1 INTRODUCTION Rationale for the study Aware of the position and importance of the coastal economic zone to the country's socio-economic development, the Party, State and Government have issued many resolutions, policies and decisions to create goods and services legal corridor for coastal economic zones to operate and develop effectively The Eighth Conference of the 12th Party Central Committee emphasized: "Focus on building and replicating models of economic zones and coastal eco-industrial parks in association with the formation and development of economic centers strong sea Coastal economic zones must play a leading role in regional development and interregional integration Vietnam's achievements in 35 years of economic reform and international integration (1986-2021) have been attributed to the great contribution of coastal economic zones Construction of coastal economic zones is considered a new development model, aiming to form economic zones as a driving force for socio-economic development in localities and poor coastal areas According to statistics, cumulatively, by 2020 there will be 18 coastal economic zones in Vietnam established and put into operation with a total planning area of 858,309 ha; attracted 592 foreign investment projects with a total capital of 553,392.27 million USD and 1,884 domestic investment projects with a total capital of 1,208,067.91 billion VND; attracted 267,486 domestic and foreign employees; contribution to the state budget reached 68,976.65 billion, with positive contributions, the coastal economic zone has created a premise to attract investment capital; contribute to economic growth, increase budget revenue, create jobs for workers; receiving and transferring science and technology; combine economic development with strengthening national defense and security With favorable natural conditions, the North Central region has many potentials and strengths to develop the marine economy in general and the coastal economic zone in particular In recent years, the coastal economic zones in the North Central provinces have achieved many important achievements in attracting investment capital and labor; receiving and transferring science and technology, advanced management experience; increase budget revenue for localities; contribute to economic restructuring towards modernity in the North Central provinces However, in order for coastal economic zones in the North Central provinces to promote their strengths, make a breakthrough, play an important driving role in regional development and link regional linkages as well as goals and expectations When establishing and overcoming inadequacies and limitations, it is necessary to have systematic studies, thereby serving as a basis for proposing views and solutions to develop coastal economic zones in the North Central provinces until the year 2020 2030 so as not to lose economic development opportunities in the new context, but also not to harm the integrated development of coastal economic zones in the North Central provinces Researching theoretical issues, properly assessing the current situation of coastal economic zones in the North Central provinces in recent years, as a basis for proposing views and solutions to develop coastal economic zones in the provinces North Central region to 2030 is of great significance Meanwhile, so far, from a scientific perspective of political economy, there has not been any scientific research on the development of coastal economic zones in the North Central provinces For that reason, the author chooses the issue "Development of coastal economic zones in the North Central provinces" as the topic of doctoral thesis majoring in Political Economy Aims and objectives of the study Aims To clarify theoretical and practical issues about coastal economic zones, coastal economic zone development in the North Central provinces; on that basis, propose viewpoints and solutions to develop coastal economic zones in the North Central provinces by 2030 Objectives Firstly, an overview of domestic and foreign research works related to the thesis topic; Second, to explain some general issues about economic zones and coastal economic zones; formulating concepts, evaluation criteria and pointing out factors affecting coastal economic zones in the North Central provinces; contents of coastal economic zone development; economic efficiency in the current development of economic zones and coastal economic zones; management models of economic zones and coastal economic zones; criteria for evaluating the development of economic zones and coastal economic zones However, due to different approaches, there is no consensus on the concepts of developing economic zones and coastal economic zones and determining the content and evaluation criteria Secondly, on assessing the status of coastal economic zones and developing coastal economic zones About achievements: a number of research works under different economic perspectives on the development of coastal economic zones, a number of works confirm: coastal economic zones are a breakthrough economic model in the development of coastal countries and localities; be the center in linking economic regions between localities with marine economy and the remaining territories; is a place to attract advanced science and technology transfer; have made important contributions to job creation and socioeconomic development in the localities Limitations: a number of studies show that economic zones and coastal economic zones, although occupying a lot of land and water surface, are not effective against existing potentials; the construction and development planning of a number of coastal economic zones by the governments of the countries lacks the generality; economic region linkage is still limited; also uses a lot of resources and is labor intensive, which adversely affects the assurance of the environment and marine resources; the level of development and transfer of science and technology is still low; policy mechanism is not specific 8 Regarding the reasons for the limitation: a number of studies have suggested that: the awareness of local authorities and people about the position and role of the coastal economic zone is inadequate; the legal document system is still overlapping and lacking in synchronicity; the contingent of staff in management, construction and planning of coastal economic zones has not met the requirements; The initiative proposed by the economic zone management board and the local government has not been proactive Third, in terms of perspective, solutions to develop coastal economic zones On the point of view: on the basis of the characteristics of natural conditions, the actual development of coastal economic zones of each locality and each country, a number of research works have given basic views such as: