the thesis 3.1.3 Research stages The thesis is conducted through the following stages: - Phase 1: Theoretical research (November 2017 - December 2018) - Phase 2: Developing a research toolkit and conducting a trial investigation, completing the toolkit (January 2019 - August 8, 2020) - Phase 3: Official survey phase (9/2020-2/2021) - Phase 4: Writing and completing the thesis (March 2021December 2021) 3.2 Research Methods Research process on orientation of professional ethical values of students of People's Public Security academies and universities, in the thesis, a combination of methods has been applied: document research method; professional solution; survey method by questionnaire; observation method; in-depth interview method; method of studying the results of activities; psychological portrait analysis method; methods of data processing by mathematical statistics 14 Conclusion of chapter The thesis organizes research through different stages and applies synthetically the research methods of Psychology Research methods are organized and deployed in accordance with the purposes and tasks set out, in accordance with practical conditions, ensuring reliability, objectivity and science in research oriented ethical values of the profession career of students of the current People's Public Security academies and universities Chapter PRACTICAL RESEARCH RESULTS ON PROFESSIONAL ETHICAL VALUE ORIENTATION OF STUDENTS OF THE PEOPLE'S ACADEMY, UNIVERSITY OF THE PEOPLE 4.1 Actual situation of orientation of professional ethical values of students of People's Public Security academies and universities 4.1.1 Current status of students' perception of professional ethical values 4.1.1.1 Assess the status of relationship with the masses; students' attitudes towards professional ethical values expressed in work; Students' attitudes towards professional ethical values are reflected in their relationship