construction of coastal economic zones must be consistent with the strategy of each region and the whole country; bring into play the advantages of coastal economic zones to promote spearhead economic sectors; general mobilization of capital and labor resources for coastal economic zones; ensure the development of coastal economic zones in parallel with the protection of the ecological environment Regarding solutions: a number of works have proposed solutions to develop coastal economic zones in the coming time, such as focusing on solutions to perfecting policy mechanisms, legal frameworks, management innovation, etc the State for economic zones and coastal economic zones; What are the problems that need to be solved from the current situation of coastal economic zones in the North Central provinces? Fourthly, in order to solve the contradictions raised from the current situation of coastal economic zones in the North Central provinces, the thesis needs to determine what viewpoints and solutions to develop coastal economic zones in the North Central provinces North Central Province? Second, the number of production and business investment projects, technical and social infrastructure investment projects in the coastal economic zone; Third, the amount of investment capital in production and business projects, investment projects on construction of technical and social infrastructure in coastal economic zones in the North Central provinces; Fourth, the percentage of occupied area of coastal economic zones in the North Central provinces 2.2.2.2 Quality of coastal economic zones in North Central provinces Criteria for assessing the quality of coastal economic zones in the North Central provinces are assessed through the following indicators: Firstly, the qualifications of staff in charge of management and planning; training level, professional skills and technical skills of workers in coastal economic zones in the North Central provinces; Second, the technological level and production capacity of investment projects in coastal economic zones in the North Central provinces; Third, the amount of capital realized out of the total registered capital in coastal economic zones in the North Central provinces 2.2.2.3 Structure of coastal economic zones in the North Central provinces 13 Criteria to evaluate the structure of coastal economic zones in the North Central provinces are assessed through the following indicators: Firstly, the distribution of industries (functional areas) and industrial production value in the area coastal economy in the North Central provinces; Second, the investment participation of all economic sectors in the coastal economic zones in the North Central provinces; Third, the distribution of coastal economic zones is suitable with natural conditions in the North Central provinces 2.2.2.4 Contribution of coastal economic zones to socioeconomic development, environment and strengthening national defense and security in North Central provinces Criteria for assessing the contribution of coastal economic zones to socio-economic development, environment and strengthening national defense and security in the North Central provinces through the following indicators: Firstly, the number of employees activities are attracted to coastal economic zones in the North Central provinces; Second, export and import value in coastal economic zones in North Central provinces; Third, to contribute to the state budget of coastal economic zones in the North Central provinces compared to coastal economic zones of the whole country; Fourthly, the problem of combining economy with national defense and economic development with environmental protection in coastal economic zones in the North Central provinces In summary, the criteria for assessing coastal economic zones in the North Central provinces are expressed through indicators of quantity, size, quality, structure and contribution of coastal economic zones to the development of coastal economic zones socio-economic development, environment and strengthening national defense and security in the North Central provinces The above criteria are evaluated and compared on the established criteria with coastal economic zones in other regions of the country 2.2.3 Factors affecting the formation and operation of coastal economic zones in the North Central provinces 2.2.3.1 Group of external factors Firstly, the natural-socio-economic conditions in the North Central provinces; Second, mechanisms and policies on local coastal economic zones; Third, the quality of resources attracted to the coastal economic zone; Fourth, the capacity of organization, administration and coordination of actors in the coastal economic zone 2.3 Experience in developing coastal economic zones in some regions of the country 2.3.1 Experience in developing coastal economic zones in the Northern coastal region Firstly, focus on developing synchronous technical and social infrastructure to create conditions for the development of coastal economic zones; Secondly, the coastal economic zones in the North Central provinces have a large number of investment projects out of the total number of investment projects in the country's coastal economic zones; Third, investment capital in coastal economic zones in the North Central provinces accounts for a high proportion compared to coastal economic zones of the whole country; Fourth, the occupancy rate of coastal economic zones in the North Central provinces is average compared to the coastal economic zones of the whole country 3.1.1.2 The quality of coastal economic zones in the North Central provinces initially met the set criteria 16 Firstly, managers and trained workers in coastal economic zones in the North Central provinces account for a high proportion, reaching an average high level compared with some coastal economic zones of the country; Secondly, investment projects with advanced and medium-advanced production technology qualifications and capabilities account for a high proportion compared to coastal economic zones of the country; Third, the total realized capital out of the total registered capital in the coastal economic zones in the North Central provinces accounts for a large proportion compared to a number of coastal economic zones of the country 3.1.1.3 The structure of coastal economic zones is relatively reasonable, initially promoting comparative advantages in the North Central provinces Firstly, the structure of coastal economic zones in the North Central provinces initially brings into play the potential and strengths of each locality; Second, the negative effects of international integration and cooperation in the marine economy of the whole country in general and the North Central provinces in particular; Third, the planning and planning of coastal economic zones still have shortcomings;
